At least, 366 soldiers, policemen and members of the civilian joint task force were killed in ambushes laid by terrorists in the North-East and the North-West between 2019 and 2021. A breakdown of the figures released by SBM Intelligence states that 337 soldiers, 29 cops and civilian JTF members were killed, while 111 others were eliminated by the terrorists. The report added that 92 terrorists were eliminated, while in all, 569 persons were killed in several ambushes within the same period. A breakdown of the statistics showed that the biggest single onslaught against the military was in the Goniri area of Yobe State on March 23, 2020, wherein about 70 soldiers were killed. On July 7, 2020 in the Damboa Local Government Area of Borno State, 30 soldiers and 12 policemen were killed along with three terrorists. Between September 16 and 24, a space of eight days, about 49 soldiers and two policemen were killed in the Monguno and Marte local government areas of Borno State. The report added that 18 soldiers and six policemen and members of the civilian JTF were killed in the Kukawa Local Government Area of Borno State on September 2 and 3, 2020. Despite the killing of soldiers, however, many of the terrorists are reported to have surrendered in recent times due to the attack on Boko Haram strongholds, while the sponsors of the terrorists remain unknown. That is women, children and conscripts.” Meanwhile, human rights lawyer, Mr Femi Falana (SAN), says he will be suing the Office of the Attorney-General of the Federation for refusing to arraign 400 Boko Haram sponsors over six months after he promised to do so. Falana, who had written a Freedom of Information request to Malami in August to know the state of the case, said the request was based on Malami’s claim of May 4, 2021 that the Federal Government had concluded arrangements to prosecute about 400 alleged sponsors and financiers of terrorism in Nigeria. “I have not received any response from the AGF since I wrote the FoI. So, we are now constrained to go to court. The AGF said publicly that 400 terror sponsors would be arraigned once the court workers called off their strike. That was over four months ago,” he said. Attempts to get a response from the AGF’s office proved abortive as his spokesman, Dr Umar Gwandu, did not respond to inquiries. The Federal Government has come under fire in recent months for failing to name terror sponsors despite the assistance given to Nigeria by the United Arab Emirates and other countries, which provided lists of alleged terror sponsors However, in a statement in September, Malami defended the decision of the government not to name the terror sponsors, saying doing so could jeopardise investigations. Malami had said the Federal Government had been vigorously and intensively working to leave no stone unturned in the prosecution of Boko Haram financiers and win the fight against terrorism in the country. The AGF had stated, “The time is not ripe for holistic disclosures so as not to pre-empt the investigation process. Invade churches, abduct 12 How bandits took over Suleja in Niger •Invade churches, abduct 12 From John Adams Minna Armed bandits operating in Niger State have shifted their base to the satellite town of Suleja, the headquarters of Suleja Local Government Area of the state, kidnapping no fewer than 12 people within one week. The area of target of the bandits are churches and settlements within the town where the presence of security agents are completely not felt at night. Within one week that the bandits began their operations, no fewer than 12 people have been kidnapped and are still being held. Eight worshippers were kidnapped from Dunamis Church in Kwamba area of the town at about 9pm last week when the church was holding a programme. The bandits returned to the same Kwamba on Wednesday at 1am and abducted four persons from the low-cost houses located in the area. It was gathered that those kidnapped from the low cost were a custom officer and his wife, one woman Assistant Superintendent of Police (ASP) and another woman whose identity is not known. It was learnt that the gunmen in their numbers first raided the house of the customs officer where they picked up the officer and his wife, and made away with some valuable items from the building. From the customs officer’s residence, the bandits who operated unchallenged, moved to the house of the female ASP where she was abducted. But It was not known how the fourth victim was kidnapped. Although it was gathered that security agents were contacted during the operation, and actually arrived at the scene, they could not confront the bandits because they claimed that they could not access the place due to the bad condition of the road, and did not know the strength of the gunmen. Barely four days after the last incidence, no contact have been made by their abductors but unconfirmed reports said the bandits have asked the family of the custom officer to pay N20 million ransom. The state Commissioner of Police, Mr Monday Bala Kuyars, confirmed the kidnapping of the customs officer, his wife and two others, saying: “I know four people were kidnapped.” Asked for the identities of the victims Kuyars said he had no information that those abducted are a police woman and customs official. He said: “All I know is that four people were kidnapped.” However, on Saturday before the incident on Wednesday, the bandits in their numbers, stormed a branch of Dunamis Church in the same Kwamba and abducted eight worshippers at about 9pm. This development has sent fear and apprehension to residents of the area and other suburbs of the most populated town in the state. Apart from residents, private and government schools operating boarding system are equally afraid of possible attack by the gunmen as the efforts of the security are not yielding the desired results. A principal of a private school in Suleja, who did not want the name of the school in print, told our correspondent that though they are trying to beef up security in their school, they are only relying on God for absolute protection. She said: “We are all worried about the recent development in this area with the invasion by these people. But we believe that only God can intervene. The situation is very worrisome to everybody here.” Another resident of the area, who identified himself simply as Mr. Chukwuemeka, said since the attacks began, he has relocated his family to Abuja to stay with his brother for now. “Honestly, I had to move my wife and children out of Suleja because the situation is very bad. The security agents came the other day when the bandits were operating but they could not do anything. They gave excuse of bad road, but we all know the truth,” he submitted. Meanwhile, the Niger State government has demolished a house belonging to a notorious kidnapper, who confessed to have built the house with proceed from kidnapping. The house, which is a two-bedroom flat with an uncompleted two-bedroom extension was located in the Nkangbe community, a suburb of Minna, the state capital, but in Bosso Local Government Area of the state. The exercise was supervised by the Commissioner for Local Government, Community Development and Internal Security, Mr. Emmanuel Umar, who was accompanied by security agents. Speaking to newsmen after the demolition, the commissioner said that the action would serve as a warning to other criminals that the state government do not give room to criminals to carry out their act or live in the state. Umar, who refused to give details on who the kidnapper was, how he was arrested and how he operates, said that the building was owned by a kidnapper who has been arrested and it was established that he used part of the proceeds of the crime to buy the building. He said that it is part of the policy of the government not to allow any criminal to have a place in the state, adding that if they do not leave peacefully, the law will catch up with them and they will leave by force. “This is a building owned by a kidnapper that has been arrested. It is a proceed of crime and it is in our policy not to allow any criminality to reign in this state. We can establish this and that henceforth, we will not allow any criminal to have a place in our land. It is part of the determination of the governor to ensure that Niger State is safe for us all.” The commissioner commended the law enforcement agencies for their effort in the fight against criminals in the state, adding that they have helped the state government to bring down the spate of crime in the state. “Today is a landmark. I salute our law enforcement agencies for this great feat. This is our commitment as a state government that we will go to any length to ensure peace in the state,” he said. Umar further disclosed that stakeholders in the state have been urged to report suspicious movements and give information about strangers moving into the communities. “We have met with stakeholders in the state, landlord associations, estate owners, hoteliers and everyone and have told them to report any suspicious movement or strangers moving into the society. I hope we get more information to act on and make the state safe,” he stated. The ward head of Kpakungun, who oversees Nkangbe, Tanko Ibrahim, applauded the gesture of the state government in unmasking the kidnappers kinpin, saying that the activities of these criminal elements have made life very difficult for the people. He lamented that the people don’t cooperate when they are asked to report any stranger coming into the community, adding that this would help them know that every stranger is suspicious until his or her job is confirmed to be legitimate. “Seeing this shows that our lives are in danger if the people do not report strangers moving into the community. We, as community leaders, are trying our best but the people are not helping matters. They rarely report people who move in or buy lands or houses. “This action is very commendable and courageous of the state government. It shows how much dangers we face if we are not security conscious.” Also speaking, people living around the demolished house, claimed that they never knew the job of the owner of the house but disclosed that the suspected kidnapper brought the house and moved in two months ago. Burn down houses, as over 400 displaced From John Adams, Minna Armed bandits in their numbers on Monday morning, invaded some communities in Munya local government area of Niger state and sacked over 300 people from their homes. The bandits who were still operating in those communities as at the time of filing this report (12 noon) were said to have completely burnt down three of those communities invaded. Although no actual number of casualties yet, as the operation is still ongoing, a number of families have declared their relations missing, including women and children. A source close to one of the communities told our correspondent that only men of the local vigilantes are on ground to provide some level of security but added that the number of the bandits overwhelmed them, and they had to make a retreat. Worst hit in the attack is Kachiwe and other surrounding communities where the bandits were said to have burnt down entire households as the people escaped into the bush for safety. The invasions of Kachiwe is the second in the last two months as a similar attack saw the burning alive of ten people, several others slaughtered and seven women kidnapped by bandits. Other communities affected in today’s attack include, Sabon and Sohon Kabula, Gidan mangoro, Zagzaga among others According to our source, the entire communities have been turned to ghost homes as the people have relocated to other nearby communities yet to be affected by the ongoing attack. He said there is no response yet from the security agents who are stationed at Sarkin Power, the headquarters of the local government, leaving only the ill equipped and limited number of local vigilantes to confront the bandits. “There are security agents but they are just stationed at Sarkin Power, they are aware of the attacks but no response yet from them. The vigilantes had to run back because of the numbers of the bandits who are over 60, and all armed”. However a government official who spoke to our correspondent on condition of anonymity, said “the situation is serious. As I speak with you now, the bandits are said to be moving from one community to the other in their large numbers. “Their number overwhelmed the local vigilantes and the hunters on ground but the government is trying to mobilize vigilantes from other areas to compliment their numbers. “We don’t have number of casualties yet but an attack like this, there will surely be casualties. The bandits are still attacking the people”, he said. This is just as N94bn was disbursed for youth empowerment and job creation. These details were revealed by the Federal Ministry of Finance, Budget and National Planning in response to a Freedom of Information request sent to the ministry by human rights lawyer, Mr Femi Falana (SAN). The document titled, ‘Re: Request for Information on Utilisation of the Sum of N1.5tn Spent by the Federal Government of Nigeria on Managing the Effect of COVID-19,’ was signed by the Director, National Monitoring and Evaluation at the ministry, Dr Zakari Lawal. The document showed that in June 2020, the Federal Executive Council approved a N2.3tn stimulus plan proposed in the Nigeria Economic Sustainability Plan designed to support the nation’s economy to mitigate the challenges of the COVID-19 pandemic. N500bn was to be disbursed to ministries, departments and agencies, while the balance was to be disbursed to the private sector by the Central Bank of Nigeria. The document showed that out of the N2.3tn, about N1.9tn had been disbursed. While N94bn was released for youth engagement and job creation, health equipment and related issues gulped N128.5bn. The Ministry of Youth and Sport Development got N690m to train 150 youths to become agro-technicians and 150 youths to become solar technicians. The ministry also got N2bn to train 1,600 youths to become digital professionals and N1.1bn to provide 2,700 youths with work experience. The sum of N1.5bn was released to the ministry to build six ICT centres in Kano, Bauchi, Plateau, Anambra, Cross River, Osun and 24 vocational centres nationwide. The international Centre for Women Development, under the Ministry Of Women Affairs, got N250m for a job creation scheme post-COVID-19. It also got N1bn for job creation scheme post-COVID-19: Equipment for vocational skills training in the six geopolitical zones. The Ministry Of Communications and Digital Economy received N1bn for job creation scheme post-COVID-19: Entrepreneurship and vocational training in the six geopolitical zones to support digital skills gaps and provision of subsidised training for qualified candidates across the country. The Federal Government also released N2bn to the communications ministry for the job creation scheme post-COVID-19: Establishment of centres of excellence and labs for robotic, 3-D printing, IoT, big data analytics and block chain. The National Directorate of Employment got N52bn to engage youths and for business training. The Ministry of Humanitarian Affairs, Disaster Management, and Social Development was given N32.5bn to provide a social intervention programme. The Ministry of Health got N1bn for surveillance and epidemiology; N10.2bn for laboratory; N310.4m for point of entry; N133.6m for infection prevention and control; N1.8bn for case management; N89m for health-related communication; and N75m for research and development. It also got N6.5bn for NCDC, N10bn to support Lagos State, 1bn to support pharmaceutical industries for raw materials not used, N20bn for hazard allowance, N2.5bn for contingencies, N10bn for food and drug services and local production of vaccines. The document titled, ‘Re: Request for Information on Utilisation of the Sum of N1.5tn Spent by the Federal Government of Nigeria on Managing the Effect of COVID-19,’ was signed by the Director, National Monitoring and Evaluation at the ministry, Dr Zakari Lawal. The document showed that in June 2020, the Federal Executive Council approved a N2.3tn stimulus plan proposed in the Nigeria Economic Sustainability Plan designed to support the nation’s economy to mitigate the challenges of the COVID-19 pandemic. N500bn was to be disbursed to ministries, departments and agencies, while the balance was to be disbursed to the private sector by the Central Bank of Nigeria.
