If I were in power, In some cases I would mandate contraception or tie some ppls tubes permanently. You would need to provide evidence of income before your tubes can be released. e.g evidence of 20k income for one child, evidence of 50k income for 2 children etc

A woman on Welfare who has 9 kids and still pregnant needs her tunes forcefully tied
