ABUJA- THE opposition Peoples Democratic Party (PDP) yesterday criticized most of the policies of President Muhammadu Buhari, accusing him of running a discriminatory, vindictive and divisive government. It also alleged that a new form of corruption is thriving under the President Buhari administration in spite of his anti-corruption crusade. The party specifically asked the president to tell Nigerians what he plans to do with the $2.1billion World Bank loan and counter claims over the disbursement of the recent bailout fund with the governors saying they have not received any bailout from the Federal Government. This came as the ruling All Progressives Congress (APC) described the PDP’s statements as hollow adding that the PDP is incapable of providing virile opposition to the ruling party. Indeed, Governor Adams Oshiomhole of Edo State said yesterday that contrary to insinuations in many quarters, no state has got a kobo from the Federal Government as bailout fund. He spoke at a reception for the Inspector-General of Police, Mr. Solomon Arase, in Sabongida Ora, Owan West Local Government Area of the state, weekend. According to the governor, the cheering news, however, is that President Muhammadu Buhari is committed to seeing an end to the situation where up to 15 states owe workers’ salaries. Buhari running discriminatory, vindictive govt –PDP The national leadership of the PDP criticized President Buhari over statements attributed to him that Nigerians who gave him 97 per cent of their votes will be better treated than those who gave him five per cent. President Buhari reportedly made the comment in a session with foreign journalists in Washington DC during his visit to the United States of America. The PDP said the statement was not only vindictive and divisive, but also an attempt by the president to govern the country in a discriminatory manner. Addressing Journalists yesterday, PDP National Publicity Secretary, Chief Olisa Metuh said the statement was biased and partisan, adding that it has become imperative for the president to explain if this would form the basis of government appointments and jettisoning of merit and the principle of federal character as enshrined in the constitution. Metu, who described the recent visit of the President to the United States as embarrassing, stressed that the absence of an economic team for healthy and informed discussion at the meeting with officials of the US government was a serious blunder. The PDP also lampooned the government over comments by the Director of Protocol, Ministry of Foreign Affairs, Ambassador Hussein, warning former first lady, Dame Patience Jonathan that if he sees her again at the Protocol Lounge of the Port Harcourt Airport, she would be dealt with. Urging the presidency to call the officer to order, the party said: “The recent organised public humiliation of the immediate past First lady and wife of the former President, Dame Patience Jonathan at the Port Harcourt Airport where she was refused access to the protocol lounge based on ‘order from Abuja’ is a particular case in point. “We stress this case because when the immediate past President was in power, all former presidents and their slouches had unhindered access to the protocol lounge,”adding, “while we note that this development has been widely condemned by Nigerians, we ask if the former President erred in conceding defeat. Is the Federal Government by any means encouraging a sit-tight attitude by government officials?” Metuh, who urged President Buhari to explain to Nigerians what his planned World Bank Loan of $2.1 billion would be used for, if the government was actually transparent, however asked the President to account to Nigerians the cost of governance since May 29 against the backdrop that he has taken some very serious decisions without recourse to relevant statutory arms and organs of government. The PDP spokesperson who stressed that the All Progressives Congress, APC government so far has no direction, said: “President Buhari told a stunned audience in the US that “constituencies that gave me 97 percent cannot in all honesty be treated, on some issues, with constituencies that gave me five percent”, signifying that his government will be discriminatory. “Never in the history of our nation has a president made such a divisive and vindictive declaration. Never in the history of Nigeria has a President made such tendentious, biased and partisan statement, a blade on the chord of unity of his own country and people… “We demand that the President come clear on this matter. Would this form the basis of government appointments rather than adherence to merit and the principle of federal character as enshrined in the constitution? Would this be a basis for termination of appointments, promotions and key policies in the service circle? “Would it form the basis for distribution of infrastructural development projects and other essential interventions rather than the principle of equity and equality of federating units as stipulated by the constitution? Is this a deliberate policy by the APC or his personal stance? Are we expecting the same discriminatory policy from APC state governors? On the president’s US trip, the PDP said: “Similarly, the business community in Nigeria and indeed across the world noted with utter dismay the disgraceful treatment meted out on some Nigerian bankers and captains of industries by President Buhari during his US visit. “Whereas the President has the right to decide who makes his entourage on such an important official visit, which visibly excluded National Assembly leaders, economic experts and had no woman, the manner with which he shamed and walked out Nigerians businessmen sends very wrong signal to international investors and poses great threats to inflow of direct foreign investment into our country. These Nigerian businessmen were rejected by their President only for them to be valued by other Presidents of African nations who led them into a meeting with President Barack Obama in their own countries on account of their investments in those nations. “Whilst we reserve our comments on the numerous blunders and gaffes in the presentation of ideas, we note the embarrassment caused by the absence of an economic team for healthy and informed discussion at the meeting with officials of the US government. “Whereas President Obama came to the meeting with a formidable team of experts and key federal officials, our President had three APC governors with questionable performance and who owe salaries and billion of naira in debts, thereby robbing our nation the benefits and gains of the discussions. “Furthermore, since the President has insisted on running his government as a sole administrator, making important decisions on national affairs without recourse to relevant statutory arms and organs of government, we are compelled to demand that this administration come out clear on its expenses since assumption of office in May in keeping with its much harped stance on transparency. “We make this demand because since the APC took office, the nation’s financial system in the absence of statutory functionaries has been enmeshed in confusion, controversy and fertile atmosphere for financial sleazes. “Last Thursday, our dear President, President Muhammadu Buhari returned from his much-publicised visit to the United States of America. A visit which has proven to be anything but successful, yet another miscarried cosmetic intervention to hide government’s inefficiency and inability to face the real business of governance… “It is disheartening that rather than secure any sort of tangible gain for the fight against terrorism, which has lost steam under the APC watch, with insurgents, who were pushed to the verge of surrender by the Goodluck Jonathan administration, now surging back and spreading into the country, we get nothing but exchanges and disagreements between the Presidency and their American hosts. This is not only embarrassing but also worrisome indication of crass ineptitude in the handling of international affairs on the part of the present administration. “We urge the APC-led administration to settle down, put its acts together and get determined, without further excuse, to face the fight against insurgency with every sense of seriousness especially given President Buhari’s promise in his April 2, 2015 CNN interview to end the scourge two months after his inauguration, which is by the end of this month.” “Recall that when it assumed office, this administration raised the issue of empty treasury only for the nation to learn few days later from the Accountant General of the Federation that about $2.1 billion was left in the Excess Crude Account (ECA). Is it true that the $2.1 billion loan is meant to pay back huge contributions for the APC Presidential campaign expenses? If truly this government is transparent, it should come out clear on this loan as well as publicize details of its expenditure in the last two months. “We are worried that the ineptitude, avoidable inactivity, lack of policy direction and absence of ministers to coordinate government affairs have left the nation’s economy sour with continued slide in the naira which has fallen from under N200 to the dollar in May to an all time low of N240, in addition to the excruciating loss in the capital market which has lost over N1.1 trillion in the last two months. “With the recent display of insensitivity in deciding that ministers would be appointed in September, a reneging on the earlier promise to unfold a cabinet two weeks after inauguration, Nigerians should brace up for more economic loses ahead, a development which spells doom for the gains earlier achieved by the PDP administration in growing our economy to the biggest in Africa and one of the fastest growing in the world. “Indeed, Nigerians are no longer in doubt that they have been scammed with long list of empty promises. This government has failed to articulate any policy direction in any sector. What we see is a smart attempt at cosmetic governance, loud propaganda and artful move to appropriate the achievements made by the PDP-led administration; such as the effort in ending polio, the improvement in power supply which is a dividend from numerous investments by the previous administrations, the return of the railways among others. “The only achievements and change brought by the APC government are the curbing of the fundamental human rights of citizens; engaging in selective application of war against corruption, interfering in the activities of the National Assembly and eroding the independence of INEC. The order of the day has become the crass victimization and harassment of officials of the immediate past administration.” Opposes INEC boss retention The party also picked holes in the retention of Mrs. Amina Zakari as Chairman of the Independent National Electoral Commission (INEC). Claiming that Mrs. Zakari’s tenure as a member of the commission elapsed on July 21, 2015, it said: “We restate that as long as Mrs. Zakari remains in the commission, it should not be considered as independent and we will not accept any attempt to manipulate the results of the forthcoming governorship elections in Kogi and Bayelsa, which are known PDP strongholds.” It challenged the APC government to make realities its promise of providing monthly N5, 000 stipend, allowances to the discharged but unemployed Youth Corps members, free meals for school children, 100 million jobs, additional four million new homes, and bringing the naira to the same value with the dollar among other promises for which they were voted for.” PDP cannot provide virile opposition with convoluted, hollow statements – APC Countering, the APC said the PDP as a party cannot provide any worthwhile opposition to the APC-led Federal Government if its spokesman continues to issue convoluted and fustian statements just so that he can be in the news. ”Today’s statement is the most tortuous yet by the PDP and, honestly, sounds more like a compendium of beer parlour gossips and side talks than a serious criticism of a sitting government,” the APC said in a statement issued in Lagos on Sunday by its National Publicity Secretary, Alhaji Lai Mohammed. ”To be in opposition does not mean you have to constitute yourself to a nuisance by rushing to the press with all sorts of hot air statements. It is the quality, rather than the frequency, of your interventions that makes you relevant as an opposition in a democracy,” the party said It said that in the light of the above, the APC will not dignify the latest in a series of confused statements by the PDP with any response. ”We can only say that we have been justified, and indeed prescient, in our earlier offer to organize a crash course for Olisa Metuh so that he can more effectively perform his role as the spokesman of the main opposition party. ”Those who thought we were joking with that offer can now see that indeed, Mr. Metuh is seriously in need of some form of coaching on his new role,” APC said. The party said for the record, no government in Nigeria’s recent history has been as focused and systematic as the one headed by President Muhammadu Buhari in restoring good governance, especially coming after the worst stretch of governance, lasting all of 16 years, by the immoral and reckless PDP. It is worth noting that even the leader of the world’s foremost democracy, President Barack Obama, said that much during the recent visit to the US of President Buhari, when he described him (President Buhari) as a man of integrity with a clear agenda. ”President Buhari is working hard every day in the priority areas of tackling security and corruption, rebooting the economy to provide jobs for our teeming youths and generally to restore good governance. We are sorry for those who are too blind with hatred to see this. ”We know that the PDP is terrified by the expose of how the Federal Government it led has looted the treasury and created an environment for impunity to thrive, as well as the fate that will befall those who were part of the show of shame and disgust. ”But we assure Nigerians that this government will not interfere with the work of the security and anti-corruption agencies, and also that under the Buhari Administration, only the guilty needs to be afraid. ”In the meantime, no amount of mumbo jumbo from the PDP will stop the Buhari Administration from its tough but inevitable task of restoring Nigeria’s lost glory,” APC said. The Peoples Democratic Party in the South-West has blamed its defeat in the governorship election in Lagos State on financial mismanagement. The party also said it was not surprised by the statement made by President Muhammadu Buhari that old age would limit his performance in office. In a statement by its Publicity Secretary, Mr. Dare Omotosho, to journalists in Ado Ekiti on Thursday, the zonal executive said it set up a three-member committee which looked into the crisis and submitted a report for review to the Central Working Committee on June 17, 2015, which made recommendations to the National Working Committee. The All Progressives Congress (APC) has described as a product of poor thinking and deliberate mischief the statement credited to the so-called PDP Media Watchdog asking President Muhammadu Buhari to resign because of his comments over his age. In a statement issued in Lagos on Wednesday by its National Publicity Secretary, Alhaji Lai Mohammed, the party said if the authors of the statement had understood simple English, taken the pains to engage in deep thinking and contextualized the comments, they would not have rushed to the press to ask the President to resign. ”What President Buhari was saying, which was lost on those who issued that jejune statement, is that only his love and passion for the country could have made him, at his age, to come out of retirement to seek the office of President, over 30 years after he presided over the affairs of the country. ”For 16 years, Nigerians gave the PDP the benefit of the doubt to move the country forward, but instead, the party put Nigeria in reverse gear at a high speed, spinning it towards a doomsday that was only averted when Nigerians showed the PDP the red card. This is what necessitated President Buhari to continuously seek the country’s highest political office, so he can help put the country on a forward march again. Nothing else matters, not for him the excitement of an office he previously held and the quest for personal accomplishment. If the country had been well managed, President Buhari will not at 72 be crisscrossing the whole world seeking solution to Nigeria’s problems, it said. APC said within three weeks of his inauguration, President Buhari has succeeded in returning Nigeria to the comity of nations, to such an extent that world leaders are now so eager to engage him on how to assist his country in key areas, including security and the fight against corruption. ”Within three weeks of President Buhari’s inauguration, he had done what the PDP government could not do in six years: Invigorate the fight against Boko Haram by rallying a regional and global front against the terror group. President of the Senate, Senator Abubakar Bukola Saraki has cleared air on the N8.64billion bogus wardrobe allowance to lawmakers as reported in the media, saying the Commission is charged with fixing of remunerations to public office holders and advise the media to be more accurate in their reporting. Senator Saraki said this when he received the Chairman of Revenue Mobilization Allocation and Fiscal Commission, Engr. Elias Mbam and his team in Abuja that non compliance by agencies of government has brought major setback in the processes of governance. Earlier, the RMAFC Boss, Mbam said the agency have always enjoyed cordial relationship with the National Assembly while calling for continued working partnership with the view to enhance their effectiveness. Mbam condemned the recent media report that exaggerated the wardrobe allowances of Senators and members of the House of Representatives saying, that wardrobe allowance is 25 percent of the basic salary which when broken down amounts to N506, 600 per legislator, per annum. The Lagos State chapter of the All Progressives Congress has urged the national leadership of the party to punish the Senate President, Bukola Saraki, and the Speaker of the House of Representatives, Yakubu Dogara, for anti-party activities. Lagos APC, in a statement by its publicity secretary, Mr. Joe Igbokwe, said it was saddening that Saraki could ‘jump into bed’ with the Peoples Democratic Party in his desperation for power. Igbokwe described the re-election of Senator Ike Ekweremadu as the Deputy Senate President as an embarrassment to the APC. The statement read, “The purported election of Senator Saraki and Dogara as the Senate President and Speaker respectively, is a clear transgression of both the tenets of democracy and party politics. At this early stage, the APC must come down strongly to mete out sanctions and punishments against treacherous members that perpetrated this ugly charade at this early stage of the party’s life and history. “As a party and given the circumstances of our present politics, the APC stands no risk of being eroded by this treachery. Rather, we see the clear road to enforce discipline in the treacherous conduct of some members of the National Assembly. “We see the need for the party to wield the big stick now to send a message home that treachery will not profit those who might want to cash in on similar circumstances to spite the party and cash personal benefits in the long run. A Federal High Court in Lagos on Monday granted an application to re-list a suit seeking the prosecution of National Leader of All Progressives Congress (APC), Bola Tinubu and others over the gruesome murder of late Funsho Williams. Williams, a former governorship candidate of the Peoples Democratic Party (PDP) in Lagos State was murdered at his residence in Lagos in June 2006. Trial judge, Justice Rita Ofili-Ajumogobia had earlier struck out the suit which was filed by a former detainee in the Williams’ murder, Bashir Junaid. The judge had struck out the suit for want of diligent prosecution. But on Monday, the judge granted an application to re-list the suit. Junaid had gone to court seeking for an order of mandamus to compel the Inspector-General of Police, to re-open investigations into Funsho Williams murder. The motion to re-list the suit was filed by the applicant’s lawyer, Tunji Adesheye. Arguing the motion, Adesheye informed the court that his client had effected personal service of the concurrent writ of summons on the defendants that reside outside the court’s jurisdiction. Justice Ofili-Ajumogobia, had earlier granted leave to the applicant to effect personal service of the concurrent writ of summons in the suit on the Inspector General of Police (IGP) by substituted means. Other defendants affected by the court’s order included former IGP, Sunday Ehindero; Attorney General of the Federation and the PDP. In the suit, the applicant is praying the court to compel the Attorney General of the Federation, to direct the appropriate organ in the Criminal Justice Administration in the country to commence prosecution of the alleged suspects in the murder of Engineer Funsho Williams. He is also praying for a declaration that all defendants in the suit should pay him compensation for his illegal detention and the psychological trauma he suffered for a period of over one year under the unmitigated actions of the defendants both jointly and severally and for their acts of commission and omission over the said illegal detention and his unlawful incarceration over the murder. Besides, Junaid is asking for a claim of N5 billion as both compensatory and exemplary damages against the defendants for their actions or inaction over his illegal detention and dehumanization over the murder of the deceased. Listed as co-defendants in the suit are the Inspector-General of Police, Lagos State Commissioner of Police, Sunday Ehindero (former I.G.P & I.P.O. of Funsho Williams’ murder case), Attorney-General of the Federation, Modupe Shasore and the PDP. Others are Bola Ahmed Tinubu, Muiz Banire, Babatunde Edu, Dele Alake, and Henry Oladele Ajomale. Floyd Mayweather put cake to camera this weekend ... to show off a custom dessert at a belated Pacquiao victory party ... a dessert that's worth $15,000!!!! It all went down at LIV nightclub in Miami -- where Mayweather was partying with a bunch of people from his TMT crew -- including DJ Jay Bling, Ricki Brazil and P-Reala. At one point, Mayweather was presented with a 90-pound custom cake from Divine Delicacies (coordinated by his friend Ms. Bling) ... a lemon rum cake that contained more than 10,000 Swarovski crystals!!!! Ex-militant Alhaji Asari Dokubo, has described the recent 2015 general elections as the most rigged election Nigeria had ever experienced, saying they were not free and fair. Alhaji Dokubo, who made his stand known during a chat with the media in Owerri, yesterday, also explained that he was in Imo to be part of the Biafra Day celebration with his Biafra brothers and sisters. “The figures were self evident. The figures clearly showed the manipulations. The elections were not free and fair. Also, the stage was set to manipulate the elections,” Dokubo said. He recalled that Boko Haram came into being after the leaders from the Norther section of the country, mostly Northern Muslims, made the statement that they would make the polity unstable, ungovernable and crisis-ridden for Dr. Goodluck Jonathan, who was duly elected by the people of Nigeria. He recalled that the National Assembly rejected e-voting and that when the card readers were brought in, some of them shouted to the roof tops that the gadget was unknown to the Constitution and Electoral Laws of Nigeria. Somewhere in Imo State, as educated as Imo is, about 71,000 votes were voided. ‘’But Kano, there was no cancellation, no voided vote! And mysteriously, the Resident Electoral Commissioner and his family died a few days later in a mysterious fire,” Dokubo recalled. OWERRI—A detachment of armed security personnel from Imo State police command, Sunday, clashed with loyalists of the Movement for the Actualization of the Sovereign State of Biafra, MASSOB, leaving many injured. This came on a day the group said it had no regret supporting former President Goodluck Jonathan in his failed re-election bid. The MASSOB loyalists came to Owerri in more than 500 commercial vehicles of varying sizes to celebrate Biafran Day and remember their fallen heroes. Vanguard gathered that members, clad in their uniforms, sang songs as they marched towards the city centre of Owerri. It was further gathered that as the MASSOB loyalists marched into the ever busy Owerri-Port Harvourt federal highway, the police personnel allegedly ordered them to disperse but the order was disobeyed. An eyewitness claimed that as the processing MASSOB loyalists made to continue their march, the police fired some teargas canisters. “As soon as MASSOB loyalists marched into Owerri-Port Harcourt highway, the police ordered them to disperse, but the order was largely ignored by the people. The police then fired teargas canisters,” the witness recounted. He said that the firing of teargas canisters generated instant stampede, which occasioned injuries. It was not clear at press time if anybody died in the process or how many people were arrested by the police, but many sustained varying degrees of injuries. Several calls put across to the Police Public Relations Officer, PPRO, Mr. Andrew Enwerem, a deputy superintendent of police, were neither picked nor returned. Meanwhile, MASSOB has said it had no regret backing former President Goodluck Jonathan in his failed re-election bid. The MASSOB Leader, Chief Ralph Uwazuruike, who made the declaration made in an address delivered during the ceremony to mark this year’s Biafra Day in Owerri, yesterday, said: “The Goodluck Jonathan presidential election followed the pattern of the Biafra-Nigeria civil war. ‘’It highlighted the war has not ended. It was a war between the former Eastern Region and Nigeria.” While insisting that the outcome of the election had justified their resolve for self-determination, Chief Uwazuruike also explained why Ndigbo voted massively for their brothers from the South-South. “This singular gesture has made the struggle for Biafra stronger again. We remain proud of our support for Dr. Jonathan and we promise to continue to support our brothers in their future endeavour. “The Biafra project has formed the outlook of our people over the years,” the MASSOB leader said. He noted that because of the said project, his people had suffered many deprivations in Nigeria. He said: “Because of the project, our people have been massacred in their millions. President Muhammadu Buhari on Saturday said he had not directed any government agency to stop anybody, including officials of past administrations, from travelling abroad. He said former government officials, including ministers, were entitled to their full rights and privileges under the nation’s Constitution. He therefore warned that they must not be subjected to any undue harassment and intimidation at the airports or at other points of entry and exit. Buhari made the clarification in a statement by the Head of his media team, Garba Shehu, in Abuja. Shehu said the President made the clarification while reacting to some cases of ‘V.I.P stoppages’ at the airports as reported to him on Saturday. Gbenga Adeniji and Motunrayo Joel write about the programmes initiated by the outgoing Goodluck Jonathan administration which may not continue after May 29 It is common for every administration in Nigeria to initiate programmes designed to distinguish it from the one before it. This is also what the outgoing administration of Goodluck Jonathan did in some sectors of the economy. One however wonders if these schemes will survive after May 29 as a new administration takes over. The National Clean Cooking Scheme is part of programmes. A whopping N9.2bn was approved by the Federal Executive Council in 2014 for the purchase of clean stoves and wonder bags totaling the amount. Under the scheme, the council also awarded a contract of N60.9bn to an indigenous firm, KaKatar CE Limited, for the provision of engineering infrastructure for Kyami District, Zone C, Abuja. The Federal Government stated that the N9.2bn inclusive of Value Added Tax was approved for the procurement of 750,000 units of clean cook stove and 18,000 wonder bags. The stoves planned to be assembled locally were believed to be capable of providing jobs to Nigerians. The Jonathan government described the National Clean Cooking Scheme as an aggressive drive to engender clean cooking culture among the poor rural women, to reduce and possibly eliminate cooking with solid fossil believed to be detrimental to health. The scheme is expected to provide 20 million clean stoves over a five-year period at the rate of four million stoves yearly which will be distributed without charge.’’ Not many Nigerians can boast of a job through this scheme. There is also the Agric e-wallet Scheme through which farmers the agric minister said farmer ‘‘received subsidised seeds and fertiliser vouchers on their mobile phones – or electronic or e-wallets- which they use just like cash to buy inputs directly from the agro-dealers.’’ With the scheme, the government said it had ended four decades of corruption in the fertiliser sector within 90 days. Initiators of the scheme said Nigeria was the first country in Africa to launch an electronic wallet system for the delivery of subsidised inputs to farmers. The government noted that within one year, the e-wallet reached a total of 1.7 million farmers. The Dry Season Farm Support Programme was among the programmes launched with fanfare in the Federal Capital Territory, Abuja in January last year. The President said that his government was committed to diversifying the economy from sole reliance on hydrocarbon resource. Jonathan said, ‘‘Our drive is to unlock the huge agricultural potential in our country, so as to assure food security and create wealth for our people. As a nation, we must feed ourselves. As part of our reforms in this sector, we have also ended the corruption of four decades in the fertiliser sector.’’ The Federal Government promised to make available N14bn to support the 2014 dry season farming. The Employment in Agriculture Programme called YEAP is designed to create rural employment for young men and women ‘along area-based priority agricultural value chains enabling them to earn decent livelihoods.’ The Minister of Agriculture, Dr. Akinwunmi Adesina, said the programme was initiated to ‘‘address the high rates of unemployment among Nigeria’s youths and secure the success of the current administration in addressing the issue, it is crucial that we embark on massive efforts to create jobs for this critical segment of our population.” The programme, in its take-off stage, received about N37bn with plans to mobilise a broad partnership with international development partners, including IFAD, FAO, the World Bank, USAID, UNIDO and others to realise objectives of the rural youth employment scheme. The programme is to be implemented over a five-year period with two states from each of the six geo-political zones joining in each respective year. Considering the many schemes attached to the agricultural sector, many are waiting to see if this will also survive. The Growth Enhancement Support Scheme is another programme in the agricultural sector; five million farmers are targeted yearly for four years. Each of them will receive GESS via their mobile phones totaling 20 million at the end of four years. Specifically, the scheme aims to provide support directly to farmers to allow them purchase farming tools at affordable rates, increase output of farmers by allowing them access to fertilisers across the country and change the distribution of fertilisers directly to farmers by regulating and encouraging private sector participation in the fertiliser value chain. According to the president, the Youth Enterprise with Innovation in Nigeria, otherwise called YouWiN, inaugurated in October 2011 was created to provide jobs for 80,000 to 110,000 unemployed Nigerian youths. By 2014, at the inauguration of the fourth edition, the President said over 22,000 jobs had been created alongside other indirect employments through the first phase of the YouWin intervention, adding that the fourth phase is expected to create additional 44,000 jobs. This year, the programme should be going to its fifth edition. But there are mixed views as to whether or not the incoming administration would allow the programme to continue. A Global Youth Ambassador, Joy Tiku, described the programme as a good initiative. “I wish the incoming administration will continue with a new sustainable strategic approach to harness and empower more young people to be self-reliant.” The Subsidy Reinvestment and Empowerment Programme popularly known as Sure-P was inaugurated by the outgoing administration in February 2012. It has two major sub-divisions namely: the Community Service Scheme and the Graduate Internship Scheme. The Community Service Scheme, which engages youths in intensive work such as construction and rehabilitation of infrastructure, according to Federal Government reports, has employed over 120,000 people around the country. The Graduate Internship Scheme has matched about 4,000 graduates to competent firms to enhance skills development towards employability. A business consultant, Mrs. Nwobi Obiageli, lauded the GIS aspect of Sure-P, adding that it had given fresh graduates the opportunity to acquire more experience and skills. However, she called on the Federal Government to monitor organisations under the scheme using it as a medium to exploit. The Integrated Youth Economic Empowerment Programme was inaugurated in May 2014. The programme promised to train about 22, 000 youths across 36 states of the federation, including the Federal Capital Territory. Numerous other promises were made but some youths think the programme wasn’t properly implemented. A youth leader, Peace Edem said, “It is a good one, but I feel it was designed for Lagos and Abuja. If it must continue during Muhammadu Buhari’s regime, there must be a total overhaul of the system.” Cassava Bread is another scheme initiated to launch the nation’s cassava revolution. President Jonathan launched cassava bread with 20 per cent high quality cassava flour as a Nigerian brand in July 2012. He also made a promise that he would continue to consume the brand until he leaves office. Besides, he pumped N10bn into the production of cassava bread. The Group Managing Director, Elephant Group, Africa, Mr. Tunji Owoeye, said the cassava bread idea had given Nigeria the opportunity to reduce pressure on foreign exchange for wheat. He said, “I believe this policy shouldn’t be dropped the incoming administration. The flour sector should also be encouraged explore more local materials.” One of the major programmes is the Amnesty programme initiated by the late President Umaru Yar’Adua in July 2009 when hostilities by militants in the Niger-Delta region became uncontrollable. It was continued by the outgoing regime. Many are of the view that the amnesty deal has been able to ensure relative peace in the region. Through the programme, militants surrender their weapons, receive vocational training and a monthly allowance. They are also rehabilitated before reintegrated into the society. Some beneficiaries of the scheme have been urging the incoming administration not to scrap it. Commenting on the programmes, an environmental activist, Mr. Desmond Majekodunmi, said ‘‘I see a positive approach especially with the way the President-elect endorsed the minister of agriculture for the job of the president of the African Development Bank. By doing that for an individual, I think he will not hesitate to do more in retaining viable schemes.’’ He noted that there were some programmes, especially in the agric sector, which the outgoing administration got right. Majekodunmi added, ‘‘Like the fertiliser distribution and other schemes to support the industry. We have never witnessed the level of development we saw in the agric sector in the last years. One area which the outgoing administration failed to make impact is in the environment. It could not press for the passing of the Climate Change Bill which will establish the Climate Change Commission.’’ He described the development as a big indictment on the outgoing government, saying ‘‘it is very disappointing. We need the environment for water, oxygen and food, yet we care less about it. President Goodluck Jonathan in his handover speech on Thursday said his administration has done its best to “intervene robustly and impact positively on key aspects of our national life.” In this piece, Nigerians, however, rated the President as having underperformed Of course President Jonathan will never agree with anyone that his government failed. Before our very eyes, during the reign of President Jonathan, students of tertiary institutions were home for almost a year because of strike. And we had a President with an academic PhD! It’s quite unfortunate. Those who wear the shoe know where it pinches them. Ask any ordinary Nigerian today what he feels about the outgoing administration; you will be shocked at what he will tell you. The litany of his woeful performance is endless. It’s my hope that President Muhammadu Buhari will go in there and get the job done. –Dayo Williams I will say many of us living outside the country know that Jonathan has done little compare to the weight of trust reposed in him. I will say emphatically that the instability in power supply is nothing to write home about no matter the presentations of the outgoing president. The administration also failed to strengthen the authority to fight corruption. One of the major things he laid emphasis on during his campaign was that he had no shoes. During his tenure, apart from getting shoes for himself which I am sure he did, he also did some good works. Looking at the education sector, there was a major setback during his tenure. The lecturers were on strike for more than eight months and one of them even died during a protest. Also on security, Nigeria lost a lot of soldiers during this administration in the failed fight against terrorism. On employment generation, the youths are also disappointed. –Olakunle Samuel Goodluck Jonathan ‘s administration is a flop. He promised a lot of things most especially during the subsidy removal in January 2012. He said his administration would build refineries and use the savings from the subsidy to do some investments but we hardly see any. I was a staunch supporter of Jonathan before but I realised he makes decision without proper planning. The removal of subsidy was an instance. My hope is that with the incoming government, poor planning, maladministration and corruption will end. –Benedict Nyere It has been a wonderful experience. The world itself is full of deceit and people with different opinions and mentality. For me, Jonathan’s administration is the most transparent democracy ever in this country. The man (Jonathan) has the mental strength to take Nigeria to the next level but he was not given the opportunity. He has done his best possible. His legacy will not be felt until he leaves the office. The northerners benefitted from his administration a lot. But come to think of it, they initiated Boko Haram. If not for that, he would have executed the seven points agenda of the late (Umar) Yar’Adua very well. He has everything at his disposal but northerners did not give him the opportunity. “What I consider to be his weakness is that he allows his ministers to make major decisions for him and he is not quick to react to issues. He takes things lightly which is not supposed to be. He allows some ministers to take irrational decisions for him. As the number one citizen of this country, you should stamp your authority. –Ukpenetu Emmanuel He has tried his best. All of us know that there is no best way of managing a country. Everybody must contribute his own quota until we arrive at that point. President Jonathan has contributed his best as the leader. I agree with the President when he said he has tried his best. Take a look at the railway system that has died long ago, he has done a lot to revamp it. We expect the incoming President to also contribute his own quota. By so doing, at a point, we will meet up. It is not possible to turn Nigeria to Dubai in four years. (Muhammadu Buhari) cannot achieve that within four years. Sponsoring youths for training in the amnesty programme is a good achievement. Some of the beneficiaries that I know of are now able to pay their bills with what they benefitted from the training. He (Jonathan) has achieved a lot, but because there is so much pressure on him, many people will not realise it now. –Abraham I can’t explain GEJ’s thought process; I don’t understand the reasons for his actions and inactions. He alone can explain that. He sat in that office long enough to have brought the desired transformation but he didn’t. During his reign, corruption festered and there were lots of financial mismanagement. However, on the whole President Jonathan’s administration has, from a quick look, failed woefully. He hasn’t touched the lives of Nigerians largely.
