The Special Assistant to the Delta state Governor, Dr. Ifeanyi Okowa, on Social Media Comrade Godspower Omafuvwe Asiuwhu has cautioned youths against making statements that can lead to the breakdown of law and order in the country especially during the yuletide. "Upon critical examination, I have noticed with total dismay the way our youths make hateful statements at different social media platform and it is, to put it most mildly, very very disappointing. This uncouth write ups may not be aimed at dividing the unity of our great state and by extension the country, but that is exactly what it is doin . It is absurd that even the learned and well informed amongst them engage in this disheartening practice without the fear of God or man."
The eloquent Comrade who spoke to journalists recently at Asaba, the Delta state capital, did not mince words while making his position known. "Youths nowadays do not think of the implication of statements being made on public forum where thousands of anonymous readers come to gather information. Good a thing that some sites like Nairaland have updated their rules for the betterment of humanity especially as regards the IPOB issue where some uncultured Nigerians had the boldness to call their motherland a 'zoo'. Although we all fight for freedom of speech but freedom that cannot be controlled is more worrisome than total bondage" he added.
"The social media should be a medium to call the government of the day to order when they go wrong, it should be used to make creative implementable suggestions.Our youths should learn to proffer solutions to problems via the internet and not using the internet to cause problems" he concluded.
He also used the opportunity to wish Deltans a merry Christmas.

Kaduna-based revered Islamic scholar, Sheikh (Dr.) Ahmad Abubakar Gumi has alleged Leader of the Islamic Movement of Nigeria, popularly known as Shi’ite, Sheikh Ibraheem El-Zakzaky has been running a parallel government in most parts of the north in the last 40 years. Speaking to newsmen Tuesday, Dr Gumi said that ‘’the Shi’ites have been embarking on military training and producing cadets and soldiers.’’ The Islamic cleric further alleged that they were ‘’operating a state within a state.’’ According to Sheik Gumi, ‘’The Islamic Movement of Nigeria does not recognise the corporate entity of Nigeria. The group is not registered. They operate above the law and they get direct foreign aid,’’ he further alleged. He stated further that, former President Umaru Yar’adua had told him of the massive importation of ammunitions and weapons to different parts of the country, adding that the president had mentioned Iran as supplying arms to the Shiites. The Medical Doctor-turned Islamic scholar said that the recent clash between Shiites and soldiers was ‘’a divine intervention to prevent us from a catastrophe like that of Boko Haram. It came sudden and powerful to eradicate and uproot any plan that they must have been having to harm the society.’’ Gumi said that he had written Zakzaky about a year ago, warning him about the dangers of blocking roads during the annual Ar’baeen trek, where his follower travelled on foot from all over the country to Zaria. He said that blocking road is an abomination in Islam. The scholar warned that the north will continue to be under-developed if the twin evils of shia and Boko Haram are not eradicated, adding that ‘’the strife and unnecessary blocking of roads and shouting slogans on the way increases the tension in the north.’’

Abductors of Bayelsa State Commissioner for
Local Government, Serefina Otazi, have
demanded N40million ransom to release her,
family sources said on Tuesday.
Otazi was kidnapped on December 20 in Otuoke,
Ogbia local government area of the state, on her
way to Ewoi community for a funeral.
A member of the family, Mr. Endurance Frank,
said the kidnappers contacted the family and
demanded a ransom to free their victim.
Frank said for the first time, Otazi’s captors
established contact with the family since her
abduction.
He said they were at least relieved to hear from
the commissioner.
He said the family appealed to the kidnappers to
free her unconditionally.
CrimeUndergraduate Rape During Cult Ritual By Five Men by Adeznuru(op):
Five students of the Delta State University
(DELSU), Abraka, are now in the custody of the
Nigeria Police, Abraka Division, for their alleged
involvement in cult activities.
A female student, identified as Omojevbe Tracy
Ngozi, was also arrested after she was caught
being raped as part of the initiation process into
Viqueen secret cult.
The names of the five suspects were given as
Chukwudi Ejiede, 22; Emeka Otulugbuke 21;
Ogbem Danul, 20; Winifred Eyefian, 22 and Ziya
George, 21.
Narrating how they were arrested, the Police
Public Relations Officer (PPRO), DSP Celestina
Kalu, in a statement, said the incident happened
on December 14 at about 6:30 p.m.
She said the DPO, Abraka Division, received a
tip-off that the sound of a lady’s cry was
coming from an uncompleted building in a bush
around the railway line in Abraka.
According to her, members of a patrol team
were dispatched to the scene and caught the
five suspects as well as the lady being raped as
part of cult initiation in the building.

Son of the late Premier of the Western Region,
Samuel Akintola, Abayomi, has said that despite
the perceived public notion that Akintola and
Awolowo families still nurse grouse against
themselves because of political differences, the
families are actually best of friends.
The late Akintola and the late leader of the
Action Group in the First Republic, Chief Obafemi
Awolowo, differed on the roles to play in the
national coalition government headed by the late
Prime Minister, Tafawa Balewa. Akintola was
opposed to the AG’s decision to adopt
democratic socialism as its ideology, preferring
a more conservative stance and an alliance with
the national government.
Abayomi, who spoke in Ogbomoso during an
event to kick-start the 50th anniversary of his
father’s death, said he did not stay away from
HID Awolowo’s burial intentionally, explaining
that he actually missed the ceremony because
he was hospitalised in the United Kingdom.
He said, “I will say that the Akintola family had
nothing against Awolowo family. And anybody
that has that impression should look back into
history. Akintola was the leader of Youth
Movement, and the movement was the one that
gave birth to politics in Nigeria. And when
people were calling Akintola to lead the party, he
conceded it to Awolowo, to show his loyalty to
him.
“I pray that the soul of Mama Awolowo will rest
in peace. I had a medical problem during Mama
Awolowo’s burial. As a result, I went for a
medical check-up in England, hoping to spend a
week or 10 days, but unfortunately, I started
having memory problem which made me stay
longer in the hospital. I sent a letter to the
Awolowo’s family, telling them why I wasn’t
around though I last visited Mama when Oluwole
died.”
The former finance minister and Nigeria’s
Ambassador to Hungary said he maintained a
close relationship with the late Olusegun
Awolowo and his sister, Mrs. Tola Oyediran. He
regretted that Nigeria did not appreciate the
importance of his father and Awolowo to Nigeria
nationhood until after they were dead.

The Executive Chairman of Isoko South Local government area,
Hon. Malik Ikpokpo has appealed to the Special Assistant to the
Governor of Delta State, Godspower Omafuvwe Asiuwhu to get the governor to join the social media. The chairman made this appeal today (15/12/2015) when the government's social media aide led the Delta State Government Social media Team on a working visit to his office.
Hon. Ikpokpo who is also the chairman of the Association of Local
Governments of Nigeria , ALGON, stressed that the governor needs to be on the social media in order to have direct access to the mindset of the people. He noted that though some persons now use it to blackmail mostly public office holders, it still remains a very important means of communication as to enhancing good
governance.
"The governor needs to create his personal account and have an
official page through which he can personally read the posts and
comments of the people at his leisure time", Hon. Ikpokpo stated.
Speaking on his administration as the chairman of Isoko South
LGA, he said that the agenda being pursued by his administration
centered on Agriculture, Human Capital Development, and Heath.
He however pointed that the only challenge facing the council is
funding which is being occasioned by the dwindling oil price, and
that is why his administration is working on other areas to
generate income aside the monthly allocations.
Responding, the SA on social media to the governor said that the
governor had to take a break from social media because of too many avatars pirating his name/page. He then promised that
governor's official account/page on the social media shall be
made known to the public. And that the governor will join as many
discussant groups as possible in order for him to personally
interact with the people once in a while

After I won the election, there was this effort to
stop the swearing in that generated a lot of
controversy. There was one story of photo-
chromic military rigging and all that.
After Dr Kayode Fayemi conceded, the All
Progressives Congress, APC, still went ahead to
challenge it up to the Supreme Court and we still
won. The Supreme Court dealt properly with the
issue of impeachment and it did not raise issues
of whether the elections were won or not. It
talked about the issue of certificate that was
raised in 2002 and it equally raised the issue of
non qualification as a result of impeachment.
The court dealt with it all and it was a landmark
judgement already reported in all law journals.
So, ordinarily, I think this should put paid to all
these stories.
An online newspaper generated a report of a
conversation and I came out to say that I was
part of the conversation, I was the complainant
in that conversation. Why set up a military
committee to look into the Ekiti and Osun
elections that were adjudged to be free and fair?
The Americans and international observers made
it very clear that they recommend the way the
Ekiti elections were run for subsequent
elections.
To my surprise, I heard they set up a panel to
look into activities of some military men during
the elections in Ekiti and Osun, that is their
choice. To fulfil all righteousness, I sent my
Attorney-General and Commissioner for
Information to give them information that they
may not have. For instance, they might not be
privy to the observers’ report. If the
international community says the elections were
free and fair, that the military did well, the
military will be on their own if they indict their
personnel because of politics.

THE Ooni of Ife, Oba Adeyeye Ogunwusi, has said he would not pursue supremacy politics with any traditional ruler because it would threaten the unity and development of Yorubaland. Ooni Adeyeye, in an exclusive interview, said he did not believe in any supremacy battle because only God is the Supreme Being. He argued that traditional rulers ought to work for the well-being of their subjects and collaborate in any area that would benefit their kingdoms. In pursuit of unity, the monarch pledged to extend hands of love to fellow traditional rulers, stressing that he would seek them out whether or not they like the idea. His words: “I like to walk the talk. Number one, there is nothing like supremacy; it is only God that is supreme. He is the King of kings, higher than anyone. There is no parent who would not pray that his children should be greater than him. It is all politics. When I was a prince, so many kings had me as their son. For me, it is very easy for me to reach out to them. When I ascended the throne, I reached out to all major Yoruba kings and obviously we are united. United we stand. So the Yoruba are gradually coming back, together. “There is no supremacy; everybody has his strength. In Oyo Kingdom, there is strength; they have even contributed to Ile-Ife, many years ago, just the same way Ife kingdom has contributed to the development of Oyo kingdom. “The Ijebu Kingdom has contributed. So everybody has made their own contributions. The most important thing for all of us is to come together and continue to do great things. The biggest and largest economy in the world starts with ‘United’ (referring to the United States of America). “It was possible because they were united. It is easier for me. If they don’t come to me, I will go to them. If they don’t want to see me, I will go to their doors and I have started. “So, the most important thing for me is to focus on the youth. I love to get them something to do. We should stop this habit of supremacy. No! They should focus on the youth and unity. The youth are getting frustrated. I am a youth, I feel their pulse; I have been there. We have to get them something. “We need to unite all our royal fathers. I am very happy I am extremely close to the Sultan of Sokoto. He is a prominent traditional ruler from the North and he has fully pledged to work together with me. He personally came to the inauguration of the Ife Grand Resort; he spent two days with us in Ife. What else is more than that?” The Ooni yesterday rounded off his over one week-long coronation with a thanksgiving. Standing on the pulpit to address the congregation at the St. Paul’s Anglican Church, Ayegbaju, Ile-Ife, Oba Ogunwusi thanked God for making it possible for him to become the king. He prayed to God to give him the wisdom to lead the people. The traditional ruler asked the congregation to sing along with him as he led several praise songs to God whom he said had kept him alive, made him the king and made the coronation a huge success. In his sermon, the Bishop of Ife Diocese, Rev. Oluranti Odubogun, described Oba Ogunwusi as a conqueror. He likened him to King Solomon in the Old Testament, saying he had been ordained king from the womb. Delta State Governor Senator Ifeanyi Okowa has assured the media of freedom to practise their profession while calling for fair and balanced reportage

Governor Okowa who gave this assurance today [14-12-15] in Asaba when he met with Chairmen and Executive members of Nigeria Labour Congress, Delta State and Nigeria Union of Journalists, Delta State said that his administration will guarantee press freedom in the state but the media should report events correctly as the public depend on them for information.

“ I believe that the press should have its freedom, the NUJ should guide its members so that they report issues correctly, what you give out show represent the true situation of events, the press is important as the Nigerian populace depends on it for information”, he said.

Senator Okowa promised to collaborate with the press in the state in carrying out advocacy programmes and getting information to Deltans addding that a united and prosperous Delta State could be achieved through fair and balanced reporting of issues by the media.

The governor called on the workers of the Delta Steel Company, [DSC] Aladja to be patient and cooperate with the new owners to reposition the company assuring them the Federal Government is talking with new owners on the payment of the backlog of their wages.

Earlier, Comrade David Ofoeyeno, Chairman, NLC, Delta State has assured Governor okowa of the union readiness to interface with government on labour matters, while Comrade Nobert Chiazor, Chairman, NUJ, commended Governor Okowa for his exemplary leadership stating that journalists would continue to support his administration to achieve his development programmes.

NATIONAL leadership of the Peoples Democratic
Party, PDP said yesterday that it would support
President Muham-madu Buhari if he fails to
achieve the set deadline to end insurgency in the
North East which has remained a major security
challenge confronting the country, rather than
criticize the All Progressives Congress, APC led
government.
Speaking yesterday in Abuja when he received a
youth group under the aegis of Northern Youth
Network at the party national secretariat, PDP
National Publicity Secretary, Chief Olisa Metuh
said: “APC had promised that they were going to
end insurgency in two weeks, they later said it
will be over in two months and after that they
now gave December 31 deadline to end Boko
Haram.
“Now, in spite of the language it is couched in
shifting the goal posts, and despite all the
infractions and all kinds of destructive criticisms
APC rained on us when they were in opposition,
the PDP as a national party will refrain from
making comments on issues on the inadequacies
pertaining to the war against insurgency in the
country.
“For us in the PDP, we remain completely in
support of the federal government in the war to
eradicate insurgency in our land and we enjoin all
Nigerians to support President Muhammadu
Buhari in the war against terror. The war by the
terror group is not against the President, it is
not against the APC neither is it against the PDP.
It is rather a war being waged against Nigerians
and the countrymen should stand as a united
force with our President to fight and defeat the
insurgents.
“If we do this we will be fighting for a common
good. We would sent a message to those that
seek to divide us that we are indivisible and that
Nigeria is truly one country and that we want to
remain so. We have decided not to discuss
things pertaining to the war against insurgency
and we will stand by the President as the leader
of country.
“But in doing so we will not hesitate or shy away
from making our views known on other areas we
feel that the government is not doing well. We
will not be intimidated nor harassed into
abandoning our role as the leading opposition
party. We will remain a viable and vocal voice of
the opposition and we will remain focused in our
constructive criticism against the government of
the day.”
Earlier, while explaining their mission, the leader
of the Northern Youth Network, Mike Suswan,
said they have come to show appreciation for
the efforts being made by the PDP to give the
opposition a strong voice under the present
dispensation.
According to the group, as members, they were
pained about the lingering fuel scarcity, which
the federal government was still struggling to
deal with, just as it condemned the composition
of the federal cabinet, which has excluded the
youths.

The entire Itsekiri nation was agog today [12-12-15] with rich display of culture and tradition as His Royal Majesty, Ogiame Ikenwoli I was crowned the 20th Olu Of Warri.

The ceremony attracted serving and past top government functionaries at Federal and State levels, Governors of Delta and Edo states, Members of the National and State Assembly, the immediate past governor of Delta State, Traditional rulers from within and outside the state, the Diplomatic corps, past governors, All Progressives Congress chieftain, Chief Bola Tinubu, and Minister of State [Petroleum]. Mr. Ibe Kachikwu as well as Itsekiri sons and daughters in Nigeria and in diaspora.

Speaking at the occasion, President Mohammadu Buhari and Governor Ifeanyi Okowa charged traditional rulers to work assiduously to sustain the existing peace and promote unity among ethnic groups in the state so as to attract investment and development.

President Buhari who was represented by the Secretary to the Government of the Federation, Engineer Babachir Lawal, commended the peaceful emergence of the new Itsekiri monarch and urged people of the Itsekiri nation to remain supportive of the policies and programmes of the Federal Government.

Senator Okowa on his part reminded the traditional rulers that “peace and security is a critical factor for economic growth and sustainable development, we hold the traditional institutions in the state in high esteem, as custodian of our culture and those closest to the grassroots, we count on their counsel and guidance for policy formulation and execution for overall effectiveness” adding “synergy between the traditional institutions and government is a sine qua non for good governance and sustainable development.”

He urged the new Olu of Warri who was crowned by the the oldest man in the kingdom, and Olare-aja of Jakpa, to consolidate on the peaceful co-existence of the various ethnic groups in his domain and make warri attractive again for investors and companies asserting “ Our administration is taking steps to woo back some of the companies such as Shell that relocated from Warri due to the atmosphere of insecurity that prevailed in the past, our efforts in this regards will not yield the desired dividends if there is no guarantee of peace and public safety, hence we must roll up our sleeves and do the work necessary to sustain the peace that we now enjoy in the state.”

Governor Okowa restated government’s determination to tackle the problems of youth restiveness, unemployment, and low agricultural output through its STEP and YAGEP programmes.

In his remarks, the Olu of Warri, Ogiame Ikenwoli I thanked all those who identified with the Itsekiri nation on the coronation and promised peaceful co-existence among different ethnic groups in the area.

In a goodwill message at the occasion, the Ooni of Ife Oba Adeyeye Enitan Ogunwusi congratulated the Warri monarch and promised to sustain the cordial relationship between both kingdoms.

TONGUES are wagging in Ijare, Ifedore council area of Ondo state over the death of 20 year old National Diploma (ND) Science Laboratory Technology (SLT) student of the state owned Rufus Giwa Polytechnic, Owo, Wunmi Agbeluyi after a herbalist allegedly helped her to terminate the pregnancy. •Wunmi Agbeluyi: Died after abortion However, detectives in the Ondo State Police command have picked up the herbalist who allegedly put the deceased in the family way and in a desperate bid to terminate the pregnancy gave her some concoction to drink in order to flush it down . He is currently being quizzed at the Special Investigative Bureau (SIB). Reports from Police detectives indicated that the deceased who is now an orphan was the daughter of a herbalist. The suspect, according to findings is an apprentice to the father of the deceased when he was alive. Vanguard gathered that the suspect has been showing interest in the deceased before her father’s death but was hindered because the late father disapproved of the relationship. But when the father later died, the suspect walked his way into the heart of the deceased and a relationship ensued and he begin to fend for her. Some years into the relationship, the unexpected reportedly happened and the suspect reportedly prepared a concoction for his lover to terminate the unwanted pregnancy. It was gathered that the lovers agreed that they were not ready to be parents hence the option of an abortion. The deceased was said to have taken the concoction and after some days she develop-ed severe abdominal pain. Sensing that trouble was knocking at his door, the suspect was said to have rushed her to a private hospital where the doctor who was recently picked up and quizzed by detectives helped them to evacuate the remnants of the pregnancy. After the flushing by the doctor in the private hospital, her persistent complaint of abdominal pain made the suspect to relocate her to the State general hospital where she later gave up the ghost. While all these were happening the deceased did not confide in her sister (Funke ). A friend by name Omololu reportedly informed her that the deceased was admitted to the state hospital after which she rushed there to meet her sister in pain. The deceased according to sources informed her sister that the suspect gave her a concoction to drink and that the pain started since then. The suspect reportedly told Funke that Wunmi was rushed to the hospital when she complained of abdominal pain. He did not disclose to her that he gave her concoction in a bid to terminate her pregnancy. However, reports had it that the lovers also did not open up for the doctors that attended to her at the State hospital until she gave up the ghost. Vanguard gathered that it was after she died and taken back to Ijare for burial that the cause of her untimely death was exposed. Some sympathisers informed the deceased’s sister what actually happened before the suspect rushed the deceased to a private hospital where the remnants of the pregnancy were flushed out and was referred to the state hospital where she later died when the pain did not subside. Funke and other family members reported the matter to the traditional of Ijare- Olujare of Ijare who advised them to lodge a complaint with the Police. The suspect and the medical doctor were later picked up and detained. Speaking with Vanguard, the sister Funke said that the deceased was the last born of the family. According to her, “it was a friend called Omololu who informed me that my sister has been admitted in the State specialist hospital and was critically ill. “ I rushed to the hospital to meet my sister in pain complaining of stomach ache. She insisted that the doctors should not give her injection or drips as prescribed. “While we were in the hospital Wunmi refused to disclose why she was given the concoction. According to her, the deceased later died in the hospital and was buried on Sunday in Ijare. “It was after the burial that people came to me and narrated what really happened to my sister “I informed the family members and we reported the matter to the Olujare of Ijare who asked us to lodge a formal complaint with the Police. “I was informed that someone gave her concoction to abort the pregnancy but when she complained of abdominal pain, she was rushed to the hospital “I was later informed that the doctor in the private hospital billed them N25,000 and an initial deposit of N20,000 was paid. It was the doctor that helped them to flush out the remnants of the pregnancy. “But when the pains persisted I learnt she was rushed to the specialist hospital where she later died. “Funke said the family would want justice to be done and pleaded that the police should not sweep the matter under the carpet. “We will pursue the matter to a logical conclusion and those behind the death of our last born should be made to face the music”, she said. made as the good people of Itsekiri will be
having their 20th Monarch, who incidentally is
the 3rd university graduate to ascend the
pristine Itsekiri royal stool. Apparently excited
by the peaceful completion of a usual pre-
coronation traditional ritual circle which every
new Olu of Warri is made to undergo before
taking full charge of the palace, many
commentators are presently of the view that an
honorable man with a clear vision to restore the
dignity and aspiration of the people of Warri in
their transition from a commerce oriented
people to the promise of intellectual beacon
that the city has evolved to become in modern
times. As I post these comments, many worthy
Itsekiri sons and daughters, home and in the
diaspora have undertaken to throw a civic
reception ceremony in honor of the 20th Olu of
Warri.
The singular event will have all the trappings of
a state function, an array of royal fathers,
bureaucrats, technocrats, brass-hat politicians,
religious leaders, and the moguls in the other
professions and businesses as the Executive
Governor of Delta State, His Excellency, Senator
Ifeanyi Okowa leads the state entourage to this
epoch making occasion.
Omoba Ikenwoli Godfrey Emiko, who had gone
through a thorough royal tutelage for 90days, is
a graduate of Business Administration from the
University of Benin, Edo State and reputed to
have mentored a number of Itsekiri sons and
daughters on the path to stardom. This

his father and long list of ancestor Olus, his
vision for the Itsekiri Monarchy; its mission and
place in the lives of all Itsekiri people, his view
and policy thrusts towards the Nigerian polity,
allegiance to the Federal/State Governments,
and his message of good neighborliness,
friendship and peace.
There cannot be any dull moment. A grand
parade of gorgeous apparels by the society
crème de la crème is expected on Saturday as
the Itsekiri ethnic nationality plays host to the
MNOCs and those in the vanguard of moving the
State and Nation forward.
As goodwill messages continue to pour in, I am
overjoyed that our incoming Olu holds the
promise for peace and unity, and as such all
Itsekiri sons and daughters must do well to be
more cohesive in this new era. They would do
better to concentrate on deepening already
existing ties with our fellow Deltans while
building new bridges to those we may not
necessarily be very close to as of now. While
fiercely and unyieldingly protecting Itsekiri
interests, we must remain committed to

Delta State Governor, Dr Ifeanyi Okowa, might have placed his finger firmly on why several agricultural and job creation schemes by government in the past failed to yield the desired results as most of the people who applied for inclusion in the state’s agricultural programme were found to be “fake farmers”.

Okowa revealed that over 70 percent of the applicants in the multinational agricultural empowerment scheme who claimed to be farmers were found not to be farmers during a verification exercise carried out by his government.

Specifically, the governor said that when verification was done to authenticate the list of thousands of farmers from across the state applying for the state’s agricultural loans, “only 25 percent of the first list prepared and submitted were real farmers.”

The governor made the startling revelation as the special guest of honour at the 2015 Media Week organised by the Delta State Council of the Nigeria Union of Journalists (NUJ) held in Asaba on Wednesday.

The theme of the Media Week is “Reporting Okowa’s S.M.A.R.T Agenda: What Benefits To Deltans.”

Okowa, who took the opportunity to reel out some of the programmes, activities and achievements of his administration so far, however, expressed happiness that past beneficiaries of the state’s microcredit schemes had begun to pay back the soft loans they received following recent enlightenment and encouragement by the government.

Okowa said, “As far as I am concerned, if a reporter publishes the truth, it is for the good of the society, as long as the principles of fairness, equity, observance of professional ethics and balance are followed.

“What is unacceptable is to embark on creative writing and invention of sensational stories to discredit government or persons; you cannot build on falsehood and expect it to stand, because, sooner or later, it will surely crumble.”

Governor Okowa, Our youths and the 2016 budget

I have resolved long ago to discuss issues that affect youths under this dispensation. I am a youth. I need not be told he youth play an important part in the development of every society. So in the light of this, I wish to discuss the 2016 budget as it concern the youths.

The 2016 budget proposal was submitted yesterday to the Delta State House of Assembly by His Excellency, Senator Ifeanyi Okowa. The budget was tagged ‘‘Budget of Renewed Hope and Inclusive Development.”

So many fundamental issues were raised in the budget. many of them directly affect us the youths. The Governor explained that" We know the danger of having unemployed and restless youths. This administration is promoting initiatives and programmes aimed at improving the welfare of the youth. We will ensure that the youth who are sometimes deprived, marginalized or neglected in the scheme of things are given a sense of belonging in the implementation of our programmes. We are moving away from mere empowerment to designing programmes for the proper engagement of our youths that will engender full employment and entrepreneurship."

To this end, one can comfortably say that the budget is a big opportunity for the youths because it is largely focused to improve the welfare of the youths by creating jobs for the yo uths and tackling unemployment which is the core challenge for Delta state.

Meanwhile, in spite the dramatic change in allocation which has impacted on the revenue of the state, the Okowa led administration has made significant commitment to provide prosperity for the youths.

For instance, there are two hundred and fifty six (256) YAGEP trainees currently undergoing internship in a total of forty (40) private farms covering piggery, poultry, fishery and crop production. These are meaningful opportunities and empowerment for our youths.

Furthermore, STEP is designed to train and establish unemployed youths in preferred skills or trade, and one thousand and seventy youths (1,070) are taking part in the programme. The PPSP, an agricultural value chain support programme, has a total of three thousand, six hundred (3,600) smallholder farmers and agro-processors, as individuals or groups participating in it. And of course, there are many other packages for the youths which the governor has promised to unveil in due time.

The Governor unequivocally stated that to these aspirations we are totally and irrevocably committed, and we will do everything within our power as a government to actualise them.

GOV OKOWA OF DELTA STATE INAUGURATES SIX ( 6 ) GOVERNING COUNCILS, FIVE ( 5 ) BOARDS ….Charges members To Work Harmoniously With Management DELTA State Governor, Senator Dr Ifeanyi Okowa has charged chairmen and members of Governing Councils of institutions of higher learning and boards of parastatals to work harmoniously with their managements to ensure that the desired results were achieved. Governor Okowa gave the charge today (09/12/15/), in Asaba while inaugurating Governing Councils of Delta State College of Physical Education, Mosogar which has Dr. Amos Ighorodje as Chairman, Delta State Polytechnic, Ogwashi Uku (Chairman, Dr Festus Okubor); Delta State Polytechnic, Otefe-Oghara (Chairman, Chief Andrew Asawota); Delta State Colleges of Education, Agbor (Chairman, Chief Emmanuel Onyeukwu); Delta State College of Education, Warri (Prof. Samuel Aghalino and that of Institute of Continuing Education, Asaba (Chief Champion Kpateghe, Chairman). The inaugurated Boards and their chairmen were Delta Broadcasting Service, Asaba (Mr Ifeanyi Osuoza); Delta State Waste Management Board (Ogbueshi Douglas Okolotu); Urban Water Board, (Mr J. T. Government); Rural Water Supply/Sanitation Agency (Chief Ochuko Unuagba); and the Delta State Primary Health Care Development Agency (Dr Richard Kofi). According to Governor Okowa, "the government and ultimately, the people who elected or appointed to serve, stand to benefit when the relationship between Councils cum Boards and management is devoid of tension, competition and turf battles; the relationship does not always have to lead to bitter quarrels." While stating that the wisdom that is required is not to know how to draw the lines of authority and work for the synergy essential for the stability of the organization, Governor Okowa emphasized that appointees should be concerned about long term socio-economic development and the general well being of the people. "Members must learn to operate within the limits of their authority, recognizing and accepting the difference between oversight and management; the principle of mutual submission is, therefore, imperative and must be embraced by all." Governor Okowa advised. While congratulating those who were inaugurated, the Governor insisted that they should provide exemplary leadership, offer insight on the organizations' budgetary priorities and demand compliance with legal and government policy requirements at state and federal levels. He specifically urged the governing council of Colleges of Education, Agbor and Warri to speed up the process of appointing substantive Provosts for the institutions as stipulated by law. Responding on behalf of the appointees, Dr Festus Okubor, commended the policy direction of Governor Okowa's administration, stating, "we feel honoured to share in your dreams and vision for our state, we will do everything possible within our capacity to ensure that your SMART agenda is pursued vigorously to achieve success and we will not do anything to bring embarrassment to your government." ASABA—DELTA State House of Assembly has directed those in possession of government funds paid as mobilization fee for contract awarded, to move to sit and execute the jobs awarded to them or return the money to government coffers. Chairman, House Committee on Works, Efe Ofobruku, who gave the directive at a meeting with the state Commissioner for Works and top officials of the ministry, said gone were the days when contractors collected mobilization fees and went home to sleep. Ofobruku, who was accompanied by five other members of the committee, charged the state Ministry of Works to take advantage of the dry season to push for speedy completion of ongoing road projects across the state. The lawmaker, who represents Uvwie constituency in the House, said the state government was determined to ensure the construction of many motorable roads cross the state in driving its prosperity agenda for all Deltans to fruition. Earlier, the state Commissioner for Works, Chief James Augoye, while welcoming the legislators to the ministry’s headquarters in Asaba, listed some ongoing projects by the Ifanyi Okowa administration across the state, disclosing that some of them were near completion. Augoye, among others disclosed the governor’s approval for the dualization of Sapele township roads from the Warri-Benin Road junction to AT&P Sapele, as well as dismantling of the Warri BRT project to make way for massive rehabilitation of the ever busy Effurun-Warri Road. He said that good road network across the state was the key mandate of his ministry, promising to continue to interface with all relevant bodies at ensuring quick intervention on roads construction and rehabilitation as well as technical advice to sister ministries.

COMMUNIQUE OF THE DELTA STATE PDP STAKEHOLDERS MEETING HELD AT THE PEOPLES DEMOCRATIC PARTY (PDP) STATE SECRETARIAT ASABA, ON THURSDAY, DECEMBER 3, 2015 RESOLUTIONS: 1. Full and complete alignment of the Delta State Stakeholders of PDP with all the resolutions of the party at the one day PDP National Conference held at Thisday Dome, Abuja on Thursday November 12, 2015. 2. The meeting called for the immediate implementation of the Senator Ike Ekweremadu's Post Election Review Committee Report, especially those relating to internal democracy, e-registration, restructuring of the party at all levels etc. 3. That the PDP at the state level shall continue to ensure credible leadership and governance, promoting sustained harmonious relationship among all the people and to ensure that the citizens of Delta State have confidence in the government and democracy. 4. In recognition of the good works carried our by our amiable Governor Senator Dr Ifeanyi Arthur Okowa led PDP Administration within 6 months of governance, this meeting unanimously passed a vote of confidence on his Excellency, Senator Dr Ifeanyi Arthur Okowa, Governor of Delta State and his Deputy, His Excellency, Barrister Kingsley Burutu Otuaro. 8. Finally, the meeting also unanimously passed a vote of confidence on the Speaker of the Delta State House of Assembly, Rt. Hon. Monday Owhigho Igbuya, his Deputy Rt. Hon. Friday Ossai Osanebi as well as the Chairman of the Party in the State Chief Edwin Uzor for effectively piloting the affairs of the party especially the party's overwhelming victories at the polls.
