The ruling All Progressive Congress, APC has accused the main opposition, People Democratic Party PDP and its Presidential candidate Alhaji Atiku Abubakar of a plot to use $111million for vote- buying and Card reader tempering under the disguise of logistics expenses. This was contained in the Press Release signed the party Publicity Secretary Mallam Lanre Issa-Onilu and made available to The BarometerNG. The Party claimed that the leaked security report of the Peoples Democratic Party (PDP) plan to deploy $111milion for vote-buying across the states under the pretence of “logistics” during the General Elections raises new fears ahead of the forthcoming polls. Issa-Onilu said “It is now clear that the PDP has no plans to win the elections through legitimate votes, but through illegally procured votes.” “Again, in the aftermath of the configured card readers recently recovered from PDP agents in some states, the PDP presidential candidate, Alhaji Atiku Abubakar has gone to town with face-saving conspiracies that the All Progressives Congress (APC) has imported slow-working card readers from China which will be deployed to the South South and South East which Atiku considers his “stronghold”, the party lamented. He said “”Atiku also alleges a plan to shut down communication on Election Day. How illogical that a party that is in a contest with clear superior numerical support would shutdown communication on Election Day. Will the communication shutdown affect only the PDP while leaving APC supporters and agents? Nigerians can see through the infantile lies. British Prime Minister Theresa May, French President Emmanuel Macron, Iranian President Hassan Rouhani, Australia’s Foreign Minister Julie Bishop and Turkish Foreign Minister Mevlut Cavusoglu have condemned President Donald Trump’s decision to formally recognize Jerusalem as the capital of Israel and to later move the U.S. embassy there. They consider the decision as “regrettable”, ”irresponsible” and ”dangerous” which also “contravenes international law and U.N. Security Council resolutions.” Nigeria President Muhammadu Buhari has remained silent while countries like Bolivia, Italy, Senegal, Sweden and Uruguay have requested for United Nations Security Council emergency meeting. World leaders painted the decision as unilateral and outside the vision of a negotiated peace between Israelis and Palestinians and warned of heightened tensions or even violence across the Middle East. When a Nigerian newspaper referred to the Niger Delta Avengers (NDA) as a terrorist organisation in its November 7, 2017 edition, many people especially from that region flared up in a desperate attempt to reject the terrorism tag. It was the first time a local newspaper would address the group, which has bombed major oil installations in the Niger Delta, as “terrorist” on its front cover, even when such declaration has not been formally made by a competent court of law or the Federal Government like was done in the case of the Indigenous People of Biafra (IPOB). IPOB, led by its now-fugitive leader, Nnamdi Kanu, was recently proscribed by an Abuja High court and designated as a terrorist organisation. Yet, so many influential Nigerians, including Prof Pat Utomi and Mr Mike Ozakhome (SAN) rejected the terrorist label, insisting that the secessionist movement is a non-violent, peaceful, freedom-fighting group, even when Nnamdi Kanu was threatening fire and brimstone, training and arming the youths with the intent of setting the nation on fire. Unfortunately, the same people saying IPOB is not a terrorist group want the Federal Government to declare the Fulani herdsmen terrorists, like it did for Boko Haram, which has killed thousands of Nigerians (Muslims and non-Muslims), slaughtered dozens of Muslim clerics and burnt down places of worship (mosques and churches) since it embarked on campaigns to establish its phantom “Islamic State” in Nigeria. Another group, the Movement for the Actualization of the Sovereign State of Biafra (MASSOB), has also recently threatened to make Nigeria ungovernable if its demand to conduct a referendum in the South East was not heeded by the Federal Government. Yet, MASSOB has not been branded a terrorist organisation. Read more https://barometerng.com/terrorism-between-us-and-nigeria-hypocrisy-or-sincerity-by-rasheed-abubakar/ |

The President of the Nigerian Senate, Bukola Saraki has been named among 40 world politicians whose offshore hideaways were exposed by a new International Consortium of Investigative Journalists investigations tagged #Paradise Papers. The papers — which were released Sunday by the ICIJ after being obtained by a German newspaper — include 13.4 million documents that detail offshore holdings by high-profile figures in the world. It contains the names of more than 120,000 people and companies.Among those whose financial affairs are mentioned are Queen Elizabeth II, President of Colombia Juan Manuel Santos, and U.S. Secretary of Commerce Wilbur Ross. The leaked 1.4 terabyte data, now infamously dubbed Paradise Papers named Saraki as a director and a shareholder of Tenia Ltd., a company established in the Cayman Islands in April 2001. Appleby’s records describe Tenia Ltd. as a “holding company.” In August 2013, Appleby had recorded Saraki’s company as “low” risk and listed the company’s address as 30 Saka Tinubu Street on Victoria Island in Lagos, which his lawyers said was rented by him. A new report from UNICEF and its partners in the Inter-Agency Group for Child Mortality Estimation (IGME), Levels and Trends in Child Mortality Report 2017, shows that Nigeria, the Democratic Republic of the Congo India, Pakistan, and Ethiopia accounted for half of all newborn deaths. The largest number of newborn deaths occurred in Southern Asia (39 percent), followed by sub-Saharan Africa (38 percent). Every year, millions of children under 5 years of age die, mostly from preventable causes such as pneumonia, diarrhoea and malaria. In almost half of the cases, malnutrition plays a role, while unsafe water, sanitation and hygiene are also significant contributing factors. Based on current trends, 30 million newborns would die between 2017 and 2030. Eighty percent of these deaths would occur in Southern Asia and sub-Saharan Africa. About one in six of these deaths (5 million) could be averted if countries at risk of missing the SDG target with low rates of progress and high neonatal mortality rates accelerate progress. In reacting to the Peoples Democratic Party (PDP) recent statement on the plan by the President Muhammadu Buhari administration to obtain a $5.5 billion foreign loan, the All Progressives Congress (APC) urges the PDP to wake up to new realities that the days of borrowing to pay salaries and fund bogus projects are long gone. In developing economies, governments typically resort to borrowing to finance economic development projects because taxation and other revenue streams may not necessarily provide sufficient funds for economic development. The recent borrowing plans proposed by the President Buhari administration is no different as the President has clearly stated in his request to the National Assembly that the loan will be used to finance the 2017 budget deficit and invest in critical and verifiable infrastructure project which will ultimately grow the economy. The PDP in its statement unapologetically claimed that it “meritoriously” governed the country for 16 years and “handed over a buoyant economy to the APC in 2015’’. Really, what could be further from the truth? The APC considers the claim a new height of PDP’s insensitivity to the populace and has further exposed the PDP as a Party unrepentant for the rot it left the country after its 16 years rule. Even when crude sold above $100, the immediate-past PDP-led administration struggled to build savings. In addition, the excess crude account was misspent. Poor capital expenditure meant badly-needed infrastructure development was put on hold. This forced construction companies with government contracts to cut back and sack thousands of workers. The National Chairman of the All Progressives Congress (APC), H.E. Chief John Odigie-Oyegun disclosed on Tuesday that devolution of powers and resources in the federation was one of the critical issues canvassed by the various political parties that formed the APC in 2013. Odigie-oyegun said this when he received a delegation of the Nigerian Christian Elders Forum (NCEF) at the APC National Secretariat on Tuesday. “It is strange that people ever think or dream that the APC is in any way against some degree of reordering of our federation. Take our constitution, it is replete with references to devolution of powers, resources and the rest of it. As a matter of fact, it was a basic issue at the coming together of the APC, that we must take a fresh look at the distribution of powers and the workings of our federal system. “Today, we have brought some direction to the debate rather than everybody trumpeting restructuring without exactly getting down defining what restructuring really means. We are now engaged in that exercise and I think things are beginning to be clearer as to what different groups want. At the end of the day, what will happen is what will make our federation stronger and what most of the people of this country are ready to accept and work with.” The APC National Chairman said. The ever-combative Christian Association of Nigeria (CAN) is once again accusing the Muhammadu Buhari-led Federal Government of plots to ‘Islamise’ Nigeria through the back door, using the Sukuk Islamic bond as handle. CAN’s latest allegation is contained in a statement issued on Tuesday in Abuja through its general secretary, Rev. Musa Asake. The Christian body called on the Federal Government to without delay abrogate the laws and framework behind the bond, vowing to seek legal redress should government fail to do that. What is Sukuk Sukuk are investment certificates that give Shariah compliant returns on investments. On the FGN Debut Sovereign Sukuk, the Federal Government issued its first Sukuk (non-interest lease assets facilities) between Thursday 14th September 2017) and Wednesday 20th September after decades of advocacy by Muslim Finance experts for non-interest financial instruments like the Sukuk. This was followed by few newspaper advertisements of the offer. FGN Sukuk has been certified as Shariah-compliant by the Financial Regulation Advisory Council of Experts (FRACE) of the Central Bank of Nigeria. The Council after painstaking review of the structure and contract documents with the legal and financial teams, and making necessary corrections signed off the certificate of Shari’ah compliance of the debut Sukuk. Nigeria has started the sale of a 100 billion naira ($326 million) debut FGN Sukuk on the local market to fund road infrastructure, the Debt Management Office said on Thursday. The seven-year Islamic bond which is structured as a lease will yield a 16.47 percent rental rate, payable semi-annually. Subscription for the bond, which is guaranteed by the government, will close on Sept 20. What is Sukuk “Sukuk” is an Arabic term which simply means “certificates”. The origins of Sukuk can be traced to the classical Islamic period during which papers representing financial obligations from trade and other commercial activities were issued. In its present form, a Sukuk issue is akin to the conventional concept of securitization – a process in which ownership of an underlying asset/project or transaction is transferred to a large number of investors through certificates representing proportionate value of the relevant assets. The Accounting and Auditing Organization for Islamic Financial Institutions (AAOIFI), the leading international not-for-profit organization primarily responsible for development and issuance of standards for the global Islamic finance industry whose standards has been adopted by Central banks and regulatory authorities in a number of countries, either on a mandatory basis or as basis of guidelines defines Sukuk as “certificates of equal value representing common shares in ownership of tangible assets, usufruct and services or (in the ownership of) the assets of a particular project or a specific investment activity.” The sukuk has swiftly emerged as an alternative financing mode for sovereigns and corporates alike (regardless of faith) and is now popularly termed the flagship instrument of the Non interest Finance industry. Sukuk represent ownership shares in assets that generate profits or rentals to Sukuk holders. Hence, it is essential that Sukuk are actually represented by a specific, tangible asset throughout its entire tenure and Sukuk holders must have a proprietary interest in the assets which are being financed. Ijarah (Lease) Sukuk This is the most common Sukuk issuance type for project finance or acquisition of new assets. Ijarah Sukuk is a leasing structure with a right available to the lessee to purchase the asset at the end of the lease period (similar to finance lease). The rental rates of return on Ijarah Sukuk can be fixed or floating. Read more https://barometerng.com/all-you-need-to-know-as-nigeria-starts-sale-of-100-bln-naira-sukuk/

Opinion: Rohingya and Western Media; A Balanced Narrative By Rasheed Abubakar The war on terror (or the semantic concoction that it actually is) will never be won if the world fails to look beyond Islam and the Muslims for its aetiology. Terrorists exist everywhere – in all religions – among the traditionists, atheists, Christians, Muslims, Buddhists and idol worshippers, among others. However, millions of global citizens, especially netizens, are so subjective and parochial that they find extremism nowhere else except in Islam; no thanks to the Western media for the subliminal conditioning which created suitable conditions for this intellectual crisis. For instance, the leader of the 969 Movement, a Buddhist terrorist group, Ashin Wirathu made the front cover of the July 2013 edition of Time, a popular American weekly magazine and globally recognised brand, with the headline “The Face of Buddhist Terror”, for spearheading a series of hate campaigns and provocative speeches that have led to the ethnic cleansing of the Rohingya, a Muslim minority group in Burma, also known as Myanmar. According to a widely circulated UN report, more than 1,000 Rohingya Muslims have been murdered by the Buddhist military in the last 4 months. Over 87,000 of the victims of the pogrom were pregnant women, children and the elderly, who have fled the crisis-ridden region in the last 10 days to neighbouring Bangladesh. Unfortunately, Bangladesh – and much expectedly, Israel-have decided to join Myanmar to play Russian roulette with the lives and property of the hapless Rohingya. While Israel is “helpfully” supplying Palestine-tested and killer-confirmed weapons to Myanmar to continue the killings, Bangladesh is refusing to take thousands of stateless, homeless and helpless Rohingya refugees in, and it is purportedly “helping Myanmar fight phantom Rohingya ‘militants and extremists’”. Poverty and state violence, not religion, are driving young Africans to join militant groups, the United Nations said on Thursday, after interviewing almost 600 recruits. It is easiest for organisations like al-Shabaab and Boko Haram to recruit young people who are unemployed and frustrated about lack of opportunities and services in remote areas, the U.N. Development Programme (UNDP) said. But researchers found about 70 percent of recruits said their “tipping point” was a government action, often the arrest or killing of a friend or relative by security forces. “Contrary to popular narratives, those who join extremist groups tend to have lower levels of religious or formal education and less understanding of the meaning of religious texts,” UNDP said in a statement. “Actually understanding one’s religion can strengthen resilience to the pull of extremism.” Read more https://barometerng.com/poverty-and-state-abuse-not-religion-push-africans-boko-haram-al-shabaab-others-u-n/ |

Nigeria has emerged 17th position of the 25 countries the Food Sustainability Index an index revolving around 3 main pillars based on the central paradoxes identified by the Milan Protocol. The Food Sustainability Index is a ranking of 25 countries on food system sustainability. It was created as a quantitative and qualitative benchmarking model, constructed from 58 indicators that measure the sustainability of food systems across three themes: Food Loss and Waste, Sustainable Agriculture, and Nutritional Challenges. At the start of the month of July, Nigeria Chief of army staff, Lt Gen Tukur Yusuf Buratai claimed that his military had defeated #BokoHaram. In an interview with BBC, he said, “militarily, Boko Haram has been defeated”. Nevertheless, the presence of the group is still being felt, and in the most tragically tangible way possible. In June there were 53 deaths attributed to Boko Haram. More than 50 people were killed in a Boko Haram ambush on an oil exploration team in northeast Nigeria in the month of July. “Militarily, Boko Haram has been defeated” What does that even mean? What is obvious and pathetic is that Boko Haram is still taking lives of Nigerians in the North East. Although Boko Haram now lacks the capacity to hold territory, they are still a potent threat in as far as carrying out suicide bombings and attacks on isolated communities and rural areas are concerned. Certainly, Boko Haram hasn’t been eliminated, and it is arguable that it hasn’t even been defeated. Over the past few months, there have been a number of such attacks in motor parks, in and around the University of Maiduguri and on neighbourhoods on the outskirts of the city where Boko Haram can easily gain entry. In order to avoid detection, they often use young girls to perpetrate these attacks. What is still unclear however, is if these girls are willing tools, or acting based on coercion. It has become clear that some of these attacks are coordinated, and are actually multiple attacks across various places, either suicide bombings or accompanied by gun attacks.
