You don't even need to own a blending plant before you can work with them. Crude is the most needed feedstock, if I'm a able to steal a vessel loaded with crude from Nigeria, the blending plant would gladly accept it, blend with cheap labor and ingredients - then it's shipped back.


Even you can work with the blending plant,if you have crude today, and you can import that to Nigeria and sell at higher prices.
