FRAUD ROCKS DELTA STATE MINISTRY OF COMMERCE AND INDUSTRY AND HOSPITAL MANAGEMENT BOARD CO-OPERATIVE SOCIETY II, ASABA.

Recently, Integrity Watchdog unraveled mammoth fraud at the Ministry of Commerce and Industry, Delta State. Committee of the Hospital Management Board Staff Multi-Purpose Co-operative Society II, which is a co-operative society directly under the Delta State Ministry of Commerce and Industry, have looted their treasury dry. In the guise of bulk land acquisition in Ugheli, Kwale, Asaba, Agbor and Sapele, the committee which consists of just the president, Nwanze Dumebi Lawrence and the treasurer Mrs. Gladys Onyenekunum, also are the trustees of the co-operative society bank accounts have relocated the co-operative society’s funds into accounts opened and control by them.

We gathered through thorough investigation that the above mentioned persons have severally defrauded the co-operative society of amounts up to 700 million naira of people’s hard earned savings. How they were able to do this is by tactically voting out other key members of the co-operative society committee and assuming the position and the authority of the jettisoned members. At this point, the President and the Treasurer who happened to come from the same village teamed up, formed a cabal and forced themselves into absolute control of the co-operative society’s finances and operation. Our investigation reveals that the treasurer, Mrs. Gladys Onyenekunum, who is the criminal mastermind behind the countless number of frauds and embezzlement of the co-operative society funds has connections with high ranking officials of the Hospital Management Board, co-operative’s Ex-Co and politicians and she uses the fact to threaten, blackmail and intimidate members of the co-operative society. She has been known to have anyone who opposes the reign of the president and her uprooted and transferred to extremely remote locations.

Several letters have been written by disgruntled members of the committee and the general members to the governing board of the hospital management board and the co-operative society which is the Ministry of Commerce and Industry to look into the books of the co-operative society and review its management, however, the cabal was able to coerce and pressurise the Ministry of Commerce and Industry into dropping the action. Instead of commencing thorough investigation into matter, the ministry extended the tenure of the fraudulent duo by another six months. But we are made to believe that this is against the constitution of the co-operative society which stated that the committee cannot be allowed to stay in office beyond one year and with six months extension being the maximum in the event of unforeseen and unavoidable circumstances. The Ministry of Commerce and Industry only aided the duo to loot the treasury of innocent health worker’s savings perpetually and unchallenged.

According to our in-depth investigations, the treasurer, Mrs. Gladys Onyenekunum runs an ATM card on the co-operative society’s accounts as though they were her personal bank accounts. We discovered that she is aided by one Miss. Ifeoma Okeke, a staff of Sterlin Bank, located at Globacom Complex, Nnebisi Road, Asaba, Delta State. Miss Ifeoma helped the fraudulent duo transfer money from the co-operative’s other account to an account opened by the co-operative society without prior knowledge of its members. This was done when other members of the committee suspected foul play as the affairs of the co-operative society was no longer transparent moved to remove the duo as signatories of the co-operative society’s bank accounts. We gathered from our investigations that Miss Ifeoma Okeke didn’t follow proper banking procedures when she opened the account in question for the co-operative’s treasurer. She didn’t provide any utility bill or bring the co-operative society’s original copy of the “Certificate of Incorporation” for sighting. We also gathered that the banker, Miss. Ifeoma Okeke provided the utility bill and the two references. The president or the treasurer cannot identify the referee if asked to do so or vice versa.

Apart from aiding corrupt duo to commit fraud, the Sterlin Bank official, Miss Ifeoma Okeke was instrumental to the success of several money laundry attempts by this fraudulent duo. Miss Ifeoma Okeke helped the duo transfer funds from the co-operative account into several other fraudulent savings accounts which she opened with the same method with which she opened the co-operative society’s accounts with her bank. This was not an isolated incident as she is known to do such for the co-operative society and others.

The Integrity Watchdog has details (documents) of each of the fraudulent transactions, bank accounts details, amounts of transactions and the amount embezzled and will be publish later.
