well that question is simple yet kinda tricky. The truth is that a plane octagon will probably have no triangles unless it is dissected and only the sort and number of dissection will determine the resulting triangles within it. The question doesn't say all these and just assumes a plane octagon with probably nothing inside. so i think non of the above should suit it better. My 2 cents though...

It's 4 because there are 4 numbers there that are not a zero. Any number other a zero is considered a significant figure irrespective of where it is placed i.e before or after a decimal point, it doesnt matter
