Even the Dining Hall used for events is just commissioned. Road projects are ongoing. Blasting and spraying of more storage tanks are ongoing. The refinery is churning out products.
The essentials are concluded. If she talks about the refinery coming to full capacity later, that is a different thing all together.
Tell her also to speak well of where she works.

I work there. The Refinery is operational. PMS is rolling out. They are working on the fine details.
