As people congratulate Mr. President on his latest decision on the Boko Haram menace, can someone please enlighten us on what are or should be the implication of GEJ's declaration of SOE in the four Northern States. Are there expected actions/implication by default or are there courses of action he stipulated to embark on, such as would achieve significant impact(s) in those LGAs?
