The spokesperson of the Peoples Democratic Party Presidential Campaign Organisation, Femi Fani-Kayode, has described as baseless and false the claim by a national leader of the All Progressives Congress, Bola Tinubu, that the PDP and the Presidency had offered Mr. Tinubu the position of vice president in an Interim National Government if he would part company with the presidential candidate of the All Progressives Congress, Muhammadu Buhari. Mr. Tinubu’s media office said Thursday that “From what can be gathered through informed sources, the PDP and Jonathan Presidency had recently tried to fracture the APC by offering Tinubu the position of vice President in an interim government if he would agree to Part Company with the popular Buhari. “Once Tinubu rebuffed the offer to participate in the interim scheme, the presidency decided to change tactics. It would no longer try to entice Tinubu with sugar but would now move to silence and if necessary neutralize him.” Mr. Tinubu did not provide any evidence to back his claim. Mr. Fani-Kayode, in a response, said, “These allegations are baseless and false. These people have become prisoners of their own delusions and they have become victims of their horrific and terrifying hallucinations. “We are not in the least bit interested in the formation of an interim government and we are even less interested in participating in any contraption in which Bola Tinubu would play any role.” Mr. Fani-Kayode also reacted to reports that the PDP was trying to frame Mr. Tinubu, who is a former Lagos State Governor, for the murder of a prominent politician in Lagos, Funso Williams. “Those that killed Funso Williams know who they are and it is very clear that his spirit is now tormenting his murderers,” Mr. Fani- Kayode said. “Let them be fully aware of this: whoever it was that killed Funso Williams will suffer the judgment of God both in this life and in the life hereafter. God would see to that.” Mr. Williams was a member of the PDP and he was murdered in his home on July 27, 2006. He was found tied up, stabbed and strangled. Two people, one his campaign manager and the other a prominent PDP member in Lagos Adeseye Ogunlewe, were arrested for the murder on July 28, 2006. Mr. Fani-Kayode in his statement Thursday said: “It is not true that anyone is trying to frame Tinubu for murder and it is not true that anyone from our government approached him to be the Vice President of anything. It is clear that he has an overinflated opinion of himself and he is suffering from the most extreme form and manifestation of paranoia. “The man is hiding from his own shadow and the fear of his party losing at the polls later this month is giving him sleepless nights. Whether he, Buhari and their APC like it or not, they will be devastated at the polls and they would suffer a crushing and irreparable defeat. “The everlasting confusion that would ensue in their camp after suffering this defeat will never be forgotten. The truth is this: the dementia in which Tinubu is suffering from has come as a consequence of his numerous sins. The Director of Media and Publicity of the campaign, Femi Fani-Kayode, in a statement, Thursday, in Abuja, said this was more important to Nigerians than the issues that have been raised as a consequence of Morocco’s withdrawal of their Ambassador from Nigeria. “Our attention has been drawn to the unpatriotic stance of the APC on the issues that have been raised as a consequence of Morocco’s withdrawal of their Ambassador from Nigeria,” Mr. Fani-Kayode said. “It is very unfortunate that rather than join hands with the Federal Government and endeavour to stand shoulder to shoulder with their compatriots and their country when it comes to the conduct of international affairs, the APC are always ready to assume the worst about their government and about their President. “Our counsel to them is to grow up, get real and stop playing politics with such sensitive matters that border on the interest and credibility of our nation and our people. “If they want a clarification about the Moroccan affair, they ought to go through the appropriate channels and perhaps attempt to reach our Foreign Minister in order to find out what really happened. “That is the proper and responsible thing to do. They do not need to make a song and dance about the whole thing and they certainly should not try to gain political mileage out of it or join forces with those from outside our shores that do not wish Nigeria or the Nigerian people well. “We are fully aware of their obvious and pronounced intellectual limitations when it comes to such matters; yet, regardless of that, they must always endeavour to remember that we are, first and foremost, Nigerians and regardless of whichever side of the political divide we find ourselves or whichever political party we belong to, we must always seek to protect our nation’s interest before anything else. “For the APC to even begin to assume that it is true that our President or any of our government officials lied in this episode with the King of Morocco and for them to so readily accept the suggestion that we have done anything wrong or that we have somehow misled our people about what actually transpired speaks volumes. “Our President is certainly not a liar. The only liars here are the APC and their perfidious and conflicted spokesman, Lai Mohammed. Our President and our government have done Nigeria proud when it comes to the conduct of foreign affairs over the last few years and when it comes to building bridges with other nations. This is particularly so when it comes to our relationship with other African countries. “Our military collaboration with the nations of Chad, Niger and the Cameroons in the fight against Boko Haram and the great successes that we are jointly recording in that bitter fight is a glaring testimony to that. “Any Nigerian or any Nigerian political party that joins hands with foreigners to denigrate our nation, to belittle our foreign policy, to undermine our credibility in the comity of nations or to work against our country’s vital core interests by assuming the worst about the conduct of our foreign affairs is simply a traitor and is not worthy of being called a Nigerian. “Once again, the APC has shown, by their plea for a clarification on this matter, that they are a party that simply cannot possibly comprehend or grasp the complexities of national leadership or the conduct of foreign affairs. “They have proved that they will always put their own personal and narrow party interests before the interests of our people and our nation. he All Progressives Congress has slammed the DSS and the Police for their loud silence on the threats of war by ex-militants ifPresident Goodluck Jonathan should lose this month’s election, saying the failure of the security agencies to act is an indication of their double standard and lack of fairness . In a statement issued in Lagos on Sunday by its National Publicity Secretary, Alhaji Lai Mohammed, the party said it is insightful to note that the same security agencies that reacted with hysteria to the harmless comments by Governor Rotimi Amaechi have suddenly lost their voices when the ex- militants threatened to wage war on the nation. ”When Governor Amaechi said soldiers had the right to protest if their welfare was not taken care of, the DSS was at its most efficient level, with its voluble spokesperson threatening fire and brimstone and only stopping short of arresting the Governor,despite his immunity. ”When the same Gov. Amaechi said the APC will form a parallel government if the February 14 and 28 elections were rigged, the same DSS and the police sought to outdo one another with threats and condemnation of what they called ‘inciting comments,’ even when Gov. Amaechi’s warning was conditional. ”Now, the ex-militants have said President Jonathan must be re-elected or they will unleash violence on the country. In otherwords, it is immaterial whether or not he loses in a free and fair elections. There is no clearer indication of impunity than the action of the ex-militants, who issued their threats in the Bayelsa government house, with the Governor of the state in attendance. ”More than a week later, the DSS has been missing in action while the police, in what can pass as a most shocking reaction, said they are still studying the ex-militants’ comments. Even after former Defence Minister Gen.Theophilus Danjuma called for the arrest of the ex-militants for their treasonable threats, and the ex-militants had the audacity to repeat the threats, the police still continued to ‘study’ the threats. This is simply unbelievable,” it said. APC said the implication of the conspiracy of inaction by the DSS and the police is that, under the Administration of President Jonathan, there are different rules for different Nigerians, wondering how the security agencies can be trusted to provide a level playing ground for all political parties before, during and after the forthcoming general elections. ”For supporters of President Jonathan, there is no law, there is no police, there is no DSS. Their support for the President is a licence for lawlessness and irresponsibility, and if at all there is any law, they remain far above such law. That is why they could dare the entire nation by issuing such treasonable comments and get away with their action,” the party said. This is authoritative. Sunday Vanguard was made to understand in the Federal Capital Territory, FCT, Abuja, that the INEC Chairman, Professor Attahiru Jega, had summoned an emergency meeting of Resident Electoral Commissioners, RECs, penultimate week, to review the Commission’s preparedness for the election, as well as look into areas requiring urgent attention. FILE PHOTO: INEC official displays an empty ballot box Conscious of legal latitude, INEC was said to have called an emergency meeting to review its operations on Monday, January 26, 2015, with the notice sent out a week earlier, based on the executive assessment of readiness for the election by its Board. The assessment by INEC’s Board had identified some challenges with meeting deadlines and was going to share it with the wider body of policy implementers who also had their concerns based on their field assessment on the level of preparedness. Given this background, all the Commission’s stakeholders were shocked to hear the NSA make reference to possible postponement without consulting with the electoral body. And whereas an INEC insider disclosed to Sunday Vanguard that “but for the statement of the NSA which they claimed gave a colouration of politics to the issue, INEC was possibly going to make its own independent adjustment to the time-table, to avert a repeat of the postponement of election after already deploying personnel and materials as was the case in 2011 when there was a shift from 2 April till Thursday the 4th and again shifted to the 9th of April – that postponement was necessitated by the failure of contractors to meet supply schedules”, another source within the Commission made Sunday Vanguard to understand that indeed the NSA may have been doing his job innocently, “the Commission Chairman was already adamant just as was the case in 2011 when the nation was sent on a wild goose chase only to return to the path of sanity by eventually postponing the election”. The latter source further insisted that the NSA with his bird’s-eye view of the security situation in the country may have just attempted to try to try to shield the Commission from public opprobrium regarding the laxity to effectively distribute PVCs since last year by pre-empting the issue of postponement. Sunday Vanguard was made to understand that that issue is still one of the key challenges identified by the INEC Board assessment. Another technical problem that is emerging include the fact that although the electoral body, on its part, has placed orders for the production of ballot papers, it was restrained by the legal window which was tied to the outcome of the party primaries and the window for substitution of candidates which only terminated on December 30, 2014. After the primaries and substitution were done, the Commission had to compile the outcomes and confirm with the parties, as indicated by development of January 26, 2015, which saw INEC, through a press release, dropping some parties candidates for not meeting the legal requirements of Section 187 of the constitution, with reference to nomination of running mates for the gubernatorial election. By that development, it was clear that the Commission’s final list of parties involved in the election and their candidates was only just being finalised, and therefore “the Commission could not have ordered for definitive ballot papers without such crucial information”. “Taking the latter development into account”, the usually dependable INEC source continued, “it means that the production of the ballot papers was only just ordered. This is a process which is outside the full scheduling control of INEC. Caught between legal constraints from the Electoral Act and Constitution, as well as the technical challenges from contractors engaged with the production of ballot papers, result sheets, electoral forms and envelopes that are currently being customized, to enhance the fidelity of the process, and the inability of politicians to move them from one polling area to another, INEC is currently faced with a heavy burden to meet the February 14 date, without organizing a shambolic election”. According to the very server INEC official, “Professor Jega is bent on organizing a free, fair and credible election but his hands are currently being tied by the politicians who are playing games with the integrity and fidelity of the process”. Had those been the only challenges confronting INEC, opinion would still have been divided. Worse to come is the fact that the Commission, the source continued, “is yet to commence training of election-day personnel for the polling unit activities. This is more serious when it is considered that a new technology – the electronic card reader authentication – is being introduced to the process. “This means that thousands of NYSC, post- NYSC and federal civil servants as well as lecturers have less than 15days to be recruited, indoctrinated and technically trained to handle these devices and possible contingencies that may arise if there are technical failures when using this innovative devices.” Col. Sambo Dasuki (rtd.) Stemming from that, the source disclosed, “is the number of ad-hoc personnel that are required due to the need to create more accreditation points or voting points. This arose because many polling units now have 1,000 to 2,000 voters, which require being broken into more points of accreditation which insiders call voting points. “As a result of this”, Sunday Vanguard was told, “each polling unit may now require not less than eight personnel instead of four that were previously needed. “When this is multiplied by 120,000 existing polling units, it means that the Commission may need to recruit about 960,000 ad-hoc personnel nationwide within the next two weeks and train them on normal electoral processes and the added technical challenges related to the card reader that have been highlighted above. “In addition to the requirement to train this massive number of people, INEC personnel also have to be committed to the ongoing distribution of PVCs, particularly to those who were registered in the Continuous Voters Registration exercise expected to be delivered to the country this week, just a week to the election – these will need to be received, sorted out, before distribution nationwide to appropriate registration areas in 120,000 places, and the problems arising from the distribution simultaneously addressed”. Due to these diverse challenges, Sunday Vanguard discovered that the Commission was already considering what to do to address then, before the NSA compounded the issues, that appears to have now barred INEC from taking such decision for postponement independently only because it may not want to be seen as being dictated to by the government through the NSA. As things stand, the source declared, “this may now result in the Commission being stampeded into going ahead with the presidential election despite the worries by many electoral Commissioners nationwide. Most are yet to receive critical materials required for the election. The Commission may be braving the risk of a fatally flawed election. The source then warned:“if it goes ahead despite these lapses, politicians may now take advantage of the lapses. It is quite possible that the Commission may have actually fallen into a grand trap which was intended to force it to stick to the time-table, so that the plans to strengthen the process cannot be perfected”. One of the main issues INEC had to worry about is the constraint of meeting the legal requirement with regard to the time-frame for conducting the election. In this connection, unlike 2011 when it had to go to the National Assembly, the Commission had some time within which adjustments to the time-table can be accommodated in line with Sections 76, 132 and 178 of the Constitution, which are to the effect that “the Independent National Electoral Commission shall have the power to conduct election, not earlier than 150days and not later than 30days before the expiration of the term of office of the last holder of the that office”. Under this time-frame-the Commission had the 28th of April, 2015 as its maximum time bar, which means it has enough time within its own allowable time-frame under the Constitution without reference to the National Assembly. |

The presidential candidate of the All Progressives Congress, Gen. Muhammadu Buhari, has identified insecurity, corruption and mismanagement of economy as the major developmental challenges of Nigeria. He also warned Nigerians not to re-elect President Goodluck Jonathan and the Peoples Democratic Party government at all levels, saying the continuation of the PDP government would continue to ruin Nigeria as a country and the people. He spoke on Saturday at the Metropolitan Square Ilorin, the Kwara State capital during the continuation of the APC presidential campaign. The plane conveying Buhari and his running mate, Prof. Yemi Osinbajo, landed at the Ilorin International Airport, about 10:45am. It took Buhari’s convoy about two hours to arrive at the Emir’s palace, a distance of less than five kilometres because of the crowd that surged to welcome him and his entourage. The APC national and state leaders at the presidential campaign rally included a national leader of APC, Bola Tinubu; a former APC national Chairman, Chief Bisi Akande; the Director-General, Buhari Campaign Organisation, Mr. Rotimi Amaechi who is also the Governor of Rivers State; Governor of Osun State, Rauf Aregbesola; a former Kogi State Governor, Abubakar Audu; a former Governor of Kwara State, Dr. Bukola Saraki; the Governor of Kwara State, Abdulfatah Ahmed; a former acting National Chairman of the Peoples Democratic Party and currently a chieftain of the APC, Kawu Baraje; the Speaker, Kwara State House of Assembly, Mr. Razak Atunwa and the Chairman, House of Representatives Committee on Justice, Dr. Ali Ahmad. The occasion was also used to present the party’s flag to Ahmed as the Kwara State APC governorship candidate. Buhari stated the PDP had mismanaged the resources of Nigeria, saying that the APC government would address the developmental challenges of the country if elected into power. He said the government would provide qualitative and quantitative education, address power challenge and insecurity; as well as fight corruption. He also promised that the government would tackle mass unemployment through emphasis on agriculture and small and medium enterprises development. Buhari said, “The major issues of the country are insecurity, issues with economy and corruption. What we save from corruption and leakages, we will invest heavily in education, infrastructure, equipment and teachers. The best we can do for our generation and future generation is to give them qualitative and quantitative education. An APC government through-out the country definitely will do that.” Osinbajo said February 14, 2015 was a day of destiny, adding that it was not surprising that some people would want to hamper the change. He said, “The reason our country is poor is because some people have chosen to steal the resources that we have. You can have posterity, good education, good health care, good hospitals, when some people are stealing the money. That is the reason why we are poor and why we are facing what we are facing.” Tinubu accused President Goodluck Jonathan’s administration of being very wicked, saying, “The administration collected money from job seekers for form; again, they said the jobless people should buy jerseys and t-shirts we give you free of charge. President Goodluck Jonathan has sent the list of seven ministerial nominees to the National Assembly for approval. The Nigerian Television Authority confirmed this on its Twitter handle @NTANewsNow on Friday. Saturday PUNCH learnt that former Minister of State Defence, Musiliu Obanikoro, who resigned his position in October 2014 to pursue a governorship ambition in Lagos State which he lost to Jimi Agbaja made the list. Kenneth Kobani from Rivers State and Senator Patricia Akwashiki from Nasarawa State were also said to be among the nominees. However, when one of our correspondents contacted the Senate, it said it had yet to receive the list of new ministerial nominees which according to breaking news monitored on the NTA and the African Independent Television, was sent to the upper chamber by President Goodluck Jonathan on Friday. A civil servant, who works in the senate president’s office told our correspondent that the list had not been brought in as of 3:30pm when the office closed officially on Friday. The officer, who spoke on condition of anonymity because he was not authorised to speak to journalists, said, “We have just closed in the office now and we did not receive any correspondence to that effect.” Also, the Chief Press Secretary to the senate president, Mr. Paul Mumeh, when contacted, said he was not aware of the list. Mumeh said, “Honestly, I am not aware that the list had been sent to the Senate President’s office.” A principal officer of the Senate, who also pleaded anonymity, said, “I am not aware of any list like that. The authorities of the Nigerian military have arrested senior Army personnel on attachment to the Multi National Joint Task Force. Those arrested and placed under movement restriction are a Brig. Gen, a Lt. Col. and five other officers of the Nigerian Army deployed to the Baga headquarters of Multinational Joint Task Force, which was attacked and taken over by members of the Boko Haram sect on January 5, 2015. Investigations revealed that the military authorities arrested the Brigadier-General and six other officers including a Lt. Col. in Maiduguri and moved them to Abuja for questioning. The arrested officers are expected to answer questions on the loss of men and location, and military equipment which were taken over by the insurgents. It was learnt that Baga came under attack barely 48 hours after the Army moved weapons to fortify the place in anticipation of a well-coordinated onslaught against the insurgents. The Army authorities are angry that some of the equipment fell into the hands of the insurgents. It was learnt that the leadership of the Army decided to order the arrest of the affected senior officers in line with military tradition that the senior officers may have lost command in view of the circumstances surrounding the fall of Baga and had some clarifications to make. It was learnt that the Army authorities would interrogate the affected officials to find out from them the circumstances surrounding the Boko Haram invasion of the headquarters of the MNJT and other places under their control. The Director, Defence Information, Maj. Gen. Chris Olukolade, confirmed that officers of the Army on deployment to the MNJTF were being made to answer questions for the loss of men and equipment during the Baga attack in a text message to our correspondent on Friday. He said that the decision of the Army leadership was normal as it was designed to gather necessary information for future operations in the area. He said, “Nigerian officers in key command positions of the Multi National Joint Task Force are in the process of accounting for their action in the mission area leading to loss of weapons, men and location in their area of responsibility. “This is a normal military procedure in major operations and after some encounter. “The essence is to extract and collate relevant information for subsequent missions. It could also lead to or determine appropriate disciplinary action where necessary.” Olukolade also said that troops had killed a substantial number of insurgents who were operating in Michika, the headquarters of the Michika Local Government Area. He said that the troops had commenced an extensive mopping up operation in search of weapons, stranded terrorists and casualties. “An extensive mopping up operation to search for arms or stranded terrorists and other casualties is ongoing in Michika after troops sacked the terrorists, who have been operating in the town and its environ. “The main assault on terrorists’ main positions was concluded yesterday (Thursday) as many of them died in the combat. Troops who sustained injuries in the operation are receiving necessary medical attention. “Other troops are continuing the pursuit of those who are on the run from the town. Many other people were also injured in the attack. In Taraba State, 27 were killed a fresh violence at Nwonko village in Wukari Local Government Area of the state, while 20 were killed in Benue State. Our correspondent gathered the attack began at the early hours of the day leading to destruction of farmlands and other property worth several millions of naira. The member representing Wukari Constituency in the state House of Assembly, Daniel Gani, said most of the victims were women and children. He said “At the beginning, we thought the attackers were Boko Haram insurgents from Maiduguri because of their large numbers. But we discovered later that they were Fulani herdsmen.” The police spokesperson, Mr. Joseph Kwaji, confirmed the incident, but said nine people were killed. Also, gunmen suspected to be Fulani herdsmen invaded Anyiin in Logo Local Government Area of Benue State and killed 20 persons. The University of Cambridge Local Examinations Syndicate, UCLES, now Cambridge Assessment, has provided further details on the West African School Certificate, WASC, results presented by Muhammadu Buhari, the candidate of the All Progressives Candidate in the February 14 presidential election. In a new post on its website, the university confirmed result grades for the examination in 1961 were issued in numbers, not letters, as suggested by critics of Mr. Buhari who have dismissed the results he presented as fabricated. According to Cambridge, “Examination results were classed in grades from 1 to 9”. “1, 2,3,4,5 & 6 indicate a Pass with Credit; 7 & 8 indicate a Pass; 9 indicate a Failure,” the school said. Results tendered by Mr. Buhari shows he had credits in English Language, Geography, Health Science, Hausa Language; failed in Mathematics and Woodwork, and had a pass in Literature in English. In its post, Cambridge said for candidates to qualify for its certificate in 1961, they needed to pass English, and not necessarily Mathematics. “To pass the School Certificate, candidates had to pass examinations in a variety of groups. It was compulsory to pass English Language, but not Maths, in order to gain the Certificate,” the university said. The details followed intense controversy over whether Mr. Buhari, a former Head of State and retired Army General, completed his secondary education. The Nigerian constitution requires any candidate running for the office of the President to have at least the Senior Secondary School Certificate or its equivalent. The ruling Peoples Democratic Party, PDP, and the campaign office of President Goodluck Jonathan accuse Mr. Buhari of lacking the requisite qualification for the office of the president. Mr. Buhari, who ran for president in 2003, 2007 and 2011, repeatedly declared that copies of his academic records were with the military. The former head of state also said original copies of his credentials were lost when his house was raided when he was in detention during the administration of Ibrahim Babangida who toppled his regime. The Army at first said it had copies of Mr. Buhari’s results, but backtracked later, saying it had only a letter of recommendation from his principal at Katsina Provincial College, result grades without either the statement or certificate. Responding, Mr. Buhari expressed surprise that the military could claim not to have his results, and insisted that he indeed completed high school and passed at Division Two level. PREMIUM TIMES later exclusively published copies of Mr. Buhari’s WASC results as well as a master list containing the results of some of his classmates, obtained from his former secondary school, now Government College, Katsina. But after the publication of the Statement of Results, some Nigerians, including President Jonathan and the PDP, dismissed the results as forged. One of the allegations said Hausa language was not part of the Cambridge exams in 1961. Another said Mr. Buhari’s results that year were recorded in alphabets, not in letters as Mr. Buhari claimed. While Cambridge has declined to categorically confirm Mr. Buhari’s results, saying only the APC candidate could request or authorize such disclosure, the school posted a response to enquiries on the matter on their website authenticating some of the claims in Mr. Buhari’s result. The University confirmed that according to the Regulations for 1961, African Language papers, including those for Hausa, were set for the West African School Certificate. It also put the number of candidates who sat for the WASC Hausa examination in 1961 at 152. “Our records show that Hausa was set in the Northern Region in 1961,” Cambridge said. Jonathan Has No Record Of Good Governance – Soludo | Central Bank of Nigeria — Jan 26, 2015 | A former governor of the Central Bank of Nigeria (CBN), Prof Charles Soludo, has advised the presidential flag bearer of the ruling Peoples Democratic Party (PDP), President Goodluck Jonathan, to stop campaigning about the record of the outgoing government, saying it has no testimonial to parade. Soludo, a former governorship candidate of the party in Anambra State, gave this position in a document entitled ‘Buhari vs Jonathan: Beyond election’, and made available to LEADERSHIP newspaper. The document, which emphasized the technocrat- cum-politician’s passion for the country and concern about the forthcoming general election, stressed the need for the country to improve on its economy especially considering the dwindling price of crude oil in the international market, among other economic challenges. He said, “My advice to President Jonathan and his handlers is to stop wasting their time trying to campaign on his job record. Those who have decided to vote for him will not do so because he has taken Nigeria to the moon. His record on the economy is a clear ‘F’ grade. “As one reviews the laundry list of micro interventions the government calls its achievements, one wonders whether such list is all that the government could deliver with an unprecedented oil boom and an unprecedented public debt accumulation. I can clearly see why reasonable people are worried. “Everywhere else in the world, government performance on the economy is measured by some outcome variables such as: income (GDP growth rate), stability of prices (inflation and exchange rate), unemployment rate, poverty rate, etc. “On all these scores, this government has performed worse than its immediate predecessor– Obasanjo regime. If we appropriately adjust for oil income and debt, then this government is the worst in our history on the economy. All statistics are from the National Bureau of Statistics”. While comparing Jonathan’s administration to that of former President Olusegun Obasanjo where he (Soludo) served, he noted that “despite presiding over the biggest oil boom in our history, it (present administration) has not added one percentage point to the growth rate of GDP compared to the Obasanjo regime especially the 2003- 07 period. Obasanjo met GDP growth rate at 2% but averaged 7% within 2003- 07. “ The current government has been stuck at 6% despite an unprecedented oil boom. Income (GDP) growth has actually performed worse, and poverty escalated. This is the only government in our history where rapidly increasing government expenditure was associated with increasing poverty”. While assessing the economic and development policies of the two major political parties in the February election, the ruling PDP and the All Progressives Congress (APC), he declared that “So far, neither the APC nor the PDP has a credible programme for employment and poverty reduction”. “The APC promises to create 20,000 jobs per state in the first year, totalling a mere 720,000 jobs. This sounds like a quota system and for a country where the new entrants into the labour market per annum exceed two million. If it was intended as a joke, APC must please get serious. “On the other hand, President Jonathan targets two million jobs per annum but his strategy for doing so is a Job Board— another committee of sort. Sorry, Mr. President, a Job Board is not a strategy. The principal job Nigerians hired you to do for them is to create jobs for them too. You cannot outsource that job, Sir. Contrary to claims that the presidential candidate of the All Progressives Congress [APC], is travelling to the United States for medical reasons, PREMIUM TIMES has obtained a correspondence indicating Mr. Buhari is only honouring an invitation by the Washington-based Center for Strategic and International Studies [CSIS].
