Operatives of Nigeria’s anti-graft agency, the Economic and Financial Crimes Commission, EFCC, have raided the Abuja home of a former Minister of Petroleum Resources, Diezani Alison-Madueke, few hours after she was arrested in London. EFCC agents arrived Mrs. Alison- Madueke’s palatial home, located in upmarket Asokoro district of Abuja, and sealed the property Friday evening. Mrs. Diezani Alison-Madueke was on Friday arrested in London. The former minister, who was one of the most powerful officials of the President Goodluck Jonathan administration, was arrested Friday morning alongside four other people by the UK National Crime Agency. The identities of the four other people arrested along with her could not be immediately ascertained. PREMIUM TIMES learnt she was arrested for offences related to bribery and corruption being investigated by the UK National Crime Agency. Two top British officials in London have confirmed the development to this newspaper. The United Kingdom of Saudi Arabia has warned foreign pilgrims in the country that they would be fined R100,000 Saudi Riyals (N6million) if they stay back after the annual hajj pilgrimage exercise. The Saudi Arabia Directorate General of Immigration, also warned that pilgrims are not allowed to stay more than the duration permitted by their visas. A statement from the Directorate also reminded the pilgrims that they were not allowed to work in the country or move beyond the cities of Makkah, Jeddah and Madinah. Parts of the statement read: “The directorate has warned companies and institutions working in pilgrim services against holding back any information about delays of any pilgrims in departing. If they do so, they will be fined SR 100,000. “The fine would be multiplied with the number of violations. Nigerian workers, under the umbrellas of the Nigerian Labour Congress and the Trade Union Congress, have asked the President of the Senate, Senator Bukola Saraki, to vacate his office pending the determination of his case at the Code of Conduct Tribunal. The workers, who spoke across the country, said although Saraki is still on trial and has not been found guilty of the allegations against him, it is morally right for him to vacate his office as Senate President to defend himself. The Office of the Attorney General of the Federation is prosecuting Saraki for alleged false declaration of his assets at the Code of Conduct Bureau. Saraki had, last Tuesday, stepped into the dock at the CCT in Abuja, where he was arraigned for false assets declaration charges. He pleaded not guilty to all the 13 charges slammed on him by the CCB and his trial has been scheduled to hold on October 21, 22 and 23. Leaders of the NLC and the TUC, who spoke to SUNDAY PUNCH on Saturday, said it had become necessary for Saraki to step aside from Senate presidency to answer the charges preferred against him. Organised labour had on, September 10, 2015, held nationwide protests against corruption, while seeking death penalty for public treasury looters. Labour said it was only by killing looters that the anti-corruption crusade being championed by President Muhammadu Buhari could succeed. President of the TUC, Mr. Bobboi Bala, in an interview with one of our correspondents, said Saraki has a moral burden to resign. He said, “Resignation is a moral burden on people. But if somebody feels that he will carry his cross, go to the courts and try to exonerate himself, he should be given the opportunity. But it would be too bad if at the end of the day, he is found guilty. It does not speak well of public office holders. “In other climes, as soon as such things happen, people tender their letters of resignation. Obviously, it is a moral burden on him. We hope all politicians will begin to know that no matter how highly placed they are, one day, they will definitely have to account for their stewardship.” Several chapters of the NLC and the TUC across the states also asked for Saraki’s resignation on Saturday. The Chairman, TUC, Ogun State, Mr. Olubunmi Fajobi, told one of our correspondents that if it were in a civilised clime, the Senate President would have stepped aside to allow for free and fair trial. He said, “As it were, the Senate President is sitting on a delicate seat. If it were a civilised society, he would have stepped aside to allow for a fair trial, so that he won’t allow his official position to influence the decision of the tribunal.” Also, the Ekiti State Chairman of the NLC, Mr. Raymond Adesanmi, advised Saraki to step down from office. He said, “If it were in other climes, he would have resigned. My advice for him would be to step down as the Senate President to answer the charges against him. If at the end of the day he is not found guilty, he could return to his position.” Adesanmi’s TUC counterpart in Ekiti, Mr. Adesoye Adedayo, corroborated him. He said, “Although the case against him has political undertone, I would advise him to resign to prove his innocence.” In Cross River State, the Chairman of the TUC, Mr. Clarkson Otu, who noted that labour unions had yet to meet to take a definite position on Saraki’s trial, said the Senate President should resign his position. He said, “This whole thing is politics. The said irregularities allegedly discovered in Sariki’s assets declaration are issues before the CCT, but having got himself involved in this controversy, he should quit as senate president based on moral grounds. “If he does not quit, he will keep battling to retain that position. This is my personal view and not that of the TUC.” The factional Chairman of the NLC in Delta State, Mr. Williams Akporeha, the state chapter of the union was in support of Saraki’s resignation. “We are saying that he should step aside because he is facing trial that borders on allegations of fraud and misinformation. He should resign on a clean slate instead of his continued stay in office in shameless aberration,” he said. In the same vein, Chairman of the TUC in Delta, Mr. Myke Arinze, said, “Senator Saraki should resign and set the record straight because he cannot be facing trial and be dictating as Senate President.” CNPP, CODER, SERAP, others ask Senate President to quit Second Republic Governor of old Kaduna State and Chairman of the Conference of Nigerian Political Parties, Mr. Balarabe Musa, in an interview with SUNDAY PUNCH on Saturday, also urged Saraki to step down as Senate President as a show of respect for his office. Musa said, “First of all, it depends on his conscience. If he knows that the allegations against him have anything bordering on genuineness and if he knows that he has not done anything above board, he should succumb to his conscience. “In honour of the institution he represents, it is therefore best for him to resign in order not to undermine the position of the judge. “If he knows that there are elements of truth in the allegations against him, he should not cost the government so much in court and thereby undermine the integrity of the bench; he should just resign. He is still young; he still has a lot of opportunities.” Also, the Coalition against Corrupt Leaders called for Saraki’s resignation. The Executive Chairman, CACOL, Mr. Debo Adeniran, said, “He should resign for now. If he is found to be innocent, then Nigerians would have reason to apologise to him and his dignity will be restored. If he continues to hold on to power, he is likely to lose more dignity; nobody will respect him for doing so.” Similarly, the Socio-Economic Rights and Accountability Project described Nigeria as a peculiar place, where issues of probity, integrity and adherence to the rule of law would be questioned and politicians would continue to remain in public office “as if those things don’t matter.” According to the Executive Director of SERAP, Adetokunbo Mumuni, in saner climes, when public figures would have such burden on them, the first thing to do would be to get off the seat to clear their name by virtue of the rule of law and due process. Mumuni said, “If people are saying he should resign, I also support that move because as the number three man in Nigeria, he has not set a very good example. It is not a question of ‘If I was not declared senate president, nobody will remember what I did 10 years ago.’ Why didn’t he declare his assets when he was governor? “If we are talking about equity, then we must be able to come to equity with clean hands. That is the way I see it. I have never been a subscriber to the idea of witch-hunting. Why can’t they just follow the law? The question of witch-hunting, to me, is neither here nor there. Did they comply with the law? I don’t believe in the idea that they have enemies somewhere. “Why shouldn’t we do what is needful and proper and we now start talking about witch-hunting? Matters of criminal infraction don’t have limitations. I have never seen a defence to an infraction of law where one would say, ‘Some people were not dealt with, so I cannot be dealt with.’” Also, the Convener, Coalition of Northern Politicians, Academics, Professionals and Businessmen, Dr. Junaid Mohammed, faulted those who call Saraki’s trial a witch-hunt. He said the Senate President should resign. He said, “I believe it will be good for the Senate and the country – for political responsibility – for Bukola Saraki to resign. Unless that is done, his political influence will interfere in the process.” In the same vein, the Coalition of Democrats for Electoral Reform said even though Saraki remained innocent until the tribunal finds him guilty, it had become morally necessary for the Senate President to resign from office. Convener of CODER, Chief Ayo Opadokun, who was the General Secretary of the National Democratic Coalition and an ex-Secretary-General of the Afenifere, said it was not possible for all lawbreakers in the country to be tried at once. He said, “They have to be picked one by one.” He said although other lawmakers in the National Assembly might have committed similar offences on assets declaration, Saraki’s trial would serve as a good lesson to others. Opadokun said, “Saraki’s trial has more fundamental dimension because of the fact that someone crookedly emerged as leader of the Nigerian legislature and he has been charged for false declaration (of assets), which is a criminal offence and which carries significant punishment fashioned by the Nigerian criminal law system. “He should resign to face the charges against him. Moves to impeach Senate President, Senator Bukola Saraki are under way. This is as members of the Senate Unity Forum had started wooing senators loyal to Saraki, mainly the Peoples Democratic Party members. Saturday Punch reports that the SUF members are arguing that the ongoing trial of the Senate President at the Code of Conduct Tribunal was a dent on the image of the Senate. The SUF decided to reach out to their rivals as they need two-thirds of Senators to impeach Saraki. PDP has 49 Senators while APC has 59, excluding Senator Zannah who died. On June 6, 57 out of 108 senators reportedly voted for Saraki. This means that the SUF, which wants Senator Ahmed Lawan to emerge as Senate President, needs 21 more members to achieve victory. But members of the group from the South-West geopolitical zone, told Punch that the SUF will soon hit the 73 figure. He said, “We know that getting the required figure to carry out an impeachment at the moment would be a herculean task, but honestly we hope to achieve it very soon. Already there has been a serious move to get our former party members who are with Saraki now back to our camp. “I can also confirm to you that we have the support of about 12 Peoples Democratic Party senators who are ready to support any move against Saraki. Don’t forget that some ranking PDP senators are still aggrieved over the emergence of freshers as their principal officers.” Another source said the group was in a race against time to save President Muhammadu Buhari from facing embarrassment when he finally sends his ministerial list. According to him, Saraki’s loyalists, in retaliation to his predicament, had decided to ridicule the list. “We learnt that the like minds senators are already working on some of their supporters in the PDP camp to reject the ministerial list by refusing to screen them but we are also ready for them. I won’t disclose our strategy for now.” It was also gathered that the SUF members were also working on a political solution to execute its agenda. He said, “We know that he might want to give conditions like a settlement of his CCT case out of court, withdrawing of Economic and Financial Crimes Commission charges against his wife and an end to his former manager’s trial for alleged fraud at the Société Générale Bank. We could help him in this regard to have a soft landing and avoid disgrace.” Part of the strategy, the source added, would include sponsoring of a motion by a member of the group to draw the attention of the red chamber to the trial of Saraki and plead with him to save himself from unnecessary distraction by stepping aside for adequate concentration at the tribunal. He said, “Nigerians should not see the on-going trial of the senate president as a witch-hunt, rather, they should rather try and find out whether it was true that he included a multi – million dollar property he bought in 2006 as part of his assets in 2003. “We should stop playing politics with everything in this country. The mantra of the President Muhammadu Buhari administration is anti – corruption and it will not be proper to have a morally deficient person presiding over the affairs of the legislature, being a critical arm of government. “The prosecution counsel had promised to shock Nigerians with the revelations of witnesses who had testified against the senate president at the CCT. The implication of this is that all the charges were not fabricated or invented to spite him. He should therefore go and face his trial.” Attempts to get the reactions of the National Chairman of the APC, Chief John Odigie-Oyegun, the party’s National Publicity Secretary, Alhaji Lai Mohammed as well as that of the party’s National Leader, Asiwaju Ahmed Tinubu, were unsuccessful. The National Chairman of the party could not be reached as calls to his mobile telephone indicated that it was switched off. Repeated calls to the mobile telephone numbers of Mohammed and Tinubu’s Spokesperson, Mr. Sunday Dare, were neither picked nor returned. A response to text messages sent to them was still being awaited. But reacting, a pro-Saraki senator said the Senate President was not threatened because the CCT had no jurisdiction to try him for any criminal offence. He said, “The idea that members of the SUF are reaching out to pro-Saraki senators in the senate does not arise because majority of the members of the upper chamber had freely elected their presiding officers and would not be in a hurry to remove them because of any politically motivated trial by a tribunal which lacks jurisdiction to do so. “Nobody can impeach or arrest the Senate President, and the lawyers are there to argue out the competence or otherwise of the CCT to try the case preferred against him. More than 80 senators had signed a document with which they unanimously passed a vote of confidence on their president. “No senator had approached any of us on any issue of impeachment because they know the answer already. They cannot get 73 senators to impeach the Senate President. Ilorin Attack: Saraki Upset With Kwara Governor, Who Responds, “We Warned You” enate President Bukola Saraki, who stoned yesterday with rocks and water sachets by an irate mob at the Eid Prayer Grounds in Ilorin, Kwara State, has accused Governor Abdulfatah Ahmed of leaving him vulnerable and open to attack, an aide of the governor has told SaharaReporters. Governor Abdulfatah Ahmed of Kwara State Our source added that Governor Ahmed confided in aides and the traditional ruler of Ilorin that the Senate President made himself the target of furious crowd because he failed to listen to security reports and advice urging him to stay away from Ilorin during the Sallah holiday. A security source corroborated the governor’s sentiment. According to him, security agencies in the state had been aware of public anger against the governor and Mr. Saraki, especially as information circulated among residents about the size of the senator’s assets and personal wealth. He added that many people in the state, among them unemployed youth and workers who are owed arrears of salaries, felt that the Saraki family had exploited them for years. A reporter in the state also told SaharaReporters that rumors circulated widely that Governor Ahmed had given Mr. Saraki N1 billion from Federal bailout funds meant to clear several months of salary arrears to workers. “Whether it’s true or not, the rumors were making the rounds. And they made many people incensed against the governor and Senator Saraki,” the reporter said. Other sources in the state disclosed that a few local imams (Islamic preachers), shocked by media reports about Mr. Saraki’s obscene wealth, revealed in his past asset declarations, preached about the senator’s greed. “Once we heard what the preachers were saying in mosques, we warned the governor [Ahmed] to avoid any public outing as it was clear that people [were] angry and waiting to attack him and his godfather, former Governor Saraki,” one of our security sources said. He added that, days before the Sallah festivities, security agents had seen piles of stones hidden in drainages around the prayer ground, and told the governor about it. An aide of the governor told SaharaReporters that Governor Ahmed, in turn, communicated his concerns to Mr. Saraki in Abuja. “But Senator Saraki continued to feel that he was popular in Kwara State, especially in Ilorin,” said the governor’s aide. “He would not agree to exercise caution because he wanted to show his popularity after his ego was bruised at the Code of Conduct Bureau,” the aide added. Mr. Saraki was last week arraigned at a tribunal for false declaration of assets. Ignoring all security warnings, the Senate President reportedly ordered the governor to arrange a series of high profile events for him in the state capital. The events proposed by the embattled senator included meet and greet at the Ilorin Airport on his arrival in the state. A few days before Senator Saraki’s arrival, the airwaves were saturated with radio announcements calling on politicians and civil servants in the state to welcome the former governor at the airport. In the end, the event was abruptly canceled when security agencies warned that protesters were planning to launch an attack on Mr. Saraki at the airport. SaharaReporters learned that, a night before the Sallah prayers, Governor Ahmed told Senator Saraki that he would not attend Eid prayers at the Ilorin praying grounds on account of adverse security reports. But Mr. Saraki was not deterred, said our sources. Instead, he ordered his aides to scout the length and breadth of Ilorin and surrounding towns in order to mobilize a huge crowd to show up and sing his praises at the prayer grounds. On Sallah, Governor Ahmed headed for his hometown, avoiding showing up in Ilorin. Meanwhile, Mr. Saraki arrived at the venue where he was initially serenaded by a retinue of hired praise singers. However, shortly after the formal prayer events started, with the Chief Imam presiding, and the Emir of Ilorin, Sulu Gambari, next to him, protesters started shouting “Ole! Ole!” (meaning thief in Yoruba). Pandemonium soon ensued as the angry crowd began hurling rocks at the VIP tent. Prayers were aborted as Mr. Saraki and a coterie of other religious and political officials were smuggled out of the prayer grounds. The police, army and civil defense agents had a hectic time clearing the way for the dignitaries to escape. Several eyewitnesses disclosed that the security agents fired teargas and live bullets to scare the rampaging protesters. In a public relations stunt, Senator Saraki quickly arranged a short press conference where some hired youth chanted his praise in the background as he spoke for a minute or two before he fled. Our source, who is an aide of the governor, told SaharaReporters that Mr. Saraki was also displeased with the governor’s media team for issuing a statement condemning the attack on Senator Saraki and other VIPs. The embattled Senator Saraki felt that the statement undermined his earlier denial that he was not the target of the stone-throwing protesters. Mr. Saraki had handpicked Mr. Ahmed to succeed him as the governor of Kwara State. State workers are being owed salaries for the last five months, a development that is seen as the result of Mr. Saraki’s financial mismanagement during his eight- year stint as state governor.
