To me, I think tobi is just foolish. you man up for u to get a lady to submit to u. Teddy and bambam is a typical example. so I personally think he just stabbed cc as a result of being the childish tobi. She managed to escape nomination,the next u put her up for sacrifice. picturing cc and tobi the first two weeks, i couldn't believe he could stab her in public. If cc was in his position, she will be the last to do wat tobi did. frenemy comes to mind.
