Dollarization Of The APC Primaries: How Amaehi Vanquished Atiku #saibuhari
The blogosphere was inundated with reports of the excessive sharing of dollars at the All Progressives Congress which took place during the latter part of last week.
One APC supporter and Special Adviser to Osun Governor on Environment, BolaIlori had blown the scandal open after he saw the beginning stages of the dollarization in action.
He took to his Facebook page and scribbled, “Crazy things are happening here!!! Some of these cannot represent the change Nigeria is yearning for. Excessive dollarization by one of the aspirants to is to say the least obscene. I have been involved in political process for decades now, I have never witnessed this volume of raw dollarization of party primaries. I only read about this kind of things in PDP primaries. A question been asked by conscientious delegates is that whoever can be giving out between $2000 to $5000 to…delegates certainly does not represent the kind of change Nigerians want…those who contributed to the pauperization of Nigeria now revel in dollarization… majority of Ondo delegates are still standing with Buhari but have been reduced from 85% to 70% within 24 hours…the remaining has gone with dollars ooo.!!!!!”
One has to wonder how Buhari was able to win the primaries in this era of stomach infrastructure where dollars are like the Biblical manna that God sent down from heaven to nourish the Israelites as they made their way to the promised land.
Sources close to the APC with knowledge of the way the Primaries unfolded have revealed that it was Rivers State Governor, Amaechi who flew back to Rivers State and returned to Lagos on Thursday morning with enough dollars to make Benjamin Franklin blush.
It has been revealed that Atiku offered the delegates $5000 each, but Amaechi doubled it to $10000 a pop. Thus turning the tables in favour of General Buhari.
Since his adventure into the APC, Amaechi has gone out of his way to prove himself a party loyalist, always the first to shoki or azonto at the many events the APC holds, which he himself is usually the chief sponsor.
According to party insiders, Amaechi has overtaken Tinubu as the major financier of the party. One does not need to wonder why he is always at President Jonathan’s throat over misappropriated oil wells or other such business. Anything that diminishes from the State’s coffers will have a ripple effect on his funding budget for the APC.

Abuklaw: Aregbe should be given A in infrastructural development and reawakening. This man revived a lot of moribund structures and could have done more if osun state is financially buoyant. Is it the model schools in every town in the state, Osogbo offa Road, Osogbo - gbongan Road or several other infrastructures built into the state? No wonder the crowd welcoming this guy everywhere he goes in the state is always overwhelming.
Aregbe is working, wailers are waiting. Why did you forget the Osogbo train station that he repainted for the TRANSFORMED trains by Jonathan? You did not want us to remember how he CORRUPTLY used N1 billion to just repaint the existing structure owned by the Nigerian railways Corporation Smart scam! Aregbesola Eulogised Over the Renovation of the Osogbo Railway Terminus
The governor of the State of Osun Ogbeni Rauf Aregbesola has been described as prudent, talented, having vision and a God given gift to the state.
The special adviser to the governor on works and transport Engineer Oladepo Amudah stated this in his office while fielding questions from journalists on the rehabilitation and face lifting of the Railway Station, Osogbo.
According to him, government is using its meager resources to develop the station in order to enhance the social and economic status of the state and meeting the standard of Nigeria Railway Corporation.
Engineer Amudah said government has spent four hundred and twelve million naira on phase one, while the next stage will involve the recreation centre, clearing and separation from terminus to Olaiya which will cost six hundred million naira.
He maintained that at the end of the projects the state government will be spending over one billion naira to renovate the railway station.

MrMcJay: The projects executed by Aregbe alone are more than the projects executed by the 5 SE states put together. Very true when you take only the CORRUPT fraudulently inflated cost of the projects, which has led Osun to become one of the most INDEBTED states per capita. Only brain dead zombies will praise such foolishness. Are you one? Firefire: As a rejoinder to this publication: https://www.nairaland.com/2872621/aregbesola-inflated-airport-contract-n11.5bn#42080710
Femi Makinde, Osogbo
The Osun State Governor, Mr. Rauf Aregbesola, has said he deserves commendation for building the Moshood Abiola International Airport at Ido-Osun, Osun State, for N11.5bn.
A consultant to the state government on information, Mr. Sunday Akere, who spoke on behalf of the governor, said this in a telephone interview with our correspondent on Tuesday.
He said the contract was not inflated to siphon the state’s resources as alleged by the Peoples Democratic Party. He said the increase in the contract sum was necessitated by the inflation caused by the fall of the naira.
Akere said, “The PDP in Osun should be ignored, they are just seeking relevance. They should find out how much PDP states like Akwa Ibom, Gombe and others built their airports.
“When former President Goodluck Jonathan was in power, he said he added an additional airstrip to the Nnamdi Azikiwi International Airport, Abuja with N36bn. We should be commended for building an airport with N11.5bn.
“If we are building a complete airport with a hanger and other facilities for N11.5bn, then we should be commended. The governor deserves commendation.”
Akere also said the initial cost of the airport was underestimated.
But the PDP accused the governor of increasing unilaterally the contract sum of the airport from N4.5bn to N15.5bn.
The Director of Media and Strategy of the Osun PDP, Mr. Diran Odeyemi, said this in a statement on Sunday.
The statement read, “We are aware that Governor Rauf Aregbesola, on January 8, 2016 through a letter with reference number SP/S96/1/vi/348 re-awarded the airport contract to the same contractor and a payment of N472m was paid as take-off sum.
“The same company had earlier been paid N2.7bn for the same project without any serious work done on the project.
The PDP also accused the governor of inflating the contract sum in order to embezzle the bailout funds it got from the Central Bank of Nigeria.
The opposition party lamented that workers in the employ of the state were languishing in hunger as a result of unpaid salaries.
The party had said, “We are calling on the President and anti-graft agencies to send a secret team to the site of the so-called Moshood Abiola International Airport, Ido-Osun, to confirm what the government and the airport company had done with the N2.7bn taken from the purse of the state on December 14, 2012.
“Out of the amount, N2.5bn was sourced as a loan from a bank to be repaid monthly at N100m from the SURE-P funds. That loan is now part of the N88bn restructured for the state by the Central Bank for repayment till the year 2034 .”

bashydemy1: Did you know PDP control most states then, so who lead the sharing protest then? Akpabio, Mimiko etc.. Now ask yourself after all teh money that was share what did various state Governors do with theirs? Which states are suffering now? Bayelsa, is among them and it's an oil producing state. Your DullardPoo who is supposed to be fighting corruption should have asked the 36 state governors that question. However being a dullard that he is and a very CORRUPT person himself, he quickly gave them bailout funds from a supposedly "empty treasury" Such a bloody rogue, celebrated by fellow criminals like him. Only brain-dead zombies can believe the mallam can ever fight any corruption when he is corruption personified himself despite his chop & clean mouth modus operandi.BTW, is your Association of ProgreTHIEF Criminals, APC not made up of the worst governors and rejects of PDP chino11: • Kwara, Osun, Zamfara commence payment of salary arrears, 24 other states to follow Obinna Chima In line with the federal government’s resolve to reflate economic activities in the country, the Central Bank of Nigeria (CBN) will this week continue the disbursement of its special intervention fund totalling N338 billion to 27 states in the country.
Already, the funds to Kwara, Zamfara and Osun States were disbursed last week and they have commenced the payment of salary arrears to workers in their respective states, THISDAY learnt yesterday.
A source at the central bank confirmed that more states would get their monies this week. From the breakdown of funds made available to the first three states to which monies were disbursed last week, Kwara State got a total of N4.320 billion from the special intervention fund, Osun got N34.988 billion, while Zamfara was given N10.020 billion.
The loans repayable at an interest rate of nine per cent over a 20-year period, also showed that Abia State is expected to get N14.152 billion, while Adamawa State will receive N2.378 billion; Bauchi – N8.60 billion; Bayelsa – N1.285 billion; Benue – N28.013 billion; Borno – N7.680 billion; and Cross River – N7.856 billion.
In addition, Delta has got the central bank’s approval to receive N10.036 billion; Ebonyi – N4.063 billion; Edo – N3.167 billion; Ekiti – N9.604 billion; Enugu – 4.207 billion; Gombe – N16.459 billion; Imo – N26.806 billion; Katsina – N3.304 billion; Kebbi – N0.690 billion and Kogi – N50.842 billion.
Nasarawa is also expected to get N8.317 billion, while Niger will receive a total of N4.306 billion; Ogun – N20.00 billion; Ondo – N14.686 billion; Oyo – N26.606 billion; Plateau – N5.357 billion and Sokoto will get N10.093 billion.
The source, a senior central bank official, stressed that with the disbursement of the N338 billion to the 27 states that applied for the special intervention fund, economic growth would be stimulated through the payment of outstanding salaries to workers who have been owed for months.
He explained: “Once salaries are paid, we expect consumption to increase nationwide and this will go a long way in stimulating economic activities.
“After disbursing to Kwara, Osun and Zamfara, more states which applied will get their funds this week, and we have ensured that we kept the interest rate low at 9 per cent and loans repayable over a 20-year period.”
As part of the federal government’s resolve to end the lingering crisis of unpaid workers’ salaries in the country, especially in several states of the federation, President Muhammadu Buhari had approved a comprehensive relief package designed to salvage the situation.
Part of the relief package was the CBN's special intervention fund to be offered to states, which would be in the form of soft loans available to states to access solely for the purpose of paying the backlog of salaries.
The approval of the special intervention fund was sequel to the decision by the National Economic Council (NEC) at its meeting of June 29, 2015, that had requested that the CBN, in collaboration with other stakeholders, should appraise and consider ways of liquidating outstanding workers’ salaries owed by state and local governments.
The conditions for accessing the facility included resolutions of the respective state executive councils (SECs) authorising the borrowings and state Houses of Assembly consenting to the loans, as well as issuance of Irrevocable Standing Payment Orders (ISPOs) to ensure timely repayment at source from the states’ Federation Account allocations.

StOla: How come the Jonathan administration was already borrowing to pay salaries in February, March, and April 2015? This was just 8months into the oil price slump which was even still about $50pb then. Oga, can you please check your arithmetic and calendar to explain how 2013 to 2015 equals "just 8 months"? Do you think you may need a refund from your primary school teacher Too much LIES no good oh, bro. FG, States, LGs Share N568.4 Billion for Oct 15 NOVEMBER 2013

Also, $1billion was proposed for distribution to complement shortfall in expected revenue." The $1billion is a compromise by the FG over its words in September not to augment shortfalls anymore.
Responding to the presentation, the chairman of the States Commissioners of Finance and Ebonyi State Commissioner of Finance, Mr Timothy Odaah, lamented that the statutory allocation was getting smaller and smaller. "It appears this is the worst in terms of returns. This is the least in allocations as far as this year is concerned. We are mourning the dearth of funds and this is a wakeup call for states and local governments to buoy up their internally generated revenue."
While appreciating the "magnanimity" of President Goodluck Jonathan to approve the $1billion from the excess crude account and to be shared among the federal, state and local governments, Odaah expressed disappointment with the returns made by the NNPC.
He said that the states had requested for $2bn to complement for the shortfall in revenue but got only $1billion. In September, Odaah and fellow commissioners had walked out of the Accountant General of the Federation (AGF) when the federal government said that the framework of the 2013 budget was no longer realistic and it won't augment shortfall in revenue. Odaah raised issues with the statutory allocations of previous months.
