The reason is simple. Anambra doesn't want to be led by others. T. A. Orji emerged the forum chairman simply because Obi's tenure ended a year before others and he gave it temporarily. The obvious chairman is Rochas Okorocha as the oldest SE Governor in this 2015-2019 dispensation.

By urbanization what you should have meant is rural urban pipulation balance and change from rural to urban as a result of population growth. An already urbanized city can only expand not urbanize.

The most urbanized State in Nigeria is Lagos followed by Anambra and then Imo. They are then followed by mid range States like Abia, Rivers, Akwa Ibom, Osun etc.

If your intention was city expansion then you have Lagos, Ibadan, Abuja, Port Harcourt, Aba, Benin, Kano and Kaduna. Since 10 years I've been following google earth Aba has witnessed the highest level of growth in landmass.
