Summary Execution Of Delta State Ex-Gubernatorial Candidate - Questions Over Uduaghan's Role
Posted: November 29, 2011 - 20:08
By Ochuko Udume

Deltans are greeting with incredulity and outrage, the news of the killing of Chief Honourable Ogbe Onokpite, who was the candidate of the Citizens Peoples Party (CPP) in the Delta State 2007 and 2011 gubernatorial elections.

Chief Onokpite was shot to death on 26 November 2011, but there are conflicting stories as to the circumstances surrounding what many are calling an extra-judicial ‘summary execution. The police report says that they had intelligence that Chief Ogbewas in the process of purchasing arms. In an interview, the Commissioner of Police, Delta State Command, Mr. IbrahimTsafe, said that Chief Ogbe and ‘accomplices were ambushed by the police detectives who were deployed in the hotel from the Area Command of the Nigeria Police Force, Warri” and that he “was negotiating for arms in the hotel”.

Mr. Tsafe further said that Chief Ogbe was coming down from the hotel, “we asked him to surrender but he declined to surrender, instead he confronted the police in company with his men”.

In the account of the police, a gun battle ensued in which ChiefOnokpite received fatal injuries, saying, “he died before help could get to him in the hospital”.

However, many in Delta State are questioning this account of the events by the police. Among the questions being raised are:the source of the police ‘intelligence’; whether or not a gun battle actually took place; and whether the event was the planned, targeted killing of a political rival to the Governor of Delta State, Emmanuel Eweta Uduaghan.

Eyewitnesses have reported that Chief Ogbe was actually shot in his hotel room, unarmed. Chief Ogbe had been staying atBeeland Hotel, on Oruwhorun Road, which is owned by a popular PDP chieftain, Chief Ben Egbetamah in Udu local government area of Delta state. Chief Ogbe is said to have been arrested and shot, then taken alive by the police, in whose custody he then bled to death.

Chief Ogbe was known to be an opposition leader in Delta State who believed strongly in justice and the rule of law. He was a law abiding citizen of the state who was based in Canada but relocated recently to Nigeria to participate in politics. Initially he was a member of PDP and supported Uduaghan. He later ran under the banner of the Citizens People Party but openly gave his support to the Democratic Peoples Party, citing the poor performance of Governor Uduaghan, his stewardship over massive looting and abuse of State resources, and themarginalisation of Urhobo youths in the State.

It is on record that Chief Ogbe openly campaigned againstUduaghan, as a result of which he received numerous threats. On the 26th of April 2011, following the April governorship election in Delta state, Chief Ogbe was arrested at the INEC offices after he challenged the manipulation of results that were being collated at the centre. He was imprisoned at the Nigeria Prisons, Okere, Warri, on trumped-up charges of murder. He spent over two months in that prison without charge and was recently freed. This was also seen as a politically motivated arrest as he had mobilised his community of Uvwie Local government Area against Governor Uduaghan.

At the time, members of Chief Ogbe’s group called for his immediate release saying that “We believe that the political enemies of Chief Onokpite planned, masterminded and are funding his imprisonment to allow them a free reign of terror and looting of Delta resources while also suppressing the true political will and mandate of the people”.

On the issue of Governor Uduaghan’s role, we have received information that at the time Chief Ogbe’s arrest, the Inspector in charge of the operation put a call through to the governor, and it is alleged that Uduaghan personally ordered his killing. Witnesses in Warri also reported that immediately following the shooting, policemen in armoured personnel carriers as well asarmed military officers were deployed to patrol the streets ofWarri.

A witness who can’t be named in order to protect his safety, said that he spoke with Chief Ogbe four hours before the shooting and that Chief Ogbe was in high spirits and was encouraging him to visit Warri. The witness said that he has also received death threats from members of the Uduaghan administration as well as information that plans were being finalised to assassinate Chief Ogbe. He said he discussed these matters with ChiefOgbe but that Chief Ogbe told him not to worry.

Members of the Delta State Facebook group known as “Liberate Delta People’s Movement” have been reacting to the news of a fellow liberator seemingly having been executed. Theyoverwhelmingly see the killing as politically-motivated particularly as the State is preparing for local elections. They have called on the Federal Government and International agencies to look into the matter.

The group’s spokesman, Mr. Cadre Drake, said ““We do not want to see the return of these kinds of killings to our State. This is somebody who was in prison and freed only recently. If what is reported is true, that he was arrested, then we do not expect the police to take the law into their own hands. There must be full transparency in examining this incidence and the Delta State police can no longer be in charge of the investigations. It is true that Uduaghan’s administration has been issuing threats against the opposition in the State and against citizens like me who are calling for accountability and the restoration of the people’s mandate. This is completely unacceptable.”

Members of Liberate Delta People’s Movement have posted condolence messages on the Forum and goodwill messages for the family of Chief Ogbe.

These are pretty serious allegations that deserve to be thoroughly investigated. Whatever the case may be, we must demand answers as to why a man who was arrested hail and hearty from his hotel room and by some accounts, shot in the leg by the police on the hotel premises, ended up dead in police custody, with fatal bullet wounds.
Questions must be answered.

This is terrible. The sort of thing our Executive and legislative arm should insist is investigated thoroughly and conclusively. Instead nothing will happen .Below are some comments on Saharareporters. It appears most folks believe that this man was murdered brutally and in cold blood by the Police. We all know who control the Police in Nigeria.

The Chief was dragged by the police team from his hotel room to the fore court of the hotel and shot on both legs and finally killed on the way to the station. The same team came back later to carry his bags, made some arrests and towed the Chief's honda away.
It was a case of murder by the police.

Why must Chief Ogbe be executed? The Govr is to blame
Submitted by Victor (not verified) on November 30, 2011 - 18:52.

I strongly believe the governor has something to do with it. As always nothing will happen in this case if the police whom the governor sent to executed a fellow citizen in cold blood are also responsible for the investigations. Who do the police commissioner in the state report to? I declare that anyone who destroys a fellow human being in order to live will die in helicopter crash with his entire family, Amen.

I see CONFLICT OF INTEREST here!

High_Chief:

This is so, Nigeria police have been used lately by politicians to commit all sorts of attrocities.

My guy, the thing don tire man OOOO !!! The NPF is full of so many murderous animals, it is not even funny. Yet year in year out  President after President go with the same formula of selecting a Police boss they are sure will do their bidding instead of seeking a reformer of the highest integrity to sort out the disgrace our NPF is.

Folks can say what they want about Ribadu but there is no doubt the NPF would be more disciplined under a resolute character like him. It should never be acceptable for any IGP to tolerate men under their command carrying out summary execution but that is what happens in Nigeria with how partisan IGP's (eg Ringim) actually sanction these actions !! No Policeman will dare do such if a reforming oga patapata makes it crystal clear you will face prosecution and the firing squad for playing judge, jury and executioner !!!

Afterall we saw Ringim acting as the Inspector General of the PDP with how he sided with Akpabio to keep an opposition politician in jail while a competent law Court had ordered that AkpanUdoedehe be released!!!! We also saw Ringim quick to act, in tandem with AGF Adoke Bello, to secure the release of Teslim Folarin all for the sake of the murder suspect being able to deliver delegate votes to GEJ in Abuja. It is highly likely, given what we have seen so far from our partisan IGP, that Ringim is now also turning a blind eye to how his men are possibly being used as Uduaghan's murder division.

Nigeria will remain f.u.ck.ed while we continue to gain unprincipled mediocrities like GEJ as President. It starts from the top (President) to the bottom. If , for example, we have a President bold enough to shun selfishness and choose a reformer as NPF boss then we will surely see changes becuase it will not be difficult for a committed reformer to tell dodgy cops to shape up or face stiff punishment. By the time a few policemen are punished severely for accepting inducement to play private executioner, then virtually all of them will sit up. Nonsense !!!!! When the President and IGP are part of the problem, what solution can anyone expect from them?

These people are not unserious to the point of incredulity. How can you receive a series of death threats and you do nothing while plowing ahead. As opposition to a powerful incumbency the only way to change the status quo is to descredit it not naively continuing. Now the man is dead there is no way to catch the perps. The evidence on ground is paper thin, speculative at best and can never convict anyone in a responsible court of law.

I tell my friends involved in highwire politicking. Take your secretary to document your meetings. Record your phone conversations. Practically every phone has a recorder. Save your important texts, mails and mms on hard media, so on and so forth. That is your insurance. It could mean the diffrence between life and death and perhaps life for your case after your death.

But will they ever learn. It is only the vile and sinister that document their arrangements, indoctrinations and base deals for 'omerta'.

I read with utter disgust the summary execution of this Nigerian by the same police force who are meant to protect us! Ah! Nigeria why has thou cursed! The PDP government has completely destroyed Nigeria, PDP is a curse on Nigeria.
I'm completely shocked by the Police account of the story which obviously is false, we all know how Nigerian Police work and this is the reason why so many Nigerians do not want to relocate back home.

I'm very very upset by this news and imagine the Nigerian legislators don't even deem it fit to discuss this issue and how to reform the Nigerian Police! They are busy making laws on homosexuality an obvious case of misplaced priorities

I weep for Nigeria oh! I weep for my country!
