Chances are you’ve experienced this phenomenon before: you fire up your web browser with the best of intentions, but suddenly, without realizing, you fall into an internet trance. Minutes later you snap out of it, as you find yourself staring at a friend’s 13th Facebook profile picture, the comments section of a news website, or your phone screen after mindlessly cycling through the same few apps on autopilot. You have no idea how you got there—kind of like ending up in a different room of the house, unable to remember what you went in there for. What happened? What happened was that the internet hijacked your attention. It has the tendency to do this, and for a curious reason: our brains find it hard to resist the mind-numbing allure of the internet. As Nicholas Carr put it in his eye-opening book The Shallows, “The net engages all of our senses,” and to make matters worse, “it engages them simultaneously.” Our hands are engaged as we tap around on our smartphone, slide the mouse across the desk, and type on the keyboard. Our ears are engaged with the sounds from the computer or the shiny rectangle in our hands. Our eyes are enamored by the ever-changing stream of text, videos, and kitten pictures. The feedback the internet gives us is intense and immediate—a deadly combination. The internet hijacks our attention by overwhelming our brain. As you might guess, the productivity costs of this can be massive. Becoming more productive isn’t about working faster or more frantically—it’s about working more deliberately and with intention. And it’s difficult to act with intention when surfing the internet. My favorite study about how we spend time on the internet was conducted by Tim Pychyl, at Carleton University in Ottawa. He studied how students used their time when they were connected. He discovered something shocking: that the average student spends 47% of their time online procrastinating. It’s impossible to procrastinate and work intentionally at the same time. This by itself would harm our productivity, but the internet also frequently interrupts us by pulling our attention away from important work tasks. According to research firm Basex, “Interruptions and the requisite recovery time now consume 28 percent of a worker’s day.” Gloria Mark, an attention researcher at the University of California, found, “each employee spent only 11 minutes on any given project before being interrupted.” It took the average employee twenty-five minutes to return to the initial task after a large interruption. How frequently the internet interrupts us from more valuable tasks is significant when it comes to productivity. On top of this, what we actually get done when we’re connected often isn’t as crucial as other work. While email, instant messages, social media, and other updates are unavoidable, chances are they have lower-return than other work. Not all tasks are created equal, and while the internet is essential, chances are we accomplish more by doing other tasks like designing and engineering the next version of a product, writing a report, talking to clients, and mentoring new employees. The answer to this, I’ve found, is to disconnect—frequently—especially when I have to hunker down to work on important projects. It’s easier to remove the temptation in the first place. write these words, my smartphone is in another room, and the internet in my office is disconnected. I have my router on a timer, which switches it off during my most productive hours—and when I find myself easily distracted outside of those, I unplug it. I started writing this article 30 minutes ago, and I haven’t once been sucked into an internet black hole. While it would be unrealistic to do this all day, short bursts of time like this are when I’m the most productive. I waste less time, I’m less distracted, and I have more attention and energy to spend on my most vital work. This week, I challenge you to do the same. Find a 30-minute pocket of time when you can completely disconnect. Your brain may initially throw a hissy fit. This is normal, especially if it has grown accustomed to the stimulation the internet provides. This isn’t only normal—it’s human. The internet is junk food for your brain. The internet is one of the most remarkable inventions, and it would be difficult to get work done without it. But if you’re not careful, it can also obliterate your productivity. The Economic and Financial Crimes Commission said on Wednesday that it had arraigned the Secretary to the Rivers State Government, Mr. Kenneth Kobani and a politician from the state identified as Mr. Samuel Okposo. It was gathered that Kobani and Okposo were arraigned on Monday before Justice B. Bilikisu of the Federal High Court in Port Harcourt, the state capital. A statement made available to newsmen by the anti-graft agency on Wednesday indicated that they were brought to court on six counts bordering on money laundering to the tune of N750 million. The agency specifically said that Kobani and Okposo were put in the dock for collecting the said amount from the Garrison branch of Fidelity Bank Plc in Port Harcourt. The money, according to the EFCC, was part of the infamous $115 million Diezani Alison-Madueke loot involving several politicians and officials of the Independent National Electoral Commission. Government officials, journalists and elated residents of Ogembo (a small farming town in Kenya), were shocked as the Governor of Machakos County, Alfred Mutua; and others plunged into the river while taking a tour of a newly constructed footbridge. Ogembo residents had waited to have the newly constructed Ogembo Nyakorokoro footbridge inaugurated. And on Friday (today), the wait was over, as Governor Mutua, aided by the Deputy Governor of Kisii, was on hand to declare the footbridge open. It turned out that the contractor did a shoddy job, as the footbridge gave way under the weight of dignitaries and villagers who had trooped out to celebrate the august event. Worse affected was Governor Alfred Mutua, who escaped what would have been death-by-drowning as the bridge collapsed while he was taking a selfie. Mutua, Kisii Deputy Governor Joash Maangi and their entourage, which included journalists, had been standing on the recently constructed Ogembo Nyakorokoro footbridge in Ogembo area of the county when the bridge caved in, reports The Star. The governor, the deputy governor, as well as two journalists, fell into the water, before they were rescued. Mutua and Maangi were pulled out and rushed to Ogembo Hospital in Kisii County in an ambulance. However, the governor dismissed the report about selfies. “I have been baptised by River Gucha and now I must build a house in Gucha,” he said, as reported by Radio Citizen. He reportedly said that he was safe and that he was having lunch at Maangi’s home. “The bridge caved in after a crowd of those who accompanied us joined us,” he said. Kisii Communication Director, Maseme Machuka, said the bridge was weak. A Nigerian lawmaker, Foster Ogola, has taken his spot on the infamous list of prominent Nigerians with certificate scandals attached to their names. A few weeks ago, a confidential report was made using the Leaks.NG platform hinting that the senator, currently representing Bayelsa West senatorial district, has fake credentials from an unaccredited university in Nigeria. “Sen. Foster Ogola has a fake PhD. His official profile on the NASS Website says he has a PhD from GMF Christian University. There is no official site for the university and it is not accredited by the NUC. There is also no research paper or thesis to his name online. Although he got the degree in 2012,” the report alerted. On his official National Assembly profile, the senator is credited with having a PhD in Christian Leadership from the GMF Christian University Lagos, the same course he reportedly has an MSc. in from the Imo State University, Owerri. 1.2 Trillion naira has been released for capital expenditure in the 2016 budget, since implementation started in June 2016. This is the largest ever capital spend within a single budget year in the history of Nigeria. Establishment of DBN The establishment of the Development Bank Of Nigeria (DBN) is another milestone of the federal government through the federal ministry of finance to spur growth of micro, small and medium enterprises (MSMES). The federal government had during the 2016 annual meetings of the IMF/world bank reached agreement with the World Bank group, African development bank and the European investment bank for the release of $1.3 billion for the take-off of the DBN. The DBN became operationalized in the first quarter of 2017 following the issuance of operating license by the central bank of Nigeria (CBN). The bank met the CBN’s minimum capital requirement of n100 billion as well as the reconstitution of the board of the bank. The DBN has created a credit line of n5 billion to be accessed by MSMES through its partner financial institutions. Clearing Of Pension Arrears The federal government and the federal ministry of finance have been eulogized by the various workers’ unions for deeming it fit to clear the inherited arrears of pension benefits for 2014, 2015 and 2016. In April 2017, the federal government through the federal ministry of finance released n41.5 billion to the national pension commission for onward payment to retirees being their accrued pension benefits for 2014, 2015 and 2016. The National Economic Recovery and Growth Plan (NERGP) The National Economic Recovery and Growth Plan (NERGP), the Federal Government’s medium-term Economic Plan, launched by President Buhari in April 2017, charts a course for the Nigerian economy over the next four years (2017–2020). The Vision of the NERGP is to restore economic growth, invest in Nigerians, and to build a globally competitive economy, and the Plan aims to achieve these by focusing on five execution priorities: • Stabilizing the macroeconomic environment; • Achieving Agriculture and Food Security; • Ensuring energy efficiency (especially in power and petroleum products); • Improving transportation infrastructure; and • Driving industrialization primarily through SMEs. The ERGP will return Nigeria’s economy to sustainable, inclusive and diversified growth, and to transform Nigeria from an import-dependent to a producing economy; a country that grows what it eats and consumes what it produces. The almost 8-fold oversubscription of our recent Eurobond (orders in excess of US$7.8 billion compared to a pre-issuance target of US$1bn) demonstrates strong market appetite for Nigeria, and shows confidence by the international investment community in Nigeria’s economic reform agenda. Replacement of old Cash-Based Accounting System with an Accruals-Based System(IPSAS): • Cash accounting makes no reference to the liabilities that the Federal Government may be required to meet in the future nor does it recognise the benefits that will be obtained from assets purchased over a period of time. • The cash accounting system fails to capture information on public sector assets and liabilities which may present the illusion of positive financial results in the short term, at the expense of longer-term fiscal stability and sustainability. • Accruals-based accounting, on the other hand, presents the true financial position of the Federal Governments assets and liabilities, which would help the Government plan future funding requirements for asset maintenance and replacement, and the repayment of existing and contingent liabilities and, thus, better manage their cash position and financing requirements. • It provides comprehensive information on Government’s current and projected cash flows, leading to better cash management. For example, the conversion from cash accounting to accrual accounting led to the discovery of unrecorded debts owed contractors, oil marketers, exporters, electricity distribution companies and others. Creation of Efficiency Unit (EU) Creation of Efficiency Unit (EU) to spearhead the efficient use of government resources, and ensure reduction in Recurrent Expenditure: • The Efficiency Unit reviews all Government overhead expenditure, reduces wastage, provides efficiency and ensures quantifiable savings for the country. Also, the Unit identifies best practices in procurement and financial management for adoption. • The Efficiency Unit’s efforts have resulted in more than N15 billion in savings on travel, sitting allowances and souvenirs. • There is also potential savings of N7 billion on other expenditure lines where the unit seeks to control spending through Circulars. In addition, there is on-going work on the deployment of a price-checker, as well as the use of debit cards for payments. Asset Recovery Reforms: • The Constitution of a Presidential Committee on Asset Recovery (PCAR), headed by Vice President Yemi Osinbajo, to bring together all law enforcement agencies involved in the recovery of assets; as well as designation of a dedicated Central Bank Account to receive all recovered funds, for coordination and transparency of management and oversight. Enlistment into Open Government Partnership (OGP): • In May 2016, President Buhari attended and participated in the International Anti-Corruption Summit organised by the UK Government. At that Summit he pledged that Nigeria would join the OGP, an international transparency, accountability and citizen engagement initiative. • In July 2016, Nigeria became the 70th country to join the OGP. Following this, Nigeria constituted an OGP National Steering Committee (NSC), which went on to develop a National Action Plan (2017–2019) that aims to deepen and mainstream transparency mechanisms and citizens’ engagement in the management of public resources across all sectors. • The National Action Plan was submitted at the OGP Global Summit in Paris, France, in December 2016. Introduction of VAIDS VAIDS, is an amnesty programme that provides tax defaulters a nine-month opportunity to voluntarily and truthfully declare previously untaxed assets and incomes. It also ushers in an opportunity to increase the nation’s general tax awareness and compliance. At the last count, VAIDS had generated over $50 million in revenue between June 29, 2017 when it was launched and october 31, 2017. Two foreign companies have also agreed to pay $110 million in regularizing their tax status. about $1 billion additional revenue is being targeted from the scheme. Already, the federal government has recruited and trained 2,190 community tax liaison officers (CTLOS) under the scheme. Deployment of BVN for Payroll and Social Investment Programmes: • Considering that personnel costs are the Federal Government’s largest expenditure line, the Federal Government has given priority to the deployment of the BVN for payroll and pension audits. The use of BVN to verify payroll entries on the Integrated Personnel Payroll Information System (IPPIS) platform has so far led to the detection of more than 50,000 erroneous payroll entries. • The Federal Government has also ensured the deployment of BVN system to serve as the verification basis for payments to beneficiaries and vendors in the N-Power Scheme and the Homegrown School Feeding Programme (HGSFP) Fiscal Support to States: • The Fiscal Sustainability Plan (FSP) is a reform programme that specifies conditions under which States can access the Federal Government’s N510 billion Budget Support Facility (BSF). The FSP was introduced to enhance fiscal prudence and transparency in public expenditure, across the states. 35 States signed up. • Independent verification and auditing of participating States is now ongoing — against the FSP conditions & milestones — by eight ( accounting firms.• State Governments that fail to implement the FSP action plans, as stated, will be taken off the Budget Support Facility with immediate effect. • The Fiscal Sustainability Plan is part of our reform of Public Financial Management Systems nationwide. Implementation of Treasury Single Account- TSA : • The TSA system was launched in 2012, but failed to gain traction until President Buhari’s executive order in August 2015.As at December 2016, 766 MDAs were TSA-compliant. The Ministry of Finance continues to fine-tune the system to improve its efficiency, and has also commenced an audit to ensure that all funds due to the TSA are remitted into it. • OnAugust 7, 2015, President Buhari issued a directive to all Ministries, Departments and Agencies (MDAs) to close their accounts with Deposit Money Banks (DMBs) and transfer their balances to the Central Bank of Nigeria on or before 15th September 2015. • This decision to fully operationalise the Treasury Single Account (TSA) system—a public accounting system that enables the Government to manage its finances (revenues and payments) using a single/unified account, or series of linked accounts domiciled at the Central Bank of Nigeria — has resulted in the consolidation of more than 20,000 bank accountspreviously spread across DMBs in the country, and in savings of an average of N4.7 billion monthly in banking charges associated with indiscriminate Government borrowing from the DMBs. • As at February 10, 2017, a total sum of N5.244 Trillion had flowed into the TSA.The TSA allows the managers of the Government’s finances, including but not limited to the Ministry of Finance and the Office of the Accountant-General of the Federation, to have, at any point in time, a comprehensive overview of cash flows across the entire Government. • It also ensures increased transparency in public financial management, as well as prevents a scenario in which some MDAs have idle cash while other MDAs are compelled to borrow exorbitantly from DMBs. Check out the earlier post on https://www.nairaland.com/4427610/president-buharis-initiated-on-going-wip Whistleblowing Policy: In line with the government’s decision to recover stolen funds and her anti-corruption posture, the federal ministry of finance in December 2016, developed a whistleblowing policy, which empowers citizens to report public corruption the authorities. The primary goal of the policy is to support the fight against financial crimes and corruption by increasing exposure of financial crimes and rewarding whistle blowers. It is hoped that through this policy, there will be increase in accountability and transparency and more funds would be recovered and deployed in financing Nigeria’s infrastructural deficit. To step up the work, the federal ministry of finance through pica opened a portal where information were supplied, and also recruited competent staff to handle the assignment. Series of petitions have been received, some of which are currently undergoing investigation. According to Adeosun, over 2,500 reports have been made through various reporting channels as at July 2017, with 365 being actionable tips. The minister said the tips related to issues of contract inflation, ghost workers, illegal recruitment and misappropriation of funds. Others according to her, include illegal sale of government assets, diversion of revenues and violation of treasury single account (TSA) regulations. She said, “thirty-nine per cent (144) of the actionable tips relate to misappropriation and diversion of funds/revenue, 16 per cent (60) relate to ghost workers, illegal recruitment and embezzlement of funds meant for personnel emolument. “Fifteen per cent (56) relate to violation of TSA regulation, 13 per cent (49) relate to contract inflation/violation of the procurement act. Others include failure to carry out projects for which funds have been released and nine per cent (34) relate to non-remittance of pension and national health insurance scheme (NHIS) deductions.” According to the minister, others include concealed bail-out funds and embezzlement of funds from donor agencies. She added that a commission of between 2.5 per cent and five per cent of the amount recovered as an incentive would be paid to the whistleblowers that provides information that are original and directly lead to the recovery of stolen or concealed funds or assets. She disclosed that the sum of n375.8 million had been paid as reward for 20 whistleblowers in the first batch payment, while payment for the next batch would soon be made. The impact of the whistleblowing policy in terms of recoveries has exceeded the administration’s expectations. The tighter rein on public finances has allowed the government to invest us$500 million in country’s sovereign wealth fund, during the recession. Budget Reforms: • First, a Presidential Order was issued directing that all budgets of all Government Agencies be prepared in line with International Public Sector Accounting Standards (IPSAS), using a budget template developed for that purpose. • Second, the 2017 Budget was collated using a web-based application developed by the Budget Office of the Federation (BOF), for the first time ever. Instead of the traditional method of hard copy submissions of budget proposals, Ministries, Departments and Agencies were asked to upload their proposals to the new budget preparation portal. • By replacing paper submissions with an audit-able and trackable online system, the 2017 budget preparation process was strengthened against manipulation and unauthorised alteration. All MDA budget proposals were uploaded to the new system, for review and final collation by the Budget Office. • More than 4,000 staff of the MDAs were specially trained to use the new application, across multiple locations nationwide. Also to support the deployment of the budget portal, the Budget Office set up a Helpdesk, accessible by telephone and email, for authorised users. Former Petroleum Resources Minister Dieziani Alison-Madukwe: In just one of the cases the EFCC is investigating involving her, about N23 billion is alleged to have been embezzled. She is also involved in the Strategic Alliance Contracts of the NNPC, where the firms of Jide Omokore and Kola Aluko got oil blocks but never paid government taxes and royalty. About $3 billion was involved. The Federal Government is charging Omokore and Aluko and will use all legal instruments local and international to ensure justice. 3. Rtd. Lt.-Gen. Kenneth Minimah: N13.9 billion. N4.8 billion recovered by EFCC in cash and property 4. Lt.-Gen. Azubuike Ihejirika: N4.5 billion. N29m recovered by the EFCC so far. 5. For five consecutive years, three Nigerian states took an unmistakable lead in university admissions into courses leading to the award of degrees in Engineering, a PREMIUM TIMES analysis shows. The states are Oyo, Ogun and Osun. More than the other 33 states and the Federal Capital Territory, Abuja, the three states, in varied sequence, maintained a consistent lead in JAMB-administered admissions for Engineering courses in 2011, 2012, 2013, 2014 and 2015, the analysis based on data from the Joint Admissions and Matriculation Board(JAMB) shows. The data were verified by the National Bureau of Statistics. The three states were closely followed by Delta, Ondo, Imo, Enugu, Akwa Ibom, Kogi, and Kwara states. Some states in the second category broke into the first three in some years, while in other years, they missed out entirely from the top eight. Edo made the top eight states twice, while Kaduna and Benue made the best eight once, each. The data are for students admitted through test-based examinations conducted by JAMB. JAMB’s admission process is guided by merit, university catchment area and gives advantage to educationally-less developed states. The analysis follows a similar evaluation by this newspaper of admissions into Medicine. A future assessment will focus on Law – the three being some of the most competitive university programmes in the country. As the Medicine report, which showed a largely regional trend with South-East states of Imo, Enugu, Anambra and a South-south state, Delta, taking the lead, the latest analysis on Engineering shows mostly South-west states in top positions. Engineering trend The JAMB data show that in 2011, while Osun had 1,196 students admitted into various universities to study Engineering degree courses, Ogun followed with 1,117 students with Oyo coming third with 1,076. Delta came fourth with 883 and Benue was fifth with 847 students. In 2012, Oyo emerged first with 1, 339 students, Osun followed with 1,339 and Ogun came third with 1,081. Akwa Ibom was fourth with 966. Ondo placed fifth with 901 students admitted into Engineering. Oyo led again in 2013 with 1,870 students, while Osun followed with 1,478 and Ogun came third with 1,244. Delta came fourth with 1,165. Fifth position was taken by Kaduna with 1,068 students. In 2014, Osun returned to the first position with 2,168 students, with Oyo dropping to second with 1,647. Ogun came third with 1, 639; Delta was fourth with 1,447 and Ondo with 1,281, took fifth. In 2015, Oyo reclaimed the first position with 2,536 students, Osun followed with 2,326, Delta came to third with 1, 511, while Ogun was relegated to the fourth position with 1, 468. Ondo maintained the fifth position with 1, 368. Other findings States at the bottom of the admission table were FCT, Yobe, Zamfara, and Sokoto. Other states that had poor showing in Engineering admission were Bayelsa, Borno, Nassarawa, Gombe and Cross River. Sokoto had 19 students admitted into Engineering in 2011, while the FCT had 28 students. The trend was similar for the five years. In 2012, Yobe had 44 students, followed by Zamfara with 77 students, Sokoto with 93 students and Borno had 99 students. In 2013, Sokoto had 60 students, followed by Zamfara with 126 students. Yobe had 162 students while Gombe had 247 students. In 2014, Sokoto had 88 students, Bayelsa had 188 students, Nassarawa had 199 while Gombe had 221 students.
