A man keeps money in his wardrobe and each day he returns from work the money disappears, he continues to keep the money in the same place each day despite d loss. After a very long time, he calls his family members and tells them that he has been losing money and that everyone is to contribute and put money in the wardrobe for the thief to still be taking, that he can no longer bear the loss alone.

Logic of the analogy.
goverment agrees that there are thieves gaining from the subsidy of fuel, but instead of stopping them or bringing them to book, they should be allowed to continue stealing but that we should all contribute the money that the cartels steals.

I would have thought that the man would rather relocate the cash to a different location or alternatively secure the wardrobe better.

At least this is how govt has presented its aubsidy position.
