Business / LEKOIL Requires Ministerial Consent For OPL 310 Interest – Court by Azwealth(m): 5:39pm On Mar 29, 2019
A Federal High Court sitting in Lagos, and presided by Justice Sule Hassan has ruled that Lekoil’s acquisition of an interest in the OPL 310 block still requires consent from the Minister of Petroleum Resources.

Justice Hassan stated that the Executive Order issued by the Nigerian Acting President, Prof. Yemi Osinbajo in 2017, which should have deemed the Consent to have been granted, could not supersede the powers of the Minister of Petroleum Resources to grant such Consent. More specifically, the Judge disagreed that the Consent could be deemed granted and obtained in default which Lekoil believes is contrary to the provisions of the Executive Order. The Judge further noted that the Executive Order was signed in 2017, while Lekoil's application for the Consent to acquire the 22.86% participating interest in the block was made in 2016 and so could not be applied retroactively.

Justice Hassan further ruled that the Sale and Purchase Agreement executed by and amongst Lekoil 310 Limited, Afren Nigeria Holdings and the administrators for the purchase of AIOGL was inchoate based on the fact that Consent is pending.

Based on the judgement, the OPL 310 interest is still held by the seller, Afren Investments Oil and Gas Nigeria Ltd. Lekoil still holds a 17.14% participating interest in the block, however, which received ministerial consent back in 2017.

Commenting on the development, Lekan Akinyanmi, CEO of Lekoil said: "The company is yet to receive the judgement in writing, and believes it has strong grounds to appeal against this judgment by the Federal High Court; and intends to file a notice of appeal, and a stay of execution of this judgment with the Court of Appeal within a week. The company will take all necessary action to preserve its right to the 23% interest in OPL 310."

The OPL 310 license originally ended in February, but Lekoil has applied for the license to be extended due to regulatory issues. The Department for Petroleum Resources has recommended that the extension be granted, although it is still awaiting presidential approval.

"The company believes that the OPL 310 license is still in good standing given that the extension is in process and there has been no communication from the regulators to indicate that an extension will not be granted," Akinyanmi said.

What is the purpose of the partnership between Avanti and MainOne?

This partnership aims to provide affordable broadband access to all Nigerians irrespective of their location at affordable prices. Avanti will be providing the latest Ka-band satellite communication services to ensure that enterprises, public locations including schools and hospitals, as well as individuals in the most remote areas of the country benefit from the digital inclusion that reliable broadband connectivity provides. The ultimate goal is to provide access to the internet in difficult to reach areas which has the power to improve everyday life by creating jobs, growing the agricultural sector, enhancing access to educational opportunities and resources, improving social wellbeing, improving public services and enhancing healthcare for Nigerians.

Before this partnership, was there any converged broadband solution with coverage across Nigeria?

In the past, there have been public–private partnerships and alliances that have tried to address the concerns of broadband access in Nigeria. However, this is the first time we are seeing such collaboration at this scale. Firstly, both partners have a huge investment in-country to drive this. MainOne has extensive subsea and terrestrial fibre infrastructure while Avanti has invested a lot in the country and is the first Ka-band satellite operator to build a Gateway Earth Station in Nigeria. This is the first time we are seeing an alliance that combines both fibre and satellite technologies as opposed to the traditional operators using Mobile Networks to address the broadband solution in Nigeria.

Where else has this solution worked?

Avanti’s broadband solutions are implemented throughout EMEA. We have worked across Europe, Cyprus, Turkey and several countries in Africa, especially South Africa, Kenya and Tanzania.
The HYLAS 4 satellite has a strong focus and coverage in West Africa and delivers High Throughput Satellite (HTS) connectivity to complement existing fibre-optic networks. For instance, our iKnowledge project (launched in 2015) has deployed high-speed satellite broadband connectivity to Tanzanian schools. The project provides ICT equipment and digital skills training for teachers. Students have access to the computer labs to learn basic ICT skills and access eLearning platforms. The schools are also provided with additional laptops for teachers and projectors, for them to access eLearning, information and educational content and use it straight in the classrooms. The project has connected over 312 primary and secondary schools across 25 regions in Tanzania bridging the digital divide for up to 18,000 teachers and 216,000 students. Through satellite internet connectivity and ICT training, teachers can now access the latest educational content online and deliver it straight into classrooms. School children are now able to access computer labs and eLearning platforms, positively impacting their learning outcomes.
In Kenya, where we launched the iMlango project with our partners, UK Department for International Development (DFID), sQuid, Whizz Education and Camara Education, we developed an e-learning partnership, created to deliver improved educational outcomes in maths, literacy and life skills for marginalised children. The project has improved education and life outcomes for about 150,000 pupils, with some of the pilot schools now working with Tyndall University in Dublin to promote Young Scientists competitions and Skype experiments.
In addition, we have partnered with the Kenyan Government to provide hub facilities for young adults and entrepreneurs to develop their ICT skills and help bring them into the digital world. 120 sites are currently live, with a target of 1160 sites by project completion.

How can this partnership help achieve Nigeria’s broadband penetration targets?

Despite a fairly articulate Broadband Policy, Nigeria struggled to attain the 30% fixed penetration target set for 2018. As Africa’s biggest economy, Nigeria stands the risk of being left behind on the global technology map if it does not emulate global best practices and ensure broadband infrastructure deployment extends to rural areas in the country as quickly as possible. Nigeria needs rapid deployment of connectivity and satellite broadband communications will complement fixed infrastructure and create a level playing ground to achieve meaningful social development, irrespective of location or distance from civilisation.
This partnership will support the country’s targets by increasing broadband penetration with the combination and complementary use of fibre and Ka-Band satellite technologies ensuring that access is not limited by infrastructure. Our cost efficient Ka-Band satellite solution will help drive the cost of broadband down especially in rural areas, further improving affordability of the service to end users. We believe that the access conundrum can only be resolved by collaborative solutions and shared services which have come to stay as the world converges into one large digital economy.
Shared infrastructure and competencies will create efficiencies in both services cost and operations and enhance competition and the competitiveness of the ICT sector as a whole.

How will this work in remote areas?

Avanti’s HYLAS 4 satellite covers the whole of Nigeria and provides connectivity everywhere, even in the most remote locations. This will complement MainOne’s fibre infrastructure and backhaul partners to ensure that everywhere in Nigeria has some form of connectivity to the digital transformation that the internet brings. The organizers of Miami Art Week are paying more attention to Africa, and Lagos in particular, as preparations gather momentum for the 2019 edition of the art fairs, which holds annually in Florida, United States of America. This year, Miami Art Week, which holds annually during the first week in December, will devote one of its major fairs to African Contemporary Art.

Tagged “Èkó Miami,” the name of the fair is derived from the native name of Africa’s most populous city and one of the world’s fastest growing cities – Èkó (Lagos). Èkó Miami is the premier International art fair dedicated solely to Contemporary African Art during Miami Art Week. This is the first time Africa will be taking centre stage at this global event which will host over 20 international art fairs, 1,500 galleries and over 15,000 artists.

Business / Bharti Airtel Purchase Of Airtel Nigeria Shares Was Against Court Order - Judge by Azwealth(m): 4:00pm On Mar 15, 2019
The Federal High Court in Lagos has ruled that Bharti Airtel’s purchase of Airtel Nigeria shares from Ecobank in 2018 was contemptuous and amounted to a flagrant disobedience of a court order.

The said shares have been the main issue in the protracted dispute between Dr. Oba Otudeko and O & O Networks Limited (a Special Purpose Vehicle owned by Ecobank Transnational Incorporated) and were indeed subject to an order of the court in 2015 that prohibited parties from transferring or selling the shares. However, in deliberate disregard of the order, Bharti Airtel purchased the shares from O & O and being previously aware of the dispute and court orders on these shares, extracted an indemnity from O & O against exposure to any liability. In the ruling, the Federal High Court also ordered O & O to pay the sum of N22.5Billion, being the proceeds of the wrongful sale of the shares into the Court’s account.

It would be recalled that Dr. Oba Otudeko and Broad Communications Ltd, had instituted a legal action in 2006 challenging Delta State Government’s acquisition of O & O network’s shares in Airtel Networks (formerly Econet Wireless Nigeria). From the facts of the case, Broad Communication’s main contention is that the transaction was unlawful, and a breach of the Shareholders’ Agreement executed by the shareholders of Airtel Networks. According to the said Shareholder’s Agreement, the shares should have been offered to the existing shareholders first, before they were sold to Delta State Government given the right of “First Refusal” (pre-emptive right). Following the institution of the suit, O & O Networks purportedly bought back the disputed shares from Delta State Government. Beneficial ownership of the Airtel shares was subsequently transferred to Oceanic Bank, which is now owned by Ecobank Transnational Incorporated.

In 2015, following the receipt of information that the disputed shares were being offered for sale, Broad Communications published a “Buyer Beware” notice on the disputed shares. In February 2015, Justice Tsoho of the Federal High Court, Lagos also gave an order in favour of Broad Communications restraining all parties from dealing or tampering with the shares in the custody of Ecobank.

The recent ruling seeks to return parties to the status quo and underscores the sanctity of court orders which must be obeyed. Indeed, the judge in her ruling stated that “no matter how stupid the order of court is, it must be obeyed until set aside by the court or a superior court…”

The trial now stands adjourned to the 28th of May, 2019.

Nigeria, at the heart of development, is playing a key role in representing Africa on the global scale of ICT knowledge and capacity building. With a growing youth population and rapid advancement in innovation and technology, Nigeria scales high and is noticeably growing in building technology hubs. The Yabacon Valley which attracts global presence is a typical example of how far Nigeria has come in its understanding of ICT and innovation.

This March, a team of Nigerian students emerged first place alongside Tanzania, Kenya and Angola to represent Africa at the global stage to compete for the world ICT title in Huawei Technologies’ flagship ICT development program set to hold in China, May 2019.The Nigerian team of students ranked number one leading with a dominant score of 790.4, followed by Tanzania with 745.6, then Kenya with 737 and Angola with 700.8. The regional competition finals consisted of 14 teams (with 42 students) from 11 countries in Africa which participated in theory and practical examinations on cloud computing, artificial intelligence, mobile networks and big data.

The Nigerian students, Abdulqadir Babagana Musa, Muhammad Mustafa Maihaja, Fahad Danladi, Shuaibu Abbas Usman, Kamaludeen Umar, Abdulqudus Adebayo Temidayo all from Ahmadu Bello University (ABU) first emerged winners of the Huawei ICT national competition which involved a participation of 13, 600 students from 30 universities across Nigeria before proceeding to represent Nigeria at the just-concluded Sub-Saharan regional finals held in Johannesburg, South Africa.

The regional finals consisting of 42 African students divided into 14 teams participated in theory and practical examinations on cloud computing, artificial intelligence, mobile networks and big data. Together with second prize winners, Angola and Kenya, the four teams will travel to China for the global finals which will see 40 teams from around the world compete for the championship title. The 6 Nigerian students have also been offered job opportunities in Huawei Technologies Co. Nigeria Limited to further improve their skills and experience.

This ICT competition developed by Huawei Technologies comprising of a national preliminary contest, regional semi-final and Global final was first launched in 2015. It will be recalled that in October 2018, Huawei launched the ICT competition in Nigeria in partnership with local universities aiming at cultivating local ICT talents, promoting a greater understanding of and interest in ICT, and developing a healthy ecosystem for the sustainable growth of ICT sector.

The launch ceremony was graced with the presence of the Honorable Minister of Communications, Dr. Abdul-Raheem Adebayo Shittu who commended Huawei Technologies for partnering with the Nigerian government to achieve a great feat in the history of the country’s ICT sector. The Chairman of the Nigerian University Management Committee, Prof. Abubakar Rasheed; presidents of participating universities, and the representative of Ministry of Education also attended that ceremony.

Through this competition, Huawei Technologies seeks to improve comprehensive capabilities of students, transfer cutting-edge technologies information and explore the business requirement of the industry. Participating students cut across nationalities such as China, U.K, Spain, Italy, Egypt, Nigeria, Tanzania, Angola, Kenya, Singapore, Mexico, India, etc.
In a press interview with the representative of the Nigerian students’ team, Muhammad Mustafa Maihaja said “We owe our commitment to Ahmadu Bello University (ABU) and Huawei Technologies. This has been a great opportunity to learn new cutting-edge technology and to prove ourselves as capable to represent Africa. The exposure is great and this is a dream come true for us. We have worked really hard and are glad on how far we have come. We are aiming to use this opportunity to announce the prominence of our institution, Ahmadu Bello University (ABU), and Nigeria at large and to prove that we are a hard stone to conquer.”

Emeka Udeagu, the candidate of Alliance for Democracy for House of Representatives, Oshodi Isolo Constituency 2, along with Igbo candidates of other parties have allegedly stepped down for one Emmanuel Nnodim of the PDP.

I hereby state that at no time was such a meeting as alleged in the story happen. I want to state here that I did not, and have no intention of stepping down for anybody.

By helping innovative young entrepreneurs to realize their projects, the Challenge strengthens the local social fabric.

The second Startupper of the Year by Total Challenge received nearly 50,000 entries, of which more than 15,000 were fully completed. In all, 825 finalists presented their projects to a jury of experts, with 165 winning prizes.

Total has started up production on December 29, 2018 from the Egina field, located in around 1,600 meters of water depths, 150 kilometers off the coast of Nigeria. At plateau, the Egina field will produce 200,000 barrels of oil per day, which represents about 10% of Nigeria’s production.

The Floating Production Storage and Offloading (FPSO) unit used to develop the giant Egina field is the largest one Total has ever built. This project has also involved a record level of local contractors. Six of the eighteen modules on the FPSO were built and integrated locally, and 77% of hours spent on the project were worked locally. Startup has been achieved close to 10% below the initial budget, which represents more than 1 billion dollars of CAPEX savings, due in particular to excellent drilling performance where the drilling time per well has been reduced by 30%.

“Total is proud to deliver a project of this size under the initial budget and to contribute to the development of Nigeria’s oil and gas sector by generating employment as well as building industrial capability. Egina will significantly boost the Group’s production and cash flow from 2019 onwards, and benefit from our strong cost reduction efforts in Nigeria where we have reduced our operating costs by 40% over the last four years,” stated Arnaud Breuillac, President Exploration & Production. “Furthermore, some upside potential nearby remains to be developed and we are studying in particular Preowei discovery tie-back to the Egina FPSO.”

Initially discovered in 2003, the Egina field is the second development in production on the Oil Mining Lease (OML) 130 following the Akpo field, which started-up in 2009. The Preowei field is another large discovery made on this prolific block for which an investment decision is scheduled for 2019.

Total Upstream Nigeria Limited operates OML 130 with a 24% interest, in partnership with Nigerian National Petroleum Corporation (NNPC), South Atlantic Petroleum - SAPETRO Ltd. (15%), CNOOC E&P Nigeria Limited, a wholly owned subsidiary of CNOOC Limited (45%) and Petrobras Oil and Gas BV (16%).

The energy industry in Nigeria is set for a major boost as Pan Ocean Oil Corporation, a major indigenous oil and gas industry player prepares to commission three of its projects. The projects, all of which are sited in Delta state, will not only increase the crude oil supplied from Nigeria but will also improve electricity supply in the country.

Under the leadership of Pan Ocean Oil Corporation’s Chairman/ Managing Director, Dr. Festus Fadeyi, OPL 275 (Oil Prospecting Lease 275) was converted to OML 147 (Oil Mining Lease 147) in 2014 to enable drilling for first oil and subsequent production. When full production commences, OML 147 is expected to attain peak output of 11,000 barrels of crude oil and 90 million standard cubic feet of gas per day.
On the other hand, the Ovade-Ogharefe Gas Processing Plant/LPG Propane Plant II will boost electricity supply in the country as it will serve as a close source of lean gas to the NIPP Power Plant sited at Ihobbor, Edo State. The facility will also supply LPG (Liquefied Petroleum Gas) to households across the country.

In anticipation of the formal commissioning ceremony, the Group Managing Director of Polaris Bank Limited, Mr. Adetokunbo Abiru visited Pan Ocean Oil Corporation’s OML-147 flow station at Owa- Alidinma and the Ovade-Ogharefe Gas Processing/LPG Propane Plant II.

Speaking during the one-day facilities tour, Mr Abiru, who was accompanied by Mrs. Tutu Alu, Group Head Corporate Banking, Polaris Bank, said, “a lot of work and investment has gone into these projects, based on what I have seen. However, our priority at the moment is the commissioning and the cashflow that will follow.”

Phase II of the Ovade-Ogharefe Gas Processing Plant/LPG Propane Plant is designed to expand gas processing capacity at the plant to 200 million standard cubic feet per day. It incorporates a cryogenic process to deliver bone-dry gas streams, LPG and other natural gas liquid streams for domestic and international use.

According to the Base Operations Manager, Engr. Monday Ikhureigbe, “29 storage tanks are already in place at this facility, they were built to store approximately 194,400 gallons of Propane and 244,640 gallons of Propane/Butane mix (LPG) from an in-feed gas of 200MMSCF/D.”

Also speaking during the tour, Mr Seyi Oladapo, Chief Finance Officer, Pan Ocean Oil Corporation, disclosed that, “the gas plant will help Nigeria as a country further drive its vision of higher LPG penetration, which is an important component of the World Bank’s Sustainable Development Goals.”

Both projects stand out as tall examples of what can be accomplished by Nigerian engineers and banks when resources are properly coordinated. Finance for the projects was provided by a consortium of banks led by Polaris Bank Limited (Former Skye Bank Plc) and although the projects missed their expected dates of completion, there is high certainty that full operation will begin in 2019.

The massive investment that Pan Ocean, a leading indigenous oil and gas sector player has made in its Amukpe-Escravos Pipeline Project (AEPP) is set to begin to pay off in 2019 and beyond as the project enters completion stage.
The 67-kilometer pipeline project was jointly initiated by state-owned oil company, the Nigerian National Petroleum Corporation (NNPC) and Pan Ocean. When complete, it will boost the capacity of crude oil producers to export, especially from Nigeria’s mid-western Niger Delta area and strengthen oil sector related infrastructure.

Started by Pan Ocean seven years ago under the leadership of company managing director, Dr Festus Fadeyi, the project has already gulped several million dollars in finances made available by a consortium of Nigerian banks led by Polaris Bank Limited (former Skye Bank Plc). Implementation was carried out by various indigenous Nigerian oil services firms as the project is supposed to be a symbol of local content and capacity.

“We are glad that finally those who invested in this project are going to reap the benefit of patience and hard work,” company General Manager, Gas/AEPP, David Aboderin said in response to questions sent by mail. “These kinds of projects have long gestation periods, but in the end, investors reap tremendous benefits,” he added.

When fully operational, investors and the Nigerian economy will feel the full impact of the asset as it will significantly reduce pressure on the 87-kilometer Trans-Forcados Pipeline (TFP), an over four-decades-old pipeline system. The last two decades have seen the Trans-Forcados Pipeline struggle as it has experienced several breaches as the system has become easy target for criminal elements and vandals looking to scoop crude oil.

In the period between February 2016 and early 2017, disruptions on the Trans-Forcados Pipeline forced oil producers to lock-in output, a situation which caused the Nigerian government considerable budgetary strains, and for crude oil producers, lean bottom lines.

Trans-Forcados Pipeline was shut down for 305 days in 2016, and more than 182 days in 2017. In the 2006-2007 and 2009 periods, total crude deferred due to downtime of Trans-Forcados Pipeline by Pan Ocean alone was 16.2mmbbls, an equivalent of $812million (assuming a price of $50/bbl). In the 2016-2017 period, total crude deferred due to downtime was 3.7mmbbls, equivalent to $188million. These losses applied to most of the crude producers who are expected to use the Amukpe-Escravos pipeline in the near future.

“The vulnerability and instability of the Focardos pipeline give credence to the project…. The downtime usually experienced by companies that currently use the Focardos pipeline is usually very dire on their financial performance,” says Jubril Kareem, acting Head of Energy Research at Ecobank Transnational, a pan African lender.

According to Kareem, given that the project is only 67km, the amount of time taken to build it so far is definitely longer than usual. However, several considerations have to be considered, the project was awarded in 2011 but does not necessarily mean it was fully funded same year. A lot of factors could be associated with the delay, including financial and security issues. The crash of crude oil price could simply have meant such project take the back seat in company’s CAPEX allocation.

Amukpe-Escravos pipeline has some features which make it less vulnerable to attacks and disruptions. It is a 20-inch,160,000 barrels of oil per day capacity pipeline put in place by Horizontal Directional Drilling (HDD), a drilling method that minimises ecological and environmental disruption during construction and operation.

It is installed 6meters – 45meters underground. The deep underground installation provides additional protection from activities including dredging, ecological erosion and to a large extent, vandalism.

Even though it is designed to transport Pan Ocean crude, the plan is to accommodate other neighbouring Producers (injectors) on Tariff. Possible customers include Seplat, NPDC, Enageed, Summit, Newcross Petroleum, Continental Oil & Gas Pan Ocean PSC all of which have operations in Nigeria’s mid-western Niger Delta.

Pan Ocean has also completed work on two other multimillion-dollar projects which are set for commissioning. The projects include the Ovade-Ogharefe gas processing plant, which will deliver gas for power generation and domestic use, and the Early Production Facility at OML 147.

Few months after the reported incident of accidental fuel leakage at Total Filling station in Akoka area of Lagos State, which resulted in pollution of the water sources of some houses in the area, officials of the company have said they have since done all that was necessary to bring the environment to its original state, contrary to reports making the rounds.

Recall that some national dailies, not THISDAY, had earlier reported how some residents complained about being allegedly neglected by the owners of the filling station, despite the environmental and health hazards of the incident. Reports from various expert agencies, presented by the managers, indicated that the community can now go about their daily business without fear or concern. Besides, some dwellers in the area also acknowledged to THISDAY the swift and consistent response of the station managers towards the crisis which occurred on August 13, 2017.

Regardless, a resident, Ifeamaka Umeike, expressed dissatisfaction with the effort of the station, complaining that it had not yielded good result.

She told our correspondent that the company claimed to have done remediation but that the area was still polluted. “All we are saying is that the filling station should exhume and evacuate its fuel tank and replace it with new ones because the tank is still leaking.”

However, the company told our correspondent that they took the right steps and that they have also been fair to all since the inception of the crisis till date.

Various documents the manager presented to THISDAY showed the steps the company claimed it took to manage the situation, and how it liaised with relevant stakeholders, including the Akoka Community Development Association, Lagos State Emergency Management Agency, LASEMA, Lagos State Environmental Protection Agency, LASEPA, National Oil Spill Detection and Response Agency, NOSDRA, the Department of Petroleum Resources, DPR and Bariga Police station in the remediation process.

They also presented a document they identified as the final certification reports declaring the area free and safe from pollution.

In a LASEPA document, sighted by THISDAY, which is dated June 11,2018, the community was declared free of water adulteration arising from petrol leakage from the station’s underground tank, following several tests.

They also presented another document they called proof stratification certificate of conformity, dated September 29, 2017, which indicated that the leakage had been fixed. In addition, the management of the station provided a document which details how they held several meetings with government agencies and landlords in the area where it was formally resolved that the station should provide the affected houses with alternative source of water, conduct medical evaluation of residents of affected houses in recognised government hospitals, as well as provide affected houses with new boreholes.

The dealer of Total Service Station, Akoka, Mr. Aleem Maruf admitted that there was indeed fuel leakage in the station premises but disagreed with the claim that the community was neglected.

He explained that “On August 13th 2017, we discovered that there was fuel leakage in one of our underground tanks after we realised that 600 litres of petrol was missing. Immediately, we notified Total headquarters and our station at Apapa, which swung into action without delay.

“We started by disconnecting all the water sources immediately. The situation was appropriately reported to Bariga police station after which we alerted and invited all stakeholders including officials of the LASEMA, LASEPA and DPR. They all toured the community and took samples from houses to determine affected areas as well as extent of damage. By the end of the investigation, it was discovered that seven houses including the station were affected.

“Having done this, an agency, Terra Aqua Environmental Consultancy Ltd., commenced remediation exercise which started right from the station. We were advised by LASEPA to get tank for all the affected houses and supply them water regularly for the period of the remediation exercise. We bought Geepee tank of 2000 litres capacity for all affected houses and supplied them with government approved water four times in a week to ensure that they don’t lack water. We also made provision for medical check-up to be carried out at their convenience.

“By May 2018, the affected areas were declared free from pollution, hence, it was confirmed safe to drill new boreholes. As instructed by LASEPA, we have dug four boreholes while the 5th one is due for completion.”

Reacting to the claim of one of the residents, Ifeamaka Umeike, Maruf denied neglecting the community, stating that “On the day the sad incident broke, the lady in question was not around, she came back two weeks after we had cleared the environment and done the needful by law. However, remediation exercise was still ongoing. She commended the station on the efforts taken so far and this is glaring in a letter she wrote to us.”

THISDAY sighted a letter dated 30th August 2017, which according to him, was signed by Ifeamaka Umeike where she (Ifeamaka) applauded the company’s swift action stating, “I have to applaud the fact that they (Total station dealer) swung into action quickly. They provided affected residents with tanks of water which they replenish periodically. While the filling station is quite responsive, I am yet to see any action taken by Total Nigeria Plc.”

Continuing, Maruf alleged that, “she came back to complain that her pipe connections has been polluted and I wondered how that could have happened because I had disconnected all the pipes in the affected areas when the leak was discovered while she was away. But I heeded and changed all her pipes again. Note that while other houses have 2000 litres of Geepee tank, I gave her house 7000 litres of Geepee tank with a pumping machine taking water directly to her apartment to fulfill her desires.

“Three days after, she came back to my office and asked me to change her washing machine hose which she claimed got contaminated by the leakage. Without arguing, I set out for a new hose but she was discontented with eight different hoses I brought insisting they did not fit her washing machine. She eventually requested for a new washing machine and asked me to get her a 5kg washing machine that cost 250,000 as against her 3kg type. She came back the second day to thank me and told me I was free.”

However, Ifeamaka denied these allegations, stating that it was Maruf who volunteered to buy her another washing machine to replace the 7kg, not 3kg or 5kg, machine she had, when he could not get a hose that was appropriate for her machine. Regardless, Maruf said, “She was doing all this after the remediation has been certified okay by the agency in charge. As a matter of fact, we have started digging boreholes, so far, we have dug boreholes in four houses, and the fifth one is ongoing. But she refused to let us dig in her apartment, but we eventually dug it with the intervention of security personnel.

“However, she still complained that the water is not neat, whereas, water from other houses where we dug the same borehole had no issue, so we suspected she was sabotaging our efforts, especially considering the fact that there is a government borehole in the same house producing potable water.”

Maruf also explained what led to the fuel leakage, as well as steps taken to avert future occurrence, adding that they were interested in making peace with all aggrieved persons, including the lady.

Two landlords confirmed that the environment was now safe. Mr. Razak Odufuwa, who claimed to be the landlord of house No 57, St Finbarrs College Road, Akoka, one of the affected houses, admitted that there was an incident but commended the reaction of the company which he said acted swiftly to mitigate the effect.

“Initially, when the incident occurred, our water was contaminated and unsafe to drink or for any other domestic purposes. The station was the first to alert us; they disconnected all the water sources and gave us alternative source of water while they correct the situation. As I speak, they have corrected the situation, dug a new borehole in my house and I now have clean water as you can see (drinking water from the tap).”

Also, another landlord, Olusegun Oladipo of No 61, St Finbarrs road corroborated Odufuwa’s claim, adding that the company responded beyond their expectations as their situation was now better than how it was before the incident. “We now have new borehole with cleaner water supporting the government’s commissioned water system.”

Global specialist in energy management and automation, Schneider Electric, in a partnership with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, has selected three institutions to to create a solar training programme for young underprivileged Nigerians. Schneider and GIZ joint forces in a development partnership under the develoPPP.de programme of the German Federal Ministry for Economic Cooperation and Development (BMZ).

The beneficiary institutions will receive hands-on Training of Trainers in solar photo-voltaic installation supervision. They include Railway Technical Institute, the Yaba College of Technology and Etiwa Vocational School. The trainers will be exposed to an integrated curriculum developed by the Nigerian Energy Support Programme (NESP), co-funded by the European Union and the German Government and implemented by the Federal Ministry of Power, Works and Housing. The selected trainers will attend a professional 4-week pedagogy training in Germany supported by GIZ and a 5-week technical training in Nigeria.

Announcing the training opportunities, Balaji Lenka, the Managing Director of Schneider Electric, stated that 11 trainers from each of the three selected institutions have been enrolled in a ‘Didactics and Teaching Methods for Adult Education’-Programme, organised by the Hessische Landesstelle für Technologiefortbildung in collaboration with GIZ. The event in Germany started on May 27th and will end on the June 23rd, 2018.

Commenting on the training, Viviane Mike-Eze, Field Manager of Schneider Electric, stated that the training would cover modules like education and vocational systems, lesson planning, instructional media, instructional methods, photovoltaic systems and field trips. “The programme is intended to help increase opportunities for trainees to become entrepreneurs in the field, foster self-sustenance and community development,” Viviane said.

She further added that the company would be working hand in hand with the NGO Rhealyz Green Network to ensure all operational activities for the successful implementation of the project would be properly handled.

ExxonMobil affiliate, Mobil Producing Nigeria Unlimited, operator of the Nigerian National Petroleum Corporation/Mobil Producing Nigeria Joint Venture, has announced plans to invest N13 billion (US$43 million) in three community health, economic empowerment and education projects in Akwa Ibom State in the next 18 months. These investments amount to one of the largest community investments by any company in Nigeria.

The three projects include a technical skills centre in Ikot Akata, a trauma centre at the University of Uyo Teaching Hospital and an engineering complex at the University of Uyo.

“These investments will provide long-term health, education and economic benefits to many in our communities,” said Paul McGrath, chairman and managing director of Mobil Producing Nigeria at the groundbreaking ceremony at Ikot Akata in Mkpat Enin Local Government Area, Akwa Ibom State. “We continue to work closely with the government of the Akwa Ibom State as part of our commitment to communities where we operate and helping to improve quality of life,” he added.

Also speaking at the ceremony, Group General Manager of National Petroleum Investment Management Services, NAPIMS, represented by Hilary Akpan said the choice of the projects came after effective community engagement and consultation for viable impact.

The Executive Governor of Akwa Ibom State, Udom Emmanuel who performed the official ground-breaking ceremony and inspected models of the proposed community assistance projects expressed his administrations readiness to provide all necessary support and an enabling environment for successful completion of the project.

The technical skills centre will consist of a three-block training complex for critical skills required in oil and gas careers, such as pipeline fabrication, welding, electrical works, chemical lab works, civil works and engineering design. The center is expected to train more than one hundred students annually.

The trauma centre, which is to be housed in a two-floor medical complex, will help reduce mortality rates in major medical emergencies. The centre will include a resuscitation and burns room; a theatre suite; helipad; ambulance bay and triage area; high dependency and radiology units; mini labs; wards; pharmacy; administrative offices; library; and doctor, call and seminar rooms.

The engineering complex, which will be equipped with generators and independent water supply, will feature two floors of workshops, laboratories, a lecture theater, conference rooms and faculty offices. It is expected to serve about 2,000 students, mostly from Akwa Ibom State.
