President Goodluck Jonathan on Tuesday
said that because of the importance his
administration attached to the medical
and educational sectors, he was
determined to do all within his powers to
resolve all issues that currently lead to
labour disputes and strikes in both
sectors.
Resident doctors and members of the
Academic Staff Union of Universities are
currently on strike.
Jonathan promised to resolve the labour
crises while granting audience to a
delegation of the Nigeria Medical
Association led by its National President,
Dr. Osahon Enabulele, at the Presidential
Villa, Abuja.
His promise was contained in a statement
issued by his Special Adviser on Media
and Publicity, Dr. Reuben Abati, at the
end of the closed-door session.
“I believe that we must manage both
(education and medical) sectors in such a
way that nobody engaged in them will
think of going on strike again. We will
continue to proactively evolve measures
that will help us to permanently
overcome the problems that lead to
strikes by health and education
professionals,” the President was quoted
as saying at the meeting attended by the
Minister of Labour, Emeka Wogu, Minister
of Health, Onyebuchi Chukwu and other
top government officials.
Jonathan reportedly assured the
delegation that his administration would
take necessary actions to ensure that the
right conditions were created for Nigerian
medical professionals to stay at home and
avail Nigerians of their skills and expertise
instead of migrating to other countries.
He said his government was determined
to correct a situation where about 25,000
Nigerian medical consultants were
currently practising in the United States
alone as confirmed to him by President
Barack Obama.
He described as an anomaly a situation
where this huge number of Nigerian
medical experts were abroad and yet the
nation could not treat its sick people in
its own hospitals
He said, “There is clearly a missing link
somewhere and we will do everything
possible to fix it. We will continue to
work with professional bodies and all
stakeholders to come up with more
policies and actions that will help us
overcome current challenges in our
medical sector.
“We will work with the National Assembly
to ensure the quick passage of the
National Health Bill. We will take prompt
action to reconstitute the Medical and
Dental Council of Nigeria. We will also
consider recommendations for the
establishment of the Office of the
Surgeon-General of the Federation.
“I believe that we must always do what is
best for our country. We will review all
the other issues you have raised and act
accordingly. When things are done
properly, issues of welfare and
remuneration in the health sector will
disappear.”
The President also promised that the
Federal Government would explore the
option of creating a special intervention
fund that would facilitate the rapid
establishment of more centres of medical
excellence across the country.

The Federal Executive Council has
approved the amendment to an Act of
the West African Examinations Council,
part of which will make culprits of
examination malpractice to be liable to
five-year jail term or N200,000 fine or
both.
The Minister of Education, Prof Ruqayyat
Rufai, announced this in Abuja on
Wednesday while briefing State House
Correspondents on the outcome of the
weekly FEC meeting. He addressed
journalists in company with her
counterpart in the Health and
Environment ministries, Onyebuchi
Chukwu and Hadza Mailafia, respectively.
Rufai said the decision of the meeting,
which was presided over by President
Goodluck Jonathan, was to “give effect to
the revised convention of WAEC, 2003 in
Nigeria.”
She said the Council had subsequently
directed the Ministry of Justice to take
further necessary action on the subject.
Rufai had recently presented a memo to
FEC, seeking its approval for the
enactment of an Act to amend the WAEC
Act, CAP W4, Laws of the Federal Republic
of Nigeria, 2004 with the aim of giving
effect to the revised convention of WAEC,
2003 in the country.
The 2004 Act, “empowers WAEC to take
disciplinary action against those who have
committed both the offences and
penalties for illegally using examination
papers and leakage of examination
papers.”
Section 19(1) of the Act reads in part,
“Such candidate shall not take or be
allowed to take or continue the
examination; in addition, he shall be
prohibited from taking any examination
held or conducted by or on behalf of the
Council for a period of two years
immediately following upon such
contraventions.
“If a candidate aforesaid has already
taken any papers at the examination, his
result therefrom shall be cancelled.
“In addition, the candidate may be
prosecuted and if found guilty, shall be
liable on conviction to a fine of N200, 000
or imprisonment for a term of five years
or to both such fine and imprisonment.”
The sub-continental examination body
was established in 1952 following the
acceptance of the Jeffery Report by the
then colonial governments in Gold Coast
(Ghana), Nigeria, Sierra Leone and the
Gambia and later joined by Liberia in
1974.

Mesut Ozil has revealed the tactics Real
Madrid will be focused on under new
coach Carlo Ancelotti.
Jose Mourinho crafted a team that was
destructive on the counterattack and
clinical with possession, but the German
midfielder - who wants to play in the
centre of the pitch this season for the
Blancos - has explained that the
incoming boss is keen to see his side
more comfortable with ball retention.
"The right wing is not my favourite
position, I prefer to play in the hole,"
Ozil, 24, told reporters at a press
conference to unveil the new Madrid
away kit. "However, my relationship with
the coach is very good.
"We’re training well and are very happy.
Ancelotti knows how he wants to play,
and his ideas are clear. He also has the
right players for this system.
"He wants to play differently to Mourinho
and our game will be more about speed
and keeping the ball."
With Gonzalo Higuain on the verge of
joining Napoli, Karim Benzema believes
that the likes of Alvaro Morata and Jese
Rodriguez will have their chance to shine
up front this season at the Santiago
Bernabeu.
"Morata and Jese are ready to have a
great season," the French forward, 25,
said. "Ancelotti is very experienced and is
good for Madrid.
"[First-team coach Zinedine] Zidane gets
on with everyone and gives advice, which
is important here because he won
everything. He’s a great example."
Morata wants to emulate his heroes by
carving out a memorable career at Madrid
and claims that the new boss has
demanded extra effort from the club's
up-and-coming players in pre-season
training.
"My dream right now is to stay in the
team, help out and win trophies," the 20-
year-old said. "[Emilio] Butragueno,
[Miguel] Pardeza and Raul all came up
through the ranks and I want to follow in
their footsteps.
"Ancelotti asks us young players to work
harder than the rest. I don’t want to take
anyone’s place away from them, I just
want to learn and take on board the
advice I receive.
"I’m ready to play, I’m not 17 and they
can rely on me. The other lads know how
hard I train and after the summer I’m
even more confident."
