What is VAT? Value Added Tax (VAT) in Nigeria is a consumption tax that is backed up by the Value Added Tax Act of 1993. It is a Federal Tax which is managed by the Federal Inland Revenue Service (FIRS). VAT is a multi-stage tax which is imposed on goods and services as they pass through the various stages in the business chain. From manufacturing, importation, wholesaling and retailing but however, the burden of the payment is borne by the final consumer because it is included in the selling price. The VAT Act 1993 provides for a recover-ability system whereby VAT, which is paid during the course of production, is recovered by the taxpayer in form of input VAT and ultimately passed down to the final consumer. VAT is calculated at a flat rate of 5% of the cost of service and products and is charged on a wide array of goods and services in Nigeria. Much as it is known that VAT will increase the revenue base of Nigeria, it cannot be free from some problem. The scope and coverage of VAT is extremely broad and applies to all imported, supplied or manufactured goods and services in Nigeria, except those that are specifically listed as exempt or zero-rated. Suspected kidnap kingpin, Bala Hamisu popularly known as Wadume fingered in the circumstances that led to the killing of three police officers and a civilian has been re-arrested. Wadume was arrested in the Layin Mai Allo Hotoro area of Kano State by Inspector General of Police (IGP)’s Intelligence Response Team on August 20. For weeks, Hamisu Bala Wadume, the alleged kidnap kingpin was the cause of the row between the army and the Nigerian Police. The IRT’s manhunt to arrest and bring down Wadume’s kidnapping spree began in March 2019 when it received a petition from one Sheriff Umar of Kirikinua South Local Government Area of Kaduna State. The petitioner reported that his cousin, Usman Mayo, was kidnapped on February 15, 2019, at Takum Local Government Area of Taraba State and his kidnapper demanded the sum of N200 million as ransom for his release. A party source said the Assembly could not resist the pressure to deny them clearance, owing to the weight of allegations against them. According to the source, the politics of confirmation overwhelmed the Assembly, adding that “the matter was beyond the control of the lawmakers.” “It is now evident that nominations and screening were not final. Post-screening hurdles may arise from familiar and strange quarters,” he stressed. In a new development to combat Ebola Virus Disease, scientists and doctors in the Democratic Republic of Congo have been running a clinical trial of new drugs to try to combat a year-long Ebola outbreak. Two new drugs have shown remarkable promise at treating Ebola in a clinical trial, increasing survival rates for people who recently contracted the disease. The therapies saved roughly 90 percent of the patients who were newly infected, a turning point in the fight against the virus. A randomized trial comparing four different treatments in four towns began in November. This trial was part of the international emergency response to the epidemic in Congo. The trial enrolled roughly 700 patients to try four experimental drugs. However, of the four, two treatments known as REGN-EB3 and mAb114 were considered effective. The two drugs work by intravenously infusing a combination of monoclonal antibodies into the patient’s blood. While the other two drugs, Remdesivir and ZMapp, will no longer be administered because they resulted in death rates up to 3 times as high as the other two drugs in patients with low viral loads. “From now on we will no longer say that Ebola is not curable. This advance will in the future help save thousands of lives that would have had a fatal outcome in the past.” Jean-Jacques Muyembe, director general of the Democratic Republic of the Congo’s Institut National de Recherche Biomedicale, announced during a press briefing. Ebola first emerged more than 40 years ago, and it sparked global fear after massive outbreaks in West Africa between 2014 and 2016 killed more than 11,300 people. Smaller outbreaks have continued, including an ongoing crisis in Congo where nearly 2,800 people have been diagnosed and more than 1,800 people have died. The World Health Organization declared Ebola a public health emergency “of international concern” this July. Dr. Muyembe said, news of a cure could change the course of the outbreak. Dr. Muyembe, 77, who is referred to as a “true hero” has been fighting Ebola since it first appeared in what was then Zaire in 1976. The virologist spent 43 years of his life finding a cure for the virus which has affected his country since 1976. Decades ago, he pioneered the use of survivors’ blood serum — which contains antibodies — in order to save patients. The popular axiom, “The youth of today are the leaders of tomorrow” has generated so much controversy such that as youth with so much anticipation, we grew up believing the saying that the youths are the leaders of tomorrow as a promise of hope and some sort of assurance of a better tomorrow. However, whether it’s true or ambiguous, the underlying message of the axiom imposes a responsibility on essentially two parties – the youths who are the leaders of tomorrow and the adults who are the leaders of today. X-raying the unfair sidelining of the youths over the years, it is not out place to clamor for a new system of government called ‘youth-o-cracy’ – a government of the people, by the youths and for the people but sadly, our leaders of yesterday are still voraciously clinging on to the baton of power, leaving us to wonder when exactly is the future going to arrive for the youths. The youths of any nation can be likened to a fire, creeping forward a spark at first, then growing into a flame and “boom” brightening into a blaze. Youths are the building blocks of every nation. The stronger the youth of a country, the more developed that country. Most significantly, the UN’s annual International Youth Day is a reminder that young people around the world are often relegated to the sidelines and excluded from having a say in key decision-making process that will affect them. The leadership cadre across African countries is filled with aged politicians who are of the notion that nation building is their exclusive right and as such youth should not be given a chance. Perhaps, their stand explains why youths are said to be leaders of tomorrow which is yet to arrive. If we are to solve the most pressing issues of our time, we need to tap into the dynamism of the youths and young social entrepreneurs who are disrupting inertia with exceptional innovation and creativity. The youth make the biggest demographic bracket of every nation, therefore empowering them is the logical option. At this junction, It is time for the youths to stop seeing themselves as too young. We all have something. In a society different strata and groups of people live; such as young, old, rich and poor; the most important and significant proxy of a society which plays a decisive role is the youth and fresh generation of that society The youths need to understand that life is not just a series of calculations and a sum total of statistics. This attack is exactly a month after a similar operation on Awo Hall, a female hostel of the premier institution. A post graduate student, who spoke on the condition of anonymity, stated unmasked young men charged into New hall at about 2:10am. According to her, they had to axe down the door leading to the hostel containing four blocks, two of which accommodate males and the other two, females. “They had a struggle entering into the hostel because the security in New Hall is actually tight. “The bang we heard when the door was axed down already told us that something was coming for us. “But we didn't know what it was and we were wondering where the securities and potters were at this time,” She informed. Here is a recap of the week’s big news: Protesters Defy Police, Hold ‘Revolution Now’ Protest Despite the arrest of its lead convener, Mr Omoyele Sowore, by operatives of the Department of State Services (DSS), the ‘Revolution Now’ went ahead with the exercise on Monday. Several protesters were arrested at the National Stadium in Lagos after a crowd gathered to begin its protests against bad governance in Nigeria. States where the Revolution protests took place were Lagos, Osun, Ondo and Cross River. In Abuja, protesters took to the streets to air their grievances against bad governance. The protesters, who defied the early morning downpour converged on the National Human Rights Commission (NHRC) office chanting anti-government songs and calling for a ‘revolution’ in Nigeria. However, mixed views have continued to herald the Monday’s protests in some states of the country and security agents clampdown on the protesters. Meanwhile, the National Chairman of the All Progressives Congress, APC, Comrade Adams Oshiomhole, said Nigerians have the right to protest but they must properly articulate their grievances. Sowore to spend 45 more days in DSS detention after court ruling A Federal High Court in Abuja has asked that Omoyele Sowore be kept in detention for 45 more days pending investigation by the Department of State Services. Sowore was arrested for organising a ‘Revolution Now’ protest against the federal government. The Nation reports that Justice Taiwo in his ruling on Thursday, August 8, granted an ex-parte motion filed by the DSS asking that it be allowed to keep the former presidential candidate in its detention. The judge said the detention could be renewed upon to enable the DSS complete its investigation. The DSS in the motion accused Sowore of terrorism by tendering two digital video disks showing the former presidential candidate with Nnamdi Kanu, the leader of the proscribed Indigenous People of Biafra (IPOB). In the second video, Sowore was shown boasting that members of the equally proscribed Islamic Movement of Nigeria (IMN) were going to join forces with him to bring down the Nigerian government. Things you should know about Sowore’s ‘#RevolutionNow’ movement Youths and facilitators under the auspices of the Global Coalition for Security and Democracy in Nigeria on Monday, August 4, defied threats of security agencies to hold the ‘Revolution Now’ protest in four states of the country and Abuja States where the Revolution protests took place are; Lagos, Osun, Ondo and Cross River. It would be recalled that on Saturday, August 3, the State Security Service arrested the publisher of popular media organisation Sahara Reporters, Omoyele Sowore. The SSS said Sowore was arrested for calling for revolution against the present administration. Sowore who contested for presidency in the 2019 general election in series of recent video clips decried the governance pattern of the present administration. Meanwhile, the Nigeria Police also warned that Revolution Now protesters would be made to face the wrath of the law. Despite the threats, several Civil Society Organizations (CSO) maintained a ‘no-going-back’ stance despite Sowore being in detention and the warning from police. The protesters said their demands had been broken down into three phases, each of which contains issues that must be addressed. The three phases are as follows: * First phase: End anti-people economic policies * Second phase: End special privileges for the ruling class * Third phase: Return political power and national wealth to the working people First phase – End Anti-People Economic Policies: * Return of fuel prices and electricity tariffs to their levels in 1999. * End to estimated and inflated billing by the electricity distribution companies * No devaluation of the Naira. * End to the insecurity and constant bloodletting in the country * Abolition of tuition fees in all public universities and secondary schools. * Immediate payment of the N30,000 minimum wage * The immediate release of all political prisoners, including Shi’ite leader Ibrahim El-Zakzaky and his wife * The immediate payment of all outstanding salaries of workers and pensions of retirees. Second phase – End Special Privileges for the Ruling Class: * All public officials must be banned from educating their children in private schools in Nigeria or in schools in foreign countries. * These officials must be banned also from obtaining healthcare in private hospitals in Nigeria or in hospitals in foreign countries. * An immediate end to the use of police or military personnel as private security guards for these officials. * Except for the president and governors, these officials and their immediate family must not live in class-exclusive estates Third phase – Return Political Power and National Wealth to the Working People: * The complete and uncompensated repossession by the working people of all national resources stolen by the ruling class * The complete and uncompensated seizure by the working people of all private wealth accumulated by public officials during and after their tenure of service. * The complete socialisation of all land in the country and declaration of access to land as a basic right. * To break the stranglehold of the ruling class on political power by banning from politics all who have stolen the people’s money and property since 1960. * To reduce the cost of governance by abolishing the Senate, thus establishing a uni-cameral legislature with only the House of Representatives. * Abolishing the death penalty except for the embezzling or privatisation of the public wealth. * Producing a new constitution for Nigeria by a democratic and people-led process involving open discussion, debate, and determination of proposals and suggestions by the working people. 4 Nigerian students of the University of Ibadan, Ibadan have emerged as one of the top six teams at the 2019 CFO Global Case Study Competition (fourth edition), organised by the Charterquest Institute, South Africa. The Nigerian students competed with over 500 teams from 87 Universities representing 45 countries across the world to emerge as one of the top six teams at the competition. However, events like the protest by members of the Islamic Movement in Nigeria (IMN) which turned violent on Monday in Abuja and the Buhari’s Ministerial list topped major activities in the country this week. Shiites Protest, Buhari’s Ministerial list, Dakolo’s House invasion, Edo Assembly Crisis and other controversial news dominated the socio-political discourse this week. The Nation brings you a brief round-up of the major stories this week. Alao Abiodun Reports Below are some of the events: Shiites Protest A protest by members of the Islamic Movement in Nigeria (IMN) turned violent on Monday in Abuja. The protesters clashed with security agencies close to the Federal Secretariat in the Nigerian capital. On Monday, the Shiites had begun a protest at Nitel junction and were expected to end at the secretariat. During the protest, government vehicles including those owned by the emergency management agency were burnt by the aggrieved protesters. Some other sources alleged that the Shiites threw petrol bombs as part of the protest. A Deputy Commissioner of Police, Usman Umar, in charge of Operations at the Federal Capital Territory Police Command, was shot dead during the protest Also a member of the National Youth Service Corps reporting for Channels TV was hit by a stray bullet as many more were injured during alleged exchange of fire between the sect and security forces. The reporter, Precious Owolabi, was rushed to the National Hospital, Garki, where he later died on Monday evening. This protest comes about two weeks after two Shiites were killed and two police officers injured after a similar protest turned violent at the National Assembly complex in Abuja. The Shiites are demanding the release of their leader, Ibraheem El-Zakzaky, who has been in detention for alleged murder since December 2015. Buhari’s Ministerial list President Muhammadu Buhari officially forwarded his list of ministerial nominees to the Senate. This was made known by the Senate President, Ahmad Lawan, who read out the president’s letter at plenary on Tuesday. The president appointed a total of 43 ministers from the 36 states and Abuja. Among the appointees are former Akwa Ibom State governor, Godswill Akpabio, senior lawyer Festus Keyamo, ex-Benue governor George Akume and 40 other nominees. The president also retained Babatunde Fashola, Chris Ngige and a few other returnee ministers. The appointments were made across the six geopolitical zones. However, the screening exercises has commenced on Wednesday. Nominees who have previously served in the upper and lower legislative chambers of the National Assembly as well as in a State House of Assembly were not questioned by senators, as is tradition, and were simply asked to ‘take a bow’ and leave after they were introduced. Dakolo’s House invasion In another News story, information broke that the residence of gospel musician, Timi Dakolo, was invaded by police officers. Armed policemen reportedly stormed the residence of Dakolos to take them to the police headquarters in Abuja. Following a public outcry, the police later said the visit was to invite Busola Dakolo for an investigation of matters of criminal conspiracy, falsehood, mischief and threat to life. Busola had accused Biodun Fatoyinbo, the founder of Commonwealth of Zion Assembly, commonly (COZA) of raping her when she was a teenager. Fatoyinbo repeatedly denied all the allegations. However, The Inspector-General of Police, Mohammed Adamu, has ordered that petitions from the Senior Pastor of the Commonwealth of Zion Assembly in Abuja, Biodun Fatoyinbo, and Mr and Mrs Timi Dakolo, be merged and investigated at the Force Criminal Investigation and Intelligence Department, Alagbon, Ikoyi, Lagos. Edo Assembly Crisis As the Edo Assembly crisis continues to linger on, the House of Representatives, acting on a motion moved by a member from Edo, Julius Ihonvbere, last week set up the Abdurazak Namdas-led panel to probe the Assembly crisis and make recommendations. It should be recalled that the state Assembly had been inaugurated in controversial circumstances on June 17 after nine out of 24 members-elect elected Frank Okiye as Speaker at 9 pm. This week, Governor Godwin Obaseki of Edo state and the national chairman of the All Progressives Congress (APC), Adams Oshiomhole, met at the presidential villa, Abuja. The duo have been at loggerheads in recent times, they shook hands at the presidential villa on Wednesday, July 24. The reason the duo have been at loggerhead is due to an ongoing crisis rocking the Edo state House of Assembly. The governor and his predecessor stood together after the presidential policy retreat at the presidential villa on Wednesday, July 24. New UK PM Boris Johnson In the foreign scene, Boris Johnson has been appointed as the new prime minister of the United Kingdom after Theresa May stood down over her failure to lead Britain out of the European Union (Brexit). Johnson, 55, was appointed to the premiership by Queen Elizabeth II in a formal meeting at Buckingham Palace on Wednesday. His elevation to the UK’s highest political office was a formality after being announced on Tuesday as the winner of an internal ruling Conservative Party leadership contest involving a ballot of the party’s some 160,000 members. Boris Johnson immediately launched a clear-out of ministers, taking the numbers either sacked or resigned to more than a dozen, and has promoted Sajid Javid to chancellor, Priti Patel to home secretary and Dominic Raab to foreign secretary. By - Alao Abiodun As the plot thickens gradually, beneath the tranquility at this moment in Èkìtì state lies the gathering storm of a fierce political battle that will ultimately determine the political party and individual the will succeed the outgoing governor of the state, Ayodele Fayose. The tensed political ruckus over who becomes the next governor of Ekiti State has indeed created a lot of schism among political pundits in the state, interestingly its going to be a tight contest between Professor Kolapo Olusola, candidate of the Peoples Democratic Party (PDP) and the All Progressives Congress (APC)’s candidate, Dr. John Kayode Fayemi. Amidst speculations over how the people of Ekiti state will vote in this forthcoming election despite the heated political activities, the APC in its usual banter style seems to be quite optimistic that it would conveniently win in this year’s governorship election through Oshiomole's influence while PDP seems to be banking on the grandiose popularity of Ayo Fayose. Interestingly, observers of the politics in Ekiti state are already seeing the unfolding struggle for supremacy by both parties which is set to bring in the stiffest political challenge. Barring any change in the plans of the Independent National Electoral Commission (INEC), voters in Ekiti State will in the month of July 14th 2018, troop out to elect a new governor for the state to replace incumbent Governor Peter Ayodele Fayose. Observers of the unfolding events are of the view that the critical contest which is just one out of the numerous contest may have a significant effect on the political compass in Nigeria, ahead of the 2019 general election. As the election day draws near, with the clock ticking slowly, the political forces in the state have begun to move into camps as in the case of defecters and defectee, with several influential individuals and personalities already returning to the planning table to map out strategies towards winning the election. Other candidates in the gubernatorial election contest includes Otunba Segun Adewale of ADP, fondly called Oshaprapra, Reverend Tunde Afe of ANRP, Akinloye Ayegbusi (SDP), David Ayodele Adesua (ADC), Ebenezer Femi Ogunsakin (PPN), Dr. Sikiru Lawal (LP), Sunday Balogun (MPN),Mrs, Ilesanmi Anike Margaret (AP), Temitope Amuda (KP), Tosin Ajibade (ID) and Agboola Olaniyi (AD) amongst others with different agendas to either consolidate the existing status quo or set out on a quest to rebuild or rebrand Ekiti state. Prior to celestial confirmation of Adams Oshiomhole as the APC National Chairman few weeks ago, without much ado, the political gladiators in their tactical culmination after much considerations shifted the burden of leadership to the former Governor of Edo state. Oshiomhole's persona at this time for APC seems to be an expression of preference from the president and other APC state Governors coupled with other critical stakeholders factor. By virtue of the burdensome task ahead for Oshiomhole, it's crystal clear that he has his eagles eyes fixed at consolidating the legacies of President Buhari ahead of the 2019 Elections through his commodious influence. Beyond the pomp and pageantry attached to his emergence and with the confidence reposed on him, Oshiomhole's task lies with the onus of how to further unlock vast majority of votes in the 2019 Elections using the Ekiti state elections as a test of his political influence. With the change in the political trend in Nigeria, there are expectations that the APC, being the leading opposition party in the state will have a great political battle with PDP and its machineries. The two dominant political parties, namely the All Progressives Congress (APC), the Peoples Democratic Party (PDP), power blocs and other relevant stakeholders have begun to sharpen their arsenals and are discreetly deploying measures to have an edge in the governorship poll. Still, the most critical task ahead for Oshiomhole will be how he leads the party into the presidential election in 2019 using the Ekiti state elections as a litmus test as a testing ground to measure his influence and popularity especially now that the eroding goodwill of the APC in the country is under severe hemorrhage. Gov. Ayodele Fayose known for his political sagacity and uncommon grandiloquence has continued in his strong quest to ensure that his relevance does not end in jeopardy, the "stomach infrastructure" progenitor is indeed working earnestly against losing the seat of the power to APC, especially backing his anointed candidate with all his moves. Prior to Oshiomhole's emergence, he has rambunctiously seized the public space of Nigeria's political realm to appropriate the people’s minds. As a sacrificial lamb, Oyegun's leadership timeline was apparently sacrificed for some APC Governors second term ambition and coupled with his dilemma with some bigwigs in the party, it furthermore plunged him into deeper problems. With both political leaders having a background in radical labour unionism, one should literally expect a very tight contest. The battle line indeed has been drawn, the APC have announced its readiness to stop Eleka and PDP from remaining in the Government House beyond 2018, Ayodele Fayose, who insists that his achievement in the last four years will return his party to office come July 14, has vowed that no party, aside PDP, will emerge victorious in the election. As the election draws nearer, while I'll also serve as an electoral observer in the forthcoming elections, some political observers are of the opinion that the foundation for Kayode Fayemi's emergence as the standard-bearer of the APC is to floor the antics of the PDP under the control of Fayose who seems to be the most dreaded politician in Ekiti.
