Many activities we consider negative are practiced by more people than those not practicing it. Many have scolded the governance of Lagos State under the administration of former Governor Bola Tinubu up till Fashola for encouraging and endorsing toutism.

I remember vividly during the days of Bola Tinubu when we asked by the press why he allowed and encouraged toutism as against his predecessor (Marwa). he (Bola Tinubu) replied. "Which is better, having thieves keep you awake and robbing you every night and giving you sleepless night or recognize these boys and allow them operate in the open day light as area/agbero boys". Adding that as Agbero, they disturb the public transport operators which also have its own union, therefore both parties can deal and relate with each other without disturbing and sleep of Lagosians.

This is one of the reasons given why there is relative peace in Lagos. That is, most of these touts had been engaged under identified/recognized area father. The area father is tasked with the peace of the area. The area father engages the boys in extorting public transport drivers, pays the boys from there and as such Lagosians can have safe and sound sleep and live peacefully. They also name the collection of these area fathers "Team Lagos". Task with the peace and control of the area and would be responsible for any break down of law and order. The area fathers also work with police to quickly report any suspicious action before it gets out of hand. (perhaps Ogun state should emulate this)

I am not here to justify if this move is good or bad but it had actually brought relative peace and reduced robbery in Lagos.

The question now is this. Why cant we do same for Cultism at school and cocaine and other hard drugs.

Perhaps if cultism is legalized in schools, members would be known and anyone who joins may decide to leave if need be without and quarrel or attack on the person. All gangs would be known and any attack on any body would be on the neck of the Gang Lords.

Maybe Cocaine should be legalized so that we know people selling it and people taking it. Government should be involved so that price and use can be controlled. Taxes can also be draw from its trading.

The banning and denial of Government and people at large that Cocain and Indian Hemp is bad and should be avoided leads many sharp practices. The drug Lords make money huge enough to run government from government absence from the business. Organizations like OPEC should be formed to control and manage cocaine and Indian-hemp.

With this everybody will know what hard drugs are and the conditions to acquire or trade it. Adverts can also be on air for its use and warning on its side effect just like we have for alcohol and cigarettes.

My concern is the number of people taking Indian Hemp now is so alarming and i think the number of people taking it in Nigeria as a sample is more that people that don't take it and it is adversely affecting the way people react and behave in public. Very young boys now smoke Indian-hemp gladly and openly in public without remorse.

Its Just an Opinion. What do you think?

Well, while cultism still involves crimes such as armed robbery and assassination I don't think it would be a good idea, as for cocaine it is far too addictive unlike marijuana which is not as hazardous- So while I think the idea of liberalising some things wouldn't necessarily be a bad idea, cultism and cocaine aren't on that list. By the way I don't support the legalization of cannabis either.

I see no benefits with either.
No need increasing the PQ in the Nigerian populace.

I will further suggest we apply OP's logic to pornography. And make every purchase come with verifiable National IDs. The police and other sensitive member of the society should be restricted through their ID.
