Politics‘army Getting New Weapons To Combat B’ Haram’ by Alpet(op): 6:36am On Jul 15, 2014
The Chief of Army Staff, Lt. Gen. Kenneth Minimah, has said the Nigerian Army is getting new equipment that will enable it to fight terrorism and combat the Boko Haram insurgency in the country.
The COAS insisted that the military was making progress in its counter-terrorism campaigns, adding that Nigerians must be patient with the service.
Minimah said this while fielding questions from journalists in Abuja on Monday shortly after declaring open the Chief of Army Staff, Third Quarter Conference 2014, comprising Commanders of Army Formations, Department and Units.
“Yes, we have equipment, and the Federal Government is also introducing fresh and newer equipment to us, which will soon be home.
“The Nigerian Army is performing and I also know the expectations of the Nigerian citizens, the expectations are rather too hasty; we need some time, we need patience, we are fighting terrorism, we are not fighting a conventional war,” he stated.
The COAS said the Army was aware that some soldiers were deserting at the war front, but noted that, “Desertion is part of warfare. We must accept that since the Carthaginian wars, soldiers have deserted from battle field.”
He explained that the Army had commenced recruitment of new hands, saying many individuals, who wanted their wards to join the service, had been reaching out to the Army.
Minimah said, “We are doing our recruitment now, we are also receiving persuasions from people who want their wards enlisted in the Army.
“Now, if we don’t have a thorough recruitment, mind you, there is high level of unemployment on the ground, most people want jobs, if that job means joining the Army, fine; it’s a source of employment, but when the reality of military service comes, he drops his rifle and runs away.”
Referring to the recent reported mutiny in Maiduguri and the controversial burning of BRT buses and destruction of property in Lagos by soldiers, Minimah charged commanders to put all measures in place to check acts of indiscipline, misconduct and unprofessional conduct by troops under their commands.
He stated that he had put in place measures to enhance the capabilities of troops through improved training, equipment repairs and attention to their welfare and motivation. Source: http://www.punchng.com/news/army-getting-new-weapons-to-combat-b-haram/

PoliticsConfab Ends Plenary, Fails To Agree On National Issues by Alpet(op): 6:25am On Jul 15, 2014
The National Conference on Monday ended plenary, leaving unresolved key national issues, including the disagreements over derivation, the national intervention fund and the formula to be adopted by the three tiers of government for sharing funds from the Federation Account.
The conference will however reconvene on August 4 to adopt the report of the conference before it is submitted to the Federal Government.
Chairman of the conference, Justice Idris Kutigi, said the 50 “wise men” and the chairmen and deputy chairmen of the 20 committees established by the delegates, had agreed that the Federal Government should set up a technical committee to address the contentious issues.
Kutigi had earlier in the morning announced to delegates that the selected members scheduled to meet with him last Friday would still meet with a view to resolving the knotty issues.
The meeting could not hold because over 60 delegates boycotted it.
He said, “I’m still of the view that the committee that is handling the matter of coming to a compromise will still do their job.
“We couldn’t have the meeting on Friday. So, I am proposing that we give them two hours to meet with us.”
He then invited the “50 Wise Men, committees co-chairmen, chairmen and Deputy Chairmen to meet now in our usual place.”
At the end of the meeting, which lasted for over four hours, it was apparent that the group of delegates were unable to agree on the issues that necessitated the call for the meeting.
But the ‘‘wise men’’ and the leadership of the 20 committees had last week claimed that they had agreed that “the principle of derivation shall be constantly reflected in any approved formula as being not less than 18 per cent of the revenue accruing to the Federation Account directly from any natural resources.
“That not less than 50 per cent of the total derivation funds accruable to a mineral bearing state shall be due and lay able to the host communities within the state where the resources are derived in accordance with the production quota contributed by such communities.
“There shall be established a Solid Mineral Development Fund, which is currently three per cent of Federal Government Account referred to by the committee on page 40 of its report, it shall be increased to five per cent and will be applied to solid minerals development in the states.”
Last week, the delegates were unable to agree on the zones that would benefit from the proposed five per cent fund.
While the northern delegates insisted that the fund must be enjoyed by the three zones in the region, which are North-East, North-West and North-Central, the southern delegates were of the view that the fund must be made available to all the zones in the country.
After the four-hour meeting on Monday, Kutigi claimed that the selected delegates had agreed on the following:
“Review the percentage of revenue allocation to states producing oil and other resources, reconstruct and rehabilitate areas affected with insurgency and internal conflict problems and diversify the Nigerian economy by stretching the Nigerian economy with solid minerals sector.”
Apart from this, he said the “conference also notes that assigning percentage for increase in derivation principles and setting up special intervention fund to address issues of reconstruction and the rehabilitation of areas ravaged by insurgency and internal conflicts as well as solid minerals development requires technical details and consideration.
“Conference therefore recommends that government should set up a technical committee to determine appropriate percentage for the three issues and advised government accordingly.”
While some delegates clapped after he finished reading the said agreement, other shouted ‘no, no.”
It was not clear why the recommendation of the committee was read by Kutigi himself.
Last week, a member of the wise men committee, Chief Olu Falae, had presented the “agreement of the committee”, which was disputed by the Chairman of the Arewa Consultative Forum, Alhaji Ibrahim Coomasie.
The former Inspector General of police said he and other delegates from the North were not part of the agreement.
Some delegates from the northern region had also refused to sign the agreement read by Kutigi on Monday. Before Kutigi presented the said agreerment, his deputy, Prof. Bolaji Akniyemi, had called out the names of four delegates, asking them to see the leadership of the conference.
Those he called were Falae, Mohammed Kumalia, Iyochia Ayu, and Ike Nwachukwu.
No reason was given for their invitation.
However, a delegate, Mr. Francis Doukpola from Bayelsa State, raised a point of order concerning the report presented by Kutigi. He was recognised by the conference chairman.
Doukpola read Order 9, Rule 9 of the conference, which states that “It shall be out of order to attempt to reconsider any specific question upon which the conference has come to a conclusion.”
He claimed that since the conference had taken a decision on true federalism, it implied that every state would have total control on its resources and that the states would now be paying tax to the Federal Government.
He, therefore, said that there was no need to say a committee should advise the government on the matter.
Kutigi, while ignoring his submission, called for a motion to adopt the report of the Committee on Devolution of Power.
Musa Adede moved the motion and was seconded by Adaeze Mwuzo.
A majority of the delegates voted in support of the adoption of the report.
Kutigi thereafter called for a motion to adjourn the plenary.
Senator Ibrahim Ida moved the motion to adjourn until August 4 and the motion was seconded by Mr. Okon Osun from Akwa Ibom State.
A delegate from Ondo State, Mr. Sola Ebiseni, faulted the decision of the conference to refer the decision on derivation and others to the Federal Government.
He said the conference shirked its responsibility by tasking the Federal Government with setting up of a technical committee to examine the issue.
“What we did today was simply to abdicate our responsibility by throwing the issue back at Mr. President, who sent us here to assist in proffering solutions to some of our national challenges,” he said.
Falae said he was happy that the conference did not end in chaos. He said that though the conference had been unable to arrive at decisions on some issues, he said there was no other option left but to ask the Federal Government to set up the technical committee.
A Lagos-based lawyer, Mr. Femi Falana (SAN), said that a nation and people that depended on sharing would always end up this way.
“In view of the reality that the conference is composed of people whose preoccupation is the collection and sharing of rent and not production of wealth, it was therefore not strange that there was no consensus on the part of members,” he said.
The Chairman of the All Progressives Grand Alliance, Chief Victor Umeh, however said there was nothing wrong in asking the government to set up the committee.
But his position was faulted by the National Chairman of Labour Party, Chief Dan Nwanyanwu, who told one of our correspondents that the action was an act of cowardice.
He said, “It is an act of cowardice by arriving at that decision, especially on the part of derivation. We have agreed on 18 per cent on this.
“It is badly managed by the leadership. We couldn’t agree on these issues because some people were here to scuttle it. Governors were busy calling them not to agree and to disrupt the conference.”

EducationNUC, ICPC Arrest Proprietor, Bursar For Operating Illegal Varsities by Alpet(op): 6:26am On Jul 10, 2014
The quest by the National Universities Commission (NUC) and the Independent Corrupt Practices and Other Related Offences Commission (ICPC) to rid the nation of illegal degree-awarding institutions paid off on Tuesday with the arrest in Lagos of a proprietor and bursar for operating unapproved private universities.
The NUC Committee on Closure of Illegal Universities, in collaboration with ICPC and operatives of the State Security Service (SSS), raided the operational bases of the alleged illegal universities at Egan and Ojokoro in Lagos State.
The Public Relations Officer (PRO) of NUC Committee on Closure of Illegal Universities, Adebisi Balogun, who led the team, stormed Evangel Christian University of America at Egan and Clinton University Study Centre at Ojokoro.
At the Evangel Christian University of America, the committee arrested the Bursar, Dr. Philip Nnaji, confiscated several documents and sealed off the place. Some of the documents seized by the team included students’ projects, receipts, computer hardware, list of admitted students, bank tellers and files containing the list of the university management, while the three-bedroom flat was sealed off.
Before he was arrested, Dr. Nnaji engaged the NUC/ICPC team in war of words, insisting they were not operating illegally and that the proprietor had the necessary documents from the parent body in America to award degrees.
When he was asked if he knew that it was only NUC on behalf of the Federal Government that could give approval for private university, Dr. Nnaji kept mute and failed to produce any document to back up their operation.
At Clinton University Study Centre in Ojokoro inside a shopping mall, the proprietor, Mr. Clinton Uranta, denied operating a degree awarding mill, insisting he was running a management programme under the name Clindick Management Academy and also preparing students for external examinations. Uranta, who admitted he had started the process of seeking NUC approval to operate Clinton University, Afam, Rivers State, explained: “I applied to NUC last year and was invited to their office in Abuja and when I got there, NUC said no. This year, I applied for the proposed Clinton University. We went for the interview and were successful and NUC wrote in June 2014 asking us to come and pick the form to run the university.

PoliticsMy Phones In Court’s Custody Called My New Number —ndume by Alpet(op): 5:53am On Jul 10, 2014
SENATOR Aliyu Ndume, standing trial over his alleged involvement with the Boko Haram Islamic sect, on Wednesday, told a Federal High Court that his two mobile telephones confiscated and in possession of the court were being used to call his new phone numbers.
His lawyer, Mr Rickey Tarfa (SAN), told the trial judge, Justice Gabriel Kolawole of the strange development when the matter came up for trial before the court yesteday.
Kolawole, in his response, expressed shock and said: “I don’t know much about technology. How can a phone that is switched off be able to receive and make calls? I think you should go to MTN for clarification and also confer with the prosecution witness to know what to do.
“Really, it is strange to me that a phone line that is not active can be used to make calls,” the judge held.
Ndume, through his lawyer, showed the court the call log obtained from MTN communications.
He had, in a letter to MTN, said he had already complained to the service provider that he had been receiving strange calls from his previous number, which is in the custody of the Federal High Court, Abuja, where he is standing trial for allegedly sponsoring Boko Haram activities.
According to him, the first call to his new number, using the same old number, was 9:56am on 13th June 2014 which cut off after few seconds.
“Then I got the second call from my former number, which is supposed to be in the custody of the Court at 9.58 a.m. which also went off after few seconds.”
He said he was again called by the second number, at 10.07 a.m. and “when I asked who was speaking, the caller said he was George. He asked me whether I got his text message and I said no.” Ndume added that the line went off after he told the caller that he did not get any SMS.
Excerpt from the letter to the MTN dated 13th June, 2014 reads: “When I tried to call back, I got the voice message that, ‘the number you are trying to call is not available at the moment please try again later.’
“I immediately ?called MTN customer care centre using 180 and I was connected to one Juwairah Muktar, after lodging my complaint she asked me to hold on, so that she could talk to her team leader Sybil Uwake.
“She subsequently got back to me and advised that I should report? the case to the nearest police station.
“I accordingly reported the case at Apo Police Station where I was made to write a formal complaint.
“In view of this and the fact that I am currently standing trial at the Federal High Court in connection with the use of my phone and the seriousness of the case, I wish to request for the following information, my call data record for 13th June, 2014, identification of the caller and the location where the call originated and the IMEI number of the phone used.”
He attached a copy of the calls log given to him by the telecommunication company.
The calls? log, a copy of which was obtained by our correspondent showed that the strange calls emanated from Abuja.

PoliticsSecurity Operatives Probing Politicians With B’haram Links – FG by Alpet(op): 4:57am On Jul 10, 2014
Security operatives have begun quizzing politicians found to have links with the dreaded terror group, Boko Haram.
This followed materials found in a Boko Haram camp that linked the politicians with some insurgents in Bauchi where security operatives had dislodged some terrorists from a hideout in Bauchi State last week.
The National Coordinator of the National Information Centre, Mr. Mike Omeri, disclosed this in Abuja on Wednesday at a press conference also addressed by the Director of Defence Information, Maj. Gen. Chris Olukolade, the Police Public Relations Officer, ACP Frank Mbah, and the Deputy Director, Public Relations, Department of State Security Services, Mrs. Marylyn Ogar.
Omeri said, “After the last successful operations carried out by security forces to dislodge terrorists from their forest bases in the Darazo Local Government Area end of the Balmo Forest, some politicians are currently being investigated following their link with activities in the forest.
“The politicians are being interrogated following the recovery of some sensitive registration cards and other materials of a prominent political party that were found in the possession of some of the suspects arrested.
“Investigation is still ongoing to further unravel the identity of others that may have been involved and as soon as it is completed, we shall reveal the names of the culprits and the political party.
“Accordingly, we wish to emphasise that the government, particularly the security agencies will not condone the involvement of politicians in security matters.”
The Federal Government also drew attention of Nigerians to alleged online media publications targeted at fuelling separatist agitations in certain parts of the country.
Omeri said, “These publications, to say the least, can only succeed in sowing the seeds of hatred, rancour and confusion among peace-loving Nigerians.
“We, therefore, call on Nigerians, wherever they may find themselves, to ignore the obnoxious publications by some misguided elements, who are bent on truncating the democratic process which the present administration is striving to nurture. The unity of Nigeria is not negotiable.”
Answering a question, Ogar said theBringBackOurGirlscampaign had become a franchise insisting on tags and proper registration instead of a movement whose purpose was to bring pressure on the government to act for the safety of the schoolgirls abducted from Government Secondary School, Chibok, Borno State on April 14.
She said, “Security forces also know that they have bank accounts. We also know that they want to go to Asokoro Extension and simulate some false movement when they have foreign media to say that they are marching into Sambisa and Chibok.
“We also know that they brought in some experts from outside the country to come and teach them how to beat security operations when they are demonstrating. We are waiting to see whether those things will work.
“We also know that they have divided themselves into groups and zones; giving each of them specific assignments. When the late Funmi Ransome-Kuti started her movement for women rights, I am not sure they paid courtesy calls to moneybags to solicit support.
“If she had to do that, I am not sure the late Oba Ademola II would have been dethroned in 1949 when he was asking women to pay taxes. When there is a genuine struggle, then it must be done transparently. There will be no need for you to ask people to register so that you know who is a member and who is not and to pay monthly dues.
“It is getting very ridiculous but we are still watching. And we hope that genuinely, you don’t go to hire people to come and claim parenthood of a child that they did not give birth to. So, it is a franchise and we know.
“As for security forces, we are working to ensure that the schoolgirls are brought back safely.”
In another development, workers at the old Secretariat, Area one, Abuja, may be at risk of a terrorist attack on account of the porous security at the expansive complex which housed many ministries, departments and agencies.

PoliticsReps Probe Failed $470m CCTV Projects by Alpet(op): 4:49am On Jul 10, 2014
The House of Representatives on Wednesday ordered an investigation into the alleged failure of the Video Surveillance and Closed Circuit Television projects of the Federal Government.
The contract for the projects, known as Public Security Communications System, was awarded in the “early part” of the administration of the late President Umaru Yar’Adua in the initial sum of $470m under a finance agreement between the government and the China Export Bank.
The contract was awarded to ZTE Nigeria Limited.
In a resolution in Abuja, the House observed that though the projects had been completed and handed over to the government since 2012, “no criminal activity has ever been detected through the security cameras.”
The CCTV can produce images or recordings for surveillance purposes, and can be either video, digital or still recording.
In most modern cities, the cameras are deployed in strategic locations to detect crimes and criminal activities.
The resolution followed a motion moved by a member from Akwa Ibom State, Mr. Saviour Friday-Udoh, who complained that the purpose of installing the CCTV had been defeated if they failed in detecting crime.
He informed the House that the CCTV system was installed in major cities, including Abuja and Lagos.
He recalled that there were other contracts to install 2,000 digital solar-powered cameras, 1,000 each in Abuja and Lagos.
Friday-Udoh said the contracts also included the installation of 37 switch rooms; MW backbones; 37 Coalition Emergency Response System; 38 Video Conference Subsystem; 37 E-Police System; six Emergency Communication Vehicles; and 1.5 million subscriber lines.
The lawmaker noted that after spending such a huge amount in a bid to contain the wave of insecurity in the country, the cameras had remained useless almost two years into the completion of the projects.
His prayer, which the House unanimously endorsed, read, “Mandate the Committees on ICT, Public Safety and National Security to investigate the failure of the Video Surveillance and Close Circuit Television to detect criminal activities in Nigeria’s cities and report back to the House within two weeks.”
The House also passed another motion bearing on security at the nation’s airports.
The motion sought to investigate the “pilfering of luggage” at the airports, particularly the international airports.
A member from Benue State, Mr. Hassan Saleh, who moved the motion, told the House that there had been many reported cases lately.
“This is causing serious embarrassment to us as a country.
“Passengers often have their luggage tampered with at the airports and nothing is being done about it,” he added.
The session, which was presided over by the Speaker, Mr. Aminu Tambuwal, passed the motion in a majority voice vote and referred it to the Committee on Aviation for investigation.”
Meanwhile, the upper federal legislative chamber, the Senate, has passed for second reading a bill which seeks to amend the Oil and Gas Export Free Zone Authority Act for greater effectiveness and efficiency.
The bill, which was subsequently referred to the committee on Trade and Establishment for further legislative work, was sponsored by Senator Odion Ugbesia.
Ugbesia noted that free zones all over the world had been instrumental in boosting industrial and economic growth.
He said it was in recognition of this that made the Federal Government established the Onne Oil and Gas free zones.
He said the zones had all along been providing greater level of foreign direct investment, technology transfer, manpower development, provision of employment opportunities and greater economic self- reliance.
He said, “Our Free Trade Zones are far from achieving the purpose for which they were established and there are serious doubts as to whether Nigeria has indeed benefitted from the Onne Oil and Gas free zone beyond the benefit accruable to an industrial area, which is the result of weak regulatory framework guiding the operations of free zones in Nigeria.”
He further explained that the most attractive feature of a free zone anywhere in the world had been the tax holiday which investors enjoyed as incentive and encouragement for investment and that the amendment provided same.
The Senate also on Wednesday approved the establishment of a College of Education for the Federal Capital Territory.
The Chairman, Senate Committee on Education, Senator Uche Chukwumerije, while reading the lead debate said it was a conference committee bill of both chambers of the National Assembly.
The bill says the Minister of FCT will be the visitor to the college, and the minister will conduct visitation every five years, while the Governing Council will submit financial reports every year.
The Senator representing the FCT, Senator Philip Aduda, commended the conference committee of both chambers for a job well done.
He said the school had been there but was without an enabling law to make it function effectively as a legal higher institution.
Senate President, David Mark, congratulated the FCT residents for the establishment of the institution.
