Top civil servants working at the State
House, Aso Rock, Abuja had a bleak
yuletide with members of their families,
as they spent Christmas and the New
Year without the payment of their
December salary.
One of the affected staff who spoke to
PREMIUM TIMES on Wednesday said this
was the first time in several years that
any administration in the country would
fail to pay the staff working directly
under the President their salary before
Christmas and the New Year.
The staff, who pleaded that his identity
be protected for fear of being victimised
by the authorities, said in the past,
workers in the Villa were not only sure of
their salary, but also other goodies as
well, especially from the President.
Another source said the workers were
not surprised that they had to go without
their normal pay this time, as it was
widely speculated there was no money to
meet such obligations, with the
Presidency budget overspent.
The source also said that no one has
been able tell the workers when they
would be paid their salaries, as there has
not been any official communication to
explain why they have not been paid.
Another staff also informed our reporter
that the hopes of the workers were
raised on Christmas Eve when the
Accounts Department issued payment
slips for their December pay.
Those hopes were dashed when the
affected workers went to their banks to
discover that their various accounts were
not credited, while others waited in vain
for the alerts from their banks, a familiar
development usually after the receipt of
their pay slips.
“We thought that since we had a bad
Christmas we would at least celebrate
the New Year well, but again we were
disappointed,” said the obviously
distraught official.
The staff, who said he was not surprised
at the latest development, said having
worked all his life in the Presidency and
seen what usually happens during most
yuletide seasons, never has the villa been
so broke that there was no money to pay
December salaries to workers.
The situation also affected other
categories of workers in the civil service,
as the Association of Senior Civil
Servants of Nigeria, ASCSN, on Monday
threatened industrial action if their
December salaries and outstanding
emoluments since July 2013 were not
paid. The association alleged that
thousands of federal civil servants were
denied the joy of yuletide, as they were
yet to receive their December 2013
salaries.
The association said the inability of the
government to meet its obligation to the
workers at such a period had confirmed
fears that the managers of the public
sector economy were not only
insensitive, but also “grossly incompetent
and rabidly corrupt”.
The association’s secretary, Alade Lawal,
who signed the statement, demanded an
explanation from the Minister of Finance
and Coordinating Minister for the
Economy, Ngozi Okonjo-Iweala, on why
the federal government has not been able
to pay salaries to its workers in recent
times.
Claiming that the Nigerian workers were
the least paid in Sub-Saharan Africa, Mr.
Lawal said it was disheartening that
even with that the workers were no
longer getting their pay as and when due.
“We wish to emphasise that if federal
civil servants are not paid their December
2013 salary and arrears outstanding
since July 2013 immediately, the entire
Federal Civil Service will be shut down
shortly,“ Mr. Lawal said.
“We have never had a situation in this
country where the federal government
cannot pay the salary of civil servants
particularly during festive periods. This
development is very unfortunate and is
making Nigeria a laughing stock before
the international community,” he noted.
In her reaction, Mrs. Okonjo-Iweala, said
through her Special Adviser on media,
Paul Nwabuikwu, that prompt payment of
salary has remained one of the top
priorities of government.
The Minister, who said the reason
government was unable to pay some
workers’ salaries was communicated to
all relevant agencies, restated the
commitment of her Ministry not to
compromise the prompt payment of
workers’ salary.
She denied that government owed the
workers any entitlements and said 98 per
cent of federal workers had received their
December salary.
“The salaries of a small proportion of
civil servants have been delayed because
their MDAs are yet to update their bank
accounts with the Office of the
Accountant General of the Federation,”
Mrs. Okonjo-Iweala’s spokesperson said.
“The accepted account number is the 10-
digit NUBAN number specified by the
Central Bank of Nigeria. There are also a
few other issues which are now being
resolved as quickly as possible.
“All unpaid salaries are intact so the
claim by those who issued the statement
that salary delay is a proof that the
country is broke, which parrots partisan
political claims, is ridiculous and
groundless.”

For insisting that a soldier who boarded
his vehicle must pay his fare, a
commuter bus (danfo) driver has paid
with his life.
The unidentified danfo driver with
vehicle number LSD 451 XG parked at
Obalende Bus Stop, near the BRT bus
park, was said to have refused to move
his vehicle from the park when the
soldier who was in a mufti refused to
pay any fare.
An argument was said to have ensued
between them during which the soldier,
said to be from Dodan Barracks in Ikoyi,
strangled the driver.
The soldier, it was learnt, attempted to
run after the deadly duel but commuters
and passersby who witnessed the scene
arrested him and told him to carry the
corpse to the hospital.
Sensing that the soldier was about to be
mobbed, a policeman at the scene
phoned his colleagues at the Kam Selem
Police Divisional Headquarters, Moloney
Street and four police patrol vehicles
with policemen arrived the scene.
A detachment of armed soldiers from
nearby Dodan Barracks also arrived the
scene to prevent the culprit from being
killed by the mob.
The soldiers took away their colleague
and the corpse to their barracks after
dispersing hundreds of people baying for
the soldier’s blood.

Cancellation Of 2nd Choice Option In Jamb UTME 2014 – What Do You Think Is the Reason Behind?

As you all are aware, Jamb has Cancelled the 2nd Choice Option for UTME 2014, This means that you can only Choose 1 University, 1 Polytechnic & 1 College of Education, No more Second Choice.

From my Observation, Jamb even went as Far as not allowing Student to Change their Institution as it used to be.

This will really slim down the Number of Admission Space in all Tetiary Institution in 2014.

For the very first time in the history of
Nigeria’s participation in the FIFA World
Cup finals, the Nigeria Football
Federation has given Head Coach,
Stephen Keshi, the free hand to determine
where his wards will make home at next
year’s finals.
Keshi, who captained Nigeria in her very
first appearance at the FIFA World Cup
finals, in USA in 1994, said he cherished
the opportunity by the Aminu Maigari
administration and would always strive
for the best for Nigeria.
“I am happy to have been given the free
hand to select the Team Base Camp.
You may think it is a small gesture but
not every Head Coach has that privilege.
I am certainly going to use the
opportunity to select the best for our
team.”
Keshi’s African champions will contend
with two-time world champions
Argentina, Bosnia-Herzegovina and Iran
in Group F.
Keshi is presently inspecting a number of
possible camps in the South American
nation, and specifically around Sao
Paulo.
Most of the 32 participating member
associations are also looking around Sao
Paulo for their team base camp. A total
of 83 TBCs were offered in the final TBC
Brochure.
A Team Base Camp consists of a Team
Base Camp Hotel and a Team Camp
Base Training Site. All participating
member associations must confirm their
Team Base Camp before the end of next
month.
All teams must report at their Team Base
Camp no later that five days before their
first match of the tournament. In the
case of Nigeria, that means no later
than 11th June, five days before the
Super Eagles clash with Iran at the
41,000 –capacity Arena da Baixada in
Curitiba –a city of 1.7million people in
the south of Brazil.
The Eagles will then tackle Bosnia-
Herzegovina at the 42,000 –capacity
Arena Pantanal in Cuiaba, a city of
approximately 550,000 people in the
centre west, on Saturday, 21st June,
before flying to the south again to play
Argentina in what is Group F’s most
anticipated game. That match comes up
at the 48,000 –capacity Estadio Beira-
Rio in Porto Alegre, a city of more than
1.4million people, on Wednesday, 25th
June.

The Federal Government has budgeted
N1.52b for the maintenance of the 10
aircraft currently in the Presidential Air Fleet
in 2014.
The maintenance cost is slightly higher
than the N1.5bn proposed as the initial
deposit for the purchase of additional
aircraft that will bring the number of
aircraft in the fleet to 11.
This is apart from the N747m earmarked
for the purchase of aviation fuel for the
aircraft already in the fleet.
These figures are contained in the details of the
2014 Appropriation Bill presented to the National
Assembly by President Goodluck Jonathan
through the Minister of Finance, Dr. Ngozi
Okonjo-Iweala, penultimate week.
The government has also earmarked N458.5m
for international trainings for the fleet’s
personnel in the coming year.
Another chunk of the budget for the fleet is the
N675.9m budgeted for the rehabilitation/
renovation/repairs of PAF Barracks.
A whopping N405.5m is also proposed for the
completion of a hangar project under the PAF
budget for the year while N106m is earmarked
for tyre bay tools and equipment.
The PAF’s security vote (including operations) is
N259.55m; insurance premium — N445.7m; as
well as cleaning and fumigation services —
N58m.
N71.74m is budgeted for 797 units of LG 2HP
air conditioners for PAF Barracks; N40.5m is
earmarked for three units of Toyota Coaster
buses and N26.4m for four units of Toyota
Hilux.
Motor vehicle fuel will gulp N29.6m, other
transport equipment fuel cost — N26.5m; plant/
generator fuel cost N14.5m as well as cooking
gas/fuel cost — N2m.
The N67m devoted to miscellaneous included
refreshment and meals — N28.9m; postage and
courier services — N15m; medical expenses —
N12m; corps members kitting, transport and
feeding allowance N3.7m and honorarium and
sitting allowance — N3.6m.
PAF is said to have the third largest fleet of
aircraft in the country with a total of 10 aircraft,
coming closely behind Aerocontractors Airlines,
which has a total of 14 aircraft.
Arik Air, the largest commercial airline in the
country, has a fleet of 23 aircraft.
The PAF include two Falcon 7X jets, two Falcon
900 jets, Gulfstream 550, one Boeing 737 BBJ
(Nigerian Air Force 001 or Eagle One), and
Gulfstream IVSP.
Others are one Gulfstream V, Cessna Citation 2
aircraft and Hawker Siddley 125-800 jet.

Since the allegations were made on an online tv
that former President Olusegun Obasanjo has a
hand and or could have indirectly supervised the
killing of two prominent Nigerians - Chief Bola
Ige and Chief Marshall Harry - Olufamous.com
observed that tongues have been wagging.
But what is the fact in issue? The said killer
squared set up by General Sani Abacha but
allegedly kept behind by Obasanjo, what was the

Obviously the allegations have unsettled
Obasanjo's camp. One of his close men, Chief
Oyewole Fasawe, in his reaction, argued that
Obasanjo never kept any killer squad while he
was in office.
Chief Fasawe, in a message to Punch, insisted
that Obasanjo had no hand in the murder of
Nigeria's former Attorney-General of the
Federation and Minister of Justice, Chief Bola
Ige, and former opposition politician from Rivers
State, Chief Harry Marshall.
Chief Fasawe claimed that the man who made
the allegations, Odusanya, was a mere “errand
boy” for him, who had no knowledge or insight
into the working of government during the era of
Obasanjo.
Chief Fasawe said Obasanjo had never met
Odusanya, and wondered how he got his
information. He said "the former president had
never cast his sight on him."
In the words of Chief Fasawe: “President
Obasanjo and I have been friends for a long
time, while Richard had been my errand boy for
some time until about two years ago, when he
surreptitiously wanted to sell one of my
properties in London.
“Throughout my frequent visits to the Villa when
Obasanjo was president, I cannot recall a
particular time when I had gone in company with
Richard Odusanya.”
“All through the years that President Obasanjo
was in office, he never met with Richard, let
alone talk of exchanging handshake with him. He
knew absolutely nothing about the workings and
activities of government during those era, other
than being my errand boy.
“I want to state categorically that former
President Obasanjo never met with this impostor,
nor know anything about the person called
Richard Odusanya. The so-called Odusanya had
been my errand boy for years until about two
years ago when I severed relationship with him
after his failed bid to put up one of my London
properties for sale.”

Deblow: Some pple can be parochial and self - centered in their reasoning. Every association recognised by law reserves the right to agitate for the best on behalf of its members and each association is independent of the others. The NMA can not be an exception in this case. The Pharmacists and other paramedical associations are always antagonistic of the doctors out of petty jealousy and sheer inferiority complexes. NMA cares not whenever they confront the government with their own agitation but each time the NMA sneezes, they get jittery. Why don't we address issues other than personalities for once!
No one is been inferior here. The doctors should allow JOHESU to collectively fight for the greater good of the health sector. United we stand , divided we fall. Doctors are not the only professionals in the health sector. By the way I like this PSN President.

7. Norilsk, Russia

Like China and India, Russia is home to some
of the most polluted cities in the world. One of
them is Norilsk, home to 134,000 residents.
Founded in 1935, the city originally served as a
Siberian labor camp.
After the liberation of the labor camp, it was
transformed as the world’s largest heavy metal
smelting mine. Consequently, four million tons
of zinc, arsenic, cadmium, lead, copper, nickel
and selenium are released to the air every year,
according to worstpolluted.org . Because of the
dangerously high levels of nickel and copper in
the air, many Norilsk residents have
succumbed to respiratory illnesses.

8. Chernobyl, Ukraine

Chernobyl rose to fame in April 26, 1986 when
a nuclear plant meltdown released excessive
amounts of radiation in the air – 100 times
more than the power of Hiroshima and
Nagasaki A-bombs combined. According to
BBC , more than five million residents fled the
city and left the 30-kilometer exclusion zone
deserted.
Due to the radioactive iodine that was released
into the air following the plant meltdown, about
5,000 people living in the area during the time
of the explosion got afflicted with thyroid
cancer.

9. Sumgayit, Azerbaijan

Sumgayit was once a home to numerous
petrochemical and industrial complexes. When
these factories were fully operational, they
have released 120,000 tons of mercury and
other chemical emissions into the air. Although

– have continued to pollute the land. They
have caused a barrage of health problems for
the 275,000 people living in the area. These
pollutants utterly make Sumgayit the most
polluted city in Azerbaijan.

10. Kabwe, Zambia

Zambia was a former British colony called
Northern Rhodesia. In 1902, bountiful amounts
of lead were discovered and mined in the city.
Despite the fact that mines and smelters are
no longer actively operating in Kabwe, they
have left enormous amounts of lead and
cadmium residue, making the city one of the
world’s most polluted, according to the
Blacksmith Institute .
In fact, a handful of the 255,000 residents of
Kabwe – most of them children – registered
lead and cadmium levels five to ten times the
normal limit. Because of these heavy metals,
Kabwe residents have been plagued with
numerous health problems like acute
pneumonitis, chest pain, fever, and in severe
cases, pulmonary edema.

While technology and industrialization have
brought about many benefits, the sad truth is
they have taken a toll on our ecosystem and
environment. With the austere fact about these
most polluted cities in the world, we can only
rally for better rules and regulations that can
reverse the hazardous effects of pollution, while
we still can.

there are certain countries that lead the pack.
If you’re thinking of traveling or relocating,

here is a list of the ten most polluted cities in
the world.

1. Linfen, China

This city located along the banks of the Fen
River is considered the most polluted city in
the world, according to Time Magazine. Its
3,000,000 residents have to wake up to coal
and particulate pollutants every day. The city is
part of China’s coal belt, with the hills around

mines.
Its air is loaded with too much burning coal
that most residents are hospitalized for
respiratory conditions such as black lung,
chronic bronchitis, and asthma. Perhaps the
most definitive proof of excessive coal levels in
the air is the fact that your laundry can turn
black if you hang it outside for even a few
minutes.

2. Tianying, China

looming industrial city that is polluted with

according to the Globe and Mail , are at risk of
suffering from the long-term health effects of
lead on the brain such as dullness,
forgetfulness, irritability, loss of memory, and
hallucinations.

3. Sukinda, India

metals that make Sukinda, India one of the
most polluted cities in the world, according to

ores mines in the globe, Sukinda waters are

pollution makes the 2,600,000 million Sukinda
residents at risk of contracting nose ulcers,
runny nose, and worse, breathing problems like
cough, asthma and wheezing.
Because of the lack of proper regulations,
chromium-related illnesses have resulted to
about 85% of mining-related deaths in the
region.

4. Vapi, India

Prolonged exposure to mercury can wreak
havoc on one’s health–impairment of

name a few. Add to that, the future of the city
is at risk, as neurological problems are usually
manifested in children born to mothers who
have ingested mercury-laced waters.

5. La Oroya, Peru

processing plants, La Oroya, Peru is the
unfortunate recipient of lead, zinc, copper and
sulfur runoffs. Unfortunately, 99% of the

their reading problems, learning problems,
hearing loss, and stunted growth. With this
alarming statistics, it looks like there’s no
bright future for the 35,000 denizens of one of
the most polluted cities in the world, especially
now that Global Post says that one American
smelter plant plans to reopen.


6. Dzerzhinsk, Russia

According to the Guinness Book of World
Records, Dzerzhinsk is the most polluted city in
the world in terms of chemical contamination.
The city is one of the victims of the aftermath
of cold war, as more than 300,000 tons of
chemical wastes were dumped in the city from
1930 to 1998. Dioxin and phenol levels in the
water are ridiculously high: they are in fact 19
million times the acceptable limit. Because of
the chemical and toxic pollutants in the city,
the life expectancy for men and women are
very low, at 42 and 47 years respectively.

Three years after marrying a 14 year old
Egyptian girl named Marian, which was widely
protested in Nigeria, former Zamfara state
governor and serving senator of the federal
republic of Nigeria, Sen. Ahmed Yerima, has
reportedly divorced her to marry a new wife, City
People reports. According to the magazine,
Yerima and four men, said to be members of the
Zamfara State House of Assembly were in Egypt
a few weeks ago for the wedding fathia of a new
bride said to be 15 years old.
Marian who is now 17 and a mother of one, is
believed to be the daughter of the former
governor's driver whenever he visits Egypt. The
reason he divorced her is to enable him take a
new wife as he's not allowed more than four
wives. The new wife is also Egyptian.
The Senator is alleged to have married and
divorced a few women in the last few years but
has never changed his first three wives, only the
fourth ones.
Sen. Ahmed Yerima this year was strongly
against the deletion of the section of the 1999
constitution which pegged the official marriage
age in Nigeria as 18 years, saying it was anti-
Islam.
