Some units in government hospitals in Lagos may be forced to shut down due to an acute shortage of medical doctors in the state, National Mirror investigations can authoritatively reveal. A survey conducted at many of the hospitals over a period revealed that hundreds of patients that besiege the general hospitals everyday now have to queue for hours before receiving medical attention. Doctors complain of being overworked, with many of them staying on duty for over 24 hours at a stretch. National Mirror investigation revealed that the state government has not employed any resident doctor in the last two years at the Lagos State University Teaching Hospital, LASUTH, leaving the care of thousands of patients in the hands of medical officers, who are mostly general practitioners. A resident doctor is a medical doctor receiving advanced training in a specialist field. In the teaching hospital setting, the resident doctors usually attend to the majority of patients and render specialised services under the supervision of consultants who are fewer in number. Repeated visits to LASUTH, however, revealed many departments are without resident doctors. At the department of medicine, for instance, many of the units which should be supervised by resident doctors are being run by medical officers. In one of the units, the only consultant, who did not want his name mentioned, confirmed that he was running the unit with just two medical officers, which he described as “grossly inadequate”. “In a department like my own, there should be at least three to four consultants, two to three senior registrars per consultant, three to four registrars and three to four resident doctors per consultant,” the consultant, who pleaded anonymity, told National Mirror . This, he said, has increased the workload of the few doctors on ground with one doctor attending to no fewer than 40 patients or more daily. “We need at least a triple of the number of doctors in this unit,” he said. National Mirror learnt there are currently 24 doctors at the surgical out-patients department, a situation one of the doctors said was inadequate for all the units. “There is so much pressure on us,” the doctor said, and bluntly refused to speak further. Some doctors, bogged down by the pressure of work, were not ready to spare any time for interviews. Some also told National Mirror they were civil servants and would not talk without the permission of the hospital authorities. A female doctor at the paediatric department simply walked this reporter out of her unit even when our correspondent pretended to be a mother requiring information about hospital admission. “Look, I have so many children to attend to. If you want any information go to the information unit. The right people to tell you what you want are there. Please leave,” she said. A nurse at the medical out-patient unit also confirmed the pressure of work on the doctors. She told National Mirror that majority of them were being so overworked that they did not have time for break. They send attendants to buy biscuits and soft drinks to eat. “Many of them resume work at 8a.m. and close around 7p.m. Some even work continuously for three days without going home. Some of them will even delegate their duties, telling nurses around to attend to some of the patients and prescribe necessary drugs simply because of the stress and workload on them. “Others who will not delegate will just attend to patients in a hurry and release them,” she added. Further investigation at the obstetrics and gynaecology, O&G, department in LASUTH also revealed that there are only five doctors in the department. The department caters for scores of women who visit the department daily for specialised care. A source at the department told National Mirror that the doctors could only attend to only 10 new patients and about 30 followups daily. It was a pathetic situation at the Lagos Island General Hospital when National Mirror visited the surgical out- patients department. There was a long queue of patients either waiting to be booked for a surgical operation or waiting to take their turn to be taken to the theatre. One of the patients, who identified himself simply as Friday, was seen pleading with doctors to attend to him as he complained of a bladder problem and obvious urinary incontinence. Another patient, Mrs. Nike Ademola, with an undisclosed ailment lamented openly that she had been sitting in one spot since 8a.m. when she was called and was yet to be attended to at 3p.m. National Mirror noted that there are just one consultant and one doctor in the unit. Both could not be reached for interview. A source, however, confirmed that the doctors are always so overwhelmed by the number of patients they see daily that it now seems “they have developed thick skin to the cries of patients.” “Doctors in that unit are usually overstressed. By the time they attend to about 25 patients, they are worn out already. Most of the time, they work for two days at a stretch. Their case can be described as an abnormality that has become normal in the system,” he said. The situation is not different in other departments of the hospital visited by National Mirror. At Gbagada General Hospital, a young man, Ayoola, narrated how his wife was rushed from a private hospital in Ketu at exactly 5.20a.m. and could not see a doctor until it was almost 9a.m. “Kemi was about seven months pregnant and was draining. She started complaining of pain yesterday around 10p.m. so I took her to a nearby clinic. But the doctor called me aside and said he had to refer her to a government hospital because he suspected that the baby was dead based on the kind of odour from her body. She needed to see a specialist to treat the infections which he described as “sepsis.” “The doctor actually advised that I took her to either LASUTH or Gbagada immediately but I pleaded that we wait till the morning because there was no transport around that time. I was, however, lucky to see a friend who agreed to take us in his car by 5a.m. “At the Gbagada General Hospital, we were directed to the O&G department from the emergency unit but there was no doctor to attend to us with my wife reeling in pain. I tried to look for a doctor and I saw one man sleeping on a table who turned out to be the only doctor on duty in that unit. A nurse pleaded with me to leave him alone because he had been the only doctor on duty and he had ‘worked himself out,’ to use her exact word. “I wonder why government should allow that to happen. Anyway I had to start shouting and begging that they should not allow my wife to die before a doctor eventually came to attend to her at 9a.m. “I must, however, commend the doctors and the nurses. The doctor actually told me my wife would have died if he had not referred her.” National Mirror also visited the dental department of the hospital where there was no single doctor on duty. It was gathered that only three doctors out of the total six in the department had all gone for a seminar. The other three were reportedly on leave. The department currently does not have a consultant. The only nurse on duty was heard telling patients to come back the following day. A lady who complained of severe tooth pain was advised to take Paracetamol and come back the following day as there was no doctor around to attend to her. The nurse also advised some other patients with serious cases to try other hospitals for proper medical attention. Lagos State Chairman of the Nigerian Medical Association, NMA, Dr. Francis Faduyile, confirmed the dearth of doctors in Lagos public hospitals, saying lack of adequate medical personnel had become a general problem at LASUTH in particular. “Over two years now, doctors have not been employed at LASUTH, those on ground are not trained to be promoted to be registrars and registrars not trained to be senior registrars. As a result, there is a general lack of senior registrars within the system and this really affects the system. “Many departments are affected by this in the sense that where there should be two or three senior registrars you have only one or no registrar at all. The lack of adequate medical personnel is a general problem at LASUTH. “Doctors are really overworked, you know an overworked doctor is a stressed doctor and we all know what can happen to decision making during stressful situations. The patients will always be at the receiving ends of such a terrible situation. “Lagos State, being a ‘centre of excellence’, is supposed to have many of these consultants for the people to enjoy their benefits. The underlying fact is that a consultant is supposed to have at least two or three senior registrars so that he will be able to expand his work for the work to be appreciated. Also, under each senior registrar, there should be about two or three registrars.” He added that within a unit of a consultant, there should be a minimum of 10 doctors learning under him. But in the case of LASUTH, there is a consultant without a registrar or a senior registrar without a registrar, hence the consultant will not work effectively, the work will be hampered. Such cases can be very difficult, and this accounts for why doctors have been crying for more people to complement the work the consultants are doing. “A consultant will always need the registrars to rally round him to take care of the patients when he performs a surgery instead of him being tied down to see one patient.” Asked about the number of consultants, senior registrars and registrars needed in a hospital like LASUTH, Dr. Faduyile said: “LASUTH is big, it is the highest rated in Lagos State, so it depends on the outlook of the government on the number of consultants, senior registrars and registrars it wants. It depends on the number of specialties the government wants to have. “For example, it is possible the government decides it is not taking neurosurgeons, which means people in Lagos that need neurosurgical treatment are doomed to die or they go to another place.” Efforts by National Mirror to get the state Commissioner of Health, Dr Jide Idris, and his counterpart in Information, Lateef Ibirogba, to react to the development was unsuccessful as they did not pick their calls or reply text messages requesting for interview or asking direct questions on our findings in the state hospitals. http://nationalmirroronline.net/new/shortage-of-doctors-hits-lagos-hospitals/ |

The University of Ilorin has expelled five students from the institution for alleged acts of misconduct. The Disciplinary Committee of the institution said after due consideration of all evidence before it, it was convinced beyond reasonable doubt that the allegation of misconduct was established against the students. Vice-Chancellor, UNILORIN, Prof. AbdulGaniyu Ambali, in an interview with journalists in Ilorin on Tuesday, confirmed the expulsion of the students. He added that before any student could graduate, such must have been found worthy in learning and character. According to him, students are being monitored from their first day on the campus till the last day. Besides, he said the university believed in upholding the rule of law. He said, "We have various committees put in place to checkmate excesses either of the students or of the staff. We have rules and regulations guiding the conducts of staff and students on campus." http://mobile.punchng.com/output.php?link=http://www.punchng.com/news/unilorin-expels-five-students/ |
Striking university teachers on Tuesday dismissed as a "rumour" the report that they would soon return to the classrooms. They insisted that there was no end to the strike until the Federal Government honoured fully an agreement it signed with their umbrella body, the Academic Staff Union of Universities in 2009. Members of ASUU in Nsukka, Calabar and Benin zones restated their resolve to continue with the industrial action at different briefings on Tuesday. The Calabar zone of the union, comprising the University of Calabar; the University of Uyo; the Michael Okpara University of Agriculture, and the Cross River University of Technology, particularly described as unfortunate the report that lecturers would return to the classrooms on Thursday. The Coordinator of the union in Nsukka zone, Dr. Chidi Osuagwu, said the resumption rumour was an embarrassment to ASUU members. He appealed to the students, parents and guardians to bear with the union, saying they were pursuing a worthy cause to ensure better university system in the country. He recalled that the union embarked on the strike because of the failure of the Federal Government to implement the 2009 agreement. The zone draws its members from the Abia State University, Uturu; the Anambra State University, Uli; the Ebonyi State University, Abakaliki; the Enugu State University of Science and Technology, Enugu; Nnamdi Azikiwe University, Awka, and the University of Nigeria, Nsukka. Members of the union in Benin, in a statement by Dr. Sunny Ighalo (University of Benin), Dr. Emmanuel Mordi (Delta State University); Prof. Fred Esumeh (Ambrose Alli University); Dr. Beke Sese (Niger Delta University); and the zonal coordinator, Dr. Sunny Ighalo, also described the Thursday resumption date as untrue. The statement read, "There is no iota of truth in the report as the government has yet to make any concrete effort to address the issues at stake. The union remains focused and is resolved to carrying on with the struggle to revitalise and reposition university education in Nigeria. Nothing short of full implementation of the agreement and respect for the Memorandum of Understanding of 2009 will be acceptable to the union." http://mobile.punchng.com/output.php?link=http://www.punchng.com/news/ASUU-dismisses-resumption-rumour/ |
THE National Judicial Council (NJC), on Monday, announced the sack of the acting Chief Judge of Abia State, Justice Shadrack Nwanosike, for falsifying his date of birth. It also set up a five-member panel to look into the report of low performance by some judges. The panel, according to a source, had put a secretariat in place in the council and is about sending invitation to affected judges. The membership of the panel was still under wrap at the time of going to press, due to what a source called the “sensitive nature of the assignment.” The affected judges, according to the source, were being asked to come and justify why they should not be dismissed. The council also announced the appointment of four new chief judges for Federal Capital Territory (FCT), Rivers, Jigawa and Katsina states. According to a statement signed by the council’s spokesperson, Soji Oye, “The NJC, under the chairmanship of Justice Mukhtar, at its 63rd meeting held between July 17 and 18, 2013 recommended the compulsory retirement from office of Justice Nwanosike, the acting Chief Judge of Abia State. “The decision is sequel to the findings of the council that Justice Nwanosike falsified his date of birth, which invariably affected his retirement age. “The council, during the meeting, also considered and deliberated on the report of its Committee on Performance Evaluation of Judicial Officers of the Superior Courts of Record in the Federation. “At the end of deliberation, the council constituted a five-man committee comprising its members to invite judicial officers with very low performance or non-performance, to appear before it, to show cause why they should not be removed from office.” Other recommended appointments by the council included the president, Customary Court of Appeal, Taraba State; two Khadis for the Sharia Court of Appeal, Kebbi State; two Khadis for the Sharia Court of Appeal, Sokoto State; one judge for the Customary Court of Appeal, Delta State and two judges for the Customary Court of Appeal, Ebonyi State. http://tribune.com.ng/news2013/index.php/en/component/k2/item/17892-njc-sacks-abia-cj-over-forgery-•probe-others-for-low-performance.html |

Chief Imam of University of Abuja Central Mosque, Taofik Abdul-Azeez, has alleged that government is actually profiting from menace of the terrorists group, Boko Haram, while Nigerians are left to bear the brunt . He also declared that contrary to the wide spread notion that Boko Haram had link with Islam, the group was a product of media coinage, but owned by the ruling party in Nigeria. Speaking on the topic ,“Surviving the Global Onslaught on Islam” ,the lecturer reviewed Nigeria’s political system and came to the conclusion that unless the electorates wake up from their slumber and seek the right education ,the hardship being visited on them would not abate . The programme was the annual Ramadan lecture, organised by Da’awah Front of Nigeria (Ondo- Ekiti branch) at Government House Mosque, Ado-Ekiti. Abdul-Azeez distanced Islam from the dastardly acts being committed by Boko Haram and Al-Qaida groups ,insisting that their modus operandi have clearly disconnect them from Islam. Boko-Haram, he noted, is one of the manifestations of evil consequences of desperation of the politicians to grab power, insisting that only government who knows how the group came about could end its menace. The lecturer enumerated seven sentiments which the West used in fighting Islam and its adherents, the first and most potent being media propaganda. He decried a situation where Muslims who are fighting genuine course or making legitimate demands are tagged as, fanatics, fundamentalists, extremists and of later terrorists. His words, “Boko Haram is not an Islamic group as the media would want the public to believe. The truth of the matter is that the word ‘Boko-Haram’ is a media creation and the group is actually owned by the ruling party in Nigeria. I can tell you government is making a lot of money from Boko Haram. Nobody can claim to be fighting for Islam and kill people indiscriminately, even Muslims, and set places of worship on fire. We have seen all these playing out in the engagements of Boko Haram.” On the issue of child marriage, the cleric described it an escapist and diversionary tactics by the Senate to elicit needless debate, adding that Nigerians are more interested in asking questions about the dismal performances of members of the National Assembly, giving the colossal resources which the nation had to contend with in funding the two chambers. “Nigerians must ask members of the Senate about the huge salaries they are taken for doing nothing. They should ask question about their irresponsibility and dastardly acts .They should ask them why they have failed to bring government to account for the glaring maladministration,” he said. The Imam urged Muslims to shun unnecessary criticism of one another and cultivate the habit of verifying whatever religious doctrines they are confronted with. Doing so, he hoped, would save many innocent believers from fallen into traps of the enemies. He traced the multi-various problems confronting the nation to unwholesome activities of political party owners, who often manipulate the majority for their selfish agenda under the guise of democracy. http://dailyindependentnig.com/2013/07/fg-profiting-from-boko-haram-insurgency-imam-alleges/ |
Indications emerged yesterday that local government workers across the country were getting set to commence a three-day warning strike today. This is to protest Senate’s refusal to endorse local government autonomy in the ongoing amendment of the country’s constitution. A statement signed by the state Secretary of the Kwara State branch of the Nigeria Union of Local Government Employees, NULGE, Comrade Afolabi Abayomi, had directed all workers of the councils in the state to join their colleagues in the nationwide strike action. Abayomi in the statement said NULGE’s National Executive Council meeting which held in Abuja last week had resolved to go on strike because it was aware that some senators who voted against local government autonomy did so because of their “selfish interests and inordinate ambitions”. “The union is aware that some senators who voted against local government autonomy did so for reasons of their inordinate ambitions to become governors and continue the looting spree, the entrenchment of poverty and lack of development at the grassroots,” he said. “If the labour of our people during public hearings to have a local government that is grass root development- oriented, people driven, free from executive lawlessness, encumbrances and endless pilfering, will not be in vain, then the Senate must revisit the issue of local autonomy immediately”, they added. http://nationalmirroronline.net/new/lg-workers-to-commence-nationwide-warning-strike-today/ |
An award-winning Nigerian music director, Aswad Ayinde, found guilty of fathering children with his daughters will spend the rest of his life in jail. According to Mail Online, Ayinde, 55, of Paterson, New Jersey, United States, was sentenced to 50 years in prison on Friday after being found guilty in the second of five expected trials in which he is accused of repeatedly raping his six daughters, resulting in six children being fathered. Mr. Ayinde was found guilty in his latest trial of having intercourse with a daughters when she was as young as eight-years-old. The second sentence adds to the 40 year sentence Mr Ayinde received in a 2011 trial for sexually assaulting a separate daughter. Mr. Ayinde is known for directing the music video for the Fugees 1996 smash hit “Killing Me Softly.” In a disturbing disclosure during his first trial, Mr. Ayinde’s former wife said he was trying to create a “pure family bloodline” by impregnating his daughters. He even claimed during a pre-trial hearing before the first trial that “the world was going to end, and it was just going to be him and his offspring and that he was chosen.” In this latest trial, it was revealed that Mr. Ayinde began having intercourse with his second daughter from the time she eight-years-old, impregnating her four times. The sexual assaults happened for almost 30 years until Mr. Ayinde and his wife separated, officials said. They occurred in numerous homes across northern New Jersey, even while the family was under watch of state child welfare officials, according to NBC New York. Some of the rapes even took place in an abandoned funeral home. The family moving as far away as Florida to avoid investigation after case workers removed multiple children from the Ayinde household in 2000, resulting in Mr. Ayinde being arrested for kidnapping for trying to take them from state custody in a medical center, NBC New York reported. He pleaded guilty to lesser charges and received a year’s probation – as he continued raping one daughter for at least another two years, according to officials. The depraved father also beat and starved the girls using wooden boards and steel-toed boots for even “minor transgressions,” Ayinde’s wife testified at the first trial. Some of the children Ayinde fathered with his daughters were born in the home, with at least two babies who died in the home having been buried without notifying authorities or obtaining birth certificates, NBC New York reported. Ayinde’s tortured daughters were home schooled and isolated from other children, so as to keep the family secrets hidden, the station added. With his wife too afraid to confront him, Mr. Ayinde carried out his evil plan without hindrance even while directing the music video for the Fugees 1996 breakout hit ‘Killing Me Softly, for which he won ‘Best R&B Video’ at the 1996 MTV Music Video Awards. The Fugees are also originally from Northern New Jersey. http://tribune.com.ng/news2013/index.php/en/component/k2/item/17805-nigerian-jailed-90-years-in-us-for-fathering-six-children-with-own-daughters.html |
ACADEMIC Staff Union of Universities, ASUU, has described as speculative reports that the strike embarked upon by the union over the inability of the Federal Government to implement the 2009 agreement it willingly entered into with the union would be called off this Thursday. National President of ASUU, Dr. Nasir Fagge, told Vanguard that he was surprised to hear that the union was going to call off the strike on Thursday when the issues tabled before government had not been resolved. Faggae said: “There is nothing like that (suspending the strike). I am also surprised to hear people say that we are going to call off the strike. He said: “Our members have made it categorically clear what they want. This meeting we had with government on Friday at the office of the Secretary to the Government of the Federation, SGF, is just exploratory. “We are trying to look at issues holistically and see how we are going to address them. So assignments were given to various people that attended the meeting and the expectation is that we will meet tomorrow (today), Monday and look at the assignment given and also look at it on Thursday again. “So, that is why I’m surprised to hear people say that we are going to suspend strike on Thursday. The mandate of our members is very clear. So, we will wait and see what the Monday and Thursday meetings unfold and then we report back to our members.” On how long it would take ASUU leaders to convene a meeting with its members after the meeting with government on Thursday, the ASUU boss said “we are in constant consultation with our members, we don’t really have problems with that. “After the meeting, we will decide when to link up with our members depending upon what is placed on table on Thursday.” Commenting on the speculation that the union might suspend the strike if the government met up to 50 per cent of the agreement, Faggae said the union would prefer to get to the bridge before crossing it. He commended the positive disposition of the Joint Senate and House of Representatives Committee on Education towards the resolution of the crisis. Fagge added: “For us, the interaction we have had with the Joint Committee clearly indicates that they are concerned like other Nigerians”. “This is expected of the representatives of people. You see the problem has always been that the executive arm of government does not really hearken to advise that are given on how best to address the problems on education in this country. “We are convinced as a union that the only thing the government can really do for Nigerians is to avail them of education. “Once you are able to do that, you will see that people will be able to generate jobs and they will be able to take care of themselves and contribute to nation building. So that is the argument we are placing on the table.” http://www.vanguardngr.com/2013/07/ASUU-denies-plan-to-call-off-strike-on-thursday/ |

The exact ingredients of the popular soft drink, invented by a medicinal chemist called John Pemberton in 1886, have always been shrouded in mystery Ever since the creation of Coca-Cola in 1886, the precise recipe has been a closely guarded secret. The only official written copy is supposedly held in a U.S. bank vault and only two company employees at any one time are said to know the whole formula that gives the fizzy drink its distinctive flavour. But now, 125 years of near-total secrecy look to be over, as a website claims to have uncovered a list showing the ingredients and quantities used to make the drink. The list, it claims, was actually published without fanfare in a 1979 local newspaper article in Coca-Cola’s U.S. home town of Atlanta, Georgia – but no one appeared to realise its significance. The website, Thisamericanlife.org, said the 32-year-old article – buried on Page 28 of the Atlanta Journal- Constitution – shows a photograph of a recipe purported to be an exact replica of Coca-Cola creator John Pemberton’s. The recipe had apparently been written by a friend of pharmacist Mr Pemberton’s then passed down through the generations. A can of Coca-Cola currently simply refers to its specialist ingredients as ‘Natural flavourings including caffeine’ alongside carbonated water, sugar, phosphoric acid and colour (Caramel E150d). Thisamericanlife.org consulted historian Mark Pendergrast, who has written a history of the drink and believes the recipe could be, as Coca- Cola’s famous slogan goes, the real thing. He said: ‘I think that it certainly is a version of the formula.’ Should he be right, it would unlock the key to one of the world’s most recognisable brands, which is sold in more than 200 countries. In 2010 Coca-Cola became the first brand to top £1billion in annual UK grocery sales. Thisamericanlife.org claims to have uncovered a list, in a 1979 newspaper article, showing the ingredients and quantities used to make the drink Teenagers sharing a bottle of Coke. Coca-Cola contains a number of essential oils and it is the precise way that these are blended together that is responsible for the drink's unique flavour So it is perhaps no wonder that the firm has been eager to keep its recipe from competitors. Asa Candler, one of the first presidents of the company, was so worried that the ‘Holy of Holies’ would fall into the wrong hands he made sure it was never written down. He removed all the labels from the containers of the ingredients so they were identified only by the sight, smell and where they were put on the shelf. Enlarge A crucial part of the formula was also given the name ‘7X’ to add to the mystique. Mr Candler even used to go through company mail himself and remove invoices for ingredients so no one in the accounts department could sell the recipe to a rival. ‘The company has always said, and as far as I know it’s true, that at any given time only two people know how to mix the 7X flavouring ingredient,’ said Mr Pendergrast. ‘Those two people never travel on the same plane in case it crashes; it’s this carefully passed-on secret ritual and the formula is kept in a bank vault.’ In more recent times Coca-Cola has defended a string of legal challenges to force it to reveal its formula. In 1977 it pulled out of India rather than divulge it to the government. The closest the company itself has come to divulging its recipe was the admission that it originally included cocaine, although the narcotic was removed in the early 1900s. It is not clear whether, cocaine aside, the discovered recipe would be the same as that used today, or whether the company has made any changes to the formula since then. http://www.dailymail.co.uk/news/article-1356810/Coca-Cola-recipe-Top-secret-formula-uncovered-This-American-Life-website.html |

Government officials are almost entering a panic as they are realizing that the country’s fiscal projections for 2013 might not be realized due to dwindling gross oil revenue that accrues to the Federation Account. The drop which is being caused by massive oil theft, illegal bunkering and pipeline vandalism may cause the Federal Government to be unable to implement the 2013 budget. According to figures obtained by this newspaper, the monthly allocations to the three tiers of government by the Federation Accounts Allocation Committee revealed that the country only realised N3.893tn as gross federally collected revenue in the first six months of 2013, a shortfall of N321.73bn from the projected revenue of N.215tn. According to the FAAC document, the monthly budgeted gross federally collected revenue for the country is put at N702.54bn. This is expected to be realised from three revenue sources – mineral revenue, N465.057bn; non-mineral revenue, N158.711bn and Value Added Tax, N78.77bn. However, further investigations revealed that the N3.893tn revenue for the first half of this year was earned as follows: January, N651.26bn; February, N571.7bn; and March, N595.71bn. In the months of April, May and June, revenue receipts by the country were N621.07bn,N590.77bn and N863.02bn respectively. In the same vein, the country recorded significant revenue drop between January and May, as follows: January N51.28bn; February N130.84bn; March N106.84bn, April N81.47bn and May N111.77bn. Curiously, there was a surplus of N160.48bn in June as the country’s revenue receipts of N863.02bn exceeded the budgeted sum of N702.54bn owing to completion of pipeline repairs in some terminals. It was gathered that unless the revenue generating agencies step up their efforts and leakages in the oil sector were taken care off, the country might only realise about N7.78tn for the 2013 fiscal year instead of the projected N8.43tn going by the first- half revenue trend. During the week, the Coordinating Minister for the Economy and Minister of Finance, DrNgoziOkonjo-Iweala, said that the country was losing 400,000 barrels of crude oil per day to illegal bunkering and vandalism of oil pipelines. Okonjo-Iweala, who appeared before the House of Representatives Joint Committee on Appropriation/Finance in Abuja last Tuesday, had said, “We are losing revenue; 400,000 barrels of crude oil are lost on a daily basis due to illegal bunkering, vandalism and production shut-in. “I have to clarify that it is not as if the entire 400,000 barrels is stolen, no. What happens is that whenever the pipelines are attacked and oil is taken, there is a total shut down. All the quantity of oil produced for that day will be lost because it means government cannot sell it and it means a drop in revenue.” The minister explained that this was the reason President Goodluck Jonathan sought to amend the 2013 Appropriation Act as against sending a supplementary budget to the National Assembly. She pointed out that with the revenue shortfalls currently facing the country, there was no way the government could afford a supplementary budget. Okonjo-Iweala told the committee, “You cannot talk of supplementary budget when your revenue is going down. That is why we are asking for an amendment to restore the money that was removed.” Worried by the shortfall in revenue, the Federal Government had constituted a committee headed by the Governor of Bauchi State, Alhaji Isa Yuguda, to address the oil theft problem. Other members of the committee are the Governors of Delta, Dr. Emmanuel Uduaghan; Anambra, Mr. Peter Obi; and Gombe,Alhaji Ibrahim Dankwambo. The rest are the Minister of Finance, Director General of the Budget Office of the Federation, Dr. Bright Okogu; and the Accountant General of the Federation, Mr. Jonah Otunla. Okonjo-Iweala said the committee had also resolved to address the root cause of the revenue challenges facing the country. Reacting to this development, the Managing Director, Financial Derivatives Company Limited, Mr. Bismarck Rewane, warned that a revenue drop could hurt the nation’s economy. Rewane said, “If indeed about 400,000 barrels of crude oil are lost every day, that’s about 20 per cent of daily oil production. Remember crude oil is the mainstay of Nigeria’s economy. If they take away 20 per cent of your salary, you know how that will affect you. Nigeria cannot survive on what will be left if that amount of revenue is lost every day.” But a public intellectual and economist, Henry Boyo, expressed surprise that Nigeria had lost so much to oil bunkering despite the huge sums government had spent to secure oil facilities and pipelines. “It is quite surprising that despite the huge amount that has been spent by the Federal Government to put in place security patrols on the coasts of the Niger Delta, oil bunkering has reached this stage. ,” he said. Also, political economist, Pat Utomi, said the diversification of the nation’s revenue streams, and not worries about a drop in revenue, should be government’s immediate concern. He said, “I have always belonged to the school of thought that suggests that only a small percentage of the oil revenue should be shared between the tiers of government “I have even suggested, even though with tongue in cheek, that Nigeria should cap its oil wells so that wecan make a conscious effort at developing other sectors. All kinds of individuals who should not have been anywhere near governance are running to become public servants because of oil revenue. “We have been killing other sectors of our economy. Maybe we need to be broke to return to our senses and dedicate more time to other sector such as agriculture, and manufacturing,” the economist said. |
The funeral service for the late mother of the Special Adviser to President Goodluck Jonathan on Media and Publicity, Dr. Reuben Abati, which held at St. John’s Anglican Church, Isale Igbein, Abeokuta, was on Friday turned to a political popularity testing for Governor Ibikunle Amosun of Ogun State and his predecessor, Otunba Gbenga Daniel. It all started when the officiating minister and Bishop of Egba Diocese, Rt. Rev. Emmanuel Adekunle, invited the son of the deceased to the pulpit to deliver his speech. Abati, in the course of his speech, recognised the dignitaries who were present in the church, including the former Secretary General of the Commonwealth, Chief Emeka Anyaoku; the Minister of Information, Labaran Maku; Chief of Staff to President Jonathan, Mike Oghiadomhe; Ibikunle Amosun and former Governor Daniel. When Abati recognised the former Ogun State governor, a deafening applause rented the church’s atmosphere. The applause for Daniel went on for some minutes and Abati had to pause for a while to allow it to subside before he could proceed with his speech. Shouts of “OGD, OGD, OGD” in the church hall also followed the applause. Immediately after Abati’s speech, Amosun, who took over the pulpit, vehemently expressed his disgust at the loud ovation that greeted the church’s atmosphere when Daniel’s name was mentioned. Amosun, who did not recognise Daniel while acknowledging dignitaries in the church, however, drew Abati’s attention to what he described as “politics in the church.” The governor wondered why supporters of politicians would turn the church into a campaign ground. He urged the clergy to always use the advantage of the pulpit to educate politicians to play their game outside the vicinity of the church, stressing that such kind of politics was not what the late sage, Chief Obafemi Awolowo bequeathed to the people of the South- West. Amosun said, “I have listened to the sermon of the presiding Bishop, Emmanuel Adekunle; when I was called here, I saw that our people were clapping, but I didn’t know that Reuben had become a politician because I discovered that there is politics going on here. “This is the first place in Nigeria where we had the first church and the first Bible; so, we should do everything to keep that proud legacy. Churches are not where we turn to campaign ground, this is Ogun State. “Popularity is tested not inside the church but on the street, in the market where the masses are. Coming to church where people clap; it is not of Ogun standard; this is Ogun State, we should not do that here.” Earlier in his sermon, Adekunle urged the government and the Independent National Electoral Commission to carry out a compulsory medical test to ascertain the mental status of every political office seeker before their assumption of office. Apparently referring to the political crisis in Rivers State, where members of the state House of Assembly reportedly used the mace to fight and injure one another, Adekunle recommended that the government and INEC should ensure that political office seekers present their certificate of psychiatric fitness before being allowed to vie for any position. President Goodluck Jonathan, in a speech at the funeral service, urged mothers across the country to provide good training for their children to ensure a peaceful society. Represented on the occasion by Oghiadomhe, the President lamented that lack of good upbringing on the part of mothers was responsible for all the vices currently being experienced and which had manifested in the security challenges confronting Nigeria. Jonathan described Abati’s mother as an epitome of good motherhood as evident in the character of his son. |
The Senate today has made the age a girl could marry open. This means that anyone born a female could marry at any age without any illegality in it. Senator Yerima who spear headed this cause is said to have married a 13 year old girl in 2010. How do you feel about this and its effects on us as Nigerians? |

The total power failure experienced nationwide last Thursday was caused by high voltage, the Transmission Company of Nigeria has said. The blackout, which occurred around 1.55pm on the fateful day, resulted in a complete system collapse. TCN said the development made many transmission equipment to explode at Ayede in Ibadan, Oyo State; Osogbo, Osun State; Ganmo in Ilorin, Kwara State as well as Shiroro in Niger State. Although the firm said it had restored power to most parts of the country, it explained that the damaged equipment tripped a major electricity transmission line, which warranted a total collapse of the grid. The General Manager, Public Affairs, TCN, Mr. Dave Ifabiyi, said engineers worked throughout the night and into the early hours of Friday to replace the damaged equipment. Ifabiyi said, in the statement, “The damaged equipment tripped the 330 kV transmission lines from Osogbo in Osun State to Ikeja-West in Lagos State; Benin in Edo State to Omotosho in Ondo State; Omotosho to Ikeja- West and Egbin to Ikeja-West in Lagos State, as well as Okpai in Edo State to Onitsha in Anambra State.” TCN expressed regrets that the repair efforts to restore power supply took a while because of the enormity of the incident. It apologised to the Federal Government and Nigerians for the inconveniences caused by the outage. Incessant system collapse prompted the decision of the Federal Government to consider generating additional 4,000 megawatts of electricity from coal two weeks ago. The Minister of Power, Prof. Chinedu Nebo, said this would augment the country’s power generation, which is currently a little above 4,000MW. Nebo, who said this in Abuja while inaugurating an eight-man committee on the development of a framework for coal to power, said, “The Federal Ministry of Power and the Federal Ministry of Mines and Steel are working together to ensure that not only is coal mined from our coal deposits, but that coal is also converted to power. “When that is done, it is most likely that these coal belts can give us in excess of 4,000 additional megawatts of electricity. No nation can survive on only one or two sources of energy. If there is sabotage or natural disaster that prevents one source of power, and if that is the only source, then there is problem.” http://businessnews.com.ng/2013/07/15/high-voltage-caused-nationwide-power-failure-tcn/?utm_source=&utm_medium=twitter&utm_campaign=high-voltage-caused-nationwide-power-failure-tcn |
He didn’t even bother to change his clothes after being released from the Kirikiri Maximum Prison, spending over ten years behind its walls. No, Hamza Al-Mustapha rushed to see the famous Lagos prophet, leader of the Synagogue, Church of All Nations, T.B. Joshua. The Prophet gave this interview in his ministry in Ikotun Egbe. Can you tell us the purpose of Mustapha’s visit to you? I got to know him many years ago when a petition was addressed to General Bamaiyi who was the then Chairman of the NDLEA. As you know, several efforts had been made by my detractors to bring me and my ministry down. One of those efforts was that petition. I was arrested for investigation and it was later discovered that it was a tissue of lies. I spent nine days with them for investigation and they found the whole thing to be a fabrication. From there, I was taken to Aso Rock (City of Power) to see the president. It was there that I met Mustapha. I was able to reveal to them who I am by telling them what was to come as a prophet. One of those things I mentioned to them and to Mustapha in particular, was what he went through, though he did not believe me then. That was why when it came to pass, I was the first person he remembered. I told him that he would spend several years in prison and would be finally released which no one else had ever told him. That is why you see him coming here as his first port of call. Where there is no vision, people perish. I am surprised you are asking me why he is coming here first. When you look into your archives as journalists, you will find many stories in the past about my visit to Aso Rock (City of Power), while Bamaiyi was Chairman of NDLEA. Many magazines and newspapers published my visions and prophecies on the government and the presidency. When you know your picture of tomorrow, it will impart a strength to endure your present difficulty. When you know what you are passing through now will not last long, you will endure it. This is vision; this is prophecy. This can only come by revelation. This is what the Bible means by, “Where there is no vision, the people perish.” (Proverbs 29:18). |

Yesterday I was opportune once again to ply the streets of Onitsha en route to another state and I found it a thing of misfortune that in a mega city such as that, there was so many abnormalities to make a 2 hour experience look like a lifetime in kirikiri Maximum Prison. One thing I want to point out is the need for an alternative to the Niger Bridge as travellers are made to spend hours at the entrance to the bridge due to gridlock. The contract which the FG has given towards the construction of a second bridge should be hastened up to avoid the collapse of the River Niger bridge. Spending hours in traffic is not palatable to traders who troop into the town to make purchases in order to return the same day and also for travellers who use the route to get to farther destinations. Leaving the traffic ushers you to Law enforcement Agents who are more than happy to see drivers default the laws. Some even create laws on the road if they see you are defaulting in nothing in order to squeeze out money from drivers. The driver of the cab I entered was asked for a paper he said he has never heard about in all his years of plying the route. His drivers’ license, keys and papers were seized and they demanded he pays N1,000 before his things will be released and they even warned him that if they carried him to the station he will be made to pay N5,000. He had no choice but to succumb to the demands of the police man so as not to waste the time of the passengers and also not pay their alleged N5,000. The driver had to hastily drive away to the park as they were no difference between the touts and the Policemen. Another thing I noticed about the town is the heavy presence of “pastors” at the parks who come to “feed” the passengers with the word of God; instilling the fear of accident and death on the passengers after which they pray for the fear-struck passengers and later demand for “offering” to support the “work”. On my way out of the city I heaved a huge sigh of relief only to be waved goodbye by the enormous stench of refuse which is eating deep into the road. I shook my head in disgust. The cycle continues I want to appeal to the government to help in the transformation of the city being the second largest after Lagos in business activities to make room for more economic growth. If Lagos could change for good, why not Onitsha? |
Zenith Bank has emerged first among Nigerian banks in this year’s Top 1000 World Banks Ranking of The Banker Magazine of the Financial Times Group, London, United Kingdom. Thirteen Nigerian banks made the 2013 ranking. They are; Zenith Bank, First Bank, Guaranty Trust Bank, Access Bank, United Bank for Africa, Ecobank, Fidelity Bank, First City Monument Bank, Skye Bank, Diamond Bank, Stanbic IBTC, Union Bank and Standard Chartered Bank. Zenith Bank moved 35 places from 322 in the world last year to 287, First Bank however dropped 29 places to end at 367 from 338 last year, Guaranty Bank moved to 417 from 455, Access Bank moved to 506 from 541 and UBA moved to 553 from 563. In the capital asset ratio of soundness parametre, Zenith Bank came top at 17.70 per cent followed by Guaranty Trust Bank at 16.23 per cent. Third is Fidelity Bank at 15.67 per cent, Standard Chartered Nigeria is fourth at 13.38 per cent followed by FCMB at 12.00 per cent and First Bank at 11.96 per cent, Access Bank at 11.60 per cent, Stanbic IBTC at 11.55 per cent, Ecobank at 11.14 per cent, Skye Bank at 9.90 per cent, UBA at 7.65 per cent, Diamond Bank at 7.31 per cent, and Union Bank at 6.35 per cent. According to a press release from the Country Representative – Nigeria of The Banker, Mr. Kunle Ogedengbe, 13 Nigerian banks made the ranking this year and it saw the return of Union Bank to the league of top global banks. These movements according to analysts are a good sign of the improvements of the soundness of the Nigerian banks among the world global banks and the robust monetary policies of the Central Bank of Nigeria. Ogedengbe stressed that the ranking is usually based on the definition of Tier–1 Capital as a measure of a bank’s ability to lend on a large scale and endure shocks, as set out by Basel’s Bank for International Settlements (BIS) and that it aims to show global international banks’ soundness in relation to the Basel guidelines on capital adequacy. The percentage change in the Tier-1 Capital, which underlines the strength of banks, for Zenith Bank increased by 23.82 per cent, the highest out of the Nigerian banks that made the ranking. According to the Banker magazine, Industrial and Commercial Bank of China (ICBC) has leapfrogged two U.S. banks to top the 2013 global ranking of banks with the most capital, highlighting the growing size and importance of Chinese lenders. ICBC topped The Banker magazine’s annual list of the top 1,000 banks for the first time, relegating Bank of America to third from first, while JPMorgan Chase remained second. ICBC was third last year. “ICBC has for some time ranked as the top bank by market value. Britain’s HSBC, which gains much of its earnings from Asia, was fourth in The Banker’s list, with China Construction Bank (CCB) ranked fifth. China had four banks in the top 10 and 96 in the Top 1,000. Its top four lenders – ICBC, CCB, Bank of China and Agricultural Bank of China – filled the top positions for profit in 2012. ICBC’s $49 billion profit put it top of the profit table for a third successive year. Total profit for the biggest 1,000 banks is now back close to levels achieved before the 2007/09 financial crisis, but the regional share has shifted significantly,” The Banker said. Banker Magazine report said “In fact, Africa stands out as top performer this year. At 2.3 per cent, it now has a higher share of global profits than Western Europe, despite accounting for less than 0.8 per cent of global assets. Pre- tax profits are up more than 30 per cent in this year’s ranking, more than double the rise in China. Its return on assets is 2.1 per cent, far outstripping Asia-Pacific or Latin America. “China and Brazil both recorded return on assets of below 1.6 per cent, with Brazil’s total profits actually falling in financial year 2012. Kenya is the top African market for return on assets, at more than 5 per cent, and enjoys a new entrant in the ranking – the Cooperative Bank of Kenya entering at 1000. Elsewhere, Bangladesh is one of the fastest-growing markets, and it has a 43 per cent return on capital. Total assets per capita are not much more than $40, making this the most underbanked country represented in the Top 1000″. |

Whenever there is a nationwide strike among members the universities community, in the last decade, there has seemed to be a constant and that is “The resistance of University of Ilorin to join”, as yesterday again the Chairman, Academic Staff Union of Nigeria Universities (ASUU), University of Ilorin chapter, Professor Wahab Egbewole, has said his members will not join the ongoing nationwide strike, because the national headquarters of the union did not extend the directive to the university. Investigations in the university, on Wednesday, revealed that academic activities were on, just as students were seen sitting for their examinations, while lecturers and other staff went about their normal activities. Speaking with the newsmen, Professor Egbewole said the congress of the university was not aversed to a positive working relationship with the ASUU national headquarters, adding that several efforts of the chapter towards the development were rebuffed. “It’s important to note that before a union will go on strike, there is the need for consultation. Up till now, I have not been informed in any way or form of communication and I sincerely believe that other universities who are participating in the strike did not get the directive on the pages of newspapers,” he said. The ASUU boss, who said strike was not the solution to any form of disagreement between unions and managements, added that “as far as we are concerned in University of Ilorin, strike is not the solution to any form of disagreement, and this is not to say that the Federal Government is not at fault in the present scenario. “If the Federal Government voluntarily and willingly signed an agreement with ASUU in 2004 and up till about a year ago, the agreement was not implemented, it’s less than honourable on its part.” Some students of the institution, who also spoke with the newsmen on conditions of anonymity, commended their lecturers for not taking part in the ongoing strike, a development they claimed had ensured a steady and uninterrupted academic exercise in the university for over 10 years. |
Douglas Engelbart, best known as the inventor of the computer mouse, has died at age 88. During his lifetime, Engelbart made numerous groundbreaking contributions to the computing industry, paving the way for videoconferencing, hyperlinks, text editing, and other technologies we use daily. The Computer History Museum was first to report the news via Twitter, and Stanford Research Institute has since confirmed Engelbart’s passing to The Verge. Perhaps the pioneer’s most well-known moment came on December 19th, 1968, when he demonstrated the “mouse” — an unheard of concept at the time — before an audience at Brooks Hall in San Francisco. That presentation, commonly referred to as “the mother of all demos,” would serve as inspiration for countless up and coming technologists in the earliest days of computing. “We weren’t interested in ‘automation’ but in ‘augmentation,’” Engelbart would say later. “We were not just building a tool, we were designing an entire system for working with knowledge.” Douglas Engelbart with the first As it turned out, Engelbart wasn’t a fan of his creation being dubbed a “mouse.” In a recent profile by The New York Times, his daughter Christina revealed it was actually fellow researchers that came up with the name. “It was just what they called it affectionately,” she said. Engelbart referred to it as the “X-Y position indicator for a display system” but unsurprisingly, the simpler monicker proved more popular. President Bill Clinton honored Douglas Engelbart with the National Medal of Technology and Innovation in 2000 — an esteemed recognition of all that Engelbart accomplished in his lifetime. Specifically, the medal recognizes Engelbart “for creating the foundations of personal computing including continuous, real-time interaction based on cathode- ray tube displays and the mouse, hypertext linking, text editing, on-line journals, shared-screen teleconferencing, and remote collaborative work.” Christina Engelbart confirmed her father’s death in a message to professor David Farber’s “classic computers” email list. “His health had been deteriorating of late, and took turn for worse on the weekend,” she wrote. |

Says: If they suffocate us in PDP and we need to move, we move. Hours after embracing President Goodluck Jonathan at Port Harcourt Airport, Rivers State Governor, Rotimi Amaechi yesterday evening raised the stakes in the crisis rocking the state branch of the party by threatening to dump the ruling People’s Democratic Party(PDP). He vowed to leave for any other party if PDP insists on the reversal of the suspension of Obio/Akpor local council executives as pre-condition for him to remain in the party. Amaechi said this while reacting to questions by the Bishop of the Anglican Communion, Niger Delta Diocese, Rev. Ignatius C. Kattey, at the 60th birthday thanksgiving service of the former president of the Nigeria Bar Association (NBA), O.C.J. Okocha (SAN) in Port Harcourt. He said the PDP should not give him conditions over Obio/Akpor, saying that it was only the lawmakers who suspended them, or the court that could lift the suspension. The governor explained to the crowd at the service that the law that empowered the lawmakers to suspend council officials also empowered him to dissolve the executive, but said he has not done that. “If they reverse it tomorrow, there is one more option left to me, I can dissolve the entire executive. The police can remain there as much as they want, it is Obio/Akpor people’s problem; the money is going nowhere. “But we have saved you too, because the reason they suspended the executives is because they said, ‘let us investigate the place because there was corruption.’ If they investigate and the chairman and the councillors are not corrupt, they will call them back. But if they go to court to try to stop them, they will do their function. “I want to hear the court say they have no right to do their function. Whatever the court says is what the Rivers State Government will do. We will obey the court, but outside that, nobody, not PDP, can give me condition. Is there only one party in Nigeria? Why would they give me condition? They will not give me condition. “I lead the people of Rivers State and I will lead you. If they suffocate us in PDP and we need to move, we move! “We will continue to struggle for our rights, and that includes our oil wells. You will hear the truth of this fight in December, January. I will address the state and I will tell you the truth of the fight. “Not between me and these people here, they are not a problem to me. But when election comes, the Rivers people will be given the chance to choose who they want,” he said The Bishop had at the beginning of his sermon at the church service sought to confirm if Amaechi had been given the re-instatement of the suspended executives of Obio/Akpor council as condition to end the crisis, and what he Ameachi was doing about it. Kattey also asked the embattled Nigeria Governors Forum (NGF) chairman if there was really an election that returned him as the chairman of the forum, and urged him to tell the truth. Responding, Amaechi said: “I don’t lie. If I will go to hell, lie wouldn’t be one of the reasons for my going to hell. Take it from me, those who lie don’t have courage, I have them in quantum; my children have excess of courage. “Your Grace, there was an election, your Grace, they are not denying that there was no election. They said before the election some people have signed documents for them, and they were 19, but in contesting the election, those 19 changed their minds and voted for me, and when the battle was on it was clear that it was between the ‘Villa’ and me, and I won. “There was an election and they were properly defeated and they saw the consequences of defeat. It is a Governors’ Forum I have led for two years. Even the 16 told me ‘you were wonderful as the chairman, but you know where the pressure is coming from and we can’t avoid the pressure, I won and won well, tomorrow morning (today), I will win again.” Twenty-seven members of the Rivers State House of Assembly in April suspended the Executive Chairman of Obio/Akpor Local Government Area, Timothy Nsirim and his councillors for alleged financial recklessness. Efforts by the Felix Obuah-led state PDP to force the lawmakers to re- instate the council executives failed. The national body of PDP then suspended Amaechi shortly after his victory of the NGF election – hinging the action on his refusal to recall the council executive. http://www.urhobovanguard.com/2013/06/30/amaechi-threatens-to-dump-pdp/?utm_source=&utm_medium=twitter |

13 Million Cards to be issued first, in largest card rollout of its kind in Africa Cape Town, South Africa – The Nigerian National Identity Management Commission (NIMC) and MasterCard today announced at the World Economic Forum on Africa the roll-out of 13 million MasterCard- branded National Identity Smart Cards with electronic payment capability as a pilot program. The National Identity Smart Card is the Card Scheme under the recently deployed National Identity Management System (NIMS). This program is the largest roll-out of a formal electronic payment solution in the country and the broadest financial inclusion initiative of its kind on the African continent. As part of the program, in its first phase, Nigerians 16 years and older, and all residents in the country for more than two years, will get the new multipurpose identity card which has 13 applications including MasterCard’s prepaid payment technology that will provide cardholders with the safety, convenience and reliability of electronic payments. This will have a significant and positive impact on the lives of these Nigerians who have not previously had access to financial services. The Project will have Access Bank Plc as the pilot issuer bank for the cards and Unified Payment Services Limited (Unified Payments) as the payment processor. Other issuing banks will include United Bank for Africa, Union Bank, Zenith, Skye Bank, Unity Bank, Stanbic, and First Bank. The announcement was witnessed by Dr. Ngozi Okonjo-Iweala, Minister of Finance and Coordinating Minister for the Economy in Nigeria, who stressed the importance of the National Identity Smart Card Scheme in moving Nigeria to an electronic platform. This program is good practice for us to bring all the citizens on a common platform for interacting with the various government agencies and for transacting electronically. We will implement this initiative in a collaborative manner between the public and private sectors, to achieve its full potential of inclusive citizenship and more effective governance,” she said. “Today’s announcement is the first phase of an unprecedented project in terms of scale and scope for Nigeria,” said Michael Miebach, President, Middle East and Africa, MasterCard. “MasterCard has been a firm supporter of the Central Bank of Nigeria’s (CBN) Cashless Policy as we share a vision of a world beyond cash. From the program’s inception, we have provided the Federal Government of Nigeria with global insights and best practices on how electronic payments can enable economic growth and create a more financially inclusive economy”. Chris ‘E Onyemenam, the Director General and Chief Executive of the National Identity Management Commission, said “We have chosen MasterCard to be the payment technology provider for the initial rollout of the National Identity Smart Card project because the Company has shown a commitment to furthering financial inclusion through the reduction of cash in the Nigerian economy.” He added “MasterCard has pioneered large scale card schemes that combine biometric functionality with electronic payments and we want to capitalize on their experience in this field to make our program rollout a sustainable success for the country and for the continent.” “Access Bank’s involvement in this project is testament to our ongoing efforts to expand financial inclusion in Nigeria,” said Aigboje Aig- Imoukhuede, CEO of Access Bank. “The new identity card will revolutionize the Nigerian economic landscape, breaking down one of the most significant barriers to financial inclusion – proof of identity, while simultaneously providing Nigerians with a world class payment solution”. “Unified Payments is the foremost transaction processor and pioneer of EMV processing and acquiring in Nigeria, owned by leading Nigerian banks. We will use our expertise and experience to guarantee the success of the project and ensure that the data of Nigerians are protected. We look forward to working with other partners in delivering value to all stakeholders’’, said Agada Apochi, Managing Director and CEO, Unified Payments. The new National Identity Smart Card will incorporate the unique National Identification Numbers (NIN) of duly registered persons in the country. The enrollment process involves the recording of an individual’s demographic data and biometric data (capture of 10 fingerprints, facial picture and digital signature) that are used to authenticate the cardholder and eliminate fraud and embezzlement. The resultant National Identity Database will provide the platform for several other value propositions of the NIMC including identity authentication and verification. Thanks to the unique and unambiguous identification of individuals under the NIMS, other identification card schemes like the Driver’s License, Voters Registration, Health Insurance, Tax, SIM and the National Pension Commission (PENCOM) will benefit and can all be integrated, using the NIN, into the multi-function Card Scheme of the NIMS. When fully utilizing the card as a prepaid payment tool, the cardholder can deposit funds on the card, receive social benefits, pay for goods and services at any of the 35 million MasterCard acceptance locations globally, withdraw cash from all ATMs that accept MasterCard, or engage in many other financial transactions that are facilitated by electronic payments. All in a secure and convenient environment enabled by the EMV Chip and Pin standard. Upon completion of the National ID registration process, NIMC aims to introduce more than 100 million cards to Nigeria’s 167 million citizens. The Nigerian National Identity Management Commission (NIMC) will be issuing MasterCard-branded National Identity Smart Cards with electronic payment capability.
