How do you implement a budget 100% in september. They should pay workers salaries for sept, oct nov and december all in sept?

If budget implementation on average since 1999 as at end of July has been 30% for example and they find that budget performance as at july this year is still 30%, then there are some underlying factors hindering budget implementation which need to be looked at.

But if compared to the running average of previous years, if budget performance is low then people can start talking.


Budget implementation has been a problem for several years, and they need to look at the underlying cause before laying blames. You can not pass a budget in March for example and expect 100% budget performance in July. And if budget performance has been consistly poor under several presidents, you can't wake up over night and ask for 100% budget implementation in 5 weeks.
