Osun, World Bank Construct 200Km Roads In Rural Areas

Government of the State of Osun in  partnership with the World Bank and French Development Partners has completed the construction of 200 kilometres of roads[b] under the first phase of Rural Mobility and Access Road Project (RAMP) in the state.[/b]

The senior infrastructure economist, Transport Sector Africa Region of RAMP, Mr. Nicolas Peltier, who led the delegation of World Bank and French Development Partners on a courtesy call to the governor of the state in Osogbo on a pre-approval mission on RAMP Phase Two, disclosed that the preparation process for the implementation of the scheme has reached an advance stage.

While remarking that the State of Osun has made a significant step in the project, being the first to implement the RAMP Programme ahead of Adamawa, Enugu and Niger states, Mr. Peltier commended the efforts of Governor Rauf Aregbesola-led administration over the maintenance of rural access roads in the state.

While enjoining the state government to release the counterpart fund on time, with a view to facilitating the quick and better implementation of the project, Peltier added that the World Bank will be looking forward to partnering with the state in building up a sustainable financing of projects such as box-culvert and small bridges among others.

Responding, the governor stated that his government was enthusiastic on food security as primary agenda before its assumption of office, while reiterating his commitment to massive production of food and bringing live to rural communities.

While commending the efforts of the development partners, Governor Aregbesola noted that his government has gone far in ensuring that rural communities are not neglected in the area of access mobility to all farm settlements in the state, adding that what the delegate saw at Pataara Farm Settlement has been replicated in Orile-Owu farm settlement, where 8.6km of road had been completed for tarring.

The governor also maintained that his government is working hard to improve the economic capacity of the people and helping them to be able to meet up with their civic duties, while assuring the delegation that his government will not fail in meeting up with the provision of its counterpart funding.

Indeed. It is no accident that Aregbesola was first, of many States, to complete phase one of RAMP to commendation from the world bank. They are all firmly behind Aregbesola because they see a man who plans and implement. While other Governors may subscribe to RAMP to shore up their CV , as per pseudo achievement that looks good on paper , Aregbesola (see below) proactively sought the assistance of others and moved deliberately to include Osun in the RAMP project. Let us hope God can forgive the numerous bigoted haters who spam this forum daily attacking a serious, methodical and highly efficient Governor . They will live to see Aregbesola's numerous efforts come together to make Osun prosperous.

85% Nigerian roads are bad - RAMP

Statistics by a Federal Government agency, Rural Road Access and Mobility Project, has revealed that 85 per cent of Nigerians roads are in bad condition.


The National Coordinator, RAMP, Mr Ubandoma Ularamu, stated this in Osogbo, on Wednesday, during the opening ceremony of the 2010 annual retreat and review meeting of RAMP.

Ularamu said only 15 per cent of more than 16,000 kilometres of secondary and tertiary roads in the country were motorable.

Explaining that local government roads were worst hit, he said 70 per cent of local government were roads impassable.

Ularamu noted that large populations of Nigerians lived in rural areas, adding that problems of bad roads we affecting the country's economy.

Osun State Governor Rauf Aregbesola, who was represented by his Deputy, Mrs Grace Laoye-Tomori, at the ceremony said rural road initiative was central to the development agenda of the state.

The governor said the desire to develop rural road accessibility propelled him to write letters of commitment to the World Bank, Federal Ministry of Finance and the Federal Project Management Unit to declare Osun's readiness.

Aregbesola said the Osun Rural Enterprise and Agricultural Programme was given the task of improving 50 kilometres of roads leading to four farm settlements across the state.

Ularamu said, "Out of over 160,000 kilometre of secondary and tertiary roads in Nigeria, with an average registered network of 4,000 kilometres per state, only about 10 to 15 per cent is paved.

"While a large proportion of this network remains in poor or very poor conditions, with only 15 per cent of federal roads in good conditions, it is sad to note that rural roads that are statutorily referred to as local government roads which constitute about 132,000 kilometres (67.7 per cent) of the entire road networks in Nigeria are the worst hit by this state of disrepair."

He said farmers in the country faced challenges of a high transport cost, long travel time, huge post harvest losses and high rate of auto accidents - as a result of bad roads.

Explaining the negative effect of bad roads on agriculture, Ularamu recalled that studies carried out in 2006 revealed that about 20 per cent of total agriculture production never reached the market.

He said the Federal Government decided to implement RAMP in Kaduna and Cross River states where they were designed to meet the needs of each state.

Ularamu stated that RAMP had proved to be a huge success in the two states which had elicited the interest of other states that have shown readiness to use RAMP strategies to address their rural road development problems.

Decrying the low level of public expenditure on road construction and rehabilitation, he stressed that government alone could not shoulder the responsibilities of making roads pliable using the RAMP strategies.

Arrangement In Top Gear In Osun Over Rural Access Roads •World Bank, French Agency To Partner State


Explaining the rationale behind the project, the World Bank Head of RAMP team, Mr. Nicolas Pelter, said that Osun was among the four states singled out for the projects, saying that, even among the four states, the state has been taking the lead in the programme.

He stated that the operation would be financed with $315 million, with $195 million coming from the World Bank and $120 million from the French Development Agency.

The World Bank official noted that Osun State was chosen as one of the benefiting states due to the strategies it had been exploring in the area of agriculture and rural access mobility, saying that the Osun Rural Enterprise and Agricultural Programme (OREAP) would go a long in assisting the project.

Revealing that the state was chosen due to its potentials and good governance traits, he said that the state had demonstrated that it deserves to benefit from the 500 kilometres rural access mobility project, as it had again launched pivot for road maintenance in the state

Senior Infrastructure Economist, Transport Sector (African Region) of the World Bank, Mr Nicholas Pelthier-Thiberge, has commended the Osun State government for leading other participating states in the implementation of the Road Access and Mobility Project, also called RAMP 2.

[b]The leader of the bank’s visiting team described the state government of Governor Rauf Aregbesola as examplary and visionary because of its collaborative efforts and enthusiasm about the project.

Leading the World Bank and the French Development Agency on RAMP on a courtesy visit to the governor in the Government House on yesterday, Pelthier-Thiberge also noted the involvement of the Osun State’s Youth Employment Scheme (OYES) in the project at the Iwo-Patara farm settlement, which his team had earlier visited.

He said the Osun State government had proved that the initiative is not isolated by engaging the youths and supporting the farmers to take interest in the development and maintenance of roads in the locaties.

Osun is among the six states in the federation already participating in the project. Kaduna and Cross River states are in first phase of the project while Osun State takes number one position in the second phase and is followed by Enugu, Adamawa and Niger states.[/b]


Aregbesola said he had no option than to be enthusiatic and committed to the initiative, since it was meant to improve the economic wellbeing of the people and the state.

Aregbesola said RAMP has provided an opportunity for him to live up to his promise to the people to stand up to the challenges of food security while seeking mandate to lead the state.

“I am committed to improving access to rural areas in order to accomplish the goal of massive food production and better living conditions for the people.”

You are listing Federal roads, do you expect Aregbe to be repairing those roads, please tell FERMA to wake up to their responsibility, by the way the roads you listed are just two, the road goes from Ibadan to Ilesha via Gbongan and branches off to Oshogbo at Gbongan and from Ibadan to Oshogbo via Iwo, why have you broken two roads down to almost 9 roads.

I do not know those roads as I have not gone down there for some time, but for someone to list two roads as 9 is deceitful, also those roads are federal roads.

I don't think money has even been disbursed for this at all. The Announcement was made around later half of last year. Probably construction is just on the way in some of the selected states.

Feels like Aregbesola is selling Osun state

The French development agency, for example, usually offer grants to civil society organisations (NGO's et al) to assist development projects in France and developing Countries. The World Bank provides interest-free loans, low-interest loans and grants , to support initiatives such as RAMP, as a core brief of it's duty. The theory everything involving the West is wicked and about the domination Africa is cute , even appropriate at times, until it begins to look totally out of place applied to some instances.

Indeed. RAMP is the Rural Access and Mobility Project. It involves rural roads under the local Government and nothing to do with federal or even State roads . It is mainly about constructing and upgrading roads that provide access to rural area and farm settlement, most of us will never visit, to aid agricultural development, access to healthcare, food sufficiency, economic growth etc .

Always getting yourself confused . A waste of time pointing out to you that these are rural roads, not State or Federal roads, leading mainly to the most remote areas and farm settlements you and I won't ever use. Rural roads, for Nigeria, are economically and developmentally important and this is why the World bank and the French development agency are involved. You don't realise that this is not about shiny roads in main towns and local Government areas as part of urban transport solutions. It is entirely about rural development vis-a-vis it's benefit to local and national development. These rural roads primarily seek to link farm settlement or agro-based communities to main areas of local Government and towns. This is why some States of Nigeria will benefit first ahead of others. Shame you love to ask silly question ,to satisfy your negativity and bias, yet are never ready to inspect answers provided.

No one told you Aregbesola designed this scheme or that it is a measure of the ACN's 'progressiveness'. The point is that Aregbesola deliberately asked to be part of RAMP and is now praised by the world bank as meeting set phased targets better than others hence the 'progressive' tag. Gerrit ? Meet targets and get approved for the next phase. Simple.

Are World bank experts part of a scam that involve praising Aregbesola for work not done. Abi you think technocrat will just show up in Nigeria, sit in their hotel rooms and approve the next phase of activities , to be carried out with money they will disburse, if there is nothing on ground to show progress being made? Has it occured to you that Aregbesola is being praised because foreign partners see him taking RAMP seriously and pulling his weight ?

OSOGBO — OSUN State Governor, Mr Rauf Aregbesola, has restated his administration’s commitment to the development of rural areas in the state, particularly access roads to enhance massive food production and better living conditions for the people.

Is this not the information age? Why don't you search for knowledge you seek to gain from others? What should EKt Bear tell you what you can find out yourself? Is he not like you in the sense that he is a Nigerian seeking knowledge about the development of his Nation? Why should he be your teacher and indulge your silly questions when answers are readily available in cyberspace? In case you don't know, the World Bank is heavily involved in handling the RAMP scheme both financially and in a supervisory role. Why not ask them for cost breakdown?

World Bank, French agency spend 370m dollars into rural roads devt

Abuja – The World Bank and French Development Agency have injected 370 million dollars into rural roads development in the country as part of efforts to ensure sustainable rural development

Dr Tunji Ahmed, Transport Specialist, World Bank, in Abuja on Tuesday said that the Bank was contributing 250 million dollars, while French Development Agency was offering 120 million dollars.

He said the programme was being implemented in conjunction with the Federal Ministry of Agriculture and Rural Development, under the Federal Government’s Rural Access and Mobility Programme (RAMP).

Ahmed said the first phase of the project being handled by the World Bank at 60 million dollars, included construction and rehabilitation of 472 km rural roads and 132 rivers crossing in Kaduna, as well as construction of more than 474 km rural roads in Cross River.

He said the implementation of RAMP in Kaduna and Cross River States had shown that given the right guidance and provision of appropriate implements, all the states of the federation could sufficiently address the challenges of rural transport infrastructure development and management.

Ahmed said that under the second phase of the programme in 2012, more than 310 million dollars would be spent, with 190 million dollars coming from the World Bank, while French Development Agency would inject 120 million dollars.

He said the next stage of the programme would be implemented in Enugu, Niger, Adamawa and Osun States.

Ahmed said when completed, the programme would enhance socio-economic activities in the rural communities and assist Federal Government’s transformation agenda in the agriculture sector in the rural areas.

He explained that the initiative had become imperative, because rural transformation was the key to development and structural change in Nigeria.

Ahmed said the ongoing projects in Cross River and Kaduna States had indicated that when fully completed, they would contribute to the provision of job opportunities, diversification and acceleration of economic growth and environmental sustainability.

He said the World Bank was determined to support the Federal Government’s agricultural transformation agenda, especially in the area of rural development. (NAN)

So how are they in the same category?

"Will" is very different from "already did", especially in Nigeria.

My brother, this is not even a new scheme. Approval for beneficiaries (solely Kaduna initially) formally began April 2008. It enjoys the backing of the World bank and the french development agency because of the implications for meeting MDGs (Millenium development goals). The scheme originally started with Kaduna .

Even your own reference has it that the programme you TRIED IN VAIN to claim credit for Aregberascal was implemented in "non-progressive" PDP states of Kaduna and Cross River.
