To supply a common stationeries to government parastatal you have to bid for it not to talk of an airport.

For the money to be paid even when the company did not bid nor seek for any contract of such nature signifies that there is a sinister motive behind the payment.

Secondly, the money has been paid to the "contractor" before the government wrote to the House of Assembly to approve the project, that is another red flag.
