This was a release from the unveiling of the Lagos State Transport Policy document, which is a technical document, and the unveiling would have been targeted at a technical audience. What you are reading is merely a reportage of the event.
Now, when you look at it, what is really so confusing about what they've said here? Do you want to tell me that you could not grasp the message which is that the plan is to decentralise (hopefully this one too does not sound too big for you) central Lagos and make other areas viable commercial hubs while at the same time improving transportation links between all the various areas?
