Solomon Odekunle, a 21-year-old son of a Redeemed Christian Church of God (RCCG) pastor has been reportedly hacked to death in Ottawa, Canada.

Reports say he was seen stumbling out of Piper’s Bar and Grill, a popular hangout in the capital city with torrential blood flow from his neck.The young man was later pronounced dead in the hospital after collapsing a few steps away according to eyewitness account given to the police.

The young Nigerian was said to have been stabbed by one Joe Ndikuriyo, a 27-year-old Burundian during a fight over a woman, in what was described as the 17th victim of homicide in Ottawa since the beginning of 2016.

Solomon, The Punch investigations showed, was studying Economics at the University of Ottawa having gained admission in 2012 and when the parents were visited at their Rotimi Williams Estate, Fagba the father had reportedly traveled while the mother who could also not bear the pain, had moved out of the house temporarily.

Deborah, the deceased’s sibling also studying in Canada, was totally broken by her brother’s death as she shared some emotional posts on the social media.

“If I did know it would be your last, I would have treasured those great words you shared with me a couple of months ago in the technical department, have them handwritten with the best calligraphic pens, framed and given to you right after doing those frog jumps.

“To the Solomon I saw last week, to the Solomon that finally got his picture taken properly last week, to the Solomon with an intellectual smile and chubby cheeks, to the Solomon his friends described as kind-hearted and meek, see you next,” she wrote.

While also encouraging those attending the wake keep organised in memory of the slain student, Deborah said: “We would be having a memorial service for Solomon in Ottawa Friday evening and it is open to anyone that would like to come. Please, if you make it down, don’t cry because my dad would be there. I also believe that as Christians, we do not mourn, we celebrate life.”

Staff Sgt Bruce Pirt in a report by CBC News, said: “We do have some bloodletting that covered quite an extensive area, we have to make sure it’s all connected to the same incident. As we investigate further, we’ll be able to tighten up that scene and make it smaller and smaller.”

Meanwhile, the suspect who was recently served a two-week jail term for possession of weapons, has since been arrested and charged with second-degree murder.

In another development, the story of the gruesome stabbing which led to the eventual death of Damilola Taylor in the U.K is set to be told via a movie to be premiered by the British Broadcasting Corporation BBC.

The film titled Damilola, Our Loved Boy will be shown next week Monday, November 7 at 8:30pm on BBC One.

Recall that Damilola Taylor was killed on November 27, 2000 less than two weeks to his 11th birthday. He was stabbed by two brothers Danny and Ricky Preddie (who later admitted that they wanted his coat) on his way home from a computer class. He later bled to death in a stairwell.

The Minister of State for Foreign Affairs, Hajiya Khadija Abba-Ibrahim, has said that Nigeria will soon stop the importation of wheat from Russia. .

Abba-Ibrahim, represented by Amb. Baba Garba, Director, European Affairs in the ministry, made the disclosure at the end of the fourth Joint Commission meeting between Russia and Nigeria in Abuja on Friday.
“We import a lot of wheat from Russia and we are telling Russia that this has to stop.

“We want the Russian companies and farmers to come to Nigeria to show us how we can grow our agriculture sector with modern technology,” the minister said.

The Russian delegation was led by Mr Dianov Alexandar Yurievich, Deputy Head, Russian Delegation in Nigeria.

Abba-Ibrahim said the meeting was to foster the existing relationship between the two countries and noted that Nigeria and Russia had enjoyed cordial relations over time.

“Russia has always been in support of Nigeria at different international fora, it has been in support of Nigeria in the area of fighting terrorism,” she said.

Abba-Ibrahim said the meeting considered various areas of cooperation, including solid minerals, atomic energy, trade, power, works and housing, transport, petroleum, communication, water resources, defence, agriculture and health.

She said Russian companies expressed interest in investing in some areas of the Nigerian economy, especially in pursuing the diversification of the economy through mining, agriculture, among others.

The Igbos in the south-east are seriously angry with Hausa people and they have threatened to shut down the entire Kano city following the release of the suspected killers of an Igbo woman, Mrs Bridget Aghahime.

The group accused the Kano state government of encouraging the release of the suspects.

A magistrate court in Kano recently released the alleged killer of the woman. The killers had alleged that the woman committed blasphemy.

Angered by the development, the Ohanaeze Youth council worldwide, said it was ready to shut down the city of Kano has threatened to shut down the city of Kano except justice was fully done on the matter.

In a statement signed by the group’s national secretary and public relations officer, Mazi Okwu Nnabuike and Hon Obinna Adibe, the Ohanaeze insisted that a magistrate court had no jurisdiction over the matter.

Vanguard reports that the group insisted that the court does not have the power to order the release of the suspects without the support of the Kano state government.

Ohaneze described the release of the suspects as capable of encouraging hoodlums to commit more atrocities against Ndigbo living in the state.

The group asked Igbos living in Kano to come out en-mass on Friday, November 11, 2016 to protest against the judgment.

The protest is to be led by the national president of the group, Mazi Okechukwu isiguzoro as the organisation said it had resolved to employ all lawful means to ensure that the killers are brought to justice.

The group called on Governor Rochas Okorocha of Imo state to urge his Kano state counterpart to ensure that Agbahiwe’s killers faced justice as well as ensure the protection of lives and properties of non-indigenes living in the city.

The statement said: “We appeal to the Chairman of the APC Governors’ Forum, Owelle Rochas Okorocha to urge his Kano state counterpart, Alhaji Umar Ganduje to ensure the protection of lives and properties of Ndigbo.

“The Emir of Kano, Alhaji Lamido Sanusi and other Arewa leaders should intervene. We warn that if such thing happened again, we will hold Arewa leaders responsible.”

Barely three weeks after 21 Chibok girls were released by Boko Haram, another Chibok girl has been rescued.

She was rescued by Nigerian troops in Pulka, Gwoza area.
This was disclosed by the spokesperson of the Nigerian Army, Colonel Sani Kukasheka Usman.

A source close to officials deployed to the Internally Displaced Persons (IDP) camp in Pulka said: “She has been confirmed to be one of the missing girls. Her name is Maryam. She was seen with a baby. Both are currently receiving attention and will be escorted to Maiduguri soon.”
Over 200 Chibok girls were abducted by Boko Haram insurgents since April 2014. Some managed to escape while the rest have been held captive by the insurgents for over two years.

Nigerians were filled with joy when 21 0of the Chibok girls were released on Thursday, October 13.

The Chibok community demanded that President Muhammadu Buhari send the 21 rescued girls abroad to continue their education.

Meanwhile, report has it that the federal government is negotiating the release of another 83 of the Chibok schoolgirls taken in a mass abduction.

In a development that may put to rest the seeming controversy over who nominated Vice President, Yemi Osinbajo as President Muhammadu Buhari’s running mate during the electioneering campaign, the number two citizen, Friday, said he was nominated by a National Leader of All Progressives Congress, APC.
Though Osinbajo did not mention the name of the leader, his descriptions of the person, who he said had served as a state governor, confirmed that he was referring to a former governor of Lagos State and the party’s National Leader, Asiwaju Bola Tinubu.

The Vice President, who spoke at a State of the Nation Address convened by Coalition of Nigerian Apostolic Leaders in Lagos, said: “An APC National Leader who had served when he was governor was interested in putting me forward as the running mate of President Muhammadu Buhari in consensus with other national leaders of the party.“I was a product of this system (Coalition Leaders). The church was reluctant and I understood why the church was reluctant. The church was looking at the head of the ticket (President). This is our first opportunity. This is our first shot at it. We need to maximize it and do the best we can. I think what my nomination and appointment have done is that it has open the door for us. We can do it and we can be influential in doing it.”

However, speaking on the biting recession, Osinbajo said: “Our projected oil revenue is 2.2 million barrels a day. Because of oil vandals in the Niger Delta, we are losing close to 1 million barrels a day. That is about 60 percent drop in the revenue. If you are losing 1 million from your 2.2 million barrels every day, there will be a shock to the economy. The economy will suffer a major shock. That is the problem with the economy.

“We stopped the importation of food so that Nigerians can easily patronize Nigerian produce. If we continue importation the way we are importing, absolutely we will discourage those farmers. If we are to diversify, we have to restrict importation of rice and those things we are producing.”

A Supreme Court’s bank account said to contain billions of naira has attracted the attention of the Department of State Security Services ( DSS).
The organization is currently probing seven judges,two of them justices of the apex court,for alleged corruption.

The account, The Nation gathered authoritatively yesterday ,is being operated outside the civil service procedures.Money from it was also said to have been withdrawn regularly to fund foreign travels of some judges.

The agency is now investigating how and for what reason (s) the account was opened.
Supreme Court justices and even staff of the apex court are believed to draw from it.
Investigators suspect that the dollars seized from the homes of some of the judges under probe may have come from the account.

The DSS has already restricted the movement of the Registrar of the Supreme Court, Ahmed Saleh and some top officials to the country on account of its investigation of the suspicious account.
Also restricted are the Director of Finance, Muhammed Abdulrahman Sharif and Rilwanu Lawal.

Only last Thursday,the Federal Government filed a nine-count charge of diversion of N2.2billion against the three top officials.

A highly-placed source said: “In line with the current investigation of some judges, the DSS has discovered a suspicious account in the Supreme Court. The modalities for the operation of the account allegedly against the extant financial regulations were being probed by the security agency.

“Preliminary investigation revealed that the suspicious account was used to cater for foreign trips of some judges, including a few ones who were arrested by the DSS.

“The remittances into the account were in billions of Naira. There is a strong suspicion by the DSS that the dollars seized from the residences of some of these judges were drawn from the suspicious account.

“Some principal officers have been interrogated by the secret service. The manner in which the account was operated was suspected to be outside the extant laws in the civil service.
“It is left to the civil servants to prove that the processes of opening the account and managing it were legal and transparent. Otherwise, they have a case to answer.”

Another source said one of the officials was intercepted at the Nnamdi Azikiwe International Airport , Abuja while trying to travel out of the country for a conference.
“None of the officials can travel out until the ongoing investigation is completed,” the source said.

It was also gathered yesterday that the Economic and Financial Crimes Commission( EFCC) quizzed the National Legal Adviser of the All Progressives Congress
( APC), Dr. Muiz Banire, in connection with the payment of N500,000 into the account of a judge of the National Industrial Court( NIC).
Dr. Banire was interrogated at the Lagos office of the commission.

An EFCC source said Banire “claimed that it was not a bribe but an assistance to the judge when he lost one of his parents.
“We are still continuing investigation into the transaction.”

Banire’s interrogation brings to 11 the number of senior advocates (SANs) being investigated by the anti-graft commission for alleged corruption in the judiciary.

Six judges are similarly being probed.
The judges are Justices Agbadu James Fishim; Uwani Abba Aji; Mohammed Nasir Yunusa; Hyeladzira Ajiya Nganjiwa; Musa Haruna Kurya and the only female judge, Justice Rita Ofili-Ajumogobia.

Some of the judges had earlier reported to the Commission on Monday 17th October 2016 and yesterday 18th October 2016.

Two of the five judges were alleged to have received over N2.75million bribe from two senior lawyers Rickey Tarfa (SAN) and Joseph Nwobike (SAN).

The EFCC had on March 9, 2016 arraigned Tarfa and Nwobike before Lagos High Court on allegations of bribery and offering gratification to a public official.

Nwobike and Tarfa are facing criminal prosecution for allegedly offering gratification to Federal High Court judges to refrain them from exercising the duties of their office.

The Federal Executive Council on Wednesday approved the establishment of eight new private universities for the country.

The decision was taken at a meeting of the council presided over by President Muhammadu Buhari.

The Naira on Tuesday extended its gains against the dollar across the Forex market.
The nation currency gained N4.06 at the interbank market to close at N304.75, from N308.81 posted on Monday.

At the Bureau De Change window, the naira was sold at N385 to a dollar, CBN controlled rate, while Pound Sterling and Euro traded at N565 and N504 respectively.

Naira gained three points at the parallel market to close at N465 to a dollar against N468 posted on Monday.

Also, Pound Sterling and Euro closed at N560 and N510 respectively.

Traders at the market said that liquidity at the market was being boosted by the weekly sale of Forex by Travelex and First Bank of Nigeria.

Travelex, a licensed International Money Transfer Operator, had been selling the proceeds of Diaspora remittances to BDCs for over a month.

Travelex and FBN have been working hard to ensure that liquidity challenges in the North and some other South-South states was reduced by selling Forex in these areas.

I want to have sex, just like the next person, but because I haven’t before, it is not a distraction.”

She said her eagerness to please her mother and not disappoint her by getting pregnant out of wedlock has kept her strong. She revealed that even though she was involved in two serious long term relationship which unfortunately ended badly, she has remained a virgin.

Rahab said she has kept her virginity because of her religious belief and desire to please her God.

“My first, which lasted two and a half years, ended because our ideals on sexual boundaries clashed. The second, which lasted three years, ended two months to my wedding date. I rush straight home from work and keep my socializing at zero until these winds have passed. I also avoid reading certain books or watch soap operas and I do not kiss or caress men.”

Rahab who has graduated with both a Bachelors and Master’s degree in Marketing says even if she turns 50 without getting married, she will remain a virgin and maybe adopt a baby.

An angry husband decided to punish his wife for no obvious reason, by pouring hot water on her private part.

Catherine Wakere’s husband poured hot water on her just because he was provokedThe victim identified as 30-year-old mother of two Catherine Wakere, of Kianamu village in Embu County in Kenya, was hospitalized after her husband attacked her with hot water.

The woman’s husband, 36-year-old Charles Njizu had attacked her without any provocation on her part, and threw very hot water on her thighs and private part and also broke two of her fingers.

Wakere said:

“He just scooped water that was boiling and splashed it on my thighs. He had aimed at my private parts, which were partly scalded.”

According to the nursing officer Secinta Nyaga, of the hospital where she was rushed to about two weeks after her attack, the wound is taking longer to heal. She said:

“Hers is a case of gender violence, which we reported to the police before treating her. The wound was in a very bad state since it appeared to have stayed for two weeks without being treated. If it was a fresh would it would have healed. She is now in a stable condition.”

The victim’s two children are currently being taken care of at the children’s department in Embu, while her mother Daisy Muthoni takes care of her at the hospital.

Mbeere North Assistant County Commissioner, Benjamin Birech, said Njuzi has been arrested and will be charged to court once Wakere approves. He said:

“We will charge him with causing grievous harm. She says that the man beats her regularly. He is reported to be a habitual user of bhang and miraa (hard drugs).”

The UN has negotiated the release of nearly 900 children detained by the Nigerian Army after they retook land from Boko Haram militants, a senior official said.
The 876 children had been held in the barracks in Maiduguri, UNICEF’s Regional Director for Western and Central Africa, Manuel Fontaine, said after visiting the north-eastern city.
It was not immediately clear how long they had been held.
However, the army routinely detains civilians who have been living in areas that had been ruled by the insurgents on suspicion that they too might be linked to militant activities.
Nonetheless, rights groups said there was no proper legal process for such civilians, including the children.
They said that they were not formally charged and some ended up in so-called rehabilitation centres or Internally Displaced Persons (IDPs) camps.
The United Nations says children should not be detained.
“We fear that there are still kids who are being at least temporarily detained because they are being released from Boko Haram areas by the army but then kept for a while,” Mr. Fontaine said.He give no details of the ages of the children or how long they had been at the barracks .
It would be recalled that after President Muhammadu Buhari came to power in May 2015, security forces began an offensive.
The security force were backed by neighbouring countries, to retake territory from Boko Haram, meaning at least some of the children could have been held for a year or more.
There was no immediate comment from the army.
Army officials say they need to question civilians to establish whether they have any ties with the militant group, which has been trying for seven years to set up an Islamic state.
The security situation remains volatile in Borno and its capital Maiduguri because Boko Haram still stages suicide bombings, often using women or teenagers.
Mr. Fontaine also said the conflict, which had killed thousands and displaced more than two million, had separated around 20,000 children from their parents, of which 5,000 had since been reunited with families.
“Once we get children out, there is a major issue of stigmatisation in the communities.
“There is a sense that children who have been associated with Boko Haram for a while, could be, and in some cases we have some evidence, are rejected by community and people around them,” Fontaine said.
This was also a problem for the girls freed from the town of Chibok, he said.

The Police Service Commission has dismissed six senior officers for impersonation, forgery, insubordination, negligence and disobedience to lawful order. Those dismissed are in the ranks of Superintendents of Police, Assistant Superintendents and a Chief Superintendent of Police.

The PSC however promoted 135 officers, including four Deputy Commissioners of Police to the next rank of Commissioners. The new CPs are, Posi Ajunwa, Akinsanmi Ayo, Kenneth Ebrimson and Akpoebi Egbuson.

The Economic and Financial Crimes Commission (EFCC) has granted bail to former presidential spokesman, Dr. Reuben Abati.
Abati was arrested for allegedly participating in the misapplication of the $2.2bn arms procurement funds.

Abati who has been in detention for about a week, will be released by the anti-graft today, October 27, after he meets his bail conditions, Vanguard reports.As part of his bail conditions, the former presidential spokesman will have to drop his International Passport and produce a surety of not below Level 16 in the Civil Service before he is released from custody.Abati, and Bala Mohammed, a former minister of the Federal Capital Territory (FCT) were arrested by EFCC operatives on Monday, October 24, few hours apart for alleged graft.

Operatives of the anti-graft agency on Tuesday evening, October, 25, said Mr. Abati received N50 million from the embattled former National Security Adviser, Sambo Dasuki.

EFCC sources said Mr. Abati admitted receiving the amount and explained how he spent it.Mr. Abati reportedly told investigators that he spent the N50 million on media relations that had to do with his work as media adviser for Mr. Jonathan.

The National Drug Law Enforcement Agency, (NDLEA) on Friday arrested a 30-year-old woman, Nnanji Juliet Ijeoma who was caught with 535 grammes of cocaine inside her bra as she attempted to smuggle it into the country.

The woman who work as a stylist in Brazil was caught at the Murtala Mohammed International Airport, Lagos during the inward screening of passengers on a South African Airways flight.NDLEA commander at the Lagos airport, Ahmadu Garba said the incident is being investigated and that the suspect would soon be charged to court.

The Kaduna State Government has earmarked over N2.55bn to procure CCTV cameras and drones, to provide adequate security cover in the state in 2017.

More than N1.5 billion of the amount was earmarked for the procurement and installation of CCTV cameras in strategic areas of the state, to reduce crime.The figure is contained in the state’s 2017 budget document currently before the state House of Assembly.

He said, “The N1.5 billion is for procurement and distribution of CCTV cameras for monitoring and surveillance towards reducing criminal activities within the metropolis and securing the state.”

The government has also allocated N265m for the procurement of drones “to identify locations of armed bandits in forest reserves across the state.”

The document indicated that the government would also spend N193.6m to secure the state from the menace of kidnappers.

It said the money would be used to procure “geo-position interceptor and location of GSM, UMTS system to check trends, intercept and locate kidnappers’ GSM calls.”

The government also plans to spend N600m in 2017 to set up a forensic laboratory, to assist in determining substantial evidence in cases that had proved difficult to solve in the past.

A new report from the International Monetary Fund (IMF) has projected Nigeria as Africa’s biggest economy, in spite of its current challenges.
Nigeria is placed ahead of South Africa and Egypt which are second and third respectively.

In August, Nigeria was reported to have lost its position as Africa’s biggest economy to South Africa, following the recalculation of the country’s Gross Domestic Product (GDP).But the IMF’s World Economic Outlook for October, puts Nigeria’s GDP at 415.08 billion dollars, from 493.83 billion dollars in 2015, while South Africa’s GDP was put at 280.36 billion dollars, from 314.73 billion dollars in 2015.

There will be increased food production which will stimulate the economy and lead to the creation of jobs”.
The ecological fund receives 2 per cent of the Federation Account. It is meant to be used to tackle ecological problems ravaging communities across the country.

The Economic and Financial Crimes Commission (EFCC) said it recovered more than N196 million on financial crimes during various operations in Borno between November 2015 till date.

Ibrahim Bappa, the EFCC Head of Operation in the state, disclosed this in a statement.He said the commission also recovered N2.8 million for victims as a result of petitions received and acted upon in the zone.

“As part of efforts to cleanse our country of economic and financial crimes, the commission has made reasonable monetary recoveries to the Federal Government and still has many cases undergoing investigation.

“The commission is hereby putting on notice to all businessmen and women who indulge in economic and financial crimes to desist from such unwholesome acts or face the wrath of the law.

“The EFCC is urging the general public to report any public official suspected to have used his or her position to enrich him or herself or any individual living above his means.

“We encourage individuals to write petition to the Executive Chairman of EFCC through the Head of Operation, Maiduguri Zonal Office as no stone would be left unturned to bring such person to justice.”

NAN recalls that the Maiduguri EFCC Zonal Office was inaugurated on the March, 22, 2011, but its operations were suspended as a result of the Boko Haram security challenges. (NAN)

Wema Bank has provided N221 million financial assistance to Lagos State Government to deliver world class archival service to transform record management in the state high courts.

The bank’s Managing Director, Mr. Segun Oloketuyi, in a statement on Friday, said that N20m of the package was a donation from the bank to the project, while the remaining N201m was a loan.Oloketuyi said that the bank had also granted N201 million loan facilities to the state government to finance the project tagged: the Lagos Archives and Property Litigation Registry.

LAPLR is a joint venture of the Lagos State Judiciary and the Justice Research Institute Ltd., a private limited liability company.

Oloketuyi said that the aim of the funding was to have a credible source of information, especially on land and property matters in the state high courts.

He said, “We (bank) lent our support in two ways, corporate social responsibility was part of the financing; it wasn’t just loans.

“We did this as a push for the company handling this project in partnership with the Lagos judiciary on the need to create value.

“When the project was conceived and the bank was contacted for financing, we contributed some ideas which were also brought into the picture to ensure the success of the project.

“The aim of the financing is to be in tune with global best practices and the next step will be to digitalise the records.

“That way, anyone who needs information can access it from the comfort of their offices.”

the Acting Chief Executive Officer of Lagos Archives and Property Litigation Registry Ltd., Mr. Toibudeen Oduniyi, was quoted as saying the vision of the project was to secure easy and timeless access to information.

Oduniyi said that the project marked the beginning of a digitized, sound, secure and user-friendly archival and document-retrieval structure for Lagos State High Court Registry.

Why are so many instead forced to endure terrible pain and suffering against their wishes. Regardless of what you might choose for yourself, why should you deny others the right to make this choice?
For those suffering unbearably and coming to the end of their lives, merely knowing that an assisted death is open to them can provide immeasurable comfort. I have prepared for my death and have made it clear that I do not wish to be kept alive at all costs. I hope I am treated with compassion and allowed to pass on to the next phase of life’s journey in the manner of my choice.

In refusing dying people the right to die with dignity, we fail to demonstrate the compassion that lies at the heart of Christian values. Jonathan: We conclude, today, the interview one time Vice President Dr Alex Ekwueme granted us to mark Nigeria’s Independence anniversary. Last week we published his views on the state of the nation. He said what we have today as Nigeria was not their dream that day of October 1, 1960 that Nigeria became an independent country. He would like Nigeria to be restructured in a way that will see the regions developing at their own pace rather than depending on the federal government for everything.

He advised President Buhari to dialogue with the Niger Delta to end the militancy in that area. Ekwueme revealed that the 1983 military coup was aimed at stopping him from becoming Nigeria’s President in 1987. He also gave reasons for declining President Olusegun Obasanjo’s offer to be Senate President.Enjoy the last excerpts from the interview:

How do you think PDP can be revived?

There are a lot of… I won’t call them hooligans, characters who have taken control of PDP in various states of the federation, including my state and they are allowed to go away with it because the NWC in Wadata House is easy to compromise.So you find these people dictating terms; they would arrange with them and be the ones to produce a list of delegates to vote at congress or convention. Until people like that are shunted out of the party nothing good will come out of the party. I have distanced myself from the activities of the party; I haven’t been to a Board of Trustees meeting in the last three years.

Haven’t they been inviting you?

Yes, I am a life member. I haven’t been to NEC meeting in the last three years because as I said there are a lot of characters there who shouldn’t be there.

Now people have suggested at one time that we should call a meeting of the original founding fathers who are still around and see how we can start afresh but I said that I am 83 going to 84, and that I cannot go through the same process I went through in 1998, that people younger should take it from there.

Some have, however, alleged that you had a hand in the problems of the party in Anambra in that you replaced ABC Nwosu who allegedly won the governorship primary in 1999 and replaced him with your former press secretary, Dr. Chinwoke Mbadiniju. Please, can you clear the air on this?

That is not true. I have challenged them for anybody to tell me where I said people should vote for Mbadiniju. None! The only person in all these years whom I have supported is Soludo.Mabdiniju won the primary?

Yes.

So there was no issue of replacement or that ABC Nwosu won and was replaced with Mbadiniju?

First of all, ABC Nwosu should not have even contested because the agreement was that as secretary of the party he would not contest.

Sir, what is the way out of the economic recession?

Long term I have already addressed. Build up our capacity and Nigeria will be better off. In the short term, I am surprised at the government’s stance. The price of crude oil is less than one-third of what it used to be at its peak, and production level was 2.2 million barrels per day and right now we are producing about 900,000 barrels which is much less than half of the production and selling at less than one-third of the price of the former selling price. So you can see what the impact could be on an economy like ours that is mono culture and dependent on one product.

The Niger Delta Avengers and collaborators are responsible for the drop in production; they are not responsible for the price.

Yar‘adua, when he had a similar problem was able to start the amnesty programme and at that time, our production had also dropped to 800,000, and we had been overtaken by Angola in Africa. But once Yar‘adua settled with the restive youths through the Amnesty Programme, production went back to 2.2 million barrels.

Now with all that information at the disposal of the present government they did not see that the best course of action would be to negotiate with these boys and reach some understanding; instead they want to use the force of arms and even with all that, they are still blowing up facilities.

I read a few days ago that they said that they killed 23 militants, and it is not something to brag about. You kill 23 of the boys, and you are bragging about it; it is not a very good thing to hear.

There is no short cut of getting out of recession which is mostly caused by the lack of foreign exchange to run factories, to even import goods and services…there is no shortcut than to increase production.

Instead of facing it squarely we are still battling with the force of arms to try and subdue. I am not a soldier, maybe soldiers always think of force, force as a means of solving problems, but I don’t see a quick end to the recession without solving the problem of low oil production.

The Igbo question. Do you feel they lack of leadership in Igbo land?

It depends on what you mean by leadership. We have about five governors in Igbo land, we have a deputy president of the Senate, we have a lot of ministers, we have a lot of political leaders.

President Jonathan when he was campaigning did a lot of things for the North and West, and it is alleged he even mobilised the traditional rulers in the North and West, but the Southeast backed him without negotiating even with its bad roads.

As I said in an interview in the past, Jonathan didn’t treat us very well for the support he got in 2011; which he confessed to me himself was more than what he got from his people in the South-South.

He gave an example, that the people who were running against him tried to get a running mate from the Southeast, but none of them succeeded in getting a running mate from the Southeast to run against him; but even in his own South-South, Oyegun was a running mate to somebody; and when the election was over the Youth Corps members who were brutalised in Bauchi were people from the Southeast, not people from the South-South.

He told me this himself. So, he had every reason to be fair-minded and equitable in his distribution of resources. But we could not go from Enugu to Onitsha on a federal road, you couldn’t go from Enugu to Port-Harcourt on a federal road, we couldn’t go from Aba to Okigwe on a federal road; you couldn’t go from Owerri on the federal road. None of the federal roads in the Southeast was motorable.

So, would you support the actions of MASSOB and IPOB for self-determination?

I am 83 years old going to 84 next month, my attitude to life cannot be that with those who are in their twenties or in their thirties. But there is something the emir of Kano said about the young Igbo people, that those who are in MASSOB or IPOB never knew Nzeogwu or Ojukwu and they may think that instead of living like slaves in their country that it may be better for them to wage war and lose, if they lose they may get a more honourable peace than the one that their parents got at the end of the 30 months civil war.

The Nigerian Navy has handed over 17 suspected oil thieves with 47,450 litres of diesel to Nigerian Security and Civil Defence Corps (NSCDC) in Akwa Ibom for prosecution.
The Commander, NNS Jubilee, Ikot Abasi, Commodore Saidu Garba, who spoke at the handing over in Ikot Abasi on Saturday, said the suspects were arrested by naval special patrol team.

Garba added that 13 of the 17 suspects were arrested at Mobil Jetty in Ibeno Local Government, while four suspects were arrested at Ataba Community.
“Let me reiterate that the Chief of Naval Staff strategic directive is aimed at stamping out all forms of illegalities and criminality in the Niger Delta region.“It is therefore our firm resolve to vigorously pursue this agenda and rid out bad elements in the region,’’ Garba said.

He said that items recovered from the suspects, include 47, 450 litres of liquid suspected to be diesel, five Cotonou wooden boats and 188 empty drums of 250 litres each.

“These illegal activities amount to assault to the collective interest of the nation and constitute huge economic sabotage running into millions of naira,’’ Garba said.According to him, the Navy will continue to provide adequate security and combat all security challenges within the nation’s maritime domain for national development.

The NSCDC commandant, Mrs Obiageli Obiagulu, who received suspects and exhibits, commended the Navy for being an effectively and reliable partner in the fight against oil theft.

Represented by Mr Abel Ojimba, the NSCDC Divisional Officer in charge of Ikot Abasi, Obiagulu praised the Navy for its effort in ridding the state of other criminalities in the maritime domain.

“We must expect the best as far as prosecution is concerned because due process has been followed in the handing over. I want to commend the Commander of NNS Jubilee for making sure that the documentations are ready,’’ Obiagulu said.

Obiagulu assured that the intelligence and legal departments of the corps would immediately effect thorough investigations with a view to prosecuting the defaulters.

She said the suspected products would be taken to the exhibit yard for testing and reassured that whoever was involved in the oil theft would not go scout-free.

Obiagulu said that the command was synergising with Nigerian Navy to ensure that oil theft and other criminalities were stamped out in the country.

The World Bank says eight in 10 Muslims do not use conventional banking systems — a practice that emphasises the need for Islamic Banks.
Speaking at the World Bank Headquarters in Washington, Arunma Oteh, vice president and treasurer of the Bank, said growing products in Islamic finances are capable of closing the huge financial gap that exists in the Muslim world.

Discussing Islamic finance at the World Bank/Islamic Financial Services Board high level seminar, Oteh said less than 20 percent of approximately 1.6 billion Muslims population use conventional banking worldwide.
“The growth of Islamic finance is critical in closing this gap,” she said, adding that the statistic is scary.

“In some cases, people will like to access financial services but they are unable to do so because of factors that are prohibitive to their faith or lack of financial institutions near their area or lack of trust of financial service providers

“Many Muslims around the world refrain from actively accessing the conventional financial services around the world due to their beliefs.

“Islamic finance is uniquely well-suited to promote infrastructure development, which is critical in promoting many of the SDGs from clean water to energy.”

Muhammad Sanusi II, the Emir of Kano, who also spoke at the event, said deficient infrastructure cost in Africa shaves the continent’s growth by two percent annually.

He estimated the cost of closing this infrastructure gap estimated at $360billion between 2011 to 2014.

According to Sanusi Islamic finance facilities can be used in funding various social projects such as immunization projects, education and green energy.

He said with the growing Islamic finance, there is strong potential in closing the huge gap and there is no doubt that the need to explore all alternative in funding the SDGs is critical.

The Governor of Bayelsa State, Seriake Dickson, has said that henceforth, his administration will strictly apply the public service rules in addressing issues affecting workers to ensure discipline and efficiency in the service.

He has, therefore, directed the Secretary to the State Government and the Head of Service to liaise with the Civil Service Commission to ensure that all the names of staff in the public service currently on full-time study leave without approval be expunged from the payroll.
Dickson gave the directive when the Establishment Committee set up to verify the actual staff strength and wage bill of the state government between 2007 and 2015 submitted its report, a Government House statement said on Thursday.

He decried the wastage and loopholes in the public service, noting that the development had constituted a major drain in the finances of the state to the detriment of efficient service delivery.

The governor, who commended members of the committee for their painstaking efforts in carrying out the assignment, said the government would set up a technical committee to study the report.

Dickson said, “Let me assure the state that we are going to do justice to absenteeism. Workers in this state who are collecting salaries without going to work have been bleeding our state for this period and I believe that the time has come to put an end to all of that.

“Now, every naira and kobo coming into this state is important; now that we have dwindling revenues, this is the time to block all wastage and loopholes.

“While we will try our best to fulfil our obligations and liabilities to our workforce, especially those who are doing their job, government from now on will utilise the instrument of this report to ensure that those bad eggs are fished out.

“We are happy that so many people in the public service are desirous of improving themselves and are now going to school, but the directive I give today, here and now as implementation of part of the report is that the Head of Service and the Secretary to the State Government should liaise with the Civil service Commission and ensure that names of all those who are in school on full-time studies should be properly identified and taken out of our payroll.”

Presenting the report, Chairman of the Establishment Committee, Francis Doukpola, said the total number of staff strength as of December 2015 was 14,669, out of which 13,936 were verified, while those not verified were 730.

Doukpola, who noted that the breakdown of the figure was exclusive of staff of the Niger Delta University, the primary and secondary schools, said the committee visited 29 ministries, 30 departments and 31 agencies to physically identify workers.

According to him, the committee also observed some discrepancies between the nominal and payroll of most of the ministries, departments and agencies and advised the government to put in place a monitoring mechanism to ensure that both of them tally at any given point in time to check fraud.

The committee recommended the establishment of a special inspection unit to monitor MDAs and their outfits in the local government areas to check absenteeism, computerisation of MDAs, maintenance of the current salary structure and adherence to public service rules.

The Senate on Tuesday set-up an adhoc committee to probe spendings by the Federal Government on the humanitarian crisis in the North-east in view of the allegation of massive diversion of relief materials meant for the Internally Displaced Persons (IDPs).

The Adhoc Committee chaired by Senator Shehu Sani from Kaduna State is also to hold a public hearing to unravel the funds already committed to ameliorating the plight of the IDPs, and how the fund is being expended by the agencies of government saddled with the responsibility. The Senators also resolved to donate N32.7million to be contributed by the 109 Senators in support of the IDPs in the area of welfare.



These and other resolutions of the Senate followed a motion titled “Mounting Humanitarian Crisis in the North-East sponsored by Senator Baba Kaka Bashir Garbai (Borno Central) and co-sponsored by 18 other senators.

Senator Garbai in his lead debate urged the Senate to note with grave concern the unfolding humanitarian crisis in the North Eastern part of the country which has continued to be of concern to the international community and the media.

He noted that according to UNICEF report, about 4.5million people are in dire need of assistance, while one million of the number were in danger of extreme malnutrition.

He lamented that about two million people are beyond the reach of aid and presently at the risk of starvation, thereby making Western diplomats to describe the response of the Federal Government to the crisis as a “disgrace.”

He urged his colleagues to note the disturbing development on the prevailing degrading condition in the various IDP camps, and added that “already we are losing so many of our children under five years to this extreme conditions in the affected areas.”

He stated that in spite of the earlier resolution of the Senate that raised the budget for the IDPs from N6billion to N10billion in recognition of the dire situation in the North East, the Presidential Initiative on the North East is yet to show tangible result on ground with half of the appropriated sum released.

“… Notwithstanding the huge budgetary allocation by the National Assembly, and the various releases by the executive… including significant donations from many donors, the situation on ground is not cheering,” he said.

He further called on the Red Chamber to be “worried that rather than use the money appropriated for the IDPs and the North East to ameliorate the problems, the focus of the disbursement so far made have been used to feather other interests.”

The Senator insisted that the “incoherent and largely fragmented state of procurement in the usage of the released funds so far points to a vague and corrupt scheme that is not in tune with helping our people in the North East out of their present harrowing experience and misery.”

He added: ” the government has made concerted efforts at ameliorating the sufferings of the IDPs, some other people are working towards undermining same efforts; there are some allegations of diversion of 63 trucks of grains released from the strategic grain reserve allocated to IDPs in Borno State by the Federal Government.

“The gap in the state of affairs, where so much money has been made available by government with very little to show for it, has created and overburdened the cash strapped states and local governments in the affected states. Also, the intensity of the crisis was exemplified in August when IDPs took to the streets to obstruct vehicular movement and grounding business activities along the Maiduguri- Kano/Jos Road – the major road leading into Borno, to protest what they claimed was a shortage of food”, he stated.

Other Senators in their contributions to the debate on the motion, decried the pitiable plight of the IDPs and urged the Senate to stand up for the suffering, displaced persons.

Senate President, Dr. Abubakar Bukola Saraki, in his remarks, lauded the sponsors of the motion and those who made contributions during its debate. He described the revelations emanating from the handling of the humanitarian crisis as serious and portraying poor coordination, lack of transparency and slow response among those entrusted with the care of the IDPs.

“As a serious chamber, we cannot fold our arms and let these things continue to happen. This investigation, I believe, will give hope to the IDPs and the international community that the country is ready to do something to stop the diversion of aids and misapplication of appropriated funds meant for the upkeep of the IDPs,” Saraki said.

The Federal Government plans to spend an estimated N6.812tn as its budget for 2017.

The figure is about 13.3 per cent or N806bn above the N6.06tn budgeted for 2016.



These details were contained in the 2017-2019 Medium-Term Expenditure Framework and Fiscal Strategy Paper, which President Muhammadu Buhari forwarded to the National Assembly on Tuesday.

The President wrote to the Speaker of the House of Representatives, Mr. Yakubu Dogara, attaching the MTEF and the FSP documents.

He explained that he was complying with the provisions of the Fiscal Responsibility Act 2007, adding that his action meant that the details of the 2017 budget would soon be laid before the legislature.

Part of his letter read, “Pursuant to the provisions of the Fiscal Responsibility Act 2007, the preparation towards the submission of the 2017 budget to the National Assembly is progressing well.

“The MTEF and the FSP, which provide the framework for the development of the 2017 budget, were designed against the backdrop of the generally adverse global economic environment, as well as fiscal challenges in the domestic economy.”

The documents also indicated the government’s intention to continue to provide for the needs of vulnerable people in the coming year.

“Thus, the recurrent (non-debt) expenditure and capital payments are projected to increase in nominal terms by N217.42bn and N177.6bn, respectively in 2017 over the 2016 estimates, “ the government said.

It stated that the aim of the 2017 budget was to “restore the economy to a sustainable, inclusive growth path” by laying emphasis on job creation and private-sector investments.

The documents projected a GDP growth of 3.02 per cent in 2017, while inflation was “expected to moderate to 12.92 per cent.”

Its assumptions on crude oil production indicated 2.2mbpd in 2017; 2.3mbpd in 2018; and 2.4mbpd in 2019.

On the benchmark, it projected $42.5 per barrel for 2017 budget; and $45 for 2018. For 2019, the figure was put at $50.

For the exchange rate, the government pegged it at N290 per dollar.

“It is also based on an average growth in employment and labour productivity, as well as an average gross fixed capital formation of 9.41 per cent of the GDP,” it stated.

The House did not make any comments on the documents on Tuesday.

But, as it is the tradition, copies will be distributed to all members to study before debates will start in the days ahead.

The requirement of law is that the MTEF and FSP must be approved by the National Assembly before the budget is laid by the President.

Family / SAD: Woman Electrocuted Month To Wedding, You Will Be Shocked By What Her Family by adewales4: 1:03pm On Oct 05, 2016


A 35-year-old woman, Loretta Ewere, has been electrocuted at her fiance’s home on Ajoke Kazeem Street in the Idimu area of Lagos State.

PUNCH Metro learnt that Ewere’s fiancé, Segun Tolani, was fixing an electrical fault when the incident happened.



She was said to have been rushed to a private hospital in the area but was rejected before being confirmed dead at the Igando General Hospital.

Our correspondent, who visited the area on Tuesday, gathered that Ewere and Tolani had scheduled their wedding for November and preparation was in top gear when tragedy struck.

A resident, who did not want to be identified, said the incident happened around 1pm on Saturday, adding that it created chaos in the neighbourhood.

He said, “The man had wanted to change his old cable TV decoder and antenna. When power was restored, he discovered that he didn’t have electricity in his house.

“He wanted to do it himself, but neighbours advised him to get the service of an electrician. He contacted an electrician who billed him N2,500. But he said the charge was too high. He decided to go and rent a wooden ladder from someone in the area.

“He mounted the ladder on the wall and called the lady from inside the room to assist him in holding the ladder. She held the ladder with one hand and held an iron pole beside the room with the other hand.

“While he was working, the wire fell and touched the pole she was holding and that was how she was electrocuted.”

PUNCH Metro learnt that Tolani called for help from a next-door neighbour, whose wife reportedly rushed to the scene to pull out the victim with her bare hands.

She was reportedly flung by the electric current.

An electrician was said to have been invited, who then disconnected the power.

“The woman fell down and hit her head against the concrete floor. People tried to resuscitate her by giving her milk; but she didn’t come round. A lot of time had been wasted. She was rushed to a private hospital in the area, but she was rejected.

“We took her to the general hospital, where she was confirmed dead. Her corpse was deposited in a mortuary,” another resident said.

PUNCH Metro gathered that Ewere, an indigene of Ewuru, Delta State, worked in Union Diagnostics, a medical lab in Ikeja, while Tolani, who hails from Ekiti State, worked with an insurance company.

When our correspondent visited the victim’s family house on Ogidan Street, Idimu, they said the family was too distraught to talk about the incident.

However, a relative, who identified himself simply as Charles, blamed the incident on Tolani’s stinginess.

He explained that the duo had been living together for the past four years, adding that the two families had started preparation for their wedding.

He said, “They did their introduction four years ago and since then, they had been staying together. Their marriage was slated for November and the two families have bought clothes and sent invitation to people.

“Around 1pm of the day that she died, she called one of her friends that she would be going to shop for the wedding, not knowing that she would die that day.

“It was the man’s stinginess that killed her. If he had paid someone to fix the electrical fault, this would not have happened.”

Meanwhile, friends of the victim have started paying tributes to her on the social media.

One of them, Kehinde, wrote on Facebook, “Loretta (Ewere), a member of the Purchasing and Supply Students Association, The Polytechnic Ibadan, was kind-hearted, brilliant and reserved. The industrious lady was preparing for her last two exams (slated for October 4 and 6) left for her to become a graduate when she died. We love you, but God loves you most. I pray He accepts your soul and comforts your household.”

The Police Public Relations Officer, SP Dolapo Badmos, confirmed the incident.

She said the corpse had been deposited in a mortuary for autopsy.

She said, “The woman, Loretta Ewere, was electrocuted around 9am. She was living with one Segun Tolani, to whom she was supposed to be married next month. They were fixing a GoTV antenna when power was suddenly restored. Ewere, who was holding the antenna wire, was electrocuted. The corpse has been deposited in a mortuary for a post-mortem examination.”
