There's no contradiction here.
There are the Exclusive list that Fed govt alone can legislate on eg foreign relations, there are the concurrent list where both the Fed and states can legislate on eg internal security.. then there's the residual list where only the states can legislate on...eg markets.
Corruptions falls within the internal security sub units.. and the Fed has an overall responsibility for security.

I think NDLEA is lying here and trying to damage the man. We didn't hear about it until his comment on the Senate floor.

This looks like a petty attack from NDLEA.

Why was it not in the news before the Senator's comment on the Senate floor?
Our politicians are corrupt and dirty, and so is our institutions including NDLEA.
The senator does not have a immunity and NDLEA didn't arrest and prosecute him. They didn't even made a press conference on it. Why are they shouting now?
