The Kogi State Government on Sunday confirmed the retirement of eight permanent secretaries, some directors and the dismissal of 1,774 employees from the state civil service.

The News Agency of Nigeria gathered in Lokoja that the affected members of staff were served their letters last December.

The letters were signed by the state’s Head of Service, Mrs. Deborah Ogunmola, and the Chairman of the state Civil Service Commission, Mr. Ado Shaibu.

A copy of the retirement letter addressed to one of the affected permanent secretaries indicated that the retirement was “in the interest of the public.”

Some of the affected permanent secretaries said they were contemplating legal action.

But the Chief Press Secretary to the state Governor, Mrs. Petra Akinti-Onyegbule, defended the action, saying it was a part of the ongoing reforms in the civil service.

She said the retirement affected only permanent secretaries that had served for four years and above.

“The retired permanent secretaries have been paid their consolidated benefits that accrued to them.

“Also affected are civil servants who have attained the special salary grade level 17,” she said.

The governor’s media aide added that directors that served for eight years and above would also be affected.

She said the exact number of directors to be affected would be based on the outcome of the recent promotion interviews.

“In order to get the best replacement for the retired permanent secretaries, directors who have been in office for eight years but who have yet to attain retirement age or maximum number of years in office were given the opportunity to partake in the exams to fill the positions of permanent secretaries.

“The result of the examinations which held on Tuesday, December 12, 2017 and followed by interviews is not yet out.

“Until the result is out, we will not be able to put a definite figure on the number of directors that will be affected by the compulsory retirement,’’ she said.

The chief press secretary also confirmed that 1,667 workers with fake certificates were dismissed from the state civil service.

She said those dismissed were uncovered during the screening carried out by the state government in 2016 and 2017.

Akinti-Onyegbule also said 107 other workers were dismissed for engaging in fraudulent activities.

The Peoples Democratic Party ( PDP ) on Friday advised the Federal Government and the All Progressives Congress not to issue any New Year message to Nigerians since they have not allegedly fulfilled any of the promises contained in their previous messages since assumption of office.

The party said Nigerians have become overstretched by what it called “litany of woes” visited on them in the last two years by the APC government, stressing that “it would be the height of callousness” for the party and its government to “spew another round of propaganda and false hope” in the name of New Year messages.

“What else would they tell Nigerians apart from inventing new lies and propaganda as they have always done, particularly at the turn of each New Year,” PDP National Publicity Secretary, Mr. Kola Ologbondiyan, said in a statement he signed in Abuja.

“The House is totally aligned with us and agrees with the principle of our budget, which is growth. This is taking a cue from what is happening at the centre. We have to invest in areas that will help us grow the economy, create jobs and improve the revenue of government,” he added.

On the issue of job creation, Obaseki said the provision from the budget is in line with his campaign promise to create 200,000 jobs in the next four years.

The Speaker of the Edo State House of Assembly, Kabiru Adjoto, also noted that the upward review was aimed at supporting the state government in its Sustainable Development Goals.

He said that parliament identified key areas of growth and made necessary adjustments in the agriculture and infrastructure sectors.
He added, “Every New Year since 2016, the APC and its Federal Government have been reeling out heaps of promises which they have no intentions to fulfill.

“Now, they are warming up to reel out fresh ones in January 2018.

“What is the need of a New Year message from APC government when it would be replete with propaganda?

“What is the need of their yearly assurances when the only thing we see is an arrogant and incompetent government plunging the nation into economic recession and visiting the citizens with the worst forms of untold hardship.

“What seriousness should any Nigerian attach to a government that takes governance for granted, puts off Federal Executive meetings at the slightest whims and blame imaginary invasion of its offices by rats for the inability to meet required statutory functions?

“What else should Nigerians expect from a government that promised massive employments, only to render 7.74 million Nigerians jobless between 2016 and September 2017; with combined unemployment and underemployment rate hitting 40.0 per cent as declared by the National Bureau of Statistics?”

The year began on a rather interesting and entertaining note, with the commencement of Big Brother Naija 2017. From children to teenagers, adults and even grandparents, when the Big Brother Nigeria hit the screen on January 22, it quickly became the most talked about reality TV show at that time.

On Twitter, Facebook and Instagram, the drama and suspense-filled show trended throughout the period it was aired and several days and weeks after the winner, Efe Ejemba, was announced on Sunday, April 9, 2017.

Taking worship from the church to the social media for the 30 days in June, gospel singer and trumpeter, Nathaniel Bassey, started a one hour per day halleluyah challenge, asking Christians to congregate via streaming platforms like Facebook Live and Instagram Live and worshipping along as he (Bassey) and his band prayed, sang and shared testimonies.

The singer had initiated the idea with a simple post on his Instagram page on May 31, saying he wanted to start a 30-day midnight praise challenge throughout the month of June.

An estimated three million people joined the worship session across the globe via the hashtag: #HalleluyahChallenge, according to social media analytics firm, Evolve Press.

Chukwudumeme Onwuamadike

When Nigerians woke up on June 10 and heard of the arrest of a notorious Anambra State kidnapper, Chukwudimeme Onwuamadike, aka Evans, it soon became a topic of discussion.

The kidnapper was arrested by operatives of the Inspector General of Police’s Intelligence Response Team in a luxurious mansion in Magodo, Lagos.

From newspapers’ cover pages to the various social media platforms, it was revealed how the kidnap kingpin had made billions of naira through his activities.

He was said to have collected billions of naira and millions of dollars as ransoms from his victims, including expatriates, business moguls and public office holders.

Evans was charged with murder and pleaded guilty to the charges of conspiracy and kidnapping on August 30, but later made a U-turn, denying the allegations upon re-arraignment in October.

In November, he filed an application seeking to be released on bail and for his case to be given an accelerated hearing. In the course of the year, Evans became a household name on and off the social media.

Bankole Wellington, popularly known as Banky W, proposed to an actress, Adesua Etomi

The news went viral in February when Bankole Wellington, popularly known as Banky W, proposed to an actress, Adesua Etomi. The announcement came to public knowledge early May when Banky W himself took to Instagram to announce the engagement. Later in the month, the lovebirds held their introduction. The Internet went busy with the news. It was then a star-studded lineup when they had their traditional wedding in Lagos on November 19 and the white wedding in Cape Town, South Africa, a week after. The wedding had come a few days after Banky W successfully had a third skin cancer control surgery.

Several celebrities, politicians and businessmen too numerous to start counting had graced the occasion, which was tagged as the real ‘Wedding Party.’ The duo had featured as lovebirds in the eponymous romantic comedy-drama film, which was produced by Kemi Adetiba in 2016.

Twitter and Instagram felt the heat during the duo’s wedding, which saw the creation of the hashtag, #BAAD2017. On Twitter alone, #BAAD2017 had more than 11.5 million impressions, according to hashagtracking.com.

On-Air Personality, Ifedayo Olarinde, popularly known as Daddy Freeze, has surely offended lots of pastors in the country by the creation of the movement, Free The Sheepie, several months back.

The popular radio presenter had castigated churches and pastors who collect tithes, saying it was wrong for the clerics to collect such while accusing them of using the money to live ostentatious lifestyles rather than taking care of the poor.

Even though many pastors have come out to condemn Daddy Freeze and defend tithe collection, the social media movement has continued to stir controversies in the country.

#Monkeypox

On September 22, 2017, the Nigerian Centre for Disease Control received a report of a suspected Monkeypox virus disease from the Niger Delta University Teaching Hospital, Okolobiri, Bayelsa State.

A few weeks later, the disease had affected 74 people and spread to 11 states, including Akwa Ibom, Cross River, Ekiti, Lagos, Enugu, Nasarawa, Rivers, and the Federal Capital Territory.

Monkeypox is a rare disease caused by infection with the Monkeypox virus which belongs to the same family of viruses that cause smallpox. African rodent species are believed to be the natural reservoirs and play a role in transmission.

Naturally, the disease outbreak trended on the social media for weeks, as Nigerians started sharing tips on how to prevent the disease, just as they did during the outbreak of Ebola in 2014.

According to Google, Monkeypox was among the top 10 most searched keywords in the country in 2017.

SARS men

Nigerians might not be able to confront the Special Anti-Robbery Squad of the Nigeria Police physically, but they did via the social media in December.

After many years of being subjected to intimidation, dehumanisation, abuse and oppression, the citizens launched a campaign to end the menace using the hashtag, #EndSARS.

The campaign had been launched and gone viral after the emergence of a video of SARS operatives shooting a young man in the Yaba area of Lagos.

With the hashtag, several Nigerians had shared the various inhuman treatments they suffered at the hands of the SARS men and asked the Federal Government and the Nigeria Police Force to disband the unit.

The campaign, which has attracted global attention, has also drawn responses from the National Assembly, the Presidency and the United Nations. The Inspector General of Police, Ibrahim Idris, has also issued a statement, promising to reform the unit.

President Muhammadu Buhari

When President Muhammadu Buhari returned from a medical vacation in London, United Kingdom, in March after being away for 49 days, and left again on May 7, Nigerians literally lost their patience.

Though during his absence at both times, Buhari followed the constitution and temporarily passed his executive power to Vice President Yemi Osinbajo, the citizens said it was time for him to make a decision — either to get back to work or step down.

Street protests organised by the OurMumuDonDo movement, created by a popular artiste, Chukwuemeka Oputa, aka Charly Boy, were held in Abuja, with participants carrying banners with the inscriptions, “Resume or Resign.” There were also street demonstrations in Lagos and at the Nigeria House in London, where Buhari was said to be receiving medical care.

Though the campaign became hot on the social media for the President to resign or return got stronger, he finally returned home on August 19.

Experts speak on social media usage among Nigerians

According to Information Technology expert and Communications and Public Affairs Manager, Google West Africa, Mr. Taiwo Kola-Ogunlade, social media has helped opened topical issues for public discourse among Nigerians.

“It is power in the hands of the people. Social media has opened up space for citizens to contribute to public discourse and share information, thereby contributing to national development,” he said.

He, however, cautioned the government against monitoring the citizens on social media.

“You have to leave the web space for the people. Monitoring the activities of people on social media is anti-web; it is not good for public discourse,” he noted.

Also speaking on how Nigerians have embraced the use of social media, an IT expert and Communication Lead, Microsoft Nigeria, Mr. Yemi Orimolade, said many Nigerians had embraced the platform more than it was envisaged.

He said, “Prior to now, social media was used as a tool by millennials/young people to share content and connect with other young people across the globe based on their personal activities and common interests.

“[But] in today’s world, we see a situation where the older generation has not only explored these platforms on social media, they are also beginning to take ownership with regards to the discourse on some of these platforms.”

Orimolade noted that the fast adoption of smartphones by the citizens had also contributed to the social media usage in the country, adding that so many conversations taking place on the platform had shaped governance.

Nigerians Lose 7% Of $20bn Christmas Money Transfers – W’bank

A World Bank report on Monday stated that each year, $20bn was being sent to Nigeria in form of remittances and that the final week before Christmas was one of the busiest times to send money.

According to the report, the average cost of sending money is around 7.21 per cent with Sub-Saharan Africa being one of the most expensive regions to send money to at 9.13 per cent.

“The high costs of sending money home mean the Nigerian diaspora are losing out on up to seven per cent when sending money home,” it stated.

A recent research by WorldRemit revealed that switching to lower cost channels could mean thousands of Nigerians could receive an extra Christmas present this year.

It stated that the savings were highest when sending from Australia to Nigeria, with a saving of $14.3 enough to buy a board game.

According to WorldRemit, with hourly wages in Australia ranging from between $15 and $25 on average, these high costs mean the diaspora have to work an extra half hour just to cover the elevated costs of sending money home at Christmas.

Guatemala is to move its embassy in Israel to Jerusalem, President Jimmy Morales said Sunday, becoming the first leader to back US President Donald Trump’s controversial change of stance on the holy city.

After speaking with Israeli Prime Minister Benjamin Netanyahu, Morales wrote to Guatemalans on his Facebook page that “one of the most important topics was the return of Guatemala’s embassy to Jerusalem,” from Tel Aviv, where it is currently located.

“For this reason I am informing you that I have given instructions to the foreign ministry that it start the necessary respective coordination to make this happen,” Morales wrote.

There was confusion in the Ajah area of Lagos State on Sunday as some suspected cult members allegedly killed two persons.

PUNCH Metro learnt that the cult members set ablaze a tailor’s shop where one of the victims worked.

Policemen from the Ajah division were said to have arrested some of the assailants, as residents were held up in their homes for the period that the clash lasted.

A witness, who spoke on condition of anonymity, said the fight was between members of the Aiye and Eiye confraternities.

He explained that a prominent member of the Aiye cult, known as Fela, had been killed by some members of the rival Eiye cult.

He added that the deceased’s friends went on the rampage on Sunday, killing suspected members of the Eiye cult.

He said, “A popular Aiye cult member, Fela, was the first to be killed by the Eiye group. Members of his gang mobilised and attacked Ajah, Badore, Akins and Oke Ira, where I reside.

“A tailor, Sola, who was a suspected member of the Eiye cult, was shot and butchered and his boss’ shop was set ablaze on Oladipo Dunmoye Street, Oke Ira, Ajah. His corpse was thrown inside the shop and the shop was set ablaze. Together with other residents, we were able to put out the fire.

“I am aware that another person was killed in one of the places where they struck today (Sunday). The persons killed were members of the Eiye cult.”

The state Police Public Relations Officer, SP Chike Oti, confirmed the incident, but said the police had no record of casualty.

He said, “Sanity has been restored to the area and I can also confirm to you that some arrests have been made. We are investigating to know the reason for the confusion.”

The Edo State Command of the National Drug Law Enforcement Agency has destroyed 50 hectares of cannabis plantation across the state.

The spokesman for the command, Mr. Mitchell Ofoyeju, told our correspondent on Friday, that the weed seized and destroyed was valued at N2.9bn.

Ofoyeju said that the farms, which were destroyed between January and December, 2017, would have generated 240,000 kilograms of the substance.

He said that the command also seized 50,000kg of cannabis in different locations, including the Benin metropolis within the period.

In the operations, 240 suspected dealers were arrested.

Ofoyeju said, “The year 2017 has been very eventful for the Edo State Command of the NDLEA. Our officials successfully seized 50,000kg of cannabis in different parts of the state.

“Farms across different local government areas, particularly the government reserved forest, have been invaded by cannabis cultivators.”

According to him, the command recorded the highest seizure of 10,929kg in November, while 90.80kg of cannabis seized in March was the least within the year.

“For us as drug control managers in the state, this is a cause for concern. You can imagine the amount of money we have taken away from drug traffickers.

“And this was the one we were able to take out of illegal circulation. The implication is that it is a huge problem that needs the urgent and active participation of all stakeholders.”

Ofoyeju, however, decried the lack of operational facilities, including vehicles and bed spaces for the rehabilitation of persons with drug abuse disorders.

A student’s dedication to her education is going viral on the social media thanks to a photo of her finishing up a final exam while sitting in a hospital bed preparing to give birth.

Nayzia Thomas, a sophomore at Johnson County Community College, Missouri, United States, tweeted a photo that her mother snapped of her finishing up her final exam on December 11 while in the labour room at the hospital.

Thomas said she wanted to be done with the semester before the birth of her son, Anthony Johnson, who arrived about 12 hours later on December 12.

“It wasn’t due until the end of the week,” she told Yahoo! Lifestyle of her final exam. “But my goal was to try to have everything done before. I thought before all this gets crazy, let me hurry up and finish this final exam.

“School is so important to me. I didn’t want pregnancy to be in the way. That’s what people expect. You’re a teen mom, you’re a young mother. That’s why my mom took that picture.”

Thomas said that despite the extra hardship that comes with pregnancy, she finished the semester with a 3.5 GPA.

“It shows I follow through,” she said.

RIVERS State Governor, Chief Nyesom Wike, has said that his administration was using the state’s share of the Paris Club refund to execute projects.

Wike also stated that his administration would improve the infrastructure of Isiokpo town, saying that nobody would be allowed to relegate the ancient Ikwerre city.

The governor, who spoke while flagging off the construction of Isiokpo town on Friday, said the state had passed the stage of salaries and pensions.

He said, “The Paris Club refund they paid to us will be used to execute meaningful projects across the state. For us, we have passed the stage of payment of salaries and pensions. We have cleared all those and our focus for now is to roll out projects for the benefit of our people.”

He said that the administration was celebrating Christmas for the people of the state through the roll out of strategic projects.

The governor said that he would remain focused in the delivery of projects and quality programmes, noting that he will never be distracted by the APC.

He pointed out that the All Progressives Congress-led Federal Government has abandoned Rivers State, with no single meaningful project executed in the state.

“I challenge them to tell our people the project that has been executed by the APC Federal Government in Rivers State. Ordinarily, nobody from the APC will come to Rivers State to campaign,” he said.

The police in Bauchi State have arrested three suspected members of a gang, called Babeli, for the alleged murder of nine persons in the Warji Local Government Area of the state.

While parading the suspects before journalists at the police headquarters in Bauchi, the state Police Public Relations Officer, Kamal Abubakar, said a combined team of the Anti-Kidnapping Unit and Federal Special Anti-robbery Squad arrested the suspects based on intelligence report.

He said, “In our unrelenting efforts to rid the state of crime, the command, under the leadership of CP Sanusi Lemu, through a coordinated operation, smashed different criminal syndicates which specialised in perpetrating various crimes in the state.

“On December 12, about 2pm, a combine team of the Anti-Kidnapping Unit and FSARS, acting on credible intelligence that the leadership of the notorious Babeli group in Warji town had concluded plans to attack civilians on Warji market day, arrested one Ado Hamza, aka Dawa Ado (35); Idris Alhaji Hamza (47); and Ardo Abdu (67).

“The gang members are suspected to be involved in the killing of nine persons, namely: Ori Mai’awaki, of Gabanga village; Boderi Ibbi, of Ranga village; Musa Beti, of Tiyin village and Mota Aru of Aru village.

“Others are Dangairu Haruna, of Aru village; Pijo Aru, also of Aru village; Umaru Muda of Muda village; Shugaba Dajji of Yayari village and Idi Sale, of Tudun Wada ward, in the Warji LGA.

“The group had, among other crimes, denounced the presence of constituted authorities and were taking the law into their own hands by killing innocent civilians and extorting money from other. They also threatened to kill one Ya’u Nafada of Lafiya village, Warji LGA.”

Abubakar, a Deputy Superintendent of Police, stated that on December 16, 2017, the command arrested Abubakar Yakubu, Suleiman Mohammad and Kamalu Kabiru, all of Doya ward for allegedly stabbing a teenager to death.

He said the three suspects, and eleven others now at large, had conspired and killed the victim, Abdulsalam Danlami.

He added that the principal suspect, Yakubu, voluntarily confessed that he used a knife and stabbed the victim in the neck, which led to his death.

The police spokesman noted that during investigation, a bloodstained knife that was alleged to have been used in committing the crime was recovered from the second suspect, Mohammad.

He said a team of the command’s Anti-Kidnapping Unit arrested one Ashiru Adamu for allegedly kidnapping and raping a female teenager, Sadiya Adamu.

“The suspect later called her family to inform them that the victim was in his custody. Upon the receipt of the information, a team of the Anti-Kidnapping Unit of the command swung into action, traced and arrested the suspect.

“The victim informed the police that the suspect raped her several times before she was rescued,” Abubakar added.

He said one Tecno mobile phone used in committing the crime was recovered from the suspect.

Police in Lagos have arrested a physically-challenged beggar, Godwin Fawehinmi, for allegedly being in possession of different types of guns.

The suspect was arrested by detectives attached to Area M Police Command, Idimu, Egbeda area of the state at the weekend.

The suspect, who is crippled, it was learnt, usually begs for alms on the street on a daily basis. However, it came to many as a surprise when a gun was recovered from him.

After a thorough search of his bag, a locally-made gun was discovered in it.

Thereafter, several guns, according to the police, were discovered in Fawehinmi’s house at Alhaji Sadiku Street, Akowonjo, Egbeda.

During interrogation, the suspect was said to have declined to mention the source and his mission with the guns.

A source said some residents of the area where the man usually sits to beg for alms, noticed different people that visit him on a daily basis look suspicious. That was why they informed the police, the source added.

A police source said Fawehinmi might be keeping the gun for some armed robbers and pretended to be a beggar.

The source, however, said the suspect had been transferred to Special Anti-Robbery Squad (SARS) office, Ikeja at the state Police Command Headquarters for further investigation.

The state Police Public Relations Officer (PPRO), SP Chike Oti, confirmed Fawehinmi’s arrest.

He said: “The crippled was arrested based on credible information available to the Commissioner of Police, Imohinmi Edgal, who now ordered that the man mentioned in the intelligence report be arrested.

“The operatives of the command went after him, conducted search in his house and premises and recovered different types of guns, axes, machetes and other weapons. Investigation is still on-going.”

An ad hoc committee of the House of Representatives on Thursday summoned chief executive officers of some telecommunications firms operating in the country over alleged default in the payment of taxes.

The committee, which is chaired by Mr. Ahmed Abu, is investigating the tax compliance status of the affected firms.

Abu said the CEOs had ignored several earlier invitations to appear before the committee and answer questions.

He stated that the summons had become the last resort to compel the CEOs to appear before the committee.

Abu spoke further, “This is not about me but it is the House of Representatives. We represent Nigerians. A situation where invitations will be issued to telecommunications companies over issues that affect Nigerians and they fail to appear before us is rather unfortunate.

“What we are saying is that if things are done right, the industry, for instance, can generate so much revenue for the players and the government.”

However, MTN Nigeria Communication Limited sought clarification on why the firm had received multiple invitations from two committees of the House on the same subject matter.

The Corporate Relations Executive, MTN, Tobechukwu Okigbo, in a response to the invitation, stated that the firm had already submitted documents to the House Committee on Telecommunications.

MTN, which asked whether the two committees were not reporting to the same House, specifically stated that it was unable to respond to any enquiries on lottery operations.

Okigbo said, “To that extent, we are unable to provide lottery-related information to the honourable committee. We understand the current situation to mean that the House of Representatives requires all relevant submissions to be made to the standing Committee on Telecommunications rather than the ad hoc committee.

“This situation requires clarification to prevent our inadvertently falling foul of any committee.”

But, Abu clarified that the ad hoc committee had a specific mandate to deal with tax issues and wind down, while the telecommunications committee was a standing committee of the House.

The committee also took on the National Lottery Trust Fund and expressed concern that it had not been able to generate substantial revenue for the government.

The agency’s Executive Secretary, Mr. Habu Gumel, had informed the committee that only N530m was generated in the past nine years.

The Minister of State for Petroleum Resources, Dr. Ibe Kachikwu, on Thursday promised the National Economic Council, consisting of state governors, that the fuel scarcity being witnessed in parts of the country would end within 48 hours.

The Edo State Governor, Godwin Obaseki, disclosed this to State House correspondents at the end of a meeting of the council presided over by Vice-President Yemi Osinbajo.

Obaseki quoted the minister as saying that there was enough fuel in the nation’s strategic reserves.

The governor said, “We discussed the issue of fuel supply. As you know, there have been challenges of fuel supply in the country. The Minister of State for Petroleum Resources assured the council that within the next 48 hours, fuel supply would be restored nationwide because there is enough fuel in our strategic reserves.

“He said the ministry had released fuel from the reserves and he expected distribution would reach all parts of the country within the next 48 hours.”

Obaseki also said in order to have alliance with states, the Secretary to the Government of the Federation, Boss Mustapha, had decided to organise a retreat for secretaries to state governments across the country.

He said the retreat would hold between December 18 and 19 and implored all governors to ensure that all SSGs attend the retreat.

He said, “The retreat is part of the SGF’s strategies to galvanise the government. He has called for this retreat for all the Secretaries to State Governments.

“The principal purpose is to begin to align the Federal Government’s policies with those of states, to ensure that there is coordination; to reduce waste as much as possible and create that synergy, which is required from the states, so that policies of government can be implemented faster and understood better.”

The Kwara State Governor, Alhaji Abdulfatah Ahmed, on Sunday said he and the Senate President, Bukola Saraki, would not return to the Peoples Democratic Party despite the recent call on them to do so by former Vice-President Atiku Abubakar.

He said they were committed to using the platform of the ruling All Progressives Congress to deliver service to the people.

Ahmed spoke in an interview with journalists in Abuja.

He said while they had cause to leave the PDP as of the time they left, they had no reason to abandon the APC now.

The governor explained that people decide to defect from one party to the other when their expectations are not met in their current party.

This, he added, was largely informed by lack of patronage especially when put side-by-side with electoral promises.

The governor said, “It is very unlikely for us to return to the PDP because we are not unhappy with where we are in terms of expectations, service delivery and direction of governance.

“When you are already working towards achieving result, you will want to see that the result get to the people before you will begin to say you want to jump boat.

“We don’t have any reason to jump boat for now. Don’t forget that we left the PDP because we had reasons to do so. We don’t have reasons to leave now. We have reason to see that service delivery is given to the people.

“We are committed to ensuring it gets to the people. When I used the word ‘we,’ it is inclusive of the Senate President. We are fully committed to using the instrumentality of the APC to deliver service to the people and we have a strong direction. It will be foolhardy to abandon that, leave and go and start all over again. When I say ‘we,’ I am talking about the political group in Kwara.”

Ahmed explained further that former President Goodluck Jonathan made it easy for them to leave the PDP because he did not inaugurate any project in Kwara State.

The governor however said he did not see the national convention of the PDP held on Saturday as a threat to the APC but a welcome development.

He said the ruling party was in need of a viable opposition party.

Ahmed said, “No, their convention was not a threat. In fact, I expect that they should organise themselves because we require a vibrant opposition. Don’t forget that it is when there are checks and balances in the system that allow you to see areas of deficit and improve on what you are doing.

“Without a viable opposition, we may likely not be able to see what we are doing wrong. You know the system is full of people that will always tell you what you want to hear but from the perspective of the opposition, you will begin to see clearly areas that require adjustment and improvement. For me, their coming on board is a welcome development.”

For those claiming that his state is under Saraki’s grip, the governor said it would be foolhardy of him to run the state independent of the Senate President or any other person that had contributions to make.

He said he would continue to rely on Saraki’s opinion because he (the governor) learnt a lot under his administration when the Senate President was the state governor.

Ahmed said, “Kwara State Government is run under institutional frameworks that are working. I was part and parcel of my predecessor’s administration. I was part and parcel of the policy formulation which formed the bedrock of what I am driving in the state today.

“It will be foolhardy to say I want to run the state independent of his input. It will also be foolhardy to say I want to run independent of others that have things to contribute to the state.

“What makes good governance is inclusiveness. Traditionally, people are used to seeing sitting governors fighting their predecessors and sitting Presidents fighting their predecessors. That has robbed us of continuity, improvement and upscaling.

“We keep forgetting that governance is about service delivery. We believe that as far as governance is about the people of the state, we will continue to work together because it was under his administration I understood politics, policy formulation and service delivery.

“It will be foolhardy for me to begin to run independent of his opinion and input as well as those before him.

“We have for once made Nigerians to see the benefit of continuity. If this can be translated to what we do at the national level, Nigeria will be better off for it.”

Ahmed also said it was unfair to judge the APC government at the national level in just two years of being in the saddle.

He said it was impossible anywhere in the world to correct societal wrongs in two years.

The Osun State Commissioner for Finance, Bola Oyebamiji, said all political appointees in the state were being paid 50 per cent of their salaries.

He said in a statement that the move was in line with the modulated salary structure introduced in the state government to tackle the problem of irregular payment of salaries.

He said the new structure was designed to enable the state government to improve the welfare of the citizens and boost economic growth.

According to him, the new system has been adopted by the administration to systematically clear the backlog of unpaid salaries and to ensure that the government continues to pay salaries as and when due.

The statement read in part, “With the modulated salary structure, workers on levels one to seven, who constitute 67 per cent of the workforce, are paid full salaries, while those on grade levels eight to 10, who make up 25 per cent of the workforce, receive 75 per cent of their salaries.

“Workers on grade levels 12 to 17, a ‘mere’ eight per cent of the workforce, as well as all political appointees, receive 50 per cent of their salaries.

“Governor Rauf Aregbesola, though unhappy to pay the modulated salary to the workers, is compelled by the state’s current financial reality to adopt it to tackle the menace of irregular payment of salaries.

“The modulated salary is also necessitated by the desire of the administration to provide massive infrastructure, develop the state economically and transform Osogbo (Osun State capital) into a modern state capital.”

Stating what was responsible for the situation, the commissioner stated that like many other states in the country, the wage bill of the state rose from N1.1bn in 2010 to N2.2bn in 2012 when the Federal Government negotiated a unilateral and blanket minimum wage on behalf of all states.

According to Oyebamiji, by October 2014, when the price of crude oil crashed, the state, like others, started having a backlog of unpaid salaries.

He said many states became fiscally unstable due to shortfall in federal allocations, hence the state’s revenue projections suffered a setback, affecting its capacity to repay its debts.

The UN Security Council will meet on Friday in emergency session to discuss the decision by US President Donald Trump to recognize Jerusalem as Israel’s capital, the council’s leadership announced Wednesday.

The talks — requested by eight nations — will begin at 10:00 am (1500 GMT), but there are other items on the agenda, so the Jerusalem issue may not come up until the late morning, said Japan, which holds the council’s rotating presidency.

Bolivia, Britain, Egypt, France, Italy, Senegal, Sweden and Uruguay requested the talks. They have also asked UN Secretary-General Antonio Guterres to open the meeting with remarks.

After Trump’s announcement, Guterres said Jerusalem’s final status could only be resolved through direct negotiations between Israel and the Palestinians.

Guterres added that he had “consistently spoken out against any unilateral measures.”

“There is no alternative to the two-state solution.”

Bolivian Ambassador Sacha Sergio Llorenty Soliz called Trump’s move “a reckless and a dangerous decision which goes against international law, the resolutions of the Security Council.”

“It’s a threat not just to the peace process, but also it’s a threat to international peace and security,” said the envoy.

The Deposit Money Banks in the country, in collaboration with the Nigeria Inter-Bank Settlement System, have launched a new automated cheque clearing application called i-Teller.

The i-Teller, which is the new National Automated Clearing System, allows banks to clear cheques within hours.

The DMBs, in collaboration with NIBSSS and Precise Financial System, began the test-running of the new application (infrastructure) 11 weeks ago.

A total of N5tn worth of cheques from 10 million transactions has been processed through the new platform in the past 11 weeks.

The Managing Director, NIBSS, Mr. Ade Sonubi, who spoke at the ‘’Post Go-Live Session” held with the representatives of the DMBs on Tuesday, said NIBSS had been on the project for the past 18 months but it went live in the banks about 11 weeks ago.

He said the new application could allow banks to do a number of payment and non-payment transactions.

Sonubi said, “The platform we have now can allow cheques to be cleared within hours. This is what we called Special Clearing. This can happen such that as soon as a cheque is presented, it is treated in an isolated manner and value can be made. That is possible on this new system. It is not the norm but it is possible now. What you need to do is to inform the bank so that they take special care in quickly processing the cheque. The system also allows for multiple clearing sessions as well.

”Today, we have about four clearing sessions. The advantage of having multiple clearing sessions is that the net amount against each bank is smaller, so you are able to manage settlement risks. So, we can have as many as you want and that is the flexibility that we built into it. We can issue a cheque and it can be cleared within six hours, four hours or at whatever duration we agree.”

The Head, Domestic Payments and Collections, Union Bank Plc, Mr. Kolawole Aminu, described the platform as being user-friendly.

Asked why banks are adopting a new application when countries are planning to phase out cheques, Aminu said, “Phasing out cheques is a development across the globe. You will agree with me that the United Kingdom that tried to hurry up that process has had to even slow it down because of the obvious implications they experienced. In our system here in Nigeria, we are aware that the system will come to a time in the future where cheques will not be used as a mode of payment.

“But as at today, we are talking of transactions that are worth over N5tn that has been processed on this platform just within 11 weeks. We are talking of over 10 million in terms of the volume of cheques. That tells you how much we do with this mode of payment.”

The Managing Director, Precise Financial System, the ICT firm that collaborated with NIBSS on the project, Yele Okeremi, said the firm was proud to work with NIBSS on the project.

Okeremi said, “Like the MD of NIBSS said, what we have given is an infrastructure. It is a switch. It can switch anything. I look forward to when that infrastructure can be used for other transactions. When a country talks about independent, sovereignty, these are some of the things that matter. How much of your services are internal to you? Are you breathing through the nose of other countries and you claim you are independent? These are some of the things that make one happy and we can say that Nigeria’s problems are being gradually solved. There is a big road ahead.”

A representative of the Banking and Payment System unit of the CBN at the event, Mr. Ojerinde Ademola, said the CBN was happy with the move and would continue to support the industry to grow.

The International Air Transport Association says the global industry net profit will rise to $38.4bn in 2018.

IATA in a statement on Tuesday said this would be an improvement from the $34.5bn expected net profit in 2017, which was revised from a $31.4bn forecast in June.

According to the association, which represents about 275 airlines globally, strong demand, efficiency and reduced interest payments will help airlines improve net profitability in 2018 despite rising costs.

It added that 2018 was expected to be the fourth consecutive year of sustainable profits with a return on invested capital of 9.4 per cent, exceeding the industry’s average cost of capital 7.4 per cent.

The IATA’s Director-General, Alexandre de Junaic, said these were good times for the global air transport industry.

He said, “Safety performance is solid. We have a clear strategy that is delivering results on environmental performance. More people than ever are travelling. The demand for air cargo is at its strongest level in over a decade. Employment is growing.

“More routes are being opened. Airlines are achieving sustainable levels of profitability. It’s still, however, a tough business; and we are being challenged on the cost front by rising fuel, labour and infrastructure expenses.”

He said the industry also faced longer-term challenges, many of which were in the hands of governments.

“Aviation is the business of freedom and a catalyst for growth and development. To continue to deliver on our full potential, governments need to raise their game, implementing global standards on security, finding a reasonable level of taxation, delivering smarter regulation and building the cost-efficient infrastructure to accommodate growing demand,” he said.

However, while North America is expected to generate the strongest financial performance with net profits of $16.4bn in 2018 up from $15.6bn in 2017, African carriers are expected to continue to make small losses of $100m in 2018 following a collective net loss of $100m in 2017.

According to IATA, stronger forecast economic growth in the region is expected to support demand growth of 8.0 per cent in 2018, slightly outpacing the announced capacity expansion of 7.5 per cent in the region.

The association stated, “The wider economic situation is only improving slowly in Africa, which is hampering the financial performance of its airlines. The key Nigerian economy is only just out of recession and growth in South Africa remains extremely weak. While traffic is growing, passenger load factors for African airlines are just over 70 per cent which is over 10 percentage points lower than the industry average.

“With high fixed costs, this low utilization makes it very difficult to make a profit. Stronger economic growth will help in 2018, but the continent’s governments need a concerted effort to further liberalise to promote growth of intra-Africa connectivity.”

A coalition of youths and market women numbering over 300 on Tuesday stormed the Plateau State House of Assembly in Jos where they presented an anti-open grazing bill for adoption by the legislators.

As early as 8am, the group, under the aegis of Plateau Youths G-17 Peace and Progress Forum, dressed in black and white to mark what they described “an end to repeated attacks on communities in the state by Fulani herdsmen”, besieged the Assembly complex singing solidarity songs.

The convener of PY G-17 PPF, Dachung Bagos, while presenting a copy of the anti-open grazing bill to the Speaker of the Plateau State House of Assembly, Peter Azi, alongside other principal officers of the House, said, “The determination to end murder and bloodshed by Fulani herdsmen is a battle of no retreat, no surrender.”

Bagos added, “We are a peaceful people concerned about Plateau issues, some of which have shortened our sense of progress. We are seeking what will bring solution to the killings in the hinterland by Fulani herdsmen.

“In the last one year, more than 100 people have been killed; schools, clinics, churches and farmlands destroyed by the herders. We want a ban on open grazing on the Plateau and sanction for those who will go against the law.”

The group also kicked against the proposed government involvement in the construction of cattle ranches.

Bagos said, “Cow rearing is a private business and ranches should be acquired by private individuals, not government acquiring five hectares of land in each local government to give to herders.

“It is unfair to use taxpayers’ money to run private business. We expect this bill to be passed so that an average Plateau man will have a reprieve from the trauma of brutal killings by herders.”

Bagos said the presentation of the bill by the group was constitutional, having carefully studied the Anti-Open Grazing Laws of Ekiti, Benue and Taraba states.

He said, “It is in the light of these attacks that in a bid to put an end to the massacre and occupation of ‘conquered’ territories, hitherto occupied by sons of Plateau, which led the Plateau Youths G-17 Peace and Progress Forum, a non-religious, non-political pressure group with members drawn from the 17 local government areas that make up the state, to painstakingly take the burden to prepare a bill which, if passed into law, will see to the end of these senseless killings that have plagued the state in recent times.”

Bagos said the anti-open grazing bill was profitable for Plateau State which, if passed into law, would ensure the security of both farmers and herdsmen in the 17 LGAs.

“We are against grazing, especially open grazing; we advise government to save the lives of our beloved brothers, sisters and parents who have been victims of attacks by Fulani herdsmen.

“We will vehemently resist any attempt made by government to acquire hectares of land in any part of Plateau State for the purpose of open grazing when our brothers, children and parents are being killed, while hospitals and schools have been shut down due to forceful takeover of the ancestral farmlands of our parents for grazing,” he said.

In his response, the Speaker, Azi, assured the group that as the representatives of the people, the legislature would carefully study the proposed bill and send it to the appropriate committee for deliberation.

The Speaker said the state Assembly would look into the bill seeking the ban of open grazing in the state with a view to “passing the bill that will stand the test of time.”

But in its swift response, the Miyetti Allah Cattle Breeders Association, dismissed the bill, vowing to resist any attempt to pass it into law.

A statement by the Plateau State Chairman of MACBAN, Nura Muhammad Abdullahi, urged the Plateau State House of Assembly to “shun any agitations for the ban of the open grazing in the state.”

He said, “We are against any plan for cattle ranching by the government as being proposed by the G17, which is telling us to buy our land to cater for our cattle. We hope our positions are best understood.

“As peaceful and law-abiding citizens, we will continue to not only support the peaceful process, harp on the need to live in peace with one another; but we are seriously working to ensure that all live in peace. We, therefore, urge and caution our people not to shiver with the ill-conceived bill agitating for the ban of open grazing.

“We are also convinced that the constitution of the Federal Republic of Nigeria is the supreme law of the land, which guarantees freedom of movement and the right of citizens to live in any part of the country of their choice and embark on any legal business of their choice without any hindrance, restriction or molestation.”

The Attorney General of the Federation and Minister of Justice, Mr. Abubakar Malami, has said the government of Switzerland is set to return in tranches the sum of $321m stolen from Nigeria and stashed in the European nation by the late former Head of State, Gen. Sani Abacha, and his family.

A statement by the AGF’s Special Adviser on Media and Publicity, Mr. Salihu Isah, stated, on Tuesday, that this followed a tripartite Memorandum of Understanding signed by Nigeria along with Switzerland and the World Bank in the United States of America on Monday.

According to Isah, Malami, on behalf of Nigeria, signed the MoU alongside representatives of Switzerland and World Bank at the ongoing Global Forum on Asset Recovery in the US.

Isah said the Director of the Directorate of International Law and head of the Swiss delegation to the GFAR, Roberto Balzaretti, signed the MoU on behalf of the government of Switzerland and the Country Director of the World Bank office in Abuja, Mr. Rachid Benmessaoud, signed on behalf the World Bank.

He explained that the MoU spelt out the modalities of returning the sum of $321m by Switzerland to Nigeria.

He said the funds would be returned to Nigeria in tranches under a project known as “the National Social Investment Programme” aimed at strengthening social security for the poor in Nigeria.

Isah added, “The MoU stipulates that the restitution of funds will take place within the framework of a project known as the National Social Investment Programme that will strengthen social security for the poor in Nigeria.

“The MoU also regulates the disbursement of restituted funds in tranches and sets out concrete measures to be taken in the event of misuse or corruption.

“The chosen solution for restitution is being undertaken by the three contracting parties as a partnership in line with the objectives of Switzerland’s strategy to freeze, confiscate and return the illicitly acquired assets of politically-exposed persons (asset recovery) which is based on the principles of transparency and accountability.”

The Ogun State Governor, Ibikunle Amosun, says the state government has been losing between N3bn and N5bn to illegal revenue collectors operating across the state.

He said this on Monday while marking the commencement of a policy to eradicate duplicity of haulage revenue collection held at the June 12 Cultural Centre, Kuto, Abeokuta.

The governor expressed worry that the state had lost a lot of revenue that should accrue to it to some unscrupulous elements who had printed their own tickets/stickers and issuing them to unsuspecting haulage operators and traders on the roads.

Amosun stated that with the commencement of the harmonisation of the haulage revenue collection, a task force had been established to arrest any illegal toll collectors, who would be prosecuted in court.

He noted that the new policy would not only block leakages but would also safeguard taxpayers from losing their hard-earned money to illegal toll collectors.

The governor said, “The new policy document will put in place several measures including issuance of coded pre-numbered tickets to be paid for upfront by tax consultants and collectors.

“There will also be printed security and uniform tickets and stickers for payers and setting up of formidable task force to monitor the process and toll points for results.

“There will be provision of sign posts at approved toll points and control posts.”

He stated that the policy was not a witch-hunt or meant to deprive anyone of legitimate means of livelihood but to ensure that taxpayers got value for their money and government was not short-changed by those who had taken advantage of the existing haphazard toll collection method.

Amosun explained that the 2018 budget, which had a large allocation for capital expenditure, was an indication that his administration was development-oriented, and promised to complete all ongoing projects across the state.

The commissioners for Commerce and Industry, Chief Bimbo Ashiru; Environment, Bolaji Oyeleye; and Forestry, Chief Kola Lawal, also called on stakeholders to embrace the new policy in order to boost the revenue of the state.

The Commissioner for Finance, Mr. Adewale Oshinowo, said prior to the harmonisation of haulage revenue, collection from that stream was haphazard, leading to loss of huge revenue to the state.

Oshinowo stated that to put an end to the crude method of haulage revenue collection, a technical committee, comprising the officials of the ministries of Finance, Commerce and Industry, Agriculture, Forestry and Environment, was set up.

He explained that the committee designed the modern way of collecting the revenue.

The commissioner said with the policy, revenue from agricultural produce, planks and waste products, among others, would all be paid at once at any of the 63 newly-approved points across the state.

Oshinowo added that revenue consultants or agents, collaborating with the relevant ministries, would buy harmonised tickets from selected banks and pay upfront to the government’s purse based on the targets or benchmark set for them.

It is also about the basic concept of justice which requires treating like cases alike and unlike cases differently.

It is within the foregoing context that this discourse analyses the ongoing war on corruption of the Buhari administration. Nigerians have shown by their votes and conduct that they are tired of corruption as it has been stated to be one of the major factors holding the nation down and promoting underdevelopment. The Buhari administration promised to fight corruption to a standstill and without fear or favour to anyone or any set of persons. Thus, corruption was to be fought on a non-discriminatory basis and every offender would have their due day in court or a tribunal that determines their innocence or guilt.

However, recent events in the polity on the anti-corruption drive have given a majority of Nigerians great cause for concern. It appears that some persons are above the law and are not subject to the ordinary laws of the land. That the Economic and Financial Crimes Commission and the Department of State Services, two agencies of the Federal Government, could be involved in a public spat about the invitation of former officials of the later to come and answer charges is such a big shame. It was simply a question of officials of the two agencies pulling guns at each other, blocking the public’s right of way and I dare say, disturbing the public peace because the logic of the rule of law could not be followed. What is so special about former officials of the DSS going to respond to EFCC’s invitation? Maybe, it is the way the EFCC has simply replaced investigation with long periods of detention of suspects hiding under the provisions of the Administration of Criminal Justice Act.

On a side note, it needs to be clearly stated that detaining suspects for long periods of time adds nothing to the investigations in terms of providing evidence of probative value. Also, the poor relationship existing between the leadership of the agencies could have accounted for this stand-off.

Clearly, this is not the way to fight corruption and it does not show leadership that could be replicated. What one finds most disturbing is that since this event happened, nothing has been heard from the President to who the leadership of the two agencies report to. Some would say that silence is golden. In this case, silence cannot be golden. A definite statement in favour of the rule of law needs to be heard from the President. The impression created is that no one is in charge and the leaderships of the two agencies are answerable to no one.

The ongoing hearings in the National Assembly over the controversy surrounding “Mainagate”, where Nigerians have been regaled with all manner of tales, is a sad testament to the level of depravity that masqueraded and still masquerades as governance in the country. In the public domain, emanating from the hearings is a tale of issues from the Attorney-General and Minister of Justice, the Head of the Civil Service of the Federation, the leadership of security agencies and even Abdulrasheed Maina himself. The impression is about lack of coordination, and governance in silos where every agency is running its own “show” without engaging others. At best, information from the proceedings creates the impression of a jungle where there are no rules.

Every day, Nigerians are regaled with recovery of looted funds and property running into trillions of naira. However, the little from the humungous recoveries that was budgeted to be used for funding the 2017 federal budget did not actually materialise. If we have recovered a trillion as the authorities would make us believe, why is it difficult to use N500bn from the said recoveries to fund the budget? Consistency is needed in statements from public officials so that credibility will be the watchword of governance. A situation where what is stated by public officials is found to be different from reality erodes the credibility of governance and sets the society on a free fall.

Some months ago, the allegations over the mismanagement of funds, breach of procurement rules and repudiation of sound governance principles came from a very highly placed official, being the Minister of State Petroleum Resources, Dr Ibe Kachikwu. The Senate indicated its intention to probe the allegations, set up a committee and gave the committee a deadline to report back. Thereafter, media reports carried front page headlines accusing President Muhammadu Buhari of intervening and giving instructions to the leadership of the Senate that the probe should not see the light of the day. Surprisingly, the President, whether on his own or through his spokespersons, made no efforts to disclaim the headline news. Over two months down the line, the probe has not started and seems that it will never start. Nigerians will also recall the “grass-cutting” controversy of the former Secretary to the Government of the Federation, Babachir lawal, and the reluctance of the anti-corruption agencies since the story broke out to effectively engage the suspects.

Nigerians are simply demanding honesty, transparency and accountability in the war against corruption. Let no one embellish the facts; let Nigerians get to hear it as it is. Nigerians also need to hear about the challenges related to the war against corruption so that public discourse can be engendered on how to overcome these challenges. Corruption should never be used as a weapon of blackmail. Insinuations, media trials and ideas about “corruption fighting back” will not win the war. Painstaking and forensic investigations are needed as a basis to earn convictions for big and organised corruption. Tell Nigerians about actual recoveries. No one should be above the law and the impression should not be created that there are sacred cows. Nigerians will always support a fair and decent war on corruption based on the rule of law. Otherwise, we may end up playing to the gallery and satisfying some sentiments; but at the end of the day, we leave corruption unscratched and intact.

Former Vice-President Atiku Abubakar, who recently resigned as a member of the All Progressives Congress, has said that he would defeat Buhari should the latter contest against him in the 2019 presidential election.

Atiku was quoted as saying this during an interview with Dele Momodu, which was part of his weekly column titled, ‘Pendulum’, published in The Boss Magazine.

He said there currently existed in the country a widespread disenchantment with the Buhari government and that he (Atiku) would defeat him in the election.

He added, “I will definitely beat him this time. He has wasted a lot of his massive goodwill. A lot of people are disgruntled but they are keeping quiet and lying low. Our youths are suffering terribly. They are even now being sold into slavery.

“Everyone knows my track record of inviting and attracting a good team and giving them the opportunity to work professionally. Nigerians are tired of leaders who cannot think big and work big.”

While insisting that he hadn’t yet joined any political party, Atiku stated that the leaders of the Peoples Democratic Party were mounting pressure on him to join the party.

He said the only way the PDP would be able to restore its faded glory was to pick a formidable candidate.

“Nothing is absolutely certain in this life, but the PDP needs a candidate with the brightest chance and that can only come from someone who has major experience, exposure and knowledge about running an economy; who is a nationalist and not a sectionalist and whose brand cannot be intimidated in anyway by that of the current President.

“If the PDP picks a weak candidate, then the party is doomed. Some of those, whose names are being touted and bandied about, have not grown beyond their immediate domains,” he added.

The former vice-president said Buhari had become a dictator of sorts in the APC such that nothing could be done without his permission, arguing that that was why the party had failed to progress in the last two years.

He said he had advised the APC National Chairman, Chief John Odigie-Oyegun, to make some changes, claiming that the APC chairman continually refused to take action.

Atiku added, “After Buhari won the election, he was no longer interested in the party that made him President. Every activity stopped and not even the party chairman, Chief John Oyegun, could take any decision.

“I called Chief Oyegun a few times to tell him that our party was dying slowly but he told me that he would not do anything unless he got a clearance from the President.

“At a stage, I gathered about 18 prominent members and began to meet in the hope that we can re-energise party activities, but some people lied to the President that I wanted to use the forum to launch my presidential campaign.

“That forum became simply dead on arrival. No BoT (Board of Trustees), no NEC (National Executive Committee) meetings, as stipulated in our constitution.

“The party became a one-man property. Everyone grumbles behind the President but they are too timid to raise a voice against the illegalities being perpetuated. I should be bold enough to know what I want, and can do so at my age. So, I decided to leave.”
