Not true and not possible only way to get that licence is through a BMLS not even with Msc and PhD

You must take a masters course in Medical lab science, and settle in Medical microbiology yo get a licence.

There is a one year laboratory training course available for microbiologists, chemists and biochemist, after which they would be given a licence to open a laboratory, heard the training takes place in Ibadan (UI or IITA...it's one of them).

Or...You can also open a laboratory with the license of a Medical Laboratory Scientist. You might have to pay the Lab Scientist for making use of his license though.
