You are better off going to an Atlantic province like New foundland if getting PR is your priority. Memorial University has the cheapest international tuition fees in Canada. it is located there. Secondly, the cost of living in New foundland is less expensive compare to other provinces in Canada and it is one is the easiest province to get PR.

As for British Columbia(BC), if you are rich and posh, then go to any university of your choice in BC. If you are not, I will not recommend you to move there. it is very expensive to live in BC, hard to find a job as a black person ( especially in the Vancouver area), universities there are extremely expensive. lastly, there is a limited number of black people living in BC due to some of the reasons I mention.

I am a graduate of a university in BC. My school fees are about 30, 000 CAD per year( that excludes living expenses cost like accommodation, transport etc).I will say you will need to budget close to at least 40, 000 CAD/year if you wish to school there. My parents help me fund all of my expenses when I was in uni.. That is why I said if you are from a rich family and got the money, move there.
