If you are talking about content in a football game ie Licenses, Game modes, online gaming, commentary then please go for FIFA.
But if you are after an actual football simulation game with near perfect ball physics, individual player ID system ( player models actually move, run and shoot like actual football players), dynamic gameplay that makes every match feel different, If you like this "stuffs" then pls throw your FIFA away and get PES (17-20)

honestly I don't play soccer games anymore I ended in PES 19/FIFA 19 because

1 I'm not seeing any overhaul change after each release except from prettier textures

2 both PES and FIFA failed woefully to represent the game of soccer.. e.g take a look at NBA series anything that can be done in the game can be done in real life

so goes the Madden series and MLB series

unlike soccer where some players would do what they can't in real life I know it's just a game but they over did it with how unrealistic it gets

note this I don't play soccer games anymore I do download the demos of every year to whats New but I don't buy nor do I play it

I'm totally other genres except soccer

On FIFA 2020, If I play premiership league ( or any customised league) , I notice I always play against the second string team of my opponents who are unsurprisingly weaker.

Is there a way around this? I'll love to play against the first teams

Everyone would definitely have the one they prefer, the last time I played pes was 2017, then I got fifa 17 and never looked back. To me I prefer fifa, the overall game play seems very good. Esp fifa 20... My opinion.
