I don't really know the criteria for the invitation. Berkeley is quite competitive, but I feel getting the invitation for MasterCard is generally about showing the aim of MasterCard Foundation Scholarship Program in your admission application.

I don't really know what it means for now. But anyone can still get invited- pray- since deadline is Jan 22, and if you're lucky, the deadline can be shifted for you. However, if you're not invited for the MasterCard Application at all, don't expect the scholarship. But miracles happen.
