Nigeria took centre stage at the United Nations
Headquarters in New York on Tuesday,
November 24, when Delta State Governor, Dr
Ifeanyi Okowa, took the stand to deliver the
Keynote Address of the 2015 Africa
Industrialisation Day with the theme, “SMEs for
Poverty Eradication and Job Creation for Women
and Youth.” The Conference Room 7 of the UN
headquarters was packed full, an indication of
the interest which the international community
attached to the subject of Africa’s industrialisati
on.

The elite gathering included Mr Mogens
Lykketoft, President of the United Nations
General Assembly, Tete Antonio, Permanent
Observer of the African Union to the United
Nations, Mr John Page, Senior Fellow, Global
Economy and Development Programme,
Brookings Institution, and Mr Vandi Chidi Minah,
Permanent Representative of the Republic of
Sierra Leone and the Chair of the Africa Group.
In his opening remarks, Mr. Paul Maseli, Director
and Representative of UNIDO, organisers of the
event, did not mince words in assessing the
current state of industrialisation in Africa. “After
25 years of celebrating Africa Industrialization
Day,” he declared, “and two General Assembly-
endorsed Decades of African Industrialization
the picture is, unfortunately, all but encouraging.
Africa remains the least industrialized continent.
It also remains the poorest continent.
“Many reasons have been given for this poor
state of affair. They range from the externally
imposed structural adjustment programme of
the 1990s, to bad policy choices and over
reliance on commodity exports. All these had
particularly negative effects on technological
accumulation, human capital development and
manufacturing export performance.”
He was emphatic that “fast-tracking
industrialisation efforts in Africa in the
post-2015 era is particularly imperative to
create jobs for broad segments of the
population. With almost 200 million people aged
between 15 and 24, Africa has the youngest
population in the world. And it keeps growing
rapidly. If the present trend continues, the
continent’s labour force will be 1 billion by
2040, making it the largest in the world,
surpassing both China and India. If Africa misses
this opportunity to industrialise and create
sufficient employment opportunities to support
decent living conditions it could present a
significant risk and threat to social cohesion and
political stability in the future.”
In a joint statement read by Tete Antonio, the
African Union (AU), United Nations Economic
Commission for Africa (UNECA) and United
Nations Industrial Development Organization
observed that “this year’s Africa Industrializati
on Day theme, which is focused on the
development of SMEs for Poverty Eradication and
Job Creation for women and youth, denotes the
importance of focusing on productive drivers of
economic growth that ensure inclusive and
sustainable development. SME development is
among those key productive drivers. Empirical
evidence shows that there is a positive
correlation between a country’s overall level of
income and the number of SMEs. Thus SME
development with a special focus on women and
youth remains a top priority for policy makers,
development partners, the private sector as well
as academia and NGOs in Africa’s quest to
achieve sustainable development.”
The three organisations reiterated their call for
“inclusive and sustainable industrial development
through SME development” through “renewed
and more intensified actions, for decision-
makers to define adequate policies and
strategies for SME upgrading, human resources
development, innovation and strengthening
capacities of responsible institutions that could
promote productive and job-rich SMEs
development in the context of inclusive,
sustainable and equitable economic growth that
creates decent jobs with a special focus on
women and youth in Africa.”
Delivering the keynote address, Governor Okowa
noted that the relatively impressive economic
growth in African countries in recent years has
not been accompanied by improved living
conditions of the people. He argued that
“Economic growth that does not result in job
creation and poverty eradication is like building a
house on sand. It can neither stand the test of
time nor withstand the headwinds of adversity.”
The challenge for African countries, Okowa
pointed out, is to “take urgent and drastic
measures to ensure their economies are made
more resilient to external shocks and, more
significantly, that the current growth momentum
translates into economic transformation for the
continent.”
With Africa’s population set to double by 2050,
“unlocking the economic potential of the
continent lies squarely with the development of
SMEs as vehicles of industrialisation and, by
extension, poverty eradication,” the Governor
declared. He argued that “the challenge is for
African countries to adopt strategic and
pragmatic approach to this vital sector of the
economy. Economic and industrial policies must
have clearly defined goals, the goals must be
realistic, and they must contain monitoring and
accountability mechanisms to facilitate effective
implementation.”
In formulating economic policies, Okowa
cautioned that the “focus should be on what
works, not ideological convictions.” He then
proceeded to present his administration’s
modest efforts to create wealth and provide
jobs for women and youth.
“Our strategic approach,” he said “is a
comprehensive programme of youth training,
development and empowerment in agricultural
enterprises and vocational skills, microcredit to
support small and medium scale enterprises, and
the creation of a conducive business and
investment environment.
“Also we are undertaking concerted measures
for the integration of agricultural and agro-
industrial development based on our
comparative-advantage commodities, particularly
cassava, oil palm and aquaculture. Overall, we
are responding to our social and economic
development challenges through policy thrusts
and programme priorities articulated in the
S.M.A.R.T Agenda of our administration. The
S.M.A.R.T Agenda embodies policy priorities for
sustainable social and economic development
through job and wealth creation, urban renewal,
health and education reforms, agricultural
reforms and development of agro-industries and
accelerated industrialization, as well as peace
building and security.”
Governor canvassed the support of the
international community for his administration’s
Job and Wealth Creation Scheme. “In particular,”
he said “we would leverage financing and
technical assistance from international and global
agencies, including the United Nations, to
enhance performance and sustainability of our
Job and Wealth Creation Scheme.
In rounding up his address, the Governor posed
three questions to the audience. “In the face of
the funding and energy gaps can Africa really
compete in a globalised world? What is the
impact of globalisation and trade liberalisation on
the emerging African economies and their
capacities to truly industrialize? What new
policies or strategies will Africa need to put in
place to stimulate industrialization seeing that
they are latecomers to the industrialisation
process?
While commending Governor Okowa’s
admonition that the “focus should be on what
works, not ideological convictions,” there was
consensus among discussants that Africa’s
potential to compete are hampered by
infrastructure deficits, energy shortages, the
high cost of credit and the political will to brave
the odds.
Ms. Aurelia Calabro, Unit Chief, Agro-Industries
Technology Unit, UNIDO, called on African
countries to emulate the example of Ethiopia,
which she described as “the rising star of
Africa.” Calabro informed the audience that
Ethiopia has witnessed impressive industrializati
on leading to 10% economic growth in the last
five years despite its limited resources. The
secrets of their success, she pointed out, lies in
their investment in the leather works industry,
which has become renowned all over the world.
Other African countries, she explained, can learn
from Ethiopia’s success story in the footwear
manufacturing industry by zeroing in on areas
where they enjoy comparative advantage.
In addition, she stressed that Africa must
urgently overcome the widespread problems of
infrastructure, transportation, energy and
education through massive investments in these
sectors. Calabro, who has extensive experience
in rural entrepreneurship development and
relevant field experience in Africa, regretted that
African countries don’t know how to promote
themselves. “You have to brand your country,”
she declared. “Ethiopia is, for instance, the
motherland of coffee but nobody in the world
knows that.” She advised African countries to
identify their unique selling points and market it
to the world to attract investments and boost
their potentials for growth and industrialization.
In responding to the questions posed by
Governor Okowa, Ayodele Odusola, Chief
Economist and Head, Regional Bureau for Africa,
UNDP, insisted that SMEs in African countries
face a comparative disadvantage and therefore
cannot compete because of high cost of credit
and energy shortages. Describing the operating
environment in most African countries as “SME
unfriendly,” Odusola complained that local
enterprises spend about 20-30% of their capital
sourcing for alternative source of energy. He
was also of the opinion that Governments in the
continent are not “getting their policies right”
because instead of offering protection to local
industries their policies are “focussed on giving
multinationals high incentives.” Mr Odusola also
condemned a situation where foreign businesses
are allowed to operate in “areas where the
locals have comparative advantage.” |

JOB CREATION MEDIUM FOR GLOBAL STABILITY.— Okowa
Delta State Governor, Dr Ifeanyi Okowa has
called on the international community to partner
with African nations on job and wealth creation
“as a means to ensuring global peace and
security.”
Delivering the Keynote Address at the Africa
Industrialization Day at the United Nations Office
in New York today (November 24, 2015), Dr
Okowa said beyond creating awareness of the
challenges of industrialisation in Africa, the
Forum should address the need for “firm
commitments to strengthen partnerships that
will drive industrialisation in Africa, create jobs
and sustainable opportunities for youths, women
and all people to enjoy better social and
economic well-being."
The Africa Industrialization Day is celebrated on
November 20 every year under the auspices of
the United Nations Industrial Development
Organisation (UNIDO) to mobilise the
commitment of the international community to
the industrialization of Africa. The theme for
this year’s event was “SMEs for Poverty
Eradication and Job Creation for Women and
Youth.”
At a symposium to mark the event, Governor
Okowa commended “UNIDO’s passion and
dedication to spurring Africa’s industrialization,”
pointing out that the occasion “is a reminder to
all of us, of the need to redirect Africa’s
economic development position from being a
global supplier of raw materials and primary
commodities to one with progressive value
addition through agro-processing, agro-industrial
ization and beneficiation of solid minerals.”
Noting that “SMEs are engines for cost-effective
employment generation, social inclusion,
equitable development and self-reliant
industrialization using local raw materials,” the
Governor lamented that they have not flourished
in Africa due to “funding gaps, infrastructure
deficit, energy problems and poor governance
structures.”
Dr. Okowa informed the gathering that Nigeria’s
policies through successive administrations have
revolved around the growth and development of
SMEs as catalysts for economic development.
According to him, “the Federal Government,
through the Central Bank of Nigeria, Bank of
Industry, and Small and Medium Enterprises
Development Agency of Nigeria (SMEDAN) are
frantically taking measures to enhance the
performance and growth of youth- and women-
owned micro and small enterprises through a
host of concessional financing initiatives
spanning equity financing, debt financing, loan
guarantees and grants.
“In Delta State where I am Governor, we have
developed a road map to engage our youths and
women in productive enterprises and ensure
inclusive growth. Our strategic approach is a
comprehensive programme of youth training,
development and empowerment in agricultural
enterprises and vocational skills, micro-credit to
support small and medium scale enterprises, and
the creation of a conducive business and
investment environment. Also we are
undertaking concerted measures for the

He called for international support of the State’s

President Muhammadu Buhari will depart Abuja on Sunday for Tehran to participate in the 3rd Gas Exporting Countries’ Forum (GECF) opening in the Iranian capital on Monday. A statement issued by the Presidential spokesman, Mr Femi Adesina, in Abuja on Friday said that Buhari and other GECF leaders were expected to review the current market outlook on gas and discuss strategies for boosting gas production. Nigeria and other GECF members currently account for 42 per cent of global gas production, 70 per cent of global gas reserves, 40 per cent of pipeline transmission of gas and 65 per cent of the global trade in Liquefied Natural Gas. According to the release, Buhari will also to hold bilateral talks with other participating Heads of State and Government on the sidelines of the summit and meet with Nigerians resident in Iran. The President will be accompanied on the trip by the Ministers of Foreign Affairs, Mr Geoffrey Onyeama; Power, Works & Housing, Mr. Babatunde Fashola; Minister of State for Petroleum Resources, Mr Ibe Kachikwu and the National Security Adviser, Maj.-Gen. Babagana Monguno (rtd.). He is due back in Abuja on Nov. 24.

11.AM FRIDAY MORNING TRAGEDY AT ASABA. Horrible Accident!!! A fatal accident has just occurred on the benin/ asaba expressway.The accident that involved a trailer, a fully loaded bus 16 seater and a delta painted taxi happened at around the asaba airport. At the time of filling in this. report, the three vehicles involved are all on fire,with all the occupants trapped in the blaze.The death toll is expected to be high. As at 11.15 am ,no fire service or road satety officials have reached the scene.Vehicular movement on the busy expressway have come to a halt. .The mid morning crash at Asaba that left more than a dozen people burnt beyond recognition has set tongues wagging.Reports about the possible cause of the fatal accident, suggest that the fuel queues on the NNPC MEGA station opposite the airport has lead to a traffic gridlock. In order to avoid the hold up,motorist coming from Onitsha had to divert into the opposite lane.Since there were no road signs nor road safety officials, the oncoming Dangote trailer,unaware of the ensuing commotion ahead,rammed into an 18 seater hiace bus loaded with commuters from the East,the impact also affected a SEEFOR delta state govt hilux van and an asaba city taxi. The degree of the impact caused a sudden explosion that sent flames in all direction.In the ensuing inferno,all four vehicles and their occupants were believe to have been consumed by the raging fire. A source however said ,the trailer motorboy and an ooccupant of the taxi cab might have miraculously eescaped. At the time of filing this report, Road Safety marshals were busy evacuating van loads of bodies burnt beyond recognition to the Asaba Federal Medical Centre mortuary.

OVER N5 BILLION FOR ROAD CONSTRUCTION,
CANCELS WARRI BRT PROJECT
THE Delta State Executive Council has approved
more than N5 billion for the construction of
roads in the state.
Briefing the press (18/11/15) on the outcome of
the executive council meeting chaired by the
state Governor, Senator Dr Ifeanyi Okowa, the
Commissioner for Works, Chief James Augoye
disclosed that the EXCO also approved the
dismantling of the Bus Rapid Transport (BRT)
lane in Warri.
Commissioner for Information, Mr Patrick Ukah
moderated the Press briefing which also saw the
Commissioners for Water Resources, Chief
Fidelis Tilije; that of Transport, Mr Vincent
Uduaghan, among others addressing the Press
on the outcome of the meeting.
According to Chief Augoye, the dualization of
Sapele road from Amukpe roundabout would gulp
the sum of N2.056 billion, while the dualization
of Nnebisi Road to Cable Point, Asaba will cost
N1.076 billion.
Other roads projects are: Ozanogogo road phase
II (N1.6999 billion); Ejiyeren/Akemu road
(N169.2 million) and the main axial road,
Okerenkoko (N121.3 million).
He added that Kefas Road, Oleh and access road
to Tankers Park, Warri have been completed
while there are other roads being constructed in
different parts of the state and the contractors
handling the section A of Ughelli/Asaba road and
the Okpanam road projects have been directed
to return to site as the rains have stopped.
Commissioner Augoye stated further that, the
dismantling of the BRT lane in Warri was to ease
congestion on the road and was in line with the
yearnings of the people in Warri and Effurun
vicinity, adding that the road was also approved
for expansion.
Chief Tilije during the briefing, said the executive
council approved the Delta State Water and
Sanitation policy to streamline all activities in
the water sector and regulate government
investment in the provision of portable water in
the state.
He also stated that the multi-billion naira Warri/
Effurun water project has been approved for
concessioning to ensure that “portable water
runs in homes,” while the Commissioner for
Transport, said the executive council approved
the operationalisation of the Delta State Traffic
Management Authority Law to ensure that road
users comply with road traffic rules.
In line with the yearnings of the original owners
of stores in Sapele market, the Commissioner
for Information, Mr Ukah disclosed that the
executive council approved that stores earlier
allocated be revoked and money refunded to
those who have paid while a more transparent
and equitable distribution of the stores would be
done with the original owners of stores getting
priority treatment. |

Okowa Insists on Multi-Product Economy Delta State Governor, Sen. Dr. Ifeanyi Okowa, has said that the diversification of the state’s economy from oil dependent to non-oil export, is his administration’s desire and goal. Okowa, who was represented by the Commissioner for Information, Mr. Patrick Ukah, said that the state’s participation in the Trade Fair was a testimony of his administration’s desire to stimulate the rapid growth of the state’s economy. “Our participation in this year’s event is a testimony of Delta STATE Government’s desire to stimulate growth by way of accelerated development of commerce and industry, revitalization and diversification of our economy, promotion of non-oil exports, exposition of made-in-Delta products, development of agricultural and agro-based industry, prospects for foreign and local investments and giving direct attention to the role of the private sector in economic development of the state”. Okowa said the idea of trade fair and exhibitions, especially with this year’s theme of “Enhancing”, fits well into his administration’s SMART Agenda and Prosperity for all Deltans. “it is our firm belief that trade exhibitions remain one of the most potent ways of promotion growth and development of potentials in emerging economy such as ours. They provide local producers and other participants, the needed platform to exhibit their products and by extension, foster and stimulate entrepreneurship. In essence, it fits well into my administration’s SMART Agenda and Prosperity for all Deltans”, he asserted. Highlighting efforts made by his administration to create wealth and direct employment in the state, Okowa said: “Several entrepreneurship programmes on job and wealth create have been put in place. These include the Youth Agricultural Entrepreneurship Programme (YAGEP), Skill Training and Entrepreneurship Programme (STEP) and the production and processing Support Programme (PPSP) where various youths from the state are currently undergoing various internship training in various skill acquisition centres across the country”. Advising oil producing countries to key into the vision espoused by the theme of the Trade Fair, Okowa said it is important to develop our primary products in such a way that we would have a thriving economy, with or without oil. He said a conductive atmosphere for investments in Delta State is already being created, especially with the upgrading of the Asaba International Airport to accommodate cargo airlines and the establishment of the Delta State Capital Territory Development Agency to address expedient issues within the State Capital Territory. In her address, Commissioner for Commerce and Industry, Barr (Mrs.) Mary Iyasere, reiterated the readiness of the state to partner with willing investors. According to her, “Delta State Government is determined to create the enabling environment for business to thrive. In order to achieve this objective, the state is willing to partner with well-meaning investors in the non-oil sector to achieve its set goals’. She announced the planned 2016 Delta Trade Expo, which she said would be held in Warri immediately after the 2016 Lagos International Trade Fair.
