By Victor Efeizomor In Asaba Delta State government has said it will pay N90 million to offset the 9 percent interest rate on the Central Bank of Nigeria's (CBN's) N2 billion micro, small and medium enterprises development loan to the state for disbursement to small and medium scale entrepreneurs. Governor Emmanuel Uduaghan who stated this on Tuesday during the official disbursement of the first tranche of the funds in Asaba, maintained that his administration would continue to develop human creative capacities forthe creation of economic values. Uduaghan said besides the cluster groups, internally displaced persons (IDPs) from the Northern parts of the country and physically challenged persons (PCP) must benefit from the loans. Nigeria’s rising import dependency was again showcased in the 2014 second quarter (Q2) imports which rose to about N1.98 trillion, some N431.8 billion or 27.9 percent above first quarter (Q1) level, according to National Bureau of Statistics (NBS) figures released on Monday. The N1.98 trillion is equally above N1.598.2 trillion recorded in the corresponding quarter of last year by N379 billion or 23.7 percent. Huge imports by the oil-rich nation including refined crude continue to put pressure on the naira and foreign reserves as the Central Bank of Nigeria (CBN) struggles to meet up with forex demands, particularly in the face of dwindling oil income. The NBS said in its latest trade reports that the import rise came largely from quarterly rises in mineral products, machinery and transport equipment; and food and live animals at N131.30 billion or 55.34 percent, N86.90 billion or 15.41 percent and N73.72 billion or 35.36 percent of total imports, respectively. The total imports in the first half of 2014 were valued at N3.522.7 trillion. At the product level, motor spirit recorded the greatest value of imports, accounting for N315.7 billion or 16 percent of the total imports for the second quarter of 2014. Common wheat and meslin with N85.8 billion or 4.3 percent of the total followed, whilst machine tools for working stone,ceramics and concrete with N37.5 billion or 1.9 percent of the total imports for second quarter of 2014 ranked third, the NBS said. Classified by section, the greatest values of imports in the second quarter of 2014 were recorded for boilers, machinery and appliances; mineral products;and vehicles and aircraft and parts with N422.4 billion or 21.4 percent, N380.6 billion or 19.2 percent, and N232.8 billion or 11.8 percent of the total value of Q2 2014 imports, respectively. Imports classified by broad economic category showed that the three greatest values of imports in second quarter of 2014 were recorded for industrial supplies, capital goods, and fuels and lubricants, which accounted for N536.8 billion or 27.2 percent, N396.7 billion or 20.1 percent and N343.6 billion or 17.4 percent of the total import value recorded for the second quarter of 2014, respectively. Classified by continent, the greatest value of imports in the second quarter of 2014 came from Asia, with a value of N796.1 billion or 40.3 percent of the total. This was followed by Europe with N758.1 billion or 38.3 percent, the Americas with N316.1 billion or 16 percent, and Africa with N78.1 billion or 4 percent. Of the value of total imports from Africa, ECOWAS contributed N12.2 billion or 5.7 percent. By country of origin, the value of goods imported to Nigeria were greatest from China, United States, Netherlands, Belgium and India with import values of N426.1 billion or 21.5 percent, N235.6 billion or 11.9 percent, N138.7 billion or 7 percent, N124.0 billion or 6.3 percent, and N117.1 billion or 5.9 percent of the total in the second quarter of 2014, respectively, as indicated by the Bureau’s figures. By Ben Agande President Goodluck Jonathan, Monday, said his decision to postpone the ground-breaking ceremony for the multi-billion Naira Gas industrial Park was not ‘in furtherance of any anti-Itsekiri agenda but to allow for an amicable resolution of the dispute over the location of the park. The planned ground-breaking ceremony of the proposed Industrial Gas park was postponed by the president following threat by the Ijaw community over the location of the park which did not go down well with the Itsekiri community, who accused the President of acting in solidarity with his Ijaw kinsmen. But addressing state House Correspondents, the Special Adviser to the President on Media and Publicity, Dr Reuben Abati said though the president is affiliated to the Ijaw ethnic group by birth, “he was elected president of all Nigerians and has always shown by word and deed that he will always uphold the oath he swore on assumption of office to protect and promote the interests of all citizens with Justice, equity and fairness”. According to Abati, “the postponement of the ground breaking ceremony for the project earlier scheduled for last Friday was not in furtherance of any anti-Itsekiri agenda. “Rather, it was borne out of the clear need to give all concerned parties more time to achieve the communal peace, understanding and harmony that will greatly facilitate the project’s speedy actualisation for the benefit of the Itsekiris, Ijaws, Urhobos, Ibos, Isokos and other Nigerians” he said. President Jonathan noted that the “elders, community leaders and parties to the dispute over the location and ground breaking event for the gas Industrial park who have resorted to threats and accusations of partisanship against the president in press conferences and paid adverts in newspapers are therefore being most unfair to him and doing a great disservice to continuing efforts to forge greater national unity and peaceful coexistence”. The statement further reads: “We assure all concerned persons that as the leader of the nation, President Jonathan is not and cannot be on the side of any party to the avoidable dispute over the location and ownership of the site of the Gas Revolution Industrial Park. “The Project itself was conceived for the benefit of all Nigerians, not just Itsekiris, Ijaws, Urhobos or other Ethnic groups in its immediate environment. “In terms of employment opportunities, it is projected that the Gas Industrial Revolution Park will ultimately create up to three million jobs for Nigerians in its catchment area and other parts of the country. “President Jonathan therefore urges all parties to the communal dispute over the location and ownership of the site oif the Gas Industrial Revolution Park to cooperate fully with ongoing efforts by the federal government and Delta state government to peacefully resolve all outstanding issues so that the project can proceed apace for the benefit of local communities, all Nigerians and investors. “In the greater interest of the nation, President Jonathan expects the respected elders and leaders of the concerned communities to heed the pleas of federal and state government mediators and expeditiously resolve their differences for the good of all and the progress of the country” the president added. - See more at: http://www.vanguardngr.com/2014/11/anti-itsekiri-jonathan/#sthash.8kAXnOZN.dpuf |

As oil trends lower, Nigeria adopts measures to stem impact on economy Nigeria’s finance minister made moves to assure jittery financial markets over the weekend, as falling oil prices erode the country’s revenue and investors sell naira assets from bonds to equities. The Nigerian Government is working out some surcharges on certain luxury items to make the country’s rich pay a little bit more, as part of several quick measures to ramp up revenue shortfalls, Ngozi Okonjo-Iweala, co-ordinating minister for the economy and minister for finance, announced yesterday. The government was adopting a multi-pronged strategic response to mitigate the adverse effects of the decline in global oil prices, which have seen a significant drop in oil revenues for Nigeria since June, Okonjo-Iweala said at a special press conference in Abuja. Part of those measures is also that Medium Term Expenditure Framework (MTEF) and the Budget 2015 proposal to the National Assembly have been revised, as government now proposes a benchmark of $73 dollars per barrel to the National Assembly, compared to the earlier $78. Government spending would also be tightened, especially on foreign travels and trainings, going forward. “The idea behind the surcharge is that those Nigerians who are well off would be made to contribute a bit more to making the government coffers more robust, so that they share a bit more of the pain,” the minister told journalists in Abuja. Nigeria, which relies on oil sales for 70 percent of government revenue, expects to produce 2.27 million barrels per day next year, generating revenue of N6.833 trillion ($39.8 billion), the minister said. This year’s budget was based on output of 2.39 million barrels a day. The fiscal and monetary authorities are also co-coordinating to provide a soft landing for the naira, sources privy to the discussions told BusinessDay. Markets may welcome the finance minister’s moves, as investors had been seeking clarity from the country’s economic managers. “The Government is sending a message of calm to the markets and saying look we have a game plan and are not behind the curve,” said the source. Nigerian stocks rallied the most in the world last week, advancing for five straight days, as local buyers took advantage of lower prices paring the bourse’s 2014 loss to 14 percent. The naira strengthened for the first time in four days on Friday, gaining 0.6 percent to N171.15 per dollar by 4:54 p.m. in Lagos. Government would tap up to half of the Excess Crude Account which now stands at $4.1 billion before the end of the year, to be able to meet up with expenditures that are crystallising at the moment, the finance minister said. Despite the small fiscal buffers, Nigeria should be able to cushion the effects of sliding oil on revenues, by running budget deficits for the next two years, due to a low debt level, Fitch ratings said on Friday. “Nigeria has the fiscal space to run deficits in the region of 4-5 percent of GDP for a few years, without undermining fiscal stability,” Carmen Altenkirch, director of the sovereign group at the agency, said. “Fiscal surpluses during the good years will give Nigeria scope to run deficits with lower oil prices.” Nigeria’s fiscal deficit is low, expected at 1.03 percent of GDP in 2014, while inflation printed in single digits of 8.3 percent for September 2014. Okonjo-Iweala explained that even though the government has been working hard on several scenarios and contingency plans in readiness for any eventuality, it was important to proceed in a measured manner, based on a complete understanding of the challenges. “Given the nature of the oil market, we needed to see the extent and trend of the oil price, in order to take the right measures. Panic is not a strategy. It’s important that our strategies are based on facts and a clear understanding of both the strengths of the economy and the challenges posed by the drop in oil prices which is currently at $79 for our premium Bonny Light Crude.” Sources tell BusinessDay that the Government was concerned about a disorderly sell-off in the stock and FX markets, hence the need for a robust response from officials. “There is a big difference between what is happening now and the 2008/ 2009 crises,” the source said. Two major factors make this period different from 2009. Nigerian banks are much healthier now than in 2009, with better risk standards and the rebased GDP showed a more diversified economy, which is potentially more resilient than most oil economies of the world. Nigeria’s banking system has returned to growth and profitability after AMCONs intervention. By Sebastine Obasi,with Agency report Shell Petroleum Development Company, SPDC, has said it accepted responsibility for the two operational spills in Bodo, Gokana Local Government Area of Rivers State, and that it wants to compensate fairly and quickly, those who have been genuinely affected by the oil spill. This came on the heels of British-based Amnesty International’s accusation that the company under-reported the size of two 2008 oil spills in the Niger Delta. Amnesty International also said in a statement released on Thursday in the United Kingdom, that Shell had known for years that “its pipelines in the Niger Delta were old and faulty.” Media Relations Manager of SPDC, Mr. Precious Okolobo, said in a statement in Lagos that following the 2008 spills, a team, including relevant government agencies, SPDC and representatives of the Bodo community, visited the spill sites and completed a Joint Investigation Visit report and that the estimated total volume of oil spilled was in the region of 4,144 barrels. “As part of the litigation process, we asked satellite remote sensing experts, hydrologists and specialists in mangrove ecology to assess how the Bodo waterways and mangroves were impacted and other relevant information addressing the question of the volume of these spills and the extent of the damage. “Having reviewed their findings, we accept that the total volume of oil released as a result of the two operational spills is likely to have exceeded the Joint Investigation Visit estimates. “While naturally, the findings in relation to the Bodo Joint Investigation Visit and the volume of oil from these spills are of concern to us, it is not the key issue for the purpose of determining the appropriate level of compensation. “SPDC is prepared to compensate all members of Bodo community who have been genuinely affected by the spills, taking account of the entire area which has been impacted,” it said. The statement explained that SPDC had been working together with the National Coalition on Gas Flaring and Oil Spills in the Niger Delta to improve the quality of Joint Investigation Visits at SPDC facilities in the Niger Delta. The statement by Amnesty International said a court document revealed Shell had repeatedly made false claims about the size and impact of two major oil spills at Bodo in Nigeria, in an attempt to minimise its compensation payments and that the potential repercussions are that hundreds of thousands of people may have been denied or underpaid compensation based on similar underestimates of other spills.” According to Audrey Gaughran, Director for global issues at Amnesty International. “Shell has admitted that it underestimated the volume of oil spilled in both spills and the impact of both, which is a very significant issue, because they’ve denied that for years. People have given them evidence that they were underestimating their damages repeatedly. The second thing that emerged in these court documents is that Shell has known for years that the pipes going through the Ogoniland area were past their reasonable use-by dates, were old, leaky and in the words of the document ‘a hazard’.
