A government which pays no attention to the security of our most valuable physical assets and that of its citizens, is beginning to see the result of its incompetence. It is too easy for a rogue criminal to cause havoc in our country at the moment. SMH


LAGOS—There was pandemonium,yesterday, at the Tin-Can Island Terminal, TCIT, in Apapa, Lagos, when a 5,000-litre oil tanker, supplying fuel to the terminal’s cargo handling equipment burst into fire and exploded.

Although the cause of the explosion could not be ascertained at press time, Vanguard gathered that the fire, which was followed by an explosion, affected several containers stacked in the terminal, as well as cars parked close by.

During a visit to the terminal, a clearing agent, who spoke with Vanguard, said seven containers and their contents were badly damaged while a crane was also affected.

The agent said the TCIT management tried to move some containers from the site to safety.

Following the explosion, Vanguard gathered that the TCIT management ran its operations outside the terminal before the arrival of fire fighters from the Nigerian Ports Authority, NPA.

Operations Managing of TCIT, Mr. Ludovic Johan, said it was not an explosion but a fire incident that occurred while a fuel tanker was refilling its cargo handling machines.

He, however, refused to speak further on the incident, and referred Vanguard to the managing director of the company.

Another official of TCIT, who simply identified himself as Richard, said it was a 5,000-capacity haulage tanker.

Richard, who said no life was lost, confirmed that some containers were affected.

He noted that the consignments in the containers were not affected before fire fighters from NPA came and put out the fire

I don't think it was a fuel discharge port incident - it sounds like a refueling of cargo handling equipment using a (road?) tanker leading to a fire.

The question is whether sufficient protective measures were in place during the refilling operation or did they simply assume 'we've never had a problem before so we'll continue as usual'?

It's difficult to reach any conclusions based on the scarce information available - one would hope there would be a proper investigation but I won't be surprised if this incident is simply swept under the carpet.

I doff my hat in respect for anyone that is able to drive in to Apapa,especially in the evenings or night.The way and manner this oil tankers queue up and are jampacked,wow.
It leaves one dizzy and fighting for air.Hope no life was lost @ OP?

About 21 containers were affected but i think what they would do is to ask the shipper to file a claim,declaring the value of damaged goods according to what is on the manifest before he can be compesated.
