Introduction: Following two meetings (on Thursday
19th Sept 2013 and Friday 11th Oct 2013) of
representatives
of the AVCNU (Association of Vice-Chancellors of
Nigerian
Universities, led by CVC Chairman, Prof. Hamisu of
VNTI ATBU)
and ASUU Representatives (led by its President, Dr.
Fagge) with the Vice-President of the Federal
Republic of Nigeria, Arc. N. Sambo, Minister of
education Barr. N. Wike and others, all Vice-
Chancellors have been urged to inform and
enlighten academic and other staff on the following
developments so that we can ensure a return to
normalcy in our Universities within the shortest
possible time.
CONDITIONS ADDRESSED:
1. Earned Allowances: The N30 billion already
released will now be increased to N40 billion, and
should be regarded only as first installment, and not
a once-and-for-all payment.
Government will top it up with further releases once
Universities are through with the disbursement of
this new figure of N40 billion, so Vice-Chancellors
are urged to expedite this disbursement within the
shortest possible time using guiding templates that
have been sent by the CVC.
2. NEEDS Assessment Capital Money: Government
was cognizant and mindful of the ability of
Universities to effectively/efficiently utilize the N100
billion fund immediately, hence that figure.
However, in addition to this N100 billion dedicated
and already to be made available for 2013, N200
billion (increased from N150 billion previously
agreed) will now be earmarked in the 2014 Budget
as well as each of the following three-four years
until the Universities are brought to world-class
standard.
3. Project Prioritization: Universities will now be
allowed
to determine their priorities and not be “rail-
roaded” into
implementing a pre-determined set of projects with
respect to the NEEDS assessment. Decisions are not
to be centralized.
4. TETFund Intervention: Government assured that
the operations of the TETFund will not be impaired,
and that the regular TETFund intervention
disbursement to Universities will continue,
unaffected. So the NEEDS assessment capital outlays
are in addition to regular TETFund intervention.
5. IMC: A new Implementation Monitoring
Committee (IMC) for the NEEDs ASSESSMENT
intervention for Universities has been set up to take
over from the Suswan Committee. The new one is
under the Federal Ministry of education and chaired
by the Honorable Minister of education. In addition,
to build confidence and ensure faithful
implementation and prevent any relapse as before,
the Vice President will meet quarterly with the IMC
to monitor progress.
6. Blueprint: ASUU was mandated to submit a blue
print for revitalizing the Universities to the Vice
President.
7. Official Agreement Document: A signed
document would be issued very soon to itemize the
full issues on which this present consensus outlined
here, brokered by AVCNU, has been reached.
8. An Appeal to Call Off Strike: The Vice-President
Sambo appealed to ASUU to call off the strike and
apologized for the “take-it-or-leave-it” comments
credited to the Hon Minister of Finance. All other
parties present at the meetings also prevailed on the
ASUU leadership to consult objectively with its
members to get them to agree with what is now on
the table and to call off the strike as soon as possible
after the Sallah break of Tuesday/Wednesday
October 15/16 2013.
9. ASUU President Responds: At both meetings, the
President of ASUU thanked the VP for taking over
negotiations and promised to consult with his ASUU
Constituency.
We keep our fingers firmly crossed, as we await
both the
official consensus agreement document and full
ASUU reaction. Statesmanship from all sides is
called for at this point in time.

BlackBerry�s CMO Frank Boulben has confirmed the BBM
messenger for Android and iOS will be released �within
days�. The client has been teased a lot in the past few
months with the promise the released date is getting
closer. We even saw a beta version makes it to the
Apple�s AppStore, but it was quickly taken down.
Well, it seems the BBM is finally ready and its arrival is
only a matter of days.
Frank Boulben shared this info alongside other reassuring
piece of info that BlackBerry is doing well and the
development is going according to plan. You can find about
the open letter from BlackBerry to its partners and
customers right here.
According to BlackBerry six million people have already
signed up to be notified for the released of the BBM on
Android and iOS.

ASUU strike likely to be called off in the next one
week if the news i saw yesterday night is anything to
go by. In the news;
>>FG met with ASUU. The meeting had VP Sambo,
Chairman Faggae and Vice Chancellors of universities
present.
>>FG agreed to increase released allowance bonus
from N30B to N40B.
>>Also, the FG agreed to increase the released
university funding fee from N150B to N200B and said
that will just be a starter.
>>ASUU Chairman appreciated the VP for his
intervention and promises to get back to his members
to know the fate of the lingering industrial action.
He said he will get back to the FG after the sallah
break.
# MyOpinion: If ASUU rejects this offer once again,
we should be ready for a complete overhaul of the
system. It's well!

Hello peeps,I was given admission into a reputable university to study Electronics/Electrical Engineering. I love electronics,like seriously I do. I always have this urge to repair things even though I cant repair them. Many times I repair spoilt Mobile Sockets(extension box) and they turn out to work perfectly. But does this really mean anything? Now I want all elect elect undergraduates to please help me out here,tell us what electrical engineering is like,what you like about. Pls I'd really appreciate it if someone can list his course outline here for the first year. You can also advice me on what to be doing at this stike peroid. I don't wanna hear things like 'Go to lectures regularly,dont follow bad friends,forget girlfriends'. Whether you're in 100,200,300,400 or 500level,pls say something. [b]My name is Dami,I'm an Android user,When I first bought the phone,about 7months ago,I was surfing the net with MTN's Daily Bundle Plan 10MB for 24hours,no downloads. Few months later,all MTN users got a way to browse free,download unlimitedly,stream videos all day with no thought of thinking this enjoyment and blessing would go away. I am very sure MTN was aware of this,it was called 'MTN MAGIC SIM'. To be honest with you,I still hope for that day to come when it will happen again,don't you. After this so called MTN's blessing ended,I got an information containing all the INTERNET SERVICE PROVIDER's Data Bundle Plans and I found out that the cheapest I could afford was Airtel's Monthly BIS which was N1500 for 2gb,some might think this is fair,but as a regular downloader,a might video streamer,an HD game freak this is totally not fair. I mean really,what exactly do you want to do with 2gb? I got angry and I later went back to my MTN DAILY BUNDLE PLAN until I discovered myself that the MTN DAILY BIS that normally works on Blackberry Devices also works on Android devices,this was nice I tell you,subscribing daily for just N100. Few weeks later,MTN blocked this plan from working on Android devices and I asked a rhetorical question,WHY? Seriously let's ask them why,are we not paying them? I spend N700 a week just to surf and download. As at this time there was ASUU strike meaning no work to do,no where to go until peole later devised means to make this MTN BIS plan work on Android devices,it was called VPN(VIRTUAL PRIVATE NETWORK),even with this VPN,we were restricted to a specific bandwidth,100MB. This means I pay 100N for 100MB,still I was not satisfied. MTN blocked this VPNs from working on all android phones as at the end of September 2013. Why? Does this look fair? I called the MTN Customer Care Line and a Representative advised me to subscribe for the Monthly Data Bundle Plan which goes for N1000 for 250mb. How do they expect me to use that for 30days? What exactly can I do with it? I see no reason not to port to another network,don't you. I have said enough story, the last time there was a Data Plan Campaign,it didn't go on well,it died down quickly,this time it must not happen.
