Most of the Oil is produced in the Seas, so from your logic Nigeria is made up of Oil producing states and Oils producing seas, the seas do not belong to any one state and even if they do, most are near or bound Ondo state, Hence the need to maintain the status quo of Oil companies operating out of Lagos State,

6 Why should the state collect the taxes and not the federal govt


The answer is because the federal govt is far from people. and can not monitor the people. The state cant cheat the federal govt. It is all bank involve.

The state would now have a reason to hunt down people for taxes because if the state do not hunt down people to pay thier taxes, thier own internal generated revenue would reduce. The state would not like that.

1. You now may ask, can a state cheat the federal government, The answer is NO.

The reason is, every nigerian pays to the banks and the federal govt can see each state bank account. And Each money each bank transfer 38% of the money in that account to the federal government. While 62% is transfer to the sokoto state. The state has no physical contact with the acccount .

2, Can a person refuse to pay tax or cheat tax?? The answer is No.

The reason why the answer is NO is because, everytime you go to a store to buy something. If the igbo or hausa or yorubas man want you to cheat the tax system for him, You would refuse because, everytime you help anyone to cheat the tax system. It reduce your own RSP (christmas Bonus). And I dont think you want that.

Every year we get cheque from the canadian govt, we can also use the money to buy a house. We get some of our tax back from the govt once a years. You can use the RSP to buy a house.

This way every nigerian above the age of 18 has an RSP and can buy a car or house within 5 to 10 years . This is what I would do.

With this method every nigerian above the age of 18 would have a retirement saving plan. Either they are working or are market women or business men.   They can also take thier RSP and use it to start a business or build a house may be after some time.

This is how the Harmonized  Tax system would work.

All state open two account in banks. And one account is for person and the other for company. Every resident ( people living in the state) from the age of 18 either working or not working.


Evey taxes in nigeria, from education , vat, custom duty, petroluem tax , company tax and other goes is included expect taxes collected by the state. All tax would be 15% of the the tax in question. in canada it is 14%.   excluding company tax which would be 30% of profit. from small and large scale companies.

So if someone goes to the border of sokoto, he pays company tax it goes into sokoto state account.

Each person goes to the bank  and pay thier tax to the account or your company tax 15% of your salary into your tax account under lagos state or any state.

Here is how the 15% is divided  4% for federal govt, 6 % for sokoto state, 5% as your Retirement Saving Plan  for that person  ( RSP).

THe RSV the bank help you to buy stock with it. By the month of Novermber every nigerian would decide what they would do with thier 5% either they want to take the money out or leave it as investment.


So example, if   Umaru Musa who live in sokoto state and has is business everything he buy, he get a reciept for and goes to the bank to pay is tax with those reciept. The bank verify if the reciept are real by call the company.

If Musa made N100,000 monthly he pays 15,000 as taxes and 5,000 out of the 15000 goes to his RSP while the federal govt get $4000 and the state get N6000.

By november  musa can go to the bank and collect N60,000 of his RSP or leave it for retirement.


If shehu work for a company in kano, the company pays the money into shehu  sub account of Kano state. If shehu made 50,000 naira a month.  His tax for each month is 7,500 while is RSP is  N2500.

By november  ending Shehu can go to his RSP and withdrawn N25,000


now if shehu goes into hospital and pay 10000 for medical. 1500 would be his taxes, taken from him from the hospital. And he get a recipt. By novermber. Shehu RSP would not be 25000 but it would be N25500. 

If shehu pays N5000 for his son school fee and collect recipt. he get 250 into his RSP. making 25,750.

The hospital and school send the tax to shehu account with kano state.

The money is with the bank, so the state can not cheat the federal. The federal govt can ask to see what is inside the account.

The same for company like that of musa but it is 30%. But company would be allow to use 1/3 of thier taxes as community development, build road, school etc. while 1/3 would be allowed to be allow as company expansion .

We should start Harmonized  Tax which is practise in all democracy system. Which is what they call true federalism.

What it means is that state and federal have joint taxes. The state collect the tax and give the federal portion to the federal government. this is what federalism is about.

What it means is that each state collect the tax and give the federal 38% of all taxes.

This is what happens in Canada.

The federal govt of canada get 38% of the money and the ontario government get 62% of the money.
