Strong indications have emerged that Delta State Governor, Dr. Ifeanyi Okowa may have settled for Michael Tidi as the next Chairman of Warri South Local Government ahead of the forthcoming Delta State Local Government election.

Dr. Okowa allegedly told Chief Joseph Otumara, Delta State Commissioner of Transport, Mr. Vincent Uduaghan, Hon. Shola Daibo of Delta State House of Assembly, Political Adviser to the Governor, Hon. Omimi Esquire and Hon. Griftson Omatsuli at a meeting yesterday that they should go and work for Michael Tidi.

The Governor who purportedly told the Chief Otumara led delegation that he won't repeat the scenario of the Warri South Constituency 1 Bye-Election where unpopular candidate was fielded, thus leading to dismal outing, reportedly refused the choice of Hon. Griftson Omatsuli that the Otumara delegation presented to him for Warri South Chairmanship.

most pple commenting on nairaland rily dont know the system on ground here in warri and delta state in general. The Accord party candidate is the candidate of makafi led pdp faction . The calculation is for the woman who was rigged into winning the contest with the support of governor Okowa to decamp as soon as she's sworn in as member of the delta state House of assembly. So far so good, we still have pdp running things in Delta. This pattern has been used before and it worked . It is repeated in dis scenario and it has worked. It goes a long way to show that Ali most sheriff is not welcome in pdp.
You are very right and current with the happenings in Delta PDP.

If this is the type of PDP that Sheriff wants he will have it. His desperation has caused all this to happen. Be rest assured, the winner is the Gov Okowa's choice and he has been on ground for over a week in warri to deliver her.

The Petroleum Division grew to become the Department of Petroleum Resources in 1970. In 1971, a new body – The Nigerian National Oil Corporation (NNOC) - was created to handle direct commercial operational activities in the oil industry on behalf of the Federal Government, while the Department of Petroleum Resources in the Federal Ministry of Mines and Power continued to exercise statutory supervision and control of the industry.

In 1975, the Department was upgraded to a Ministry and named the Ministry of Petroleum and Energy which was later renamed the Ministry of Petroleum Resources.

Decree 33 of 1977 merged the Ministry of Petroleum Resources and the Nigerian National Oil Corporation (NNOC) to form the Nigerian National Petroleum Corporation (NNPC), in order to conserve the then scarce manpower in the oil industry. This decree also created the Petroleum Inspectorate as an integral part of the NNPC, and entrusted it with the regulation of the petroleum industry.

In 1985, the Ministry of Petroleum Resources was re-established, but the Petroleum Inspectorate remained within the Nigerian National Petroleum Corporation until March, 1988 when the Nigerian National Petroleum Corporation was re-organised. By this re-organisation, the Petroleum Inspectorate was excised from the Nigerian National Petroleum Corporation, and transferred to the Ministry of Petroleum Resources as the Technical arm and renamed the DPR.

Nigeria Petroleum Exchange (NIPEX) is a platform where servicing companies can bid/tender for contracts from multinational and national oil companies. If your company is registered with NIPEX it means you are registered to do business with all oil companies in Nigeria oil and gas sector in your field of expertise.

ANALYSING OKOWA’S PAN DELTAN MAKEUP

In a manner completely devoid of reason or factuality, a host of clueless commentators have been going to town trying to cast Delta State Governor, Senator Ifeanyi Arthur Okowa in the mould of an ethnic champion. While Governor Okowa has studiously refused to join issues with them, ironically, the Governor can actually boast of coming to power on the most all-embracing pan-Deltan platform ever assembled in the state. In the first place he was an aspirant who though hailing from Delta North Senatorial District never keyed into the so-called Anioma Agenda many other aspirants relied on as their chief qualification for the gubernatorial race. Furthermore, he relied more on political heavyweights and stakeholders from the two other Senatorial Districts of Delta Central and Delta South as the main facilitators and drivers of his campaign. The Director General of his campaign organization as an aspirant was Rt. Hon. Festus Agas, the present Secretary to the State Government, SSG, from Delta Central a leadership role handed over to Professor Sam Oyovbaire when he became candidate of the People’s Democratic Party, PDP.
Apart from other key players from Delta Central, there were unquestionably influential participants from Itsekiri, Ijaw, Isoko and even Urhobo areas of Delta South as well. While an impressive contingent of political heavyweights pitched in from Delta North, it is noteworthy that throughout the campaigns, the leaders of Team Okowa from Delta Central and Delta South were never figure heads in any way. Not only did they have real power and control over the structure and operations of the campaign organization, in one way or the other, every participant from both the Governor’s Ika ethnic nationality and the wider Anioma axis of Delta North were all answerable to their bosses from Delta Central and Delta South. As a member of the team I can authoritatively attest to that. Okowa’s campaign philosophy and the makeup of his electioneering team thus made his aspiration easily attractive to stakeholders from these two Senatorial Districts, a development that in conjunction with similarly massive support from Delta North only served to consolidate his candidature into a solid pan-Deltan juggernaut that became the widely sought after bride across the state.
While a few one-sided individuals have tried to insinuate ethnic colouration into some of the Governor’s actions so far, part from the Governor himself, the two most senior officials in the executive arm are his SSG from Delta Central and his Chief of Staff, Rt. Hon. Tam Brisibe from Delta South. Also crucial to Governor Okowa’s pan-Deltan status is the composition of the State Executive Council, as so far constituted, in which anything but an Ika or Anioma Agenda is visible. There is no indication whatsoever that the Governor has given preference with regard to number of Commissioners or allocation of portfolios to either the Ikas or other Anioma people. Equally interesting is the state-wide spread of the aides Governor Okowa has appointed so far. Not only are Ikas a minority amongst his aides, the total number of the Governor’s aides from Delta North as a whole is dwarfed by those of us from Delta Central and South with many of the more critical portfolios, duties and schedules being manned by persons who are not in any way from Anioma.
Significantly, the Governor is on record to have authorized release of funds for only one project thus far. Against the backdrop of the onerous financial challenges currently facing the state, an ethnic jingoist would have been more inclined to concentrate on projects in his immediate locality. On the contrary, the project the Governor made provision for is Sapele Main Market in far away Delta Central, a project over which he was people-oriented enough o appeal to His Royal Majesty, Orhue I, the Orodje of Okpe to ensure will benefit the original traders in the market before it was burnt many years ago. I doubt that there are many Ikas or Aniomas who own shops in Sapele Market. While the naysayers and their cohorts may choose to continue spinning baseless tales of a nonexistent ethnic agenda in the state, the truth remains that they lack even an iota of evidence to substantiate their concocted accusations. Unfortunately for them, they will only continue to be exposed as the real ethnic champions in the state as the people of Delta continue to witness their detribalized Governor delivering on his pan-Deltan vision for the state.

THE OPPOSITION IN DELTA STATE AND ITS PENCHANT FOR NEEDLESS LITIGATION

While it is said that there must be an end to litigation in any dispute, there must equally be an end to electioneering in any political contest. In Delta state, losers have emerged just as winners have been officially declared. In the aftermath of the election, it is expected that all aggrieved persons should approach the tribunal to seek redress. Unfortunately, this does not seem to be the case with the opposition parties in the state. Instead of confining themselves to seeking justice at the tribunal, they have decided to extend their case to the court of public opinion, where they continue to unleash vitriol against the Delta State Governor. While we shall leave the former to lawyers, their denigration of the person of the Governor should not go without some apt response.
While one had thought the losers of the election would take advantage of the olive branch extended to them by Sen. Okowa, during his victory speech by, at least constituting themselves into a credible opposition that is committed to constructive criticism of government policies, what they have busied themselves regurgitating since losing the election last are pointless rhetoric, empty sloganeering and cock and bull storytelling that dominated their campaign in the run up to the elections. While the unofficial spokesmen of the opposition may prefer to pile blatant lies and heap unfounded accusations on the Governor purely for political consideration, those who really know him all over the state can easily see through these unwarranted preoccupations of an opposition that is increasingly exposing itself as a group of bad losers. What is by far more important to the future of good governance in the state is the fact that the masses who trooped out en masse to vote for Senator Okowa, know who they voted for and their minds cannot be poisoned against their choice.
If one were to offer candid advice to the opposition in Delta State, they would fare better by not dissipating what little energy and resources they have left in contesting a free and fair election that was attested to as vividly credible by everyone including members of the opposition themselves. It is always sad to lose but it is a sign of maturity to take losing in good faith and strategize for the next elections instead of distracting the incoming government through endless litigations. Ideally, now is the time to join hands with the Governor in moving the state towards the path of development. As recently observed by the erudite columnist, Dr. Femi Aribisala, the All Progressives Congress, APC should be satisfied with the 22 states it has won, many of which were won in very controversial circumstances instead of greedily trying to capture more states from the People’s Democratic Party, PDP through the courts or by trying to deny PDP governors their justly derived mandates by instigating unwarranted impeachment moves as we have been observing in Ekiti State of recent.
Delta State has always been a PDP state and there just is no way APC or the Labour Party should expect to be able to win in the state. In the final analyses, we are all Deltans regardless of party affiliation and given the nature of Senator Okowa who is famous for carrying everybody along and being fair to all Deltans, even the opposition has a prominent role to play in moving the state forward. We cannot afford to deny his administration the peace of mind needed to effectively rule and bring the dividends of democracy to all Deltans in the coming dispensation. Endless litigation and unnecessary mudslinging has been the bane of development in the state in the past and all patriotic Deltans have a stake in ensuring that this ugly trend does not continue forever in a state badly in need of peace and smooth operation of governance.
What all Deltans should be confident about as regards Senator Okowa’s government is that he is committed to their welfare and quite determined to reciprocate the immeasurable goodwill they extended to him by voting him across all tribes, Senatorial zones and local government areas of the state. So eager is the Governor to lead with love and humility that he has promised to be the Governor of all Deltans including the handful of those who did not vote for him. As we say in PDP, there is enough room for all under the umbrella of the only party in the country that is not owned by a single individual.

It was President Barrack Obama while campaigning for his first term, who told his supporters: “We are the ones we have been waiting for; we are the change we seek!” In many ways, Delta State Governor, His Excellency, Distinguished Senator (Dr.) Ifeanyi Arthur Okowa can be validly situated within the context of a long awaited leader of pan-Deltan credentials and trans-generational appeal or in other words, just the sort of chief executive the state had always yearned for.
Exceedingly humble, unassuming, forthright, modest, reliable and dependable, Governor Okowa’s political career is a comprehensive yet coherent lesson in consistency. This particular configuration of the Governor is widely attested to not merely by word of mouth by his supporters and associates but more importantly by the unprecedented level of loyalty with which they keyed into his gubernatorial ambition in spite of overwhelming and overbearing inducement to turncoat and jump ship. As a politician, myself, I would consider Governor Okowa as simply put, the politicians envy. It is truly remarkable that so many Deltans across absolutely every ethnic nationality remained firm and focused in the realization of his ambition in what panned out as a determined effort to stand by a true friend and dependable leader their consciences simply would not let them turn against. Yet in many ways, nothing ever comes from nothing in politics and coming to terms with Governor Okowa’s towering profile necessitates situating his appeal within the context of a man who having given so much was reciprocally rewarded with goodwill by his teaming support base.
For many Deltans across the state’s senatorial districts and local government areas, Governor Okowa’s final emergence as Chief Executive of Delta State was a long anticipated and indeed long overdue development. Given his eminent qualification for the task and the enthusiasm with which Deltans had awaited his mounting the saddle of executive leadership in the state, it was not at all a surprise except that it was still pleasantly surprising that against all the odds, he eventually made it into Government House to the candid delight of citizens all across the state and Deltans resident elsewhere.
It is of course two early in the day to assess the Governor’s performance given the young age of the administration so far. Nevertheless, one thing Governor Okowa cannot possibly be accused of is starting slowly or not hitting the ground running, a complaint that has gained currency across the nation in the present dispensation. Governor Okowa obviously came prepared with a clear grasp of his mandate and an impressive familiarity with what Deltans expect of him. Rather than grope in the dark or retreat behind excuses, the Governor from day one took charge, displaying firm leadership and embarking on his duties with exceeding maturity that can only be born from experience.
Thus in an era in which it is seemingly becoming fashionable to owe workers’ salaries, Governor Okowa had paid within his first few days on the job in what later panned out as a truly remarkable first thirty days in office. Within this period, the Governor had reiterated his pan-Deltan mandate by demonstrating his sterling detribalized credentials with a clear cut determination to develop the entire state while carrying absolutely all Deltans along regardless of class, gender, ethnicity and even political leanings.
As the medical doctor turned Governor attained his 56th milestone on the 8th of July, the first birthday he celebrated as Governor, he interestingly insisted on a low key affair, preferring to spend most of the day working rather than partying, a clear testament to his resolve to concentrate more on what matters to the average Deltan in these uncertain times of profound economic challenges the entire nation is presently faced with. Nevertheless, the overwhelming outpouring of tributes to commemorate his 56th birthday, from all over Nigeria, serves to underline his place deep in the hearts of a wide spectrum of people both in our dear state and the entire country at large. For me, it is most heartwarming that my Governor is genuinely loved and deservedly respected being the quintessential pan-Deltan leader and Nigerian patriot at a time when certain intelligent people would appear to have withdrawn into ethno-religious enclosures preaching all manner of divisive and hateful sermons in the name of politics.
By virtue of his background in medicine, Governor Okowa would appear to be professionally programmed to be cautious, painstaking, detailed and meticulous. He does not merely look it but actually exemplifies these indispensable qualities of real leadership capable of delivering genuine dividends of democracy to all Deltans. While what we have seen so far from him already shout decibels for his SMART Agenda, we must all remain prayerful that the good fortune that has come our way as a state with the emergence of a listening Governor must not be undone by the forces of ethnic hatred and politics of bitterness that have long been our undoing. As our preferred Governor marks his 56th anniversary, it is with utmost confidence in the destiny of our state under his leadership that I most heartily wish him Happy Birthday as one voice in concert with a thunderous ovation from a cross-section of fellow Deltans.

A variety of reactions have continued to attend the present attempt on the part of Delta State Government to amend the Delta State Oil Producing Areas Development Commission, DESOPADEC, law, ranging from tacit support to outright rejection. Unfortunately, the true intendment of the proposed amendment has not been adequately considered on the part of those shouting to high heavens on how not to reform the commission with this crucial aspect of the exercise relegated to the background amidst a plethora of unfounded allegations and dirty politicking. As such the important work of amending what is a very important law to the oil producing sections of the state, call them nationalities, communities or areas, appears to be playing second fiddle to increasingly needless acrimony arising from ignorance and mischief making. If nothing else, the position many critics are assuming is certainly how not to reform this critical interventionist agency.
Some of the cases being made by certain opponents of the amendment are so unreasonable that they give the impression that reforming DESOPADEC is unnecessary in the first place. This is truly surprising because if Deltans from the oil producing sections of the state are in agreement about anything at all, then it is that the commission, as it is presently constituted and is being run has been a disappointment with seeds of failure planted in its legal framework, poor management, corruption and paucity of vision. Some interest groups have even raised eyebrows at the term ‘ethnic nationalities’ in the proposed amendment whereas under the present framework the commission has always been run on the basis of ethnic nationality. Besides, such preoccupation with mere semantics amounts to stirring a storm in a teacup since we are all aware that all oil producing areas and communities belong to specific ethnic nationalities.
Funny enough, none of those currently lampooning an amendment they have clearly not critically studied will ever dare say the commission has been a success so far. Instead, many of them have been calling for reform and restructuring of DESOPADEC for years and it is quite confusing that they are now at the forefront of opposing the solution to a problem they identified long ago. Whereas I quite agree that each and every stakeholder is entitled to key into the process of amending the DESOPADEC law, I believe it is most disingenuous for anyone to criticize the proposals without offering any meaningful, credible or workable alternatives.
Since we are all agreed that DESOPADEC, to the chagrin of the oil producing ethnic nationalities, areas and communities, has failed us as regards delivering on its mandate, it is then automatically the obligation of government to intervene unless it wants to abdicate its duty to its constituents. Such dereliction of duty would have been pounced on by the same critics of the present exercise as indicative of the abandonment of the oil producing sections of the state. Where the state Governor, Senator Ifeanyi Okowa has been alive to his responsibilities by trying to reposition the commission into an agency that is internally efficient and externally effective in terms of delivering on its mandate, it becomes quite mischievous for armchair critics to insist on truncating such a patriotic process.
This is to be expected as many of those hiding in the shadows and currently sponsoring hack writers and rented crowds to oppose reform in the commission are well-known beneficiaries of the present status quo in which a rich minority of self-centered persons and greedy interest groups benefit tremendously from embezzlement, inflated contracts, fictitious contracts and lack of transparency in the commission to the detriment of the silent majority of Deltans who belong to the oil producing ethnic nationalities, communities and areas it was established to serve. As such we are faced with an unhealthy situation in which those who should be held responsible for the failure of DESOPADEC now have the audacity to rear their heads in an attempt to intimidate the State Government into abdicating its constitutional duties to the people. A situation in which beneficiaries of a failed system are now attempting to force government into backing away from delivering on its mandate must not be tolerated by the people of the state. We must reject their divisive agenda of introducing grossly unfounded issues of ethnic coloration into what is clearly a good-natured determination on the part of a responsible government to meet the aspirations of the long abandoned people of the oil-producing sections of the state.

ASABA- Hon. Michael Tidi, Special Assistant on News Media to Delta State Governor, Dr. Ifeanyi Okowa, has insisted that contrary to what he described as “baseless insinuations of ethnic bias by idle minds, spin doctors and ethnic jingoists,” there is “absolutely no ethnic considerations underpinning the establishment of the Asaba Capital Territory Development Agency on the part of the present administration.” In a statement made available to newsmen yesterday in Asaba, Tidi claimed that Governor Okowa’s sole motivation in establishing the interventionist agency is to rehabilitate the state capital and develop it into a sit of government that will be a source of pride to the entire citizenry of Delta State”
According to Tidi, “the Asaba Capital Territory Development Agency is a necessity given the deplorable state of the state capital which leaves much to be desired.” Tidi asserted that allusions to ethnic considerations in setting up the agency are “nonsensical” wondering how the development of a capital belonging to the entire state can become tainted by considerations of ethnic bias. He said: “All of us from across Delta State live here in Asaba. There are more non-indigenes than indigenes in the city and as such a developed Asaba will end up benefiting more non-Asaba people than even the indigenes of the capital city. Just as we are all currently bearing the brunt of a broken city together, so too shall we all reap the rewards of a proper functioning city together.” While assuring that developing the state capital “can by no means affect the development of Warri and other parts of the state,” Tidi insisted that “There can be no ethnic considerations in developing a capital city that will end up being a pride to all Deltans.”
