The Al-Qaeda wing of Boko Haram will NEVER accept amnesty (they will be crushed). However, the Al-Qaeda wing is not the only faction of boko haram. We also have the political wing and the criminal wing. The amnesty should be targeted at them, to get valuable intelligence from them and remove them from the battle field so that we can concentrate on the al-qaeda faction.
