where is your friend currently? how long has she been in the nursing field?
if your friend is bilingual (french/english),she has a better chance in Quebec.get all the information on they Canadian Immigration website. but if she is just an english speaker,she can pretty much go wherever she chooses; usa,canada,denmark, but she must find a way to enter the country first,adjust her status and work her way up.
I dont know about having her classes paid for by a government.but she can get a loan and pay it off in the futur.
