UEFA president Michel Platini has admitted the rule which saw Chelsea qualify for the UEFA Champions League in place of Tottenham could be reviewed in future.

Spurs boss Harry Redknapp branded the rule "unfair" after Tottenham finished fourth in the Premier League but saw their place in the Champions League taken by Chelsea as reigning European champions.

Platini said no rule change to the competition could be brought in for at least three years but that UEFA would be prepared to review the regulation.

Speaking in Budapest before the FIFA Congress, Platini said: "We can always change the rules. We can always discuss the rules, but not during the competition.

"We have decided not to change the rules or regulations of the competition for three years. So in three years we can change, that means we will come back if you wish.

"Everything can be discussed, the rules, yellow cards, but not during the competition. Perhaps in the next executive committee we can speak about it. I can put that, but they may say no."

Blatter, the man fans blame for the nation losing out on the 2018 World Cup, labelled spot-kick shoot-outs “a tragedy” — and challenged German World Cup winner Franz Beckenbauer to offer an alternative.

England have a miserable history of penalty failures, memorably crashing out to West Germany in the 1990 World Cup semi-final, the Germans again in Euro 96, and Portugal twice in both Euro 2004 and the 2006 World Cup.

Chelsea finally bucked the trend when they sensationally beat Bayern Munich on spot kicks to clinch the Champions League trophy last weekend.

By a strange coincidence, Swiss Blatter, 76, told the Fifa Congress yesterday that football “loses its essence” when penalties settle games.

“Football can be a tragedy when you go to penalty kicks,” he said. “Football should not go to one-to-one, when it goes to penalties, football loses its essence.”

Following a huge backlash from fans, Blatter took to Twitter, insisting he did not “want to do away” with shoot-outs. He added: “What I’d like is for the winner to be decided 11 v 11, not 1 v 1.”

Beckenbauer, the former Bayern captain and president, heads Fifa’s Task Force Football 2014 panel — created by Blatter in 2010 to improve the game before the next World Cup in Brazil.

when chelsea dumped barca out of the game, many did not feel bad because they believed it was the end of the road for the blues.to the barca community, that forced their coach out untimely. when we destroyed bayern at home, their fans wanted the head of robben and enemies of progress all over the world gathered in their covens to see how to course a man God don bless. platini in his life has done a lot to stop chelsea and now blatter is getting his aged brains into this. my question is, DID CHELSEA BREAK ANY FIFA/UEFA LAW IN THEIR EFFORTS TO WIN UCL?
well for those of us here who think like blatter, the following could be used to replace penalty at the end of the game if no winner emerged;
HERE are some alternatives to penalties:

1. A player has to dribble from the halfway line and score.

2. The teams keep playing but lose one player each every five minutes.

3. The teams carry on playing until one side gets a goal.

4. Extra balls are introduced.

5. Toss a coin.

6. Play rock, paper, scissors.

for platini, he wants the rule which now push tottenham out for chelsea to be in champions league changed. who cares? the next rule they will make will push chelsea to be the first team to win the trophy back to back.
