The House of Representatives yesterday summoned the Governor of the Central Bank of Nigeria (CBN), Mr. Godwin Emefiele, over the bank’s decision to ban deposit of foreign currencies into domiciliary accounts. The invitation followed a motion on Matters of Urgent Public Importance brought by Hon. Emmanuel Ekon from Akwa Ibom on the “Need For the Governor of Central Bank of Nigeria (CBN) to address the House on the CBN’s foreign exchange policy on rejection of foreign currency deposits by commercial banks in Nigeria”. The lawmaker said though by virtue of the provisions of Section 12 of the CBN Act of 2007, the bank is conferred with statutory powers and responsibilities to formulate monetary and credit policies for the country, the recent policy decision of the bank is already inflicting untold hardships on Nigerians and manufacturers. He noted that: “Though, the policy may have both short and long-term economic benefits for the country, Nigerians do not have any explanation from the CBN on the merit and otherwise of the said policy and has not created avenues to address the fears of parents wishing to remit money abroad for their children’s education of manufacturers placing orders for goods abroad. “The explanation of the said policy to members of the House by the Governor of the Central Bank will enable members to disseminate the information on the said policy to their respective constituents and thereby leverage on the enlightenment drive of the CBN on the necessity of the said policy”, Ekon said. He added, “if the CBN fails to give proper explanations and carry out proper enlightenment of the said policy to Nigerians, it may appear unpopular, counter-productive and grossly misunderstood by the general populace”. “Mr. Speaker, there is a lot of panic within the economy as we speak. People don’t know what becomes of their businesses which largely depend on foreign exchange for transaction. Banks are crying, Bureau de-change operators are crying, importers are also crying. “There is the need for the CBN to carry out adequate sensitization of the public regarding this policy by way of explaining reasons behind this policy and its benefits or otherwise to the nation’s economy may suffer for it”, he said. The motion was, however, challenged by a Point of Order raised by Hon. Chidoka from Anambra, saying that the motion was unnecessary as its concerns would be addressed when the CBN governor appears before the Senate which had already summoned him on the state of the economy. In his bid to cut cost of governments, President Mohammadu Buhari has announced that there would be no federal government delegation for this year’s hajj in Saudi Arabia. He however stated that the government shall play its traditional roles of providing consular, medical and security services to Nigerian pilgrims. The Federal Government would require a total amount of $2.3bn (N453.1bn) for the 2,300 kilometers of pipelines identified under the Nigeria Gas Master Plan, a study conducted by the Centre for Social Justice has revealed. The report, a copy of which was made available to our correspondent in Abuja on Tuesday by the Lead Director, CSJ, Mr. Eze Onyekpere, revealed that depending on the terrain, it would cost between the sum of $800,000 and $2m to develop a kilometer of gas pipelines. It said if an average amount of $1m is taken per kilometer, then the country would require $2.3bn to implement the NGMP. It said going by the rise as well as the the risk of political violence, majority of the international oil companies are not willing to invest such an amount into the gas sector. It said, “The construction cost of developing natural gas pipelines and infrastructure vary between $800,000 per km and $2m per km (for large diameter projects over rugged terrains). “If we take the average cost of $1m for each kilometre of gas pipeline and 2,300 kilometres of pipelines identified under the NGMP will require about $2.3bn. “Due to a number of reasons, mainly the risk of politically inspired violence, vandalisation, the risk of expropriation and the long gestation period before the investment becomes profitable, international oil companies are unwilling to invest in gas projects while government and citizens are desirous of gas investments.” The report said since the multinational oil companies are not willing to invest in the sector, the Federal Government can take advantage of their unwillingness to channel resources for gas infrastructure. It said the funding could be done through various dedicated financing channels. Some of them are the channeling of part of the $18bn unremitted oil funds identified by the Nigerian Extractive Industry Transparency Initiative when it is recovered; dedicating the proceeds of Federation Account dividends and tax from existing Bonny LNG Company to new gas investments. Kinsmen of former President Goodluck Jonathan including Senator Clever Ikisikpo, have said they left the Peoples Democratic Party because of the method of operations of the party. Ikisikpo, former representative of Bayelsa-East Senatorial District in the Senate, spoke at a news conference on Tuesday at Kolo Creek in Ogbia Local Government Area of Bayelsa State. The Senator said he and past federal and state lawmakers as well as former political office holders from Ogbia dumped the PDP because “it was being run like a one-man business.” He said they joined the All Progressives Congress because of the transparency, internal democracy, equity and fairness in the party. It was learnt that many residents in the area were besieging the home of the former senator to indicate their interests to join him in the APC. Ikisipo said, “What is happening is historic in the sense that we have now joined a new party and that is a reigning party. “We will make sure that APC becomes a ruling party in Bayelsa State and by the grace of God, come December 2015, APC will take over this state. Of course, we are all ready to work as a team to make sure that we achieve our goal.” The senator, who admitted having been in PDP since 1998, said he left the party when it derailed from its founding principles. He alleged the PDP was hijacked by “one man”, lamenting that the level of impunity in the party in the state was high and unbearable. He said, “We formed PDP in Bayelsa State. We made PDP in Bayelsa, but those who do not know how it came about came from behind and hijacked the party. I don’t belong to a party where there is high level of impunity, so I went to a system where there must be transparency. “I went to a place where the voice of every person must be recognised, not a situation where only one person will dictate the pace for everybody. You cannot decide my destiny because it is God that gave me that destiny. “That is why all of us left PDP and believe that a day is coming when PDP in Bayelsa State, will be left for three persons and come December 5, APC must take over the state.” Also speaking, a former Chief of Staff in the state, Mr. Samuel Ogbuku, said he joined APC to identify with his former boss, Chief Timipre Sylva, and to contribute to the government at the centre. He said he learnt to follow Sylva loyally because the former governor would not betray him. He expressed optimism that the APC would take over the state’s Government House, claiming that the current administration of the PDP was already jittery. Ogbuku said, “You can see that we are very much calm.
