What kind of 'awareness campaign' is this? Is this HIV AIDs campaign? How long shall the Federal Government make a fool of itself before us? One is for sure; there is no hiding for them and their offspring. Soonest, scores shall be settled... Watch out!
CFCfan: THE Federal Government is to spend N6.2 billion on an awareness campaign for the Petroleum Industry Bill (PIB).

The Minister of Petroleum Resources, Dieziani Alison-Madueke, disclosed this to the National Assembly's Joint Committee on Petroleum Resources (Downstream), Petroleum Resources (Upstream) and Gas, at the 2013 budget defence Thursday.

The minister also disclosed that out of the N2.2 billion allocated to the ministry in the 2012 capital appropriation, only N820 million representing about 41 per cent had so far been released. She added that of the released figure, N759 million, representing 93 per cent had been utilised.

Reacting to the issue of low budgetary implementation in the 2012 appropriation, the Emmanuel Paulkar-led Committee flayed the Minister of Finance, Ngozi Okonjo-Iweala, for the executive's reluctance to release money for the efficient execution of the budget.


Stressing that releasing only 41 per cent of the budget only a month to the end of the fiscal year was unacceptable. The committee expressed worry that even the ministry responsible for revenue generation for the country could suffer a similar fate as other sectors of the economy. This was irrespective of the fact that oil sold far above the benchmark in the 2012 budget.

"Your ministry generates revenue for the country; it is surprising that your appropriation was not fully released. Same thing applied to all sectors of the economy in the 2012 budget in spite of the fact that oil benchmark has been below sale price," he said.

However, while some members of the committee blamed the minister for the overall low implementation of the budget, others attempted to exonerate her on the grounds that the poor release of the budget was the hallmark of the 2012 fiscal year.

"The problem is from the Ministry of Finance. I don't think it is wise holding Ministries, Departments and Agencies (MDAs) responsible for low performance since money was not released to them."

Thus, a question put forward by a member of the committee from the House of Representatives on the likely sanctions for low performance of subsequent budgets was over-ruled by the Chairman of the joint committee, Emmanuel Paulkar.

Despite the shortfall in the budget released, the minister said she had succeeded in reducing oil theft from 150,000 barrels to 100,000 a day, gas flaring from 63 per cent to 21 per cent as well as improved gas supply to the electricity sector, which has resulted in an improved power supply.

Meanwhile, the Senate has suspended plenary sitting till December 11 to allow committees complete their works on the appropriation. Before the adjournment, a Conference Report on the Money Laundering Act 2011 (Amendment Bill 2012) was adopted.

The Senate and the House of Representatives had earlier passed the Money Laundering Act on October 17 and October 9, in that order with differences and consequently set up a committee to harmonise the differences.

U should think very well before u talk. Its so disheartening that u could say that. Did the players who won the UCF last season put themselves on the pitch? Have u forgotten so soon the changes DI MATEO made in the team and the new spirit he brought in? What kinda magic will the so called new manager bring in that will make shaktar win juve? And any time any day, he has shown that he a coach with class. Was it now abra that forced torres on the team that is causing the team a lot of pains today? The man is killing the team. And if he continues like this, the team will crash. And for the records; its not his money that has been keeping the players in the team but the oness that has been built by the team. Its the first thing that attracts a professional footballer is the culture of the team and not the big spending. So don't think like abra my friend.
pro01: Those of you that are insulting Abramovich and calling him "ungrateful" are dumb cows! Especially those of you that claim to be Chelsea fans!!! What do you mean by ungrateful? Did Di Matteo do Roman any favours? Or was it the other way round? Some of us have said it from the beginning that Di Matteo is NOT good enough for Chelsea, and that the club's Champion's League triumph was absolutely down to luck rather than to Di Matteo's Managerial abilities. Now that has been vindicated, and yet some so-called Chelsea fans are reacting emotionally. Emotions didn't take Chelsea to the top, and emotions certainly wouldn't keep Chelsea at the top!.

Roman Abramovich is the ONLY reason why Chelsea is a top team, he is the ONLY reason why most of you are chelsea fans to begin with. The man spends billions of his own money, and has big ambitions for the club. If it takes sacking coaches every month for him to achieve or maintain the standard he wants for the club, then any real Chelsea fan should be happy about that - as long as it keeps us as title contenders, rather than confine us to perennial also rans like Arsenal. Who wants to be like Arsenal that has been patient with Arsene Wenger and has won NOTHING for the last seven years? Rubbish! Try being patient with your OWN money. Don't tell Roman how to be patient with his money.

As long as Roman wants the very best for the club, the fans must remain grateful to him. We owe him everything. Daddy knows best!!!

All I have to say is that abra is killing the club as the day goes by. Has he forgotten that chelsea was in this same state last season when Di mateo took over from AVB? For crying out loud: what kinda board decision is that? I'm beginning to lose interest in that club. If he (abra) could react like this each time the club is facing hard times, then I wonder how he became a billionaire and have managed to remain there despite some financial crises he has been faced with. But no matter what, I make bold to state that DI MATEO lives in the lineage of MORINHO. He is indeed, the "SPECIAL ONE"... All the best man!
airmark: Chelsea Football Club has parted company this morning with Manager Roberto Di Matteo.

The team's recent performances and results have not been good enough and the owner and the Board felt that a change was necessary now to keep the club moving in the right direction as we head into a vitally important part of the season.

The club faces a difficult task ahead in qualifying for the knockout stages of the UEFA Champions League as well as maintaining a strong challenge for the top of the Premier League while competing in three other cup competitions. Our aim is to remain as competitive as possible and challenge strongly on all fronts.

The owner and the Board would like to thank Roberto for all he has done for the club since taking over in March. Roberto helped guide us to an historic Champions League victory and a seventh FA Cup. We will never forget the huge contribution he has made to this club's history and he will always be welcome at Stamford Bridge.

The club will be making an announcement shortly regarding a new first team manager.

President Goodluck Jonathan's younger brother Meni Jonathan has died at the Aso Rock clinic Abuja today.

Medical sources told SaharaReporters that Mr. Meni was flown in from Bayelsa last week to receive medical treatment at the Villa. The cause of death has not been revealed.

Mr. Meni is President Jonathan's half brother and had acted as the head of Otueke council chiefs before his untimely death in Abuja today.


He was described by a family source as someone in his 40s.

The Ogun State Police Spokesperson, Muyiwa Adejobi, said that the lady, who raised an alarm after the shooting, told the police that the vehicle used by the assassins “likely belongs” to her estranged husband.

Mr. Adejobi also said that the lady, whom he declined to name, informed them that her ‘former’ husband had once met Mr. Hamzat at her residence.

“Five suspects, including the lady’s husband have been arrested by the police and are currently being interrogated at the state CID, Eleweran, Abeokuta,” Mr. Adejobi said.

Mr. Hamzat’s corpse has been deposited at a mortuary in Sagamu.
