I guess you are talking ironically, because most of the islamic states and some islamic populated country in the world are currently at war with each other,the likes of Yemen,Iraq,Pakistan,Somali,Syria,Gaza to mention few are currently experiencing the opposite of what you write,because all you hear from those countries is majorly Bombing and attacks.

That's is not possible in all nigeria states,few states like Lagos,Rivers,Delta,Bayelsa and some other states can pay salaries without federal allocation,due to their high internal revenue genrated and the fact that they are oil producing states,This can only happen in all states accross the nation if you lawmakers priortise the welfare of the masses as your utmost priority.
