The Electoral Act is usually amended in the year preceding elections. This allows for any electoral challenges to be addressed in the courts in the basis of the existing law. Mr President rejected the first bill sent earlier in the year and that wastes more time.
You should be asking why INEC budget is coming now and why it didn't come earlier to be debated and approved along with the main budget.
