After every elections in Russia just like in Nigeria the Ministers lose their positions and have to be reappointed by the President who won the election at his discretion,
but in this case Putin is changing the portfolio of Shoigu by elevating him to the position of Secretary of Russia Defense Council where Putin is the Chairman, former President Medvedev is the Deputy Head and Shoigu is now number 3 as Secretary, this is totally different from the western propaganda you posted above that he was fired.
